1. Introduction
To meet reporting requirements for the Waterview Connection, a monthly report will be prepared and sent
to AC in the 2nd week of the following month.
This report sets out the reporting requirements for the Waterview Connection for the period October 2014.
2. Resource Consents
With the exception of Consents ARC:38325, 38326, 38327 and 38328 which relate to rock crushing and
concrete batching plant activities, all other remaining consents have been triggered by works to date.
Appendix A provides a table of all the additional resource consents obtained for the project to date.
There were no additional Resource Consents obtained during the month of October.

Auckland Council’s Erosion and Sediment Control officers visited Northern area works on the 16th of October.
No Council Erosion and Sediment Control inspections were undertaken in the South during the month of
October.
5. Environmental Monitoring
5.1. Tree Management
Grant Sirl, Arborist – Arbor Advice Ltd (the Project Arborist) visited the site in September. His report is
included below;

5.2. Noise and Vibration Monitoring
Noise monitoring has been undertaken for new plant and activities since commencement of construction in
January 2012 to assess levels against noise predictions (as per the Construction Noise and Vibration
October 2014 Environmental Report

Management Plan) and confirm compliance with the project noise criteria, specifically as relates to Consent
conditions CNV.2 for noise, CNV.3 for noise from air blast and CNV.4 and CNV.5 for vibration.
The focus for noise and vibration during October has been assessment of extended works required outside
normal working hours (07.30 – 18.00hrs Monday to Saturdays), submission of Site Specific Noise
management Plans (SSNMPs) to Council and noise monitoring of the northern area construction works at
night. Monitoring results at Carrington Road for soil nail works covered under SSNMP#55Rev3 and at GNRI
for concrete pour works under SSNMP#58Rev2, as shown in Table 2, have indicated noise levels were below
predicted levels in the approved SSNMP at the nearest receivers.

5.3. Air Quality Monitoring
Two Total Suspended Particulate (TSP) analysers and one met mast are required in the Southern Area
(Sector 9) and one TSP analyser with met mast is required in the Northern Portal Area (sector 7) under
consent conditions AQ16 and AQ17.
Two E-BAM monitors are located on site in the Southern Portal area: EBAM1 is located at 123 Hendon
Avenue and EBAM2 is located near the Southern Approach Trench. The Northern Portal area E-BAM is
located outside the Waterview School grounds (EBAM3). EBAM1 has been fitted with a PM10 inlet (as of
October 2014), on agreement with Auckland Council. EBAM2 & EBAM3 are both fitted with TSP inlets.

Trigger levels for PM10 have been adopted [1] for PM10 monitoring undertaken at EBAM1. This includes a
maximum 15-minute average of 200 µg/m3, a maximum hourly average of 150 µg/m3 and a maximum daily
average of 50 µg/m3. The ambient air quality standard for PM10 is 50 µg/m3 expressed as a 24-hour mean.
E-BAM results for October show levels below the project daily consent limit for TSP at all monitoring sites. A
summary of results for the EBAMs during this period is provided below.
Southern Area (EBAMs 1 &2):
One exceedance was recorded of the 15-minute average PM10 trigger level of 200 µg/m3 at EBAM1.
The maximum concentration recorded during the monitoring period was 221 µg/m3 at 09:15 a.m
on 04/11/14; the increased concentration was measured immediately following maintenance of
the equipment and is not considered to be a true reading.
No exceedences were recorded of the hourly average PM10 trigger level of 150 µg/m3 at EBAM1.
No exceedences were recorded of the daily average PM10 consent limit of 50 µg/m3 at EBAM1.
A flow failure occurred at EBAM1 on 02/10/14; the fault was repaired on 04/10/2014.
No exceedences were recorded of the hourly average TSP trigger level of 200 µg/m3 at EBAM2.
No exceedences were recorded of the daily average TSP consent limit of 80 µg/m3 at EBAM2.
A beta count failure occurred at EBAM2 on 03/10/14, maintenance was completed to repair the
fault on 04/10/14; the fault re-occurred on 07/10/14, maintenance was completed on 08/10/14;
following the second round of maintenance, another re-occurance of the fault occurred on
13/10/14. The instrument was exchanged for another EBAM on 14/10/14.
Following the beta count failure at EBAM2, each of the instruments were exchanged periodically
for in-house maintenance to ensure their ongoing performance.
Northern Area (EBAM 3):
No exceedences were recorded of the TSP hourly average trigger level of 200 µg/m3 at EBAM3.
No exceedences were recorded of the TSP daily average consent limit of 80 µg/m3 at EBAM3.

