A pair of quite unusual and very ag- gravating assault and battery cases took most of tho tlmo of Maglstrato AY. I cox In tho District Court this morning. In tho first the defendant was a rough looking natlvo named Na-le- i. It appeared that ho had, on tho 12th Inst, most shamefully and cruelly beaten a child of four that ho had un- dertaken to raise as his own. It was brought out that the back of tho little one was still black and blue from pun- ishment and that there wero all over tho body nearly marks that had been Inflicted by blows delivered by tho de fendant. Editor Evening Bulletin: Let ono who possesses tho psychological In- stinct to the extent of finding peren-nall- y Interesting tho question of why pcoplo do tho things that they do nnd say me thing that they say, have somo spaco for an effort nt a conclso state- ment at a tlmo when half tho popula- tion Is Itching to write or painfully desirous to talk. Is Chinatown filthy? Itclatlvcly It tnny be. it is so pronounced by visi- tors looking for fllth visitors from resldenco districts of pcoplo moro fa- vored than tho denizens of Chinatown visitors flushed with a Httlo brief authority visitors who do not know mat one-thir- d of tho population of tho enrth lives In a moro crowded condi- tion than docs the population of Chinatown. What if It Is filthy? And It Is not extraordinary or uncommonly so. Is It to be called a pampered pest hole when it has not produced pest? It Is tho fragmentary messenger or envoy or dlsclplo or attorney In fact of pest I mat lodges pest, mo plague uiacK, bubonic, pneumonic, Is not n creation of llltli. True, It may bo nurtured or encouraged by certain unsanitary con- ditions, but It is not originated In the living room, In tho soil or In tho cess- pool. In 1895 It was proven that tho chol- era camo from tho Orient. Tho foreign sources of various small pox epidemics wero well established. It is said and so far accopted that such plaguo as wo havo had hero In 1899 comes In merchandise from Japan or China. In 1895 tho first case of cholera was reported from Iwllel, u suburb rcmoto from Chinatown. Tkero wero few cases found In Chinatown proper. Tho greatest number from n single local- ity wero from a big native houso In Walplllpllo, makal of the l'aluma ter minus of the Tnim line. In 1899 thcro have been officially re corded two deaths by plague. Ono caso was found In Nuuanu street but not In Chinatown proper nnd tho other In Queen street, makal of tho Opera House nnd rcrrnto trom Chinatown. Now, In tho nnmo ot Just h Httlo bit ot common sense, In tho name ot tho dear spirit ot half fairness, In tho name of an nppeal for conduct and action nnd Judgment with forgctfulness ot petty projudlco and tho most selfish nnd meanest st nnd in tho nnmo of a wnrrantcd demand for criticism, not Irrational and captious and g, why all this lino and cry about Chinatown? Where, I nsk, Is there n single peg on which to hang a section of n line of tho unmeaning, un- reasoning, miscellaneous, scatter-gu- n comment nnd general condemnation of tho Health Board? If tho Board ofHcalth was capablo In 1895, It Is moro capable, moro effec- tive, better equipped, stronger and more efficient in 1899. Does anyono say, would there be basis for tho alle- gation, Is tho intimation mado that it has deteriorated gone backward, bo-co- less vigorous, vigilant, Indus- trious, intelligent? If Chinatown was cleaned In 1895 and it was only cleaned then with the rest o. tho city, it Is clean now. For it has been looked after ever since. Thcro has been . "discovered" there lately a few overfull cesspools ot as- sertive odor. This is bad in its way but, again, wJiat of it? The odor does not kill. It did not breed cholera. It did not breed black plague It did not breed email pox. Were tho wholo ot Honolulu a reeking stench ot a cess pool, with the incident animal life, It could not produce originate a single case of plague, cholera or small pox, Tho diseases to bo here must be brought hero from elsewhere. These Chinatown overflowing cesspools aro bad, I repeat, but tho magnltudo of this appearance as well as the size or import or threat ot each and every other phase of the Idly called unsani- tary condition has been vastly, need lessly and harmfully exaggerated. President' Dole Is profoundly Im- pressive In his role of patriarch, but zounds, how slow, deliberate, oven halting, s ho. Mr. C. is given scope to let his ambitions tor a record cavort to a hurricane pace, and Is duly die credited by tho newspaper of his enc my, Mr. T. Mr. J. shines as a commander In ac- tive scrvlco und does well. Dr. R. gets the center ot the stage. Dr. A. stabs viciously at nls lato employers. Mr, C. and others glvo a sturdy poko to tho absent Air. I), or mo u. Estate Dr, W. shows real strength as docs his colleague, Dr, -- . Dr. E. theorizes to his heart's content. There Is much more for this chapter. A CROWD WATCHER. Honolulu. H. I., Dec. 18. 