Mystery History
Our NRHH chapter at the University of Wisconsin-La Crosse was
founded in 1978 as one of many student-run and supported organi-
zations. In November of 1997, our NRHH chapter voted to officially
name our chapter “The Carol Bassuener Chapter of the National
Residence Hall Honorary at the University of Wisconsin-La Crosse”.
This name reflects and commemorates the dedication, enthusiasm,
and energy that longtime advisor Carol Bassuener has given to our
chapter. In May 1998, our chapter was selected as the national
NRHH chapter of the year. In November 2000 and again in 2012, our
chapter was selected GLACURH regional NRHH chapter of the year.

Chapter of National Residence Hall Honorary, or NRHH, is ded-
icated to promoting leadership, scholarship, service, and
recognition. NRHH strives to develop and empower leaders,
encourage the pursuit of academic excellence, serve our com-
munity, and recognize the successes of our campus. Through
these initiatives, NRHH aspires to create an engaging and in-
clusive residence hall environment for all.

Get to Know Each Other on a Deeper Level Result: Accomplished
This year, we have been making leaps and bounds in order to break out of our comfort zone and get to know everyone in the chapter beyond the surface. We have done this so far through an incredibly successful retreat. We also have been making other small efforts such as choosing a number determining our seat at meetings, therefore encouraging mingling between all chapter members.
Fiscal Responsibility
Result: Accomplished We reduced our allotted spending by $5,666 compared to last years budget. We reduced every spending cap possible in order to ensure that our chapter uses our funds appropriately and responsibly.
Actively Promote our Organization on Campus
Result: Accomplished We started the UW-L Shout Outs page as a way to positively recognize people across campus. We also work hard to promote a NRHH Chapter Facebook page that currently has 118 likes. This page has created connections with chapters across the nation and our chapters’ alumni from the past.
Write More Of the Months (OTM’s) Result: In Progress
Our chapter is currently ranked 26th at the NACURH level in OTM submissions. We have submitted 40 OTM’s since April 2014, a number that we are proud of, but also working diligently on improving.
Exceed the Required 4 Hours of Service a Semester
Result: In Progress The semester just got underway and so has our service. However, as a chapter we voted to exceed our required hours therefore instead of serving the communi-ty for a total of 104 hours, we are aiming to accomplish 150 hours this semester.
Have an Awesome Retreat
Result: Accomplished 26 of our 30 members came to our team building retreat. This retreat contained
many beneficial aspects for our chapter including big-little bonding, getting to
know each other on a deeper level, and team building activities. When polled
about the prospect of additional retreats in the future our chapter responded with
an overwhelming yes.

President Oversees all functions and operations of NRHH
chapter, and presides over all meetings. Super-
vises selection committee and is responsible for
its operation. Serves as the interpreter of the
NRHH constitution, and presides as the NRHH
representative at all functions and meetings at
the University of Wisconsin La Crosse.
Colonel Mustard
Vice President Shall preside as president if president is una-
vailable. Oversees induction committee and is
responsible for its operations. Organizes one or
more social events for chapter members each
year. The Vice President shall convene and
chair the constitution committee and lastly they
will complete additional duties at the request of
the President.
Professor Plum
Keeps accurate records of all official proceed-
ings of NRHH including but not limited to
minutes and meeting reminders. Distributes
minutes to chapter within 5 days of said meet-
ing. Maintains accurate roll of all members and
oversees the NRHH website...

Handles all financial matters pertaining to the NRHH
chapter. Creates a proposed allocation of funds prior
to first general meeting of academic year. Meets with
the Assistant Director of Residence Life for Opera-

quest business, including updat-
ing fund request forms each year.
Makes sure that our chapter is

