The overall gains mask divergent trends however, as public sector construction activity continues to decline while private sector demand for new con- struction continues to strengthen. “Private and public sector demand for construc- tion appear to be heading along two distinct direc- tions,” said Ken Simonson, the association’s chief economist. “While it is great to see private sector activity coming back to life, it is unfortunate to see declining public sector demand dampen the indus- try’s overall growth.” Simonson noted that private construction activ- ity expanded by 11.5 percent between March 2011 and March 2012 and by 0.7 percent compared to February 2012. Nonresidential spending was par- ticularly robust, expanding by 15.2 percent from March 2011 and by 0.7 percent compared to February 2012. He noted that the biggest private nonresidential monthly spending increases were for transportation (up 6.7 percent for the month) and office projects (up 5.4 percent for the month), On the Rise... The 408-ft. (124-m) needle will no longer be enclosed in a fiberglass-and-steel enclosure called a radome, a feature that was recently removed from the original design because the building’s developer said it would be impossi- ble to properly maintain or repair it. Without the enclosure, it’s unclear whether the needle is an antenna or a spire — a crucial distinction in terms of measuring the build- ing’s height. NEW YORK (AP) A change to the designof a needle that will sit atop One World TradeCenter is raising questions over whether thebuilding will still be America’s tallest when

completed. The 408-ft. (124-m) needle will no longer

be enclosed in a fiberglass-and-steel enclosurecalled a radome, a feature that was recentlyremoved from the original design because thebuilding’s developer said it would be impossi-ble to properly maintain or repair it.

Bridge Celebrates Anniversary, Safety Still a PriorityBy Peter HildebrandtCEG CORRESPONDENT

San Francisco’s world-famous construction icon has pro-vided an orange vermillion (known officially as“International Orange”) frame for the city and its envelopingfog for the past 75 years, this April, 2012.Present at the opening and throughout con-struction was the PPE (personal protectiveequipment) company that started a trend. TheBullard Company was an important part ofmaking the bridge worksite a hardhat-desig-nated area. Bullard remains onsite to this day,supplying hardhats to present bridge workersand supplying the world with all sorts of criti-cal PPEThe E.D. Bullard Company was founded

by Edward Dickinson Bullard in 1898 in SanFrancisco, Calif., where the firm sold equip-ment for gold and silver miners. The firm alsosurvived the earthquake and fire that wouldlevel much of the city eight years later. Bullard sold carbide lamps and mining

equipment to gold and copper miners. Theminers used to wear a soft derby, similar to abaseball cap, according to Edward D. “Jed”Bullard, the company’s fourth-generationpresident and chief executive officer. It had asmall, hard-leather and shellac brim.After the founder’s son, Edward W. Bullard

(1899-1963), returned from World War I, heused his experiences with Doughboy armyhelmets in the design of protective headgearfor miners and then the entire constructionindustry. E.W. Bullard’s original 1919 HardBoiled Hat was manufactured out of steamedcanvas, glue, a leather brim, and black paintand included a suspension device. It was con-sidered the first "hard hat," which revolution-ized construction and mine worker safety. During the Great Depression years, the

Golden Gate Bridge construction site wasAmerica’s first designated “Hard Hat Area.”The project’s chief engineer, Joseph B.Strauss, shared a vision with Bullard that thebridge construction site could be a safer envi-ronment for the worker. Falling rivets, whichcould cause serious injury, were a grave con-cern, so Bullard transformed the mining hel-met into a durable industrial hard hat. The project faced a second problem with

the steel coming by train from Bethlehem, Pa.The steel had oxidized and needed to be sand-blasted before being painted. Bullard designeda simple sand-blast respirator helmet, whichconsisted of a hard hat with a bag over it.There was a window in front to see through,and fresh air was pumped into it. Today, the Golden Gate Bridge still protects its workers

with Bullard hard hats as well as innovative safety products(including hard hats, respiratory protection, fire and rescuehelmets, and thermal imaging cameras). Bullard’s world-wide headquarters is in Cynthiana, Ky.In 1919 the “hard-boiled” hardhat — made from steamed

canvas, glue and black paint — was patented. These wereconstructed from canvas, glue and black paint. In 1938,Bullard invented the first aluminum hardhat. MarketingManager, Wells Bullard’s great-grandfather was a doughboyin World War I where he wore a helmet. He figured minerscould use the same protection he’d had during the war. Priorto that, he’d been involved in selling such equipment as car-

bide lamps for Nevada’s gold and silver miners. Bullard hadstarted the company as a distribution company. WellsBullard’s father is currently the chairman of the board of thecompany and Eric Pasch serves as CEO.“When my great-grandfather came back he realized that

there could probably be some greater safety in the mines,”explained Wells Bullard. “He saw that they were encounter-

ing many of the same hazards he was during the war. Hedeveloped one of the earliest the commercially-sold hardhats. He was an amazing inventor.”Joseph Strauss, chief engineer on the Golden Gate Bridge

project, knew Bullard’s great-grandfather and shared his pas-sion for safety. Strauss made the site the first construction torequire the use of hardhats. Falling rivets were a big concern.