1899. - Cases Argued And Submitted - Case Dis- missed Ejectment Cases-S- ale Confirmed. In tho Supremo Court this morning tho cases of Republic vs Lo Sheo, Hen- ry Smltn vs Hnmakua Mill Co., nnd Ottman vs Minister of tho Interior, wero argued and submltteu. In the case of Hawaii Land Co. vs Ncttlo L. Scott the nppeal was dismissed on ac- count of failure of appcallant to flic the bonds necessary. Tho caso of W. L. Stanley, First Judgo vs Barennbn, an estate matter, Is being argued this af- ternoon. Tho Supreme Court has handed down n decision In tho caso of John D. Paris vs John Grclg administrator of tho estate of Antonio Fernandez. Tho Judgment of tho Circuit Court Is reversed nnd o bill dismissed. The caso grew out of a proposed sale of cnttlo belonging to Fernandez. A. A. Wilder. Esq., participated In tho decision with Justices Frear nnd Whiting. Polly Bird has sued S. M. Judgo Perry tlils'inornlng confirmed the sale of tho property of the cstnto ot the lato A. G. SUva and ordered tho executor to glvp deeds to the purchas- ers. Tho demurrer to tho amended bill of complaint in the Kamalo Sugar caso was argued nnd submitted before Judge Stanley this morning. Tho caso In ejectment of A. S. vs Kohnlemoku and Knmala Is being heard by Judgo Stanley this af- ternoon. The Boys "Duft Up." Geo. It. Carter, who was onco him- self nctlng auditor general, has at tho present tlmo a slight grievance against that office. On Saturday last and on Monday of this week Mr. Carter and others In charge ot work In China- town went Into their pockets nnd pro- duced money for tho pay of help. They have had bourn and hours of grief In gcttln glnto shape satisfactory to tho auditor general the resultant accounts. Finally It wus agreed to waive somo certain pencil entries mado In Emer- gency. In tho mcniitlmo Mr. Carter lmil about decided to go to tho Cham- ber of Commerce for tho money. Many of tho volunteer Inspectors havo from tlmo to time, besides giving their ser- vices provided money for which thero wns Immcdlnto demand In tho pur- chase of various supplies. On Quarantine Island. Board of Health Agent McVeigh and others acquainted with Quarantlno Island aro astonished that It should bo designated an unclean place. What- ever debris originates on the placo Is placed wbcro It can be carlrcd oft by the tldo or Is burned. Tho Islanu has always been considered a healthy place. It has many times for weeks had a largo population, but never any sickness except such as taken from ships or the town. Grand Army Reunion. Chicago, Dec. C. Tho stcerngo and second class applicants for both steamers aro numerous and there will be moro departures of that class at this season of tho year than over before. 1 he plaguo scare readily accounts for the rush, but now that tho quarantine Is raised many may change their minus before tho day ot sailing. Now Hint tho quarantine Is raised. Col. Rulilln said today that ho would probably send by tho Gaelic ii recom- mendation that transports bo sent to Mnnlla by way of Honolulu as usual. Thcro are only threo expected hero from Snn Francisco during tho next thirty unyB. Tho stock transport Flint- shire Is now on her way, whllo tho. Tho next transport to nrrlvo from Manila will bo tho Athenian which will como hero to tao what stock was left by tho Centennial. Those passengers who have undergone a week's quarantine on board of the va- rious Island steamers anchored at the mouth of the harbor, and who have paid two dollars a day for that pleasure will probably consider their trouble and expense lost, now that the quarantine has been raised and any one who wishes to depart can board any of the steamers, after ob- taining a certificate from a physician antla permit from Hie Boaid of Health. There are two sides to the storv, how- ever. If the quarantine had not been rais- ed, on account of fresh cases of the plague appearing, they would have reaped the benefit of their foresight and deparced to- day without fall while those who had not taken the ame precantlon would have re- - malned on shore. Remarks About Condition or Chinatown

