Appearing in his capacity as a member of the board of directors of Associated Equipment Distributors (AED), an international trade association representing construction equip- ment companies, Heller spoke about the effect that shale energy production has had on his business and other local equipment dealers. “Energy companies have invested substan- tial resources in building and expanding roads and highways for hauling sand, water, pipes and other materials to and from sites in the Marcellus Shale formation,” all of which has driven equipment demand, Heller told law- makers. Heller said that his company was not unique in having benefited from the shale energy boom and described an AED survey of equip- ment companies in the Marcellus and Utica shale area. (AP) Just a few months back, Josh Sumner was commuting from Aberdeen to Tukwila for a job building custom storage sheds. Then, his hours were cut and the economics shifted so that his commute would cost more than his wages. That’s when he heard about tryouts in Aberdeen to be a part of the Ironworkers Local 86 building the giant floating pontoons for the 520 Bridge. Out of 24 people who tried out for a job last summer, Sumner was one of only six who had the strength and stamina to do the job. Sumner was sent through a week-long train- ing course and placed in the union’s apprentice program. Today, you can probably find him, feet placed firm against the walls of the interior of a pontoon, hovering some 20 ft. off the ground tying rebar. He is now one of the 350 craft workers at the Aberdeen pontoon construction project, which has just reached its peak of employment. Of those, roughly half of the workers are from the Grays Harbor area, according to Phil Wallace, the project director of main contractor Kiewit- General. The 55-acre site on the Chehalis River near Division Street in Aberdeen is bustling with activity day and night now. (AP) The Environmental Protection Agency isn’t ready to recommend approval of a federal permit for a planned cop- per mine southeast of Tucson because of water concerns and that could further delay the proj- ect. The EPA said the proposed Rosemont Mine could “damage the water quality and ecosys- tem of two key streams, Cienega Creek and Davidson Canyon” and called them “aquatic resources of national importance.” The federal agency also said Rosemont Copper hasn’t shown that the mine would meet all the federal guidelines needed to obtain the key permit. ARTBA Outlines Improvementsto Wetlands Permitting ProcessThe American Road & Transportation

Builders Association (ARTBA) told theU.S. Army Corps of Engineers (Corps)that the best way to reduce unnecessaryregulatory red-tape on transportation proj-ects is to improve the wetlands permittingprocess. ARTBA submitted comments tothe Corps Jan. 17 in response to a govern-ment-wide regulatory review initiated byPresident Obama in 2011, detailing specif-ic recommendations to make wetlandspermitting more efficient.ARTBA has long championed efforts to

reduce unnecessary delays in the trans-portation review and approval process.Currently, it can take anywhere from nineto 19 years for a project to go from plan-ning to completion. Stressing the need to make the wetlands

permitting process less complicated, with-out sacrificing environmental protections,ARTBA called on the Corps to:• Place strict time limits on permitting

decisions — allowing planners to know

exactly when a decision would be reachedon a project and plan accordingly;• Require no permits when projects do

not have an ecological effect on wetlands— in the spirit of President Obama’s exec-utive order, regulations should not bemandated when there is no practical need;and • Eliminate the U.S. Environmental

Protection Agency (EPA) from permittingdecisions altogether — both Congress andthe courts have given the Corps the soleresponsibility for wetlands permitting; twoagencies should not be doing a job that canbe done by one. ARTBA’s recent comments represent

First Cycle of Six Pontoons Slatedfor Completion in Early Springing basin is over and work is now moving forward towardbuilding 21 giant longitudinal pontoons, two even tallercross pontoons and 10 smaller stability pontoons with workexpected to be complete by sometime in 2014. Wallace said about 15 percent of all of the workers on site

are part of the entry-level apprentice program, geared towardpreviously unemployed workers looking for a new skill set.The ironworkers average a bit more than that ratio with 40apprentices out of the 120 ironworkers. Of those, 10 appren-tices are from the local area and several other ironworkerslived here prior to the job starting, said Steve Pendergrass,the Business Manager for Ironworkers Local 86. Most of theironworkers are from the Puget Sound area, where the bulkof the union members live. Starting wage for an ironworker apprentice is $24 per

hour with a guaranteed pay raise every six months as theycomplete work hours and training hours and go to school onemonth a year,” Pendergrass said. “This is pretty good compensation compared to floating

out there in the whole world,” Pendergrass added. After serving five years in the Marines, Sumner said the

hard work is worth the pay check. He started at the pontoonconsruction project in September and hopes to stay on for thenext year or so. “When this job ends, their career doesn’t end,”

Pendergrass said. “We’re training them to be lifelong iron-workers and he’s working for Pacific Coast Steel right now.But there are several other projects in Tacoma and otherlocations he could go. When this job is done, he may be dis-patched to do a fiberglass walkway for the 520 Bridge.” “Before, I was barely hanging on,” he said. “Now, I’m

making decent money and would like to get into a house, ifI can.” Hanging high, his co-workers have already taken to just

shouting “Marine!” to get his attention and give him instruc-tions. The job is monotonous, but requires a meticulous handto make sure rebar is tied right and nothing is missed. Thejob’s important because the rebar is the first step before con-crete is poured to form a wall for the pontoons. Fellow apprentice Mike Simms is doing the same job at

one of the other pontoons under construction at the site. Simms worked for Hoquiam Plywood off and on for eight

years before the mill laid him off again last year. “Many of my friends from the mill are still unemployed

right now,” Simms said. “This is the hardest, physically demanding job I’ve ever

had,” he added. “Yeah, it’s worth it. I like the hard work. It’sfun. I love the guys I work with.” Hanging from the wall, he’s asked if he ever looks down.