Our Secret Weapons of Success
NRHH Pillars Our four pillars of Leadership, Recognition, Scholarship and Service repre-sent everything that we are as a chapter. They are quite literally the pillars
without which we could not stand. They are the foundation for every thing we do, and we hold ourselves accountable for upholding all that they represent.
Currently, our Chapter stands at 30 members. All of which are devoted and
determined to make our Chapter a positive influence on campus and at the
state, regional, and NACURH levels of communication. In addition to being
outstanding Chapter members we are also involved in many other aspects
of Residence Life at UW-La Crosse where we express our leadership pil-
lar. Together our Chapter has a presence in multiple campus organizations,
departments, and clubs. Examples of these are Resident Assistants, Hall
Core Leaders & Executives, Desk Coordinators, Vanguard - Tour Guides,
WURHA Directors & Conference Staff, Peer Advisers, Upward Board Tutors,
Greek Life, English Club, Student Senate, Athletics, RHA Representatives &
Executives, Pre-PT Club, Golden Key Honor Society, Recreational Sports,
and Broadening Horizons.
Our members also help to serve on one of our own subcommittees to show
their support for our organization. These sub committees include Induc-
tion, Campus Relations, Of the Month, Residence Life Recognition, Service,
and Scholastics. In each of these respective committees, our members
share their thoughts and have the opportunity to improve their leadership
skills by working with other student leaders. As a result, each committee is
chaired by a member of the chapter instead of having an executive officer
to lead. This helps to promote student leadership development and also en-
courage members to become more engaged in our chapter.

Another chance for our members to become more involved in our or-
ganization is to attend conferences. By attending a conference, our
members are able to enhance their leadership potential by presenting
at a conference, being a part of a delegation, and also working and in-
teracting with other student leaders from across the state, country,
and even the world. With so many members wanting to gain confer-
ence experience and to further their leadership skills, nominations for
attending conferences are always sought after in our chapter.

Revolver of Recognition
The Carol Bassuener Chapter has two specific sub committees entrusted
with recognition. One is for Residence Life specific recognition and the
other is for campus recognition. This past year, we have taken the oppor-
tunity to bring together our Residence Life family through recognition.
This April, all Residence Life staff, executives, and professional staff re-
ceived matching shirts to wear for Residence Life Recognition day.
During this day our campus was able to witness the family that
Residence Life is, and we were able to easily identify people in-
volved in the program who we had never met before. This semester
we are focusing in on recognizing the people in Residence Life
who do not get the spotlight as often. People such as Housekeep-
ers, Desk Assistants, Central Staff, individual residents, specific
committee members, and the facility crew. Through Residence Life
recognition we aim to bring our family closer together.

Revolver of Recognition
Campus Recognition has done an unbelievable job creating a positive atmos-phere at UW-La Crosse. Currently, we have two initiatives that we have put for-ward that our Chapter uses to recognize organizations and one that the cam-pus can access in addition to having OTMs. At our Chapter Gatherings, our members vote on a organization or individual to receive the “Out of the Blue Award.” Offices and organizations have proudly displayed this framed recogni-tion for the positivity they bring to our campus. Examples of offices and organi-zations we have recognized: Recreational Eagle Center, Professors, Campus Climate, University Police, Career Services, and Academic Advising.
Additionally, our Chapter has been continuously expanding our “UW-L Shout Outs” Facebook page. With over 1,000 likes campus and community wide, stu-dents at UW-La Crosse are able to easily submit “Shout-Outs” to people who have done something worthy of recognition which are then posted on the Face-book page.

Dagger of Service
Our constitution conveys that every NRHH member must complete a minimum of four service hours per semester. Alt-hough this idea sounds simple, the action is much more com-plicated, because what takes place in these hours...is pretty close to magic. As a chapter we have witnessed how potential impact turns into incredible reality. Below we have highlight-ed a few experiences to help paint this picture:
Rotary Lights: If River Watch isn’t
cold, then volunteering for the Ro-
tary Lights definitely is. The Carol
Bassuener chapter endures the
chilly December temperatures
simply because they love NRHH so
much! Each year we decorate a
tree in our neighborhood Riverside
Park with diamonds, lights, and a
chapter sign. Passers by can mar-
vel at our organization and wonder
at the community we create.
River Watch: Students at UW-La
Crosse , Viterbo, and Western Tech-
nical College band together to defeat
tragedy. Each night these schools part-
ner with the La Crosse police, monitor-
ing the Mississippi River watching out
for students well-being. This group pa-
trols late into the evening, rain or shine,
hot or cold, maintaining the safety of
fellow students and members of the La
Crosse community.