-N- ot So Bad As it Might Be.

Editor Evening Bulletin: Let onowho possesses tho psychological In-stinct to the extent of finding peren-nall- y

Interesting tho question of whypcoplo do tho things that they do nndsay me thing that they say, have somospaco for an effort nt a conclso state-ment at a tlmo when half tho popula-tion Is Itching to write or painfullydesirous to talk.

Is Chinatown filthy? Itclatlvcly Ittnny be. it is so pronounced by visi-tors looking for fllth visitors fromresldenco districts of pcoplo moro fa-vored than tho denizens of Chinatown

visitors flushed with a Httlo briefauthority visitors who do not knowmat one-thir- d of tho population of thoenrth lives In a moro crowded condi-tion than docs the population ofChinatown.

What if It Is filthy? And It Is notextraordinary or uncommonly so. IsIt to be called a pampered pest holewhen it has not produced pest? It Istho fragmentary messenger or envoyor dlsclplo or attorney In fact of pest I

mat lodges pest, mo plague uiacK,bubonic, pneumonic, Is not n creationof llltli. True, It may bo nurtured orencouraged by certain unsanitary con-ditions, but It is not originated In theliving room, In tho soil or In tho cess-pool.

In 1895 It was proven that tho chol-era camo from tho Orient.

Tho foreign sources of various smallpox epidemics wero well established.

It is said and so far accopted thatsuch plaguo as wo havo had hero In1899 comes In merchandise from Japanor China.

In 1895 tho first case of cholera wasreported from Iwllel, u suburb rcmotofrom Chinatown. Tkero wero fewcases found In Chinatown proper. Thogreatest number from n single local-ity wero from a big native houso InWalplllpllo, makal of the l'aluma terminus of the Tnim line.

In 1899 thcro have been officially recorded two deaths by plague. Onocaso was found In Nuuanu street butnot In Chinatown proper nnd tho otherIn Queen street, makal of tho OperaHouse nnd rcrrnto trom Chinatown.

Now, In tho nnmo ot Just h Httlo bitot common sense, In tho name ot thodear spirit ot half fairness, In tho nameof an nppeal for conduct and action nndJudgment with forgctfulness ot pettyprojudlco and tho most selfish nndmeanest st nnd in tho nnmoof a wnrrantcd demand for criticism, not Irrational and captious and g,

why all this lino and cryabout Chinatown? Where, I nsk, Isthere n single peg on which to hang asection of n line of tho unmeaning, un-reasoning, miscellaneous, scatter-gu- n

comment nnd general condemnation oftho Health Board?

If tho Board ofHcalth was capabloIn 1895, It Is moro capable, moro effec-tive, better equipped, stronger andmore efficient in 1899. Does anyonosay, would there be basis for tho alle-gation, Is tho intimation mado that ithas deteriorated gone backward, bo-co-

less vigorous, vigilant, Indus-trious, intelligent?

If Chinatown was cleaned In 1895and it was only cleaned then with therest o. tho city, it Is clean now. Forit has been looked after ever since.Thcro has been . "discovered" therelately a few overfull cesspools ot as-

sertive odor. This is bad in its waybut, again, wJiat of it? The odor doesnot kill. It did not breed cholera. Itdid not breed black plague It did notbreed email pox. Were tho wholo otHonolulu a reeking stench ot a cesspool, with the incident animal life, Itcould not produce originate a singlecase of plague, cholera or small pox,Tho diseases to bo here must bebrought hero from elsewhere. TheseChinatown overflowing cesspools arobad, I repeat, but tho magnltudo ofthis appearance as well as the size orimport or threat ot each and everyother phase of the Idly called unsani-tary condition has been vastly, needlessly and harmfully exaggerated.

NEW REPORT ON MICROBES

A record report on his bacteriologi-cal Invcs.. cations lias been made byDr. Walter Hoffman. He saym

Honolulu, Dec. 18, 1899.Hon. H. D. CooDcr, President Board

of Health: On tho IGth of Decemberin tho forenoon I Inoculated a ratfrom a culture from tho Chinaman whodied at Wins Wo Tars. Tho animalwas nllvo Blxtccn hours later, but wastamo anu evidently bIck, nnd was founddead twenty-fou- r hours after Inocula-tion. On postmortem examination ofthe body 1 found tho rctro-perltonc-

glands Injected nnd very Bllthtly en-larged; tho Intestines hypcraemlc, tholiver much congested nnd tho spleenfirm with its capsule tenso. Slidesmado from tho blood and spleen show-ed the same bacilli and microscopicalappearance, and cultures tho samemanner of growth ns thoso from whichtho Inoculation had been made.

