Water Service Area (CCN) Swapwith Wellborn SUD

Objective: Clean up the official boundary lines of our Water Service Area to allow the City to serve where we are best positioned, and likewise have Wellborn SUD serve where they are.
Action Requested: Consider approval of the attached 4 sets of “Before” and “After” maps, which have been endorsed by the WSUD Board.
Butler Property
At the Aspen Heights development, the existing Water CCN boundaries would require the developers on both sides to contend with 2 different water providers. By aligning the CCN with the limits of the development, it simplifies operations for the developers, the City, and WSUD.

Johnson Property
At the Estates of Williams Creek development, the CCN boundary is just off Rock Prairie Road, and the City is not well positioned to serve a very small number of customers that would be isolated at this location. The cost to extend City water service to these homes is prohibitive, and the City is better off to let WSUD serve these customers.

Nantucket Area
The City is better positioned to serve the multi-family residences at the entry to Nantucket, due to the high volume of fire flow required.

Brushy Area
West of Easterwood airport, the area is largely developed into “large lot” homes, served by Wellborn SUD with on-site sewer facilities. WSUD’s capacity to serve this area was recently enhanced by their construction of a large water line in the area. For the City to serve this area would be prohibitively expensive and not practically possible. We recommend the CCN maps be revised to reflect that reality.