Dagger of Service
Children’s Museum: Most recently at the Children’s Museum, NRHH helped put on an Easter Extravaganza for young toddlers in the La Crosse community. This included an egg hunt with over two-hundred eggs, bunny hats, face paint, prizes, and treats galore. The kids had a blast and as a chapter we had a chance to bond. Really it was just about creating a grand time for everyone involved. Can I get a hot tub?: That’s right the UW-La Crosse NRHH chapter brought a hot tub to campus! It was on a dreary spring day when this warm bubbly hot tub appeared on campus. Chapter members staffed the tub all day publicizing loudly, giving out free drinks, and collecting money from students. A few chapter members may have hopped in themselves as well. This crazy awesome idea was a fund-raiser not only for our chapter but supported the La Crosse Commu-nity EcoPark as well.

Rope of Scholastics
NRHH Outstanding Chapter
According to Article V, Section One, Point B in our constitution, in or-der to be inducted into our chapter, “The person shall have a mini-mum cumulative Grade Point Average (GPA) of two and one half (2.5) at the time of application.” As a chapter we believe this GPA en-courages academic excellence, while at the same time, allowing those whose strengths may lie in other pillars of NRHH be consid-ered for admission. Therefore, our chapter believes that scholastics is represented through more than simply GPA and we look for repre-sentation of scholastic evidence in additional areas as well.
One way we are promoting scholastics within our chapter is through goal setting. Early in the year, each member wrote their own personal GPA goal exceed-ing the chapters minimum re-quirement of 2.5. The average goal GPA of our chapter was a 3.3 which we believe is reflec-tive of our chapter’s desire to succeed academically. We also wrote a scholastic goal non re-lated to GPA, some examples in-clude: getting accepted into the College of Business, getting B’s or better on all quizzes/tests, and putting academic work be-fore other commitments. We did this to promote the fact that there is more to scholastics than merely GPA, as well as to help our chapter focus on a non nu-merical academic goal.

meant to serve as an in-
centive to NRHH chapter
members to help them
not only focus on improv-
ing themselves academi-
cally, but also to encour-
age their support of fel-
low members academic
endeavors.
Another fun thing NRHH does to
emphasize academics is our annual
“Study Day” during finals week.
This day is simply a good way to
work together towards the common
goal of academic excellence, while
simultaneously supporting each
others efforts.

Financing the Estate
Funding

NRHH has always been a pinnacle source of funding for many all-campus events here at UW-La Crosse. The chapter also gives great recognition to both Residence Life and
campus partners, funded Residence Life Staff and Executive Officer retreats, and sent delegates to a whole slew of conferences (White Privilege Conference,
NACURH, WURHA, GLACURH, etc.)
Recently, the Carol Bas-
suener chapter of NRHH
moved into an exciting mo-
ment in history. The chapter
moved from the years being
labeled BBCT or Before Bed-
loft Contract Termination, to
ABCT, or After Bedloft Con-
tract Termination. Bed-
loft.com provided the Chap-
ter with a great source of
revenue (every rented loft
system generated $17.25 for
the chapter).
This provided the chapter many years of financial wealth and ability to “make it
rain”. While this source of revenue is gone, the Carol Bassuener chapter is doing
all it did before, just spending our money more efficiently, also reining the year of
fiscal responsibility.

2014 Conference. Every single member of
our Chapter was involved in the planning
process. Our Conference Co-Chairs, Con-
ference Staff, and Volunteers all included
dedicated NRHH members.
This year our Chapter has also been
hosting the WURHA President, Alex
Miller, who we are delighted to sup-
port as she leads the state organiza-
tion.

Forming an Alliance
NRHH/ RHAC Bond Here at the University of Wisconsin- La Crosse, the National Residence Hall
Honorary and the Residence Hall Association Council (RHAC) work very close-
ly in helping to improve campus life. For the past two years the president of
RHAC has been a member of NRHH helping to strengthen the bond between
these two organizations. There have also been many previous execs and mem-
bers who have joined the other to become more involved, and thus continues
to help strengthen the bond between these two.