A guinea pig Inoculated December12th from tho Juice of tho body of theSouth Sea Islander who was found deadon tho morning of tho 17th. The post-mortem examination showed a BlightInjection, of tho peritoneum, nnd n lit-tle serous exudation In tho peritonealcavy, but no other abnormal appear-ance; especially no swelling or Injec-tion of tho glands. Cultures mndo fromtho peritoneal exudant did not showbacilli resembling plaguo bacilli. Thorabbit Inoculated December 13th withtho fluid taken from the glands of thofirst Chlnamau Is still nllvo nnd seemsto bo well.

In vlow of the fncts that I found thobodies of two persons who have diedsuddenly nftcr u short sickness, havingtho postmortem nppearnnco of thosowho have died of plague, and that Ifound In tho bubo of one of these per-sons bacilli very much resemblingplaguo bacilli, that on Inoculation witha pure culture of this bacilli I produc-ed tho death of n Buscvptlblo anlmnl, and found ngaln tho same bacillus Intho organs of the dead animal, appearsto mo to prove that we havo had to doIn these cases with a very Infectiousdisease, produced by a virulent bacil-lus, which seems to bo tho plaguo ba-cillus.

That tho guinea pig appears not tohavo died of plaguo seems to mo to boaccounted for by tho fact that tho bodyfrom which tho Inoculation wns madowas previous to postmortem soakedwith formalin, and that tho rabbit isstill nllvo and well may bo accountedfor by the fact that tho material usedfor Injection wns used thirty-si- x hoursafter the postmortem examination. The same explanation will apply Intho enso of tho first rat, which Is stillalive.

In conclusion, I wish to say that allcultures and slides hnvo been examin-ed by Dr. Carmlchnel of the UnitedStates Marine Hospital Service, whowas present nt tho postmortem of thofirst Chinaman, and ho stated nt thomeeting of tho Medical Association ofHawaii, December ICth, "I do not thinkthere Is any doubt of tho case or theman nt Wing Wo Tnl's; I havo nodoubt whatever:"

TUESDAY, DECEMUEIl 19, 1S!3.

Alter all Honolulu 13 n small com-

munity soon excited and soon cooled.

When figuring up the Christmas billdon't forget the Grand Army King

Fund for tho school houses.

Minister Damon's trip Abroad willhardly be complete- unless ho comeshome with some sort of n nlco Christ-mas present for Hawaii tucked lip hissleeve.

If Mr. llryan can carry New Yorknnd Ohio his chances for tho Presi-

dency uro good, Is the bold assertion ofn Georgian paper. It might also add

that if llryan had carried New York

and Ohio ho would now bo President.

The Hon. Win. Mason has placed nresolution bcfoie tho United StatesSenate expressing sympathy for Ibollocrs In their fight for liberty. As anexpression of Mason's personal views,

the resolution Is all right, but when Itcomes to an attempt to tnuglu upUndo Sam with Emopcan troubles, the pun on Doers Is permissible.

Already tho play baa begun to mnkupolitical capital from the black plaguevisitation. As tno discord nnd play

for place Is exclusively within tho ofll-cl- al

circle, and the supposed friends oftho ofllclnls are tho leaders in captiouscriticism, tho Bulletin Is not disposedto interfere with tho family squabbles.

When government organs Join inmon in their own ranks at a

time when tho people, Irrespective ofprevious afllllatlons nro prepared torally to tho support of tho officials, thepeople at home and abroad can drawtheir own conclusions as to tho nece-ssity for a chango in the general admin-

istration of local affairs.

Tho. final test of tho wisdom of localscientists will bo tho Judgment passedupon their conclusions and consequentaction by, tho .Federal authorities. Astho, situation stands, now, the criticismla based on the statement that recpnt

deaths In Honolulu were tho result of.black plague. Tho rcBnlls, so far asUioy affect the general public and busi-

ness Interests, could hardly have beenJess dumnglug bad this stntemeut beenwithheld or modified. When businessresumes Its usual way, tho general pub-

lic will ,be satisfied to drop Into thoold grooves, with tho liupo that thoscientific men will .not .come to blowsin fighting It out among themselves.

HXECUX1VE RESPONSIBILITY.

The recl of criticism in which theofficial organs of the government nroindulging evidences what raeasuro offair play tho supporters of the .govern-

ment are willing .to give at criticalperiods. Tho direct Inference ,to Lbe

drawn Is thai .tho Health authoritieshave neglected tbclr duty In allowingconditions to arise, which tho organsconfidently assert might have beenaverted.