5.4. Ground Water Monitoring
Monthly monitoring for piezometers identified in Appendix A of the Groundwater Management Plan
(GWMP rev 4) is ongoing; with the exception of 2 piezometers which are still to be installed. The
piezometers are located in Ngati Whatua owned land within the grounds of Unitec and in the Dorje Chang
Institute, and will be installed when landowner approvals allow. As noted below, where a piezometer is
within a zone of active excavation twice-weekly monitoring is being undertaken.
Southern Approach Trench
The southern approach trench extends from approximate CH10530 (to the south) to the southern portal
head wall at CH11080. Dewatering via sump pumps in the excavation and below the base slab has been
occurring since September 2012. The SAT structure has been complete since August 2013.
Drawdown in the basalt, alluvium and ECBF reached steady state conditions (between March and June
2013) and groundwater levels have since fluctuated at or about the same level in response to changing
rainfall conditions.
Piezometers around the SAT have recorded negligible change in groundwater level since the last report.
Eight (8) piezometers (BH519, BH1106, DH823A, SPZ005, DH825, DH826, BH503 and DH829) continue to
have groundwater levels fluctuating about or below alert trigger level, as has been the case since early
2012 with groundwater levels having reached steady state conditions (excluding seasonal fluctuations).
These piezometers have also shown negligible change in level since the last report. The water level in the
ECBF at BH503a remains 0.5 m below the alarm level i.e. no change over the last 6 months.
As outlined in previous reports the potential for damaging consolidation settlement is considered to be
very low and groundwater levels in these piezometers remain well above the alarm trigger levels. As such it
is intended to review the alert and alarm water levels over the coming months.
Markers within 100 m of the area (generally located on control sections K, L and M) have been specifically
reviewed, with movement being within the trigger levels for these areas.
Seasonal Trends
Total rainfall in October was within the normal range (approx. 120 % of mean, Figure 1), but occurred as 3
peak events resulting in an overall negligible change in groundwater levels across the wider Project area.

Tunnels
Tunnelling commenced on the 14th November 2013 and the TBM broke-through the Northern Portal,
completing the first tunnel on the 29th September 2014. The northbound drive is anticipated to commence
on December 1st 2014.
There were no tunnelling activities undertaken in October.
Five (5) piezometers located around Cradock Street continue to have groundwater levels below alert trigger
level (as a result of a head intervention undertaken in July 2014). These piezometers have also shown
negligible change in level since the last report. As with piezometers in Alan Wood Reserve:
We anticipate that groundwater levels piezometers will continue to slowly recover over a long time
period;
Groundwater levels in these piezometers remain well above the alarm trigger levels; and
The drawdown is within the ECBF rock and so the potential for damaging consolidation settlement
is considered to be very low (as confirmed by on-going survey monitoring).
Northern Approach Trench
The Northern Approach Trench extends from the northern portal head wall at approximate CH13500 (to
the south) to the beginning of the Great North Road interchange at approximately CH13800. Excavation is
at final depth (and base slab constructed) over this length with active dewatering underway since August
2013.

Groundwater levels have generally been steady, or have risen since March 2014 in response to rainfall.
Piezometers within 150 m of the trench have recorded negligible change in groundwater level since the last
report.
The groundwater level in all piezometers is within consented levels.
5.5. Settlement Monitoring
Monthly monitoring of framework ground settlement markers identified in the Settlement Effects
Management Plan (draft SEMP rev4), and additional markers installed since that time continues.
Southern Approach Trench
The majority of markers continue to show movement within +/- 3 mm of their adopted pre-construction
minimum (i.e. within the accuracy of the survey) and generally show a broad flat trend.
Two markers (Z154 and Z155) have continued to record downward movements in the range of 10 mm to 22
mm since March 2013. These markers form a differential pair (in accordance with condition S.17);
differential settlement between the two markers is calculated to be ~1/1800 therefore the potential for
any adverse effects is considered to be negligible and all other markers in this area have indicated
movement of less than 3 mm to 5 mm (well within trigger levels).
Differential movement between all other differential marker pairs is flatter than 1 in 5,000 and remains
well below trigger levels, as are assessed building damage categories in the area. Markers will continue to
be monitored and reviewed monthly.
Tunnels
Markers located within 150 m of the TBM location were monitored weekly during active tunnelling. As no
tunnelling has been undertaken in October, monitoring for all framework markers has reverted to back to
monthly.
Monitoring arrays to the south of Oakley Esplanade, which had recorded up to 15 mm of mechanical
movement directly over the tunnel centreline, have shown little further movement (i.e. 2 mm to 3 mm)
since the completion of tunnelling.
Monitoring arrays in Oakley Esplanade, Great North Road and in the approach to the Northern Portal, have
recorded on average 5 mm further movement since the end of tunnelling. There is likely to be a seasonal
component to this. Regardless, maximum movements are still less than 30 mm which is a significant
improvement on BOI consent limits (up to 100 mm) through this area.
Northern Approach Trench
Surveyed ground levels have generally remained steady since the end of September, with minor
fluctuations in response to rainfall.
Markers around the NAT have shown movement in the range of 1 mm to 10 mm below their adopted pre-
construction level; well within adopted trigger levels.
Markers installed to monitor the slip adjacent to the BP on Great North Road (BP10 to BP22 and Z177) have
recorded downward movement of up to 75 mm since October 2013. An increase in the rate of movement
in the inclinometers installed in the slip was noted over this period and although some downward