There has been a position created for the
sole purpose of maintaining a positive re-
lation between these two organiza-
tion. The NRHH/RHAC Liaison position
was in charge of setting up social events
and programs between these two organi-
zations as well as report what each group
is currently doing with to each other. We
have currently changed this position to
require all of our chapter members to at-
tend at least one RHAC meeting per aca-
demic year. The reasons behind this is
that there was an increased demand to
become the NRHH/RHAC Liaison and al-
so to help let our members experience
what an RHAC meeting entails so that we
all are more understanding of what both
of our organizations do. This has also
made NRHH more visible and in turn has
given our chapter many faces and points
of contacts to our sister residence life or-
ganization.

fund the many wonderful on

our students and staff here at
La Crosse. Examples of these
would include a Haunted
House, a Casino Night, Campus
Ball Pit, and other various all
campus and all hall programs
throughout the year. Our chap-
ter also helped to stuff enve-
lopes for RHAC’s annual fund-
raiser for care packages and to
help staff tables during the dis-
tribution process of their fund-
raiser.

October 10th, 2014 Dear Selection Committee, It is with ease that we write a letter of support for the National Residence Hall Honorary at the University of Wisconsin-La Crosse for the bid of NRHH Outstanding Chapter of the Year. We have had the privilege to be the Advisors to NRHH. We would like to share with you some ac-complishments from this past year.
· NRHH conducted 410 Service Hours in the La Crosse Community over the course of the
last year including Bethany St. Joseph, Coulee Council on Additions, Coulee Region Hu-
mane Society and our La Crosse Area Children’s Museum.
· NRHH recognized various professionals around campus by giving them a tumbler of ap-
preciation.
· NRHH developed a new campus award called the “Out of the Blue Award” and identified
the outstanding contributions some offices have made to student success and framed an
award for them to hang in their office.
· The Chapter has been committed to creating unity within the chapter and has taken re-
treats to further develop relationships in the chapter and make progress on goals.
· NRHH continues to update and modernized our constitution and create best practices to
set up future chapters for success.
· NRHH continuously promotes the Of The Month Recognition Program with regional win-
ners.
· NRHH works to create a positive image of NRHH and increase awareness of NRHH with
residential students.
NRHH at UW-La Crosse is a critical component to our residence life program. Without NRHH and the initiatives employed by this organization there would be a noticeable void. The energy, spirit and commitment by our chapter members is incredible and reverberates through campus. We are very proud of the NRHH Chapter at the University of Wisconsin-La Crosse. This is a high caliber student organization and represents UW-La Crosse, WURHA, GLACURH and NARURH in an exemplary fashion. There is a reason I feel connected to NRHH at UW-L. The truly outstanding members of NRHH here are welcoming and invested on campus. I have enjoyed periodically visiting chapter meetings and being embraced as family. I don’t have to attend chapter meetings to be touched by NRHH. The 1% of on-campus leaders represented in the Carol Bassuener Chapter impact 100% of leadership throughout campus as role models and members of various communities.
NRHH is important on the UW-L campus. They work hard to promote the pillars of Leader-ship, Scholarship, Recognition and Service which can be seen through their actions. I am sure you will enjoy reading all about their efforts outlined in the bid. They also coordinate campus programs and recognition that reach farther than individual members to the broader campus. My name is Mitch Kennedy and I’m a junior here at the University of Wisconsin La
Crosse.
NRHH and RHAC are both organizations that make decisions with the best interest of
students in mind, and because of this, NRHH has a liaison that goes to each meeting bringing
back and forth important information that affects the organizations, campus, and students.
Each week the liaison position switches people so RHAC can become familiar with their mem-
bers. The liaison also helps communicate important events, dates, or programs.