The bridge workers all wore Bullard hard-hats. The hats are still worn to this day,according to Bullard. It is the company’slongest standing customer for the hats. As the project began, steel for the bridge

had been transported all the way fromPennsylvania. It arrived at the jobsite coat-ed with rust, oxidation sustained during thetrip west. Because the steel for the bridgehad to be painted, it was first going to haveto be sand-blasted free of the rust in orderto be painted. The bridge workers wereonly wearing hardhats and black singlets; Strauss realized that the inhaling of the

particles during the steel-cleaning opera-tions could also be a safety hazard. He hadBullard design the company’s first respira-tor. Bullard took the hardhat, placed some-thing of a bag over it, put a window on itand then fresh air on the bridge waspumped in under the bag to protect theworkers. “To my knowledge, the hardhats and the

respirators on the job did what they weredesigned to do and no workers wereinjured from falling rivets or from inhalingthe material being removed from the oxi-dized steel,” added Bullard. “The com-pressed air was already being used on thebridge for other tasks so it was already inplace; it worked well for breathing air aswell.”Though the Golden Gate Bridge project

was not the first to use hardhats onsite, itwas the first to require them and to be des-ignated a hardhat area. After the use of can-vas and aluminum, in the 1940s hardhatscame to be made from fiberglass. In the1950s were the first plastic hardhats. In the1960s and 1970s plastics became betterand this material was commonplace for usein the hats. OSHA regulations went intoplace in 1971 with more coming on linethroughout the rest of the decade. “One of the things I’m the most proud of

is the fact that we were a safety companybefore safety was on everyone’s mind,”said Bullard. “Now everyone has to thinkabout safety because they are worriedabout liability. Our company was worriedabout safety in 1898. My family was obvi-

ously thinking about protecting workers and hazardous envi-ronments even before it was in vogue.“Joseph Strauss didn’t have to have hardhats on his bridge

project; he didn’t have to think that way in terms of protect-ing his workers. But he did in partnering with my great-grandfather. That is a great story.”

Company’s Innovations Kept Golden Gate Workers SafeBullard has now moved beyond the hardhats and respira-

tory equipment to make fire and rescue helmets as well;we’ve done that since the 1930s. Starting in 1998 theybranched out into thermal imaging for the fire service.Bullard actually makes thermal protection cameras for thefire service which helps to find victims and helps firefightersto find the exit to get out of the burning building as well asto find hot spots for re-kindling.Bullard’s PowerAir purifying respirators allow users to

carry the filter on their waist. At the waist is the machine con-taining the blower, air pumps through it, the air is filteredbefore going to the hood where the breathing of clean airtakes place. After hard hats made from aluminum and fiberglass, plas-

tic became the standard material used in their construction.Bullard was one of the first manufacturers to inject thermo-plastic into a mold to produce a hard hat. In 1982, the stan-dard hard hat changed again. The director of safety atBechtel Corporation, one of Bullard’s major clients, felt thathard hats didn’t have the proper suspension for field work. Inresponse, Bullard introduced a revolutionary new industrialhelmet, marking the beginning of a new era in head protec-tion safety and standards.The new design incorporated a non-slip ratchet-suspen-

sion with a knob in the back for simple sizing. Within theindustry, the hat became known as the “3000 R.” The 3000R was produced from polyethylene plastic, making it light-weight, durable, easy to mold and non-conductive to elec-tricity. The plastic was treated with an ultra-violet inhibitor

which helped the hats weather the outdoor environment.Bullard redesigned the 3000R and introduced the C30

presenting a significant advancement in worker comfort.Enhanced with an upgraded suspension system, the C30incorporates easy-lock snaps for simple installation, animproved FlexGear for easy height adjustment, and anenhanced brow pad. Offer the most advanced comfort in themarket, the C30 has become known as today’s standard yel-low hard hat.Unprecedented changes have occurred in the last ten

years. “A great deal of our knowledge comes from designingfirefighter helmets,” said Bullard. “We’ve been able to applyresearch on applied energy absorption to the industrial set-ting.”From that knowledge, the Advent and Vector evolved. At