movement is continuing it has been at a lesser rate through April and markers have continued to show
upward movement since May 2014 in response to rainfall.
Markers located around the BP building and fuel tanks, and on Great North Road between the BP and the
construction zone, have indicated less than 7 mm of movement i.e. the larger movements appear to be
wholly related to movement of the land slip not construction related ground settlement, and all these
markers have shown upward movement since May 2014.
Differential movement between marker pairs is flatter than 1 in 1500 in all other areas and remains well
below trigger levels, as are assessed building damage categories in the area. Markers will continue to be
monitored and reviewed weekly.
5.6. Water Quality and Ecological Monitoring
5.6.1. Water Quality
Construction phase water quality monitoring in Oakley Creek/Te Auaunga has been carried out monthly, as
required by consent conditions, with the most recent routine monitoring carried out on 16 October 2014.
The weather at the time of sampling was sunny with passing cloud, and there had been no rainfall in the
preceding two days. Pre-construction and construction phase monitoring results are shown in Figures 2 to 7
below.

The October routine water quality monitoring data are summarised as follows:
Turbidity and suspended solids were relatively low at all sites, and well below typical thresholds
which might indicate adverse water quality effects. Suspended solids concentrations at the three
monitoring locations downstream of the southern works site were less than the analytical detection
limit of 3 g/m3, but have been plotted as 50% of this value, i.e. 1.5 g/m3.
With the exception of site WR4, pH was near neutral, and within normal baseline (pre-construction)
levels at all sites.
pH at WR4, which is upstream of the WCA’s southern works area on the Richardson Road tributary,
was slightly elevated (8.8), it was considerably lower than in the August monitoring round, when pH
9.9 was recorded at this site, and comparable to the September result. WR4 has a history of elevated
pH during spring and summer months, extending back to before the WCA commenced work in the
area.
Copper, lead and zinc were also relatively low and within the normal range of concentrations
recorded prior to commencement of construction.
5.6.2. Ecological Monitoring & Management
In August, it was reported that one pair of the endangered New Zealand dotterel had established a nest in
the ‘teardrop’ area, under Ramp 3, and three eggs had been laid. The area was cordoned off with temporary
fencing, and staff were briefed to minimise access, and to avoid disturbing the nest when entering the area.
In September it was reported that the nest appeared to have been predated (the eggs had disappeared and
the adult pair of dotterels had moved away. It appears that this pair of dotterels has now constructed a new
nest in the area, although we have not identified the exact location, for fear of disturbing the birds. The nest
is in an area that is not presently being worked. Signs have been put up to identify a clear zone and all staff
advised to keep out of this area. The WCA site team is being updated on Dotteral activities at weekly
toolboxes, and details are passed on to the Causeway Alliance who are working nearby.

Fortnightly monitoring of significant vegetation, including geraniums, continues to be carried out. All
translocation of geranium plants from areas that will be affected by the works has been completed. This has
included successful transplanting into the Diversion C area.
A number of eels have recently been relocated out of a temporary stormwater pond at the Wiri fill site, prior
to it being decommissioned.
Six monthly ecological monitoring (required prior to the start of each earthworks season) has been
completed, and the report is currently being prepared for submission to Council.
5.7. Contaminated Soil Monitoring
5.7.1. Site monitoring
No discovery of unexpected contaminated soil was reported during the month of October 2014.

The TBM completed the northbound tunnel in October and is being turnaround at the Northern Portal.
Relatively minor volumes of soil was disposed to Three Kings Managed Fill and Ridge Road Quarry from the
southern and northern parts of the project as shown on Tables 5 and 6 respectively. The soil came from
works relating to excavations from the Great North Road Interchange works and subgrade preparation works
in the south.