Article I-Name
The name of this organization shall be the Carol Bassuener Chapter of the National Residence Hall Honorary,
University of Wisconsin-La Crosse, which shall be hereinafter referred to as the NRHH.
Article II-Purpose and Existence of NRHH
A. The purpose of this organization shall be to provide recognition for individuals who have been of out-
standing service and who have provided important leadership in the advancement of the residence hall sys-
tem at the University of Wisconsin-La Crosse and the student body as a whole. It shall also be the purpose of
this organization to initiate and advance local chapters of the NRHH.
B. The University of Wisconsin - La Crosse Carol Bassuener Chapter of National Residence Hall Honorary,
or NRHH, is dedicated to promoting leadership, scholarship, service, and recognition. NRHH strives to devel-
op and empower leaders, encourage the pursuit of academic excellence, serve our community, and recog-
nize the successes of our campus. Through these initiatives, NRHH aspires to create an engaging and inclu-
sive residence hall environment for all.
C. Once a member is inducted into NRHH, they are a member for life.
D. The NRHH shall serve as a cooperative organization with the Residence Hall Association Council, here-
inafter referred to as the RHAC.
E. The NRHH shall exist under the auspices of the University of Wisconsin-La Crosse Office of Residence
Life (ORL) and ORL shall select its advisor(s) from the professional staff.
F. The rules and regulations of the National NRHH Policy Book shall be followed when not consistent with
the rules and regulations of the University of Wisconsin-La Crosse chapter.