25 ounces (709 g) the Advent is half the weight of conven-tional firefighter helmets and is, in fact, the same weight asmany climbing helmets. The Advent is the only protectivehelmet designed specifically for emergency response servic-es.The compact design is unique. “Not having a rear brim

improves freedom of movement both in and out of emer-gency vehicles and confined spaces,” said Bullard. “A crownpad, and a soft, replaceable, foam-backed vinyl brow padprovide extra comfort. It costs less than half the price of con-ventional fire helmets, and can be equipped with a variety ofaccessories, including face shields, ear/neck protectors, hear-ing protectors and attachments for lamps.”The Vector is the off shoot of the Advent. “The Vector pro-

vides impact protection for the top, front, back and side of

the head,” said Bullard. “It uses a full inner shock liner toabsorb impacts.” The Advent can come with a brow pad,comfortable suspension, built-in goggle strap and retainingslots. The Vector, along with the Advent, became the firstcaps to meet the newest ANSI standard for industrial headprotection.After gathering input from end-users in the field, Bullard

designed the vented hard hat, known as the S62. “The stan-dard complaint we heard about hard hats was that they’re toohot,” said Bullard. “With this in mind, we went to work andcame up with a hat that will help keep workers cool. This hatfeatures a vented shell; the S62 allows air to flow inside thehard hat, keeping the user cool and comfortable while pro-viding quality protection.”In 1972, the Company moved its production operations

from Sausalito, Calif., to Cynthiana, Ky., for improved trans-portation costs and a more accessible workforce. Within 20years the company headquarters moved to Kentucky as well. Though prior to construction of the Golden Gate Bridge

there was some local area debate about the wisdom of abuilding a bridge at the Golden Gate Strait — especiallyfrom the area’s local ferry boat operators. But the use ofhardhats at this challenging work site and hundreds of othersever since has probably never been questioned. Head pro-tection has always been an idea whose time has come.

wears the crown of tallest building in theUnited States at 1,451 ft. (442 m), notincluding its own antennas. The skyscraper recently became New

York City’s tallest building as workers erect-ed steel columns that were just high enoughto rise above the Empire State Building’sobservation deck. The building is being con-structed to replace the twin towers destroyedin the Sept. 11, 2001, terror attacks. In order to repair or replace a broken panel

on the needle’s proposed enclosure, aclimber would have to scale the spire, attacha cable to the top, lower the cable about2,000 ft. (610 m) down, and then use it tohoist a 2,000-lb. (907-km) piece of fiberglassback to the top, said Jordan Barowitz, aspokesman of Douglas Durst, the building’sdeveloper. “This is the stuff of ‘Mission Impossible,’

not skyscraper construction,” Barowitz said. The tower’s architects at Skidmore

Owings & Merrill LLP did not immediatelyrespond to a request for comment May 10. Designs call for the tower’s roof to stand

at 1,368 ft. (416.97 m) — the same height asthe north tower of the original World TradeCenter. With the needle, the building’s totalheight will be a symbolic 1,776 ft. (541 m),referring to America’s founding in 1776.

Experts and architects have long dis-agreed about how to measure the height ofskyscrapers that have masts, spires andantennas that stretch into the sky. The Council on Tall Buildings and Urban

Habitat, a Chicago-based organization con-sidered an authority on such records, saidantennas do not count when determiningbuilding height. An antenna, the group said, is something

simply added to the top of a tower that canbe removed. By contrast, a spire is some-thing that is part of the building’s architec-tural design. The council has not yet decided how the

needle’s lack of an enclosure will affect itsstatus as either an antenna or a spire, thoughit will, indeed, function as a broadcast anten-na. On its Web site, the Port Authority ofNew York and New Jersey describes theneedle as an antenna. “The short answer is we don’t know yet,”

said Kevin Brass, a spokesman of the coun-cil. “There is no doubt that this change willraise questions about the height.” The council’s committee on building

height will ultimately have to sit down withupdated drawings from the architects anddevelopers and make a final determination,Brass said.

While Congress appears to finallybe making progress on a long-overdue high-way and transit bill, the lack of key bills, thewinding down of the stimulus and the con-clusion of many military base realignmentprojects were offsetting growth in privatesector activity.“While it is good to see Washington inch-

ing closer to passing some key infrastructuremeasures, at the rate they are progressing,they will be in place in time for the next pri-vate sector downturn,” said the association’schief executive officer, Stephen E. Sandherr.“Instead of holding back a constructionrecovery, elected officials could support andencourage even more growth by enacting ahost of long-term infrastructure bills.”