In going over the report of tbeHoard of Health and tho action of thelast Legislature it is apparent that thoHoard was not unmindful of unsani-tary condition!). Tho Hoard nnd tholegislature apparently concurred intho conclusion that the inaugurationof a scwago system, und proper atten-tion from tho Hoard of Public Workswould solvo tho problem.

W. O. Smith In reporting on Sani-tary Inspection nnd Removal of Gar-

bage, said:"TIe sanitary Inspection, and

the syitcm or removnl of garbngoin the Clty( of Honolulu, has beencarried on during tho period vlthreasonable efficiency. Tho num-

ber of men nnd carts employed hasbeen limited by tho appropriations.

"When proper sewerago Is pro-

vided and t- -o water and slopsthat now aro deposlfed In the back

jf, yards nnd under, tho buildings inthe densely settled parts of theCity, aro thus disposed of, thcrowill be much less decaying nnddeleterious matter to bo removed.

"Without sewerage It Js almostImpossible to provent the damp-

ness and decay In some portions oftho Town."C, D. Reynolds, oxecutlvo officer ot

tno Board reported is follows:"Tho groat want of tho city of Hono-

lulu Is n thorough sewage system.Sanitary Inspectors make their dally.rounds, nnd cause tho removnl ot allnuisances that como under their no-

tice Tho garbage caits mako theirdally rounds nnd collect all refuse mat-

ter that may becomo offensive, and thoodorless excavator Is kept busy romoving tho contents of privy vaultsnnd cess pools from different parts oftho city when such l eccptaelcs Womotoo offensive.

"Hut tho fact Htlll remains thatnone of theso vaults aro ever freofrom a certain amount of offcuslvomatter, tho gases from tho samocontributing largely towardsswelling tho death rato of thorlty.

"New buildings nio bolng erect-

ed on what .are nt present putridswamps, and officers ot tho Boardhave no nuthorlty to prevent bucIi

building nfter permission has beenghen by tho ucpartment of Pub-

lic Works ifor .tho same."Money for tho sower systom was au-

thorized by tho Legislature. A fulltwelve months passed beforo tho Exo-cutlv- o

Council authorized the expendi-

ture of tho money for construction.Tho Executive Council has been nnd

Is in supremo control of departmentalnalrs as tegaids unsanitary condi-

tions In Chinatown, tho granting ofpermits to build bouses on putridswnmps and the legal action ngnlustpcrsous uliobo property Is now foundto hnve been Improperly cared for. Thocondition of tho cesspools nnd tho con-

struction of buildings in unsanitaryi.lstrlctu una called to tho attention oftno Executive nnd the Legislature. ThoLeglslatuio accepted tho suggestion oftho Health department and providedliberally for u sewerago system. Withthe Executho Council nlouo rested thellunl authority to Inaugurate proceedings for condemning unsanitary prop-

el ty and to prmldo for tho necessarylegal action against property owners.

The final responsibility for failureto act must rest with Mr. Dolo and bisCabinet. If tho Hoard of Health hasbeen neglected of the Board of PublicWorks careless In granting buildingpermits. It Is a well known fact thatsuch a stato of affairs could not existunilcr forceful nnd thoughtful adminis-tration nt tho source of official powernnd action.

SENATOR JONUS AND HAWAII.

"Tho Hawaiian Islands uro now apart of our domain by annexation, andtho pcoplo there should bo ndmlttcd toall tho privileges of government thatare accorded to residents of l..o UnitedStates."

These nro tho words of SenatorJames K. Jones, chairman of thoDemocratic National Committee, asquoted In an Interview published In

tho Washington Post. Senator Jonesprefneed this remark by stating thatho spoko for himself nnd not thoDemocratic party, but It la reasonableto Infer that ho would cither say noth-ing or speak less positively If ho anticipated marked opposition to Hawaiian Interests from his party col-

leagues. Whether Jones' statement Isfraught with particular Import as regards speedy action on Hawaiian affairs, It nt least shows that strong opposition on party lines In tho Senato isnot likely to block our legislativepathway.

Tbe financial, bill and the Philip-pines will bo tho' great bono of conten-tion in tho Senato and House and frompresent Indications Hawaii's greatestdangor seoms to .bo tho possibility ofIts being plgeonholod to make way fortho chief causes of party discord. Tho Robert Lowers fortu-nately is a good strong vessel nnd wofelt no uneasiness on that score. SinceNovember 30th tho wind with tho ex-ception of two days lias been from nsoutnerly direction, .varying from S.E.to S.W., nnd many days partly calm.Tho two days mentioned, were theonly occasions when tho wind got totho northward of west or cast on thistrip.