This organization is prohibited from discriminating on the basis of age, sex, gender, race, sexual orientation,
religion, disability, national origin, creed, or gender expression. That legal obligation shall in no way be re-
stricted or modified by national or local constitutions, bylaws, rituals, or any other controlling laws. That obli-
gation shall in no way be restricted or modified by national officers, alumni, advisors, or others from off-
campus through exclusive privileges or recommendations, approval, and veto power.
Article V-Membership, Selection, and Induction
Section One: Membership Requirements
The minimum requirements for induction into the Carol Bassuener Chapter of the NRHH Chapter shall be:
A. The person shall have exhibited outstanding leadership and service to the residence hall system and
demonstrates emerging or established leadership characteristics.
B. The person shall have a minimum cumulative Grade Point Average (GPA) of two and one half (2.5) at
the time of application.
C. The person shall have lived in the residence halls at the University of Wisconsin-La Crosse for at least
one academic semester.
D. The person must be returning to the residence halls for at least the following two (2) semesters
(semesters need not be consecutive); or as noted on the current application.
Section Two: Chapter Size
A. The total active membership of a chapter may include up to, but not more than, one percent (1%) of
the total residence hall population that year, or twenty (20) members, whichever is larger. The total one per-
cent (1%) membership does not include alumni or honorary members.
B. One percent (1%) will be determined by the number of students living on-campus that the school sub-
mits to the National Information Center on their affiliation form. This information can be obtained from the
institution’s Director of Housing, ACUHO-I, or ACUHO Regional Directors.
C. Active members are defined as inducted undergraduate students living on campus. Graduate students
living on campus may be active at their school’s discretion.
D. The 1% membership cap shall include all members who have been inducted and live on campus regard-
less of their level of participation in chapter activities.
E. Upon request, the National Associate for NRHH may exempt a chapter from this requirement, to be lim-
ited to the chapter’s next induction ceremony at which time they must return to their membership cap.
Section Three: Selection Committee
A. The current President and Vice President of the NRHH and one (1) advisor will oversee the Selection
Committee.
B. The Selection Committee will consist of no more than seven (7) active NRHH members with the Presi-
dent and Vice President of the NRHH and one (1) advisor.
a. All members of the Selection Committee will be chosen by all current, voting NRHH members during a
large group meeting.
b. The Selection Committee shall be separate from the Induction Committee, but may consist of the same
members.
Section Four: Induction
A. The NRHH Induction shall be held at least annually, during the spring semester, and may be held at the
conclusion of the fall semester if needed.
B. All the NRHH alumni, honorary members, current members, and new inductees shall be invited to the
Induction Ceremony.
C. Other guests permitted by consensus of the induction committee or the Executive Officers of the NRHH.
D. The induction committee shall determine the agenda, location, and time of the Induction.
E. The total number of members is not to exceed one percent (1%) of the total population of residents of
the residence halls at the University of Wisconsin-La Crosse.
Section Five: Definitions
A. Active Member
1. Shall be a full time student living in the residence halls.
2. Shall have both voting and speaking rights during all the NRHH meetings.
3. Shall fulfill the following requirements to retain voting rights. If a member violates one of these require-
ments, their voting rights shall be revoked for the remainder of the semester. Members will not receive their
NRHH graduation cords if two policies are violated. Under extenuating circumstance, the member may have
the option to review this decision with the executive board for appeal.
a. Shall attend all scheduled NRHH meetings. Members will be allowed one excused absence per semester.
b. Shall attend a minimum of three (3) NRHH events per semester, including programs, member gatherings,
and induction.
c. Shall submit at least one (1) OTM (Of the Month) per academic semester.
d. Shall contribute at least four (4) hours of service per academic semester to reatin voting rights. Members
must complete the service hour requirement by volunteering in activities approved by the Community
Service Coordinator.
4. Shall attend at least one (1) RHAC general body meeting per academic year.
a. In the rare event that a member cannot attend a meeting either semester, they must communicate with
the NRHH & RHAC Presidents to decide an alternative RHAC event to attend.
B. Early Alumni Member
1. An early alumni member is defined as an active member who temporarily leaves the residence hall sys-
tem for a semester but is still an active student at the University of Wisconsin-La Crosse.
2. Exceptions to the above rule include temporary leaves such as, but not limited to, co-ops, internships,
or study abroad opportunities. When a member leaves the residence hall system, they must submit a letter
to the chapter. When a member submits a notice of temporary leave, they must indicate the duration of his
or her leave.
3. An early alumni member has ex-officio member speaking rights during the NRHH meetings but has no
voting rights.
4. All early alumni must submit an application to the AD-NRHH and receive approval.
C. Alumni Member
1. An alumni member is an active member who permanently leaves the residence hall system for two or
more semesters and is not an active student at the University of Wisconsin-La Crosse.
2. An alumni member is unable to return to active student status.
3. An alumni member has ex-officio member speaking rights during the NRHH meetings but has no voting
rights.
D. Honorary Member
1. NRHH members will vote to choose honorary members.