5.7.2. Phyllis Reserve landfill monitoring
5.7.2.1. Overview
Monitoring of landfill gas, pH and electric conductivity (eC) in selected groundwater wells at the Phyllis
Reserve commenced in October 2013 (i.e. 1 year prior to the estimated time of arrival of the tunnel boring
machine (TBM) beneath the landfill), to meet consent conditions CL.9 and CL.10. The monitoring programme
is described in Section 3.4.3 of the Contaminated Soil Management Plan Rev 4/5.
The intention of the monitoring is to establish if ground disturbance from the TBM has resulted in the release
of landfill gas or leachate into underlying groundwater.
Monitoring locations are shown on Map 5.1 below.
Table 7 below provides a summary information of the groundwater wells that has been selected for pH and
eC measurements.

Landfill gas monitoring was undertaken on 16 October 2014. Results of the landfill gas monitoring are
provided in Table 8 below. Results are within the range of the historical and baseline monitoring data, even
when the TBM was located in the vicinity of the landfill.

5.7.2.3. Groundwater monitoring results
The TBM passed under the landfill in July/August and reached the northern portal in October. The TBM is
not expected to commence tunnelling on the southbound tunnel until January 2015. Monitoring continued
to be undertaken in the selected groundwater wells at the landfill in mid October. Graphs of the
measurements, together with water level measurements, are presented below. No sample could be
obtained from BH709d as the borehole was dry.
Water levels in all wells are generally similar to levels at the same time last year.
pH and conductivity in all monitored wells are showing similar trends and are within the
preconstruction range.
The review continues to show that there is no clear indication of any water quality degradation that
can be associated with tunnelling and TBM activities under the landfill.

5.8. Erosion and Sediment Control Monitoring
New and amended CESCP’s developed and approved by Auckland Council in October include:

Regular monitoring of erosion and sediment control has been undertaken in October 2014 by the Erosion
and Sediment Control Team and Construction Teams.
5.9. Archaeological monitoring
General archaeological monitoring of the works continues to be undertaken by the project archaeologists
Clough and Associates in accordance with consent conditions and the following Heritage New Zealand (HNZ)
Authorities:
2013/174 - General Authority for earthworks in association with Stage 3 Northern Portal Works.
2013/518 - General Authority for earthworks in association with Stage 4 Great North Road Interchange
Works.
Final reports to release archaeological authorities have been begun for the southern section of works and
will look to be delivered once works are complete for the Oakley Creek Heritage Area.
An additional archaeological authority has been granted by HNZ for the works on the path to Howlett
Reserve. The authority number is 2015/296.
A new authority is also being developed for the Oakley Inlet Heritage Area (OIHA) around the site of the old
Star Mill. Open space and restoration works in this area will need to be planned in accordance with consent
conditions ARCH5 (e). Specialists from Salmond Reed and Scottish Stone have visited site and given their
recommendations for the limited restoration of the area. Part of this work will have to take into
consideration the new feature that was discovered during excavation for a haul road into the area. The
feature is still to be confirmed but it is potentially the old footings for the Cornish boiler that still rests in the
area. WCA Accidental Discovery Protocols were followed when it was uncovered and the feature has now
been covered and protected until the full HNZ authority has been granted.
5.10. Waste Management
Regular inspections of the Waste Storage Areas are being carried out to ensure they are kept tidy and
recyclable materials are being separated. Yards are set up with bins for wood waste, plastic waste, general
waste and steel. Office areas have co-mingled recycling bins and paper bins.
Regular audits of Skips are being carried out and opportunities to reduce waste generation and to reuse
materials whenever possible are regularly investigated.

Waste tracking for the project up to the end of October shows 65% of waste being diverted from landfill for
recycling. A break down for the project to date is shown in Table 10.

Demolition of the retaining walls at Great North Road Interchange is producing concrete waste which is
being recycled via Ward Demoliton.
5.11. Hazardous Substance Management
Monthly inspections of hazardous substance storage areas and associated controls, such as spill kits, are
identified in the Hazardous Substances Management Plan (HSMP rev4) that has been prepared to meet
condition CEMP.10, and are ongoing.
There are hazardous substance storage areas for the Project established within construction yards CY6, CY9
and CY10, 160 Stoddard Road Southern Area stores and at East Tamaki Precast Yard. Hazardous Substances
and New Organisms (HSNO) Act 1996 certification requirements have been identified as below for these
storage areas, in liaison with the Project’s HSNO Test Certifier Pete Roche.
During October, four more staff attended a HSNO approved handler course run by AMS Group. This brings
the total to 48 staff trained as approved handlers on the Project.

Two meetings were held in conjunction with our WCA Urban Design team to discuss tree felling and proposed planting plans with Pt Chevalier residents. A third meeting was arranged to identify actual trees that residents wanted to retain.