DA30 features a powerful enginebrake and hydraulic transmissionretarder as standard. The wetbrakes offer a long service life andsealed protection from the environ-ment and, with oil-cooled multipledisc brakes on all the wheels, theDA30 can handle various operat-ing conditions.

Felling’s FT-80-3 OTR Trailer Gets Galvanized at AZZFelling Trailers’ FT-80-3 OTR is the

largest trailer ever galvanized at AZZGalvanizing Services plant in Winsted,Minn. The customer is using the trailer tohaul a variety of equipment each month ofthe year. Even with proper preparation andpremium paint, the trailer may eventuallycorrode due to salt and calcium chlorideexposure on roads. Thus, the customer choseto have it galvanized, which protects it fromcorrosion. AZZ Galvanizing Services, America’s

largest galvanizer, has been in business formore than four decades and has grown to a

network of 34 locations. AZZ’sgoal is to help its customersassure the function, dura-bility and safety oftheir products forg e n e r a t i o n s .Felling Trailers’

design team fully collaborated with the gal-vanizers at AZZ to ensure proper ventingand airflow in pockets before galvanizingthe trailer. “The cooperation between Felling and

AZZ really made this project a success,” saidJon Benson, of AZZ Galvanizing Services. After the trailer was manufactured at

Felling Trailers, it was brought to AZZGalvanizing Services’ Winsted location for aprocess called “hot-dip galvanizing.” First, itwas thoroughly inspected for drainage andventing requirements. Next, the trailer iscleaned in three steps: it is totally immersedin a hot alkali solution to remove organiccompounds; then acid pickling removesscale; and lastly fluxing eliminates oxidesfrom the surface of the steel and promotesthe proper metallurgical bonding of the zincin the next step. The trailer is then complete-ly submerged in a bath

of molten zinc

until it reaches a temperature of approxi-mately 840F. At that point, the zinc reactswith the steel to form zinc/iron intermetaliclayers on all surfaces, inside and out. Aftercooling, the galvanized trailer is cleaned,weighed and then thoroughly inspected forcoating thickness, appearance and compli-ance with applicable ASTM (formerlyknown as the American Society for Testingand Materials) specifications. Calibratedinstrumentation ensures efficient inspection. The FT-80-3 OTR offers the following

Volvo Rents Acquires Action Equipment Rental, Expands Volvo Rents, a worldwide provider of

small- to medium-sized construction equip-ment, expanded its operations in NewMexico with the acquisition of ActionEquipment Rental, a three-location construc-tion equipment rental company with storesin Alamogordo, Las Cruces and Silver City.Through such acquisitions, Volvo Rents

has added 49 stores in the past 18 monthsand now has 120 outlets in North America,including four in New Mexico. The compa-ny’s other New Mexico store is located inPeralta.“We are excited about continuing to intro-

Atlas Copco Celebrates Grand Opening of Sacramento StoreThe Atlas Copco branch in West Sacramento cele-

brated its grand opening April 13 with an off-sitedemonstration of several new surface drill rigs in themorning, and a catered reception in the evening. Thenew facility, located on two acres near the I-80 and I-5 freeways, offers more convenient access for cus-tomers and suppliers than the previous store. “We’ve had a lot of positive comments about our

Light, Compact VS Series ShearsAllow Scrap Processing to Go MobileMobile scrap processing operations can look forward to

productivity and durability equal to the standards of today’smost advanced stationary plants, as Vezzani S.p.A. intro-duces the new VS Series of transportable shears.The new VS model pre-compression shear is offered as a

mobile system in the 600 to 700 ton (544 to 635 t) range thatutilizes the same gravity feed system that Vezzani used for itsPC/AC stationary shears. According to Gabriele Merlo, busi-ness development director at Vezzani, the company’s goal indeveloping the VS Series was to engineer a light, compactand transportable unit that could be manufactured and sup-ported to the same standard as Vezzani’s stationarymachines.“Our customers want us to cut scrap, not corners,” Merlo

stated. “The VS press shear is built to out produce existingmobile shears for many, many years. And we designed it toensure that, when you take your shear on the road, you don’thave to leave your service support behind.”While Vezzani has established a global reputation for its

large production shears, Merlo said the VS Series incorpo-rates features developed with smaller operations in mind. “The VS Series fills our product portfolio with a product

that can help small companies to grow their business. It givesowner-operators and small crews a flexible piece of machin-ery that can travel anywhere and go right to work withoutinstalling a foundation or pit or electrical lines.”Operators of any size also will welcome VS Series for

projects facing logistic challenges. High mobility and easysetups provide an option to process the material directly onsite and ship the finish product to its final destination rightaway.Field trials on customer job sites have shown the VS trans-

portable shear is meeting Vezzani’s design goal of achievinggreater than 20 tons/hour of dense, high grade material.Customers have been especially pleased with the unit’s abil-ity to load oversize material and to minimize the timerequired for pre-cutting. This is achieved as a result of theadaptation of the Vezzani inclined-plane gravity feed system.The powerful side compression and cutting operations cyclecontinuously so no time or energy is wasted on the job site,according to the manufacturer.