2. Honorary status is designated to recognize people including, but not limited to, housing personnel, in-
structors, university staff, and those who have demonstrated outstanding support and service to the resi-
dence hall students.
3. Individuals who could qualify for active membership, with the exception of graduating seniors, cannot
be inducted as an honorary member.
4. An honorary member has ex-officio speaking rights during NRHH meetings but has no voting rights.
5. The number of honorary members a chapter shall be able to induct per academic year will not exceed
ten percent of the chapter’s membership cap.
6. Selections shall be based on the character reference, contributions, and service to the University of Wis-
consin-La Crosse residence halls and leadership qualities.
Article VI-Responsibilities and Duties of Officers
Section One: Qualifications of Officers
A. Must maintain all active member requirements
B. Must have demonstrated an ability to serve as a leader within their offices.
C. Must uphold and carry out the provisions of the NRHH constitution.
D. Term of office may be at most one (1) academic year.
Section Two: Expectations of Officers
A. Shall keep all officers and members informed of any matter that affects the organization.
B. Shall encourage active participation of all NRHH members.
C. Shall work with fellow officers.
D. All officers shall complete a transition report at the end of their terms prior to the induction ceremony.
E. Shall actively uphold the four NRHH pillars of Leadership, Recognition, Scholastics, and Service in their
everyday lives.
F. Shall create a tentative schedule for members attending RHAC general body meetings by the first NRHH
chapter meeting of each academic semester.
G. Shall meet with the RHAC Executive Board at least once per academic semester.
Section Three: President
A. Shall carry out the directives and actions of the NRHH.
B. Shall oversee all functions and operations of the NRHH chapter.
C. Shall have no voting rights unless there is a tie in which the President shall cast the deciding vote.
D. Shall preside over all meetings.
E. May have discretionary advising with advisor(s) either weekly or bi-weekly.
F. Shall oversee the Selection Committee and be responsible for its operation.
G. Shall be the interpreter of Robert’s Rules of Order, Newly Revised and the NRHH constitution.
H. Shall be the NRHH representative for all functions and meetings at the University of Wisconsin-La
Crosse, if they are unable to attend, they will designate another member to go in their place.
Section Four: Vice President
A. Shall preside as President when the President is unavailable or absent.
B. Shall oversee the Induction Committee and be responsible for its operation.
C. Shall assist the President in overseeing the Selection Committee and be responsible for its operations.
D. Shall convene and chair the constitution committee at least during the spring semester of even-
numbered years.
E. Shall organize one social event (i.e. retreats, Fine Dines, social outings) for chapter members each aca-
demic year, or more as requested by chapter members.
F. If necessary, the Vice President may delegate this task to another Executive Board Member of chapter
member on a volunteer basis.
G. Shall complete additional duties at the request of the President.
H. Shall aid the Communications Coordinator in organizing one social event with another NRHH chapter
each academic year.
I. Shall be responsible for the NRHH office and the communication of it to RHAC.
Section Five: Secretary
A. Shall keep accurate records of the official proceedings of the NRHH including, but not limited to,
minutes and meeting reminders.
B. Shall distribute meeting minutes to NRHH members and advisors within five working days of the
meetings.
C. Shall maintain an accurate roll of all members.
D. Shall preside as President when both the President and Vice President are unavailable or absent.
E. Shall oversee the NRHH website, or delegate the responsibility at their discretion.
F. Shall be in contact with the RHAC Liaison.
G. Shall maintain a record of all RHAC meeting minutes and distribute the minutes to all active members of
the chapter.
H. Shall aid in the formation of report for the weekly RHAC general body meetings.
Section Six: Communications Coordinator
A. Shall act as the liaison between the University of Wisconsin – La Crosse NRHH chapter and other NRHH
affiliations.
B. Shall attend, or delegate an attendee, to state, regional, and national conferences.
a. Both the incoming and outgoing Communications Coordinators shall attend the WURHA French Dip
business conference and the NACURH annual conference.
C. Shall organize one social event with another NRHH chapter each academic year, with assistance from
the Vice President.
D. Shall oversee the Scholastics Committee and be responsible for its operation.
E. Shall preside as President when the President, Vice President, and Secretary are unavailable or absent.
Section Seven: Finance and Fundraising Coordinator
F. Shall handle all financial matters pertaining to the NRHH chapter. In consultation with the other Execu-
tive Officers and Advisors, the Treasurer shall create a proposed appropriation of funds prior to the first gen-
eral meeting of the academic year.
G. Shall meet with the Assistant Director of Residence Life for Operations for monthly audits.
H. Oversees all general fund request business, including contacting those who have placed a fund request
as well as granting in-hall program request.
I. Shall update the fund request form each academic year.
J. Shall be responsible for coordinating one (1) fundraising event per semester.
Section Eight: Of the Month (OTM) Coordinator
A. Shall serve as the chairperson and facilitator of the NRHH OTM Committee and the OTM Voting Com-
mittee
1. The OTM Voting Committee shall be comprised of no more than four (4) representatives from each of
the eleven residence halls, RHAC, and NRHH. This will equal no more than 52 total committee members.
a. The committee shall include current active members and may include non-members.
2. The NRHH OTM Committee shall work with hall councils, staff members, and residents to encourage the
submission of OTMs each month.