Simpler Is Better When You TravelThe simplicity of the feed system also saves costs. A sin-

gle operator can load the feed box and operate the shearthrough a remote control system from the cab of any stan-dard loader. All types of material, including bulky and long-dimensioned scrap, can be loaded into the large open targetof the feed box, which is inclined to a 30 degree angle. Theoperator never has to stop loading to process a batch, as thematerial automatically advances into the side compressionchamber. A new evacuation system developed by Vezzanialso gives the operator more flexibility for transloading fin-ished material to trucks.Simplicity is a key factor for Vezzani’s engineered

approach to reliability and service support. “Our support concept begins with minimizing the number

of moving parts in the machine. Now there is less to gowrong. Using the highest grade steels, we bolt on our wearplates, even though it costs less to weld. We do it this waybecause it lets clients replace just a small part instead of theentire plate. This means less maintenance costs and it alsomakes the plates easier to uninstall.”

Merlo said that Vezzani’s factory support team actuallytravels along with the VS shear, due to the remote “teleser-vice” communications system built into every unit. “To ensure maximum utilization of each piece of equip-

ment, we include advanced training for operators and tech-nicians with the purchase of the machine, so our customersare well-prepared to handle most of their own troubleshoot-ing right on the job. But if they do run into a problem, ourfactory team can dial in and run diagnostics wherever theshear is working. In most cases, that’s enough to resolve theissue. If not, we’ll have a technician on site within 48 hours— and he’ll arrive with all the necessary information on thenature of the problem, regardless of where the machine islocated.”

Proven Productivity and Profitability Vezzani was able to adapt the PC/AC shear into the

mobile VS shear with relatively few changes in the overalldesign concept. The single compaction ram of the PC/ACwas replaced by two rams, one on each side. This was doneto balance its weight in transit. Retractable legs were added

so the machine can self-load on and off a low-boy trailer.This feature allows for fast set-ups and take-downs as thesystem is moved between job sites. Setup is especially quickas the VS shears require no foundation or pit; their evacua-tion system allows the material to slide horizontally. The VS shears are sized for “street legal” transport with-

out waivers on most roads and, the machine’s diesel tank wasright-sized to allow a full shift of continuous operation with-out refueling.Like Vezzani’s PC/AC, the VS shear uses a combination

of strategies to reduce energy costs and increase profitabili-ty. The gravity feed eliminates the cost of conveying materi-al into the compression and shearing zone. The side-com-pression is concentrated on a very small area, compared to atraditional shear. This results in a much higher specific pres-sure on the material, up to 10 times the specific pressureobtained in a traditional shear box. The final product is muchdenser than material produced by traditional shears, whichleads to lower costs for shipping it to the final customer anda higher value when the material is sold, according to themanufacturer. Vezzani is currently offering its new mobile system in two

Specialized Recycling Systems for Demolition Debris

Recycling C&D (construction and demo-lition) debris requires all the equipment nor-mally needed for recycling concrete andasphalt rubble, plus other specialized ele-ments in the system to handle such incomingitems as wood, asphalt shingles, drywall,plaster, plastic, steel, paper, dirt and electricalwire.

A concrete recycling system generallyconsists of a primary impact crusher, sidedischarge conveyor, screening plant, returnconveyor and radial stacking conveyors. AC&D system typically also will includepicking stations to remove many of theunwanted materials by hand. Other impor-tant options can include a wood shredder, alow-maintenance air sorting tower to segre-gate paper and wood from stone, an electro-magnetic separator to remove ferrous met-als, and water-based dust suppression atlocations such as the feed hopper, screeningplan and fines conveyor to minimize emis-sions.

The heart of all concrete/asphalt and C&Drecycling systems is the crusher, whichneeds to be a primary impactor.

To handle the variety of materials coming

through a C&D recycling operation, thescreen plant should be a wet or dry, tripledeck, horizontal or inclined type. The elec-tromagnetic separator should be mounted in-line, rather than perpendicular, at the top ofthe side discharge conveyor to assuresmooth material flow. The separator’s headpulley and splitter should be stainless steel,which cannot become magnetized.