3. The NRHH OTM Committee shall recognize all nominators and nominees of OTM award submissions.
Active and inactive members shall be informed on a monthly basis of who is recognized for OTMs across cam-
pus.
4. The NRHH OTM Committee shall recognize and publicize all campus, regional, and national OTM award
winners.
5. The NRHH OTM Committee shall publicize the use of and purpose of OTMs to the University of Wiscon-
sin-La Crosse.
B. Shall maintain information regarding past winners, tips for submitting OTMs and examples of forms.
C. Shall be exempt from the member OTM writing requirement.
Section Nine: Community Service Coordinator
A. Shall coordinate volunteer opportunities for the chapter.
1. One (1) volunteer opportunity per semester should be in conjunction with RHAC.
B. Shall keep an accurate record of members’ completed service hours.
C. Shall inform the President of any members who failed to complete the service hour requirement at the
end of each semester.
Section Ten: Advisors
A. Shall advise, counsel, assist, and exchange information pertaining to the goals and operations of NRHH.
B. Shall serve as a liaison between the ORL, the NRHH chapter, RHAC, and the University of Wisconsin-La
Crosse.
Article VII-Meetings
A. The NRHH general meetings shall be no less than bi-monthly, unless restricted by the academic calen-
dar.
B. The NRHH meetings shall be called when deemed necessary by the NRHH President.
C. Meetings shall be informal; however, under presidential discretion, the meetings may be governed by
Robert’s Rules of Order, Newly Revised. In the event of a debate or conflict, the President shall be the inter-
preter of Robert’s Rules of Order, Newly Revised and the NRHH Constitution.
Article VIII-Finances
A. This chapter shall remain in good standing with WURHA, GLACURH, & NACURH by paying any necessary
affiliation fees.
B. The yearly budget shall be approved by the chapter at the first chapter meeting of each academic year.
C. All programming fund requests must be voted upon by the chapter members.
D. The treasurer shall update fund request forms each academic year.
Article IX-Executive Board Elections, Vacancies, & Impeachment
Section One: Executive Board Elections
A. The Executive Board shall be elected by a simple majority vote of all active members present.
B. The election of the Secretary, Finance and Fundraising Coordinator, OTM Coordinator, and Community
Service Coordinator shall occur at the last spring meeting of the academic year prior to their term.
Section Two: Election of the President and Vice President
A. The election of the President and Vice President shall take place prior to the induction of new mem-
bers.
B. This will ensure the election of a knowledgeable President and Vice President with a minimum of one
semester of experience in the Carol Bassuener Chapter of the National Residence Hall Honorary.
Section Three: Election of the Communications Coordinator
A. The initial election of the Communications Coordinator shall take place prior to the WURHA French Dip
business conference.
B. This shall provide the incoming Communications Coordinator with the opportunity to attend one con-
ference to gain experience in the WURHA boardroom.
C. This shall provide the organization with representation at the national conference to provide infor-
mation useful to the group for the following fall semester.
Section Four: Vacancies
D. The President shall call a special election when the position of an executive board member is vacant
with more than six (6) weeks remaining.
E. Should the office of the President become vacant with more than six (6) weeks remaining, the Vice
President shall preside as President until special elections can be held.
F. Should the office of the President become vacant with less than six (6) weeks from the end of the
school year, the Vice-President shall serve as President.
G. Should a position other than President become vacant with less than six (6) weeks remaining, the office
shall be filled by an appointment by the President with the approval of the Executive Board.
Section Five: Impeachment
A. Failure to fulfill the duties outlined in Article V of this constitution shall represent ground for impeach-
ment of any officer.
B. Any member of NRHH may pursue an impeachment of an officer.
C. Procedure for Impeachment will be as follows:
1. A complaint against the accused member must be filed to the executive officers of the NRHH.
2. The complaint must include infractions of the NRHH constitution and specific occurrences of such in-
fractions.
3. The executive officers will then notify the accused member of the accusations no less than one week
prior to an NRHH meeting but within 48 hours of the complaint’s filing.
4. The accused member will then have no less than one week prior to an NRHH meeting to formulate a
defense.
5. The accusations must be brought forth against the accused member during new business of the NRHH
meetings.
6. The accused member will then defend their position.
After members are given time for questions and discussion, a vote of all present members will take place.
7. A 2/3 secret ballot vote is necessary for removal from office.
Article X-Conferences
A. NRHH shall nominate delegates to apply for the WURHA, GLACURH, and NACURH residence life confer-
ences as requested by the RHAC National Communications Coordinator and NRHH Communications Coordi-
nator .
B. NRHH shall monetarily support NRHH delegates selected to attend residence life conferences.
C. NRHH shall monetarily support the NRHH Communications Coordinator(s) attending residence life confer-
ences.
Article XI-Amendments
Amendments to this constitution shall be made in the following manner:
A. Formally by a two-third (2/3) vote of the membership
B. Initiative and Referendum: Members of NRHH may, through a petition containing one-half (1/2) of the
signatures of the membership, enact the initiative for the amendment, then pass in the referendum by two-
thirds (2/3) majority vote of all active members.
C. Informally in the event that the Office of Student Life, ORL, or RHAC passes or submits any program
contrary to this constitution, the Executive Board reserves the right to change the constitution through a sim-
ple majority vote of all active members.