He simply grins and looks down. Simms said after climbing dozens of columns, tying rebar

and carrying hefty boxes of wire back and forth, he’s lost 60pounds in just three months he’s been on the job. “You’re going to lose even more weight by the time this

is done,” Pendergrass warns Simms with a laugh. With hundreds of employees on site, the pontoon con-

struction site is buzzing with activity. There’s carpenters,cement finishers, iron workers, laborers, operators and elec-tricians. Cement trucks move routinely from a batch plantbuilt on site and overhead cranes are everywhere. Even atnight, at least 100 workers are on site with bright lights shin-

ing down to reach the furthest levels of the pontoons, con-structed on the floor of the basin, which was dug about 9 ft.(2.7 m) below elevation. Three of the pontoons then raiseabove the ground to stand a total of 26 ft. (7.9 m) high andstretch 360 ft. (110 m) long. Two of the pontoons are slight-ly smaller. One is another 5 ft. (1.5 m) higher, built a bitstructurally different to be the pontoon that connects withthat first stretch of pavement when Highway 520 connects tothe bridge. The first cycle of six pontoons are set to be complete by

mid-April. That’s when the giant casting basin will be flood-ed and the giant gate installed where the ground meets theChehalis River will be opened. To get a sense of scale, thegate is 110 ft. (33 m) long, 30 ft. (9 m) tall and 10 ft. (3 m)thick, and weighs about 150 tons (136 t). The pontoons willthen be floated out into the Harbor. Pilings were driven for the launch channel and about

130,000 acres of material was dredged to facilitate the pon-toons moving into the Harbor. The four largest pontoons have already been named —

Tina, Ursula, Valerie and Wendy/Wanda (there’s still adebate on which name should be used). Wallace said thattheir names may be put on each one to keep track of them asthey float out. “To us, we’re building ships,” Wallace said. For now, the skeletons of the first pontoons are complete

with slabs of concrete being moved into place by cranes.Give it another three weeks or so, and the structures will beready to be capped off, Wallace said. The “cells” that help thepontoons float — kind of like a giant egg cart — are what’sbeing constructed now. “The reason you have compartments is so if it takes on

water into one cell it doesn’t sink the boat — each one ofthese cells has a blast port at the top that if you have a prob-lem you can run a pump down and pump out everything,”Wallace said. Wallace said the crew has run into relatively few problems

since construction started, although he said the $367 millioncontract with the state has since had contract changes tomake it valued at $378 million today. “We always knew we’d have a learning curve on this first

cycle of pontoons,” Wallace said. “We learn a lot every weekand hope to streamline the process more.” Wallace said he’s been particularly happy with the quality

of concrete, which was specially created for the pontoonsand uses a special aggregate of rock from a quarry atDuPont, although Wallace said Northwest Rock, a localbusiness, also is contributing some rock. At this point, Wallace said they’ve only found one wall

with real cracks, and it wasn’t even structural cracks. Betterconcrete means fewer cracks, Wallace said, and less time thatthey have to spend repairing those cracks. “We’ve been really focusing on that since day one,”

Wallace said. “That even comes to plain figuring out how topick up panels to make sure it doesn’t crack. Lifting panelscan cause stress and some of these big panels are up to 40-ton pieces.” “The quality has exceeded expectations,” he added.

Goodyear’s DuraSeal Technology Celebrates Fifth AnniversaryWhen Goodyear unveiled DuraSeal

Technology five years ago, it represented abreakthrough in tire technology. It was thefirst — and still is — the only truck tire in theindustry with a built-in sealant, according tothe manufacturer. Originally marketed toward the waste-

hauling industry with Goodyear’s line ofmixed-service tires, the company now offersDuraSeal in several tire models, includingthe G316 LHT trailer tire, which alsoincludes Goodyear’s Fuel Max Technology. “Growth for DuraSeal Technology has

been tremendous, and day-in, day-out, it’shelping to prevent flats for our customers,”said Bruce Woodruff, director of marketingof Goodyear. “We’ve seen our sales nearly triple on our

trailer tires with DuraSeal Technology in thepast year. What’s more, our G288 MSA — amixed service tire for use in the waste indus-try, especially transfer dump operations, aswell as in construction applications, has dou-bled in sales in the past 12 months.”DuraSeal Technology uses a gel-like, sol-

vent-free compound built into the inner linerof the tire. It can seal punctures up to onequarter inch in the repairable tread area,without the need to repair the tire until it isretreaded. This allows drivers to continueoperating after a tire is punctured. (It doesnot seal sidewall punctures.)Over the years, DuraSeal Technology has

cascaded to a variety of tires for specificapplications. “It really made sense to bring DuraSeal to

our long-haul trailer tires, which also incor-porates our low rolling resistance Fuel MaxTechnology compounds to optimize fueleconomy,” said Woodruff. The Goodyear marketing director pointed

out that Fuel Max Technology makes theGoodyear G316 LHT a verified low rollingresistance tire under the U.S. EnvironmentalProtection Agency’s SmartWay Program.

“Our research, analyzing all flats that areprocessed through fleetHQ, our emergencyroadside service program, showed that amajority of flats occur in the trailer position,”Woodruff added. “Trailers not only pick upnails and other debris on the road, but when

backing into loading docks.”James Mason, maintenance director of

McConnell & Sons of Little Rock, Ark., saidafter hearing what DuraSeal has done formixed-service fleets, he was happy to seethem available for the trailer position.“Before going to DuraSeal, we were nor-

mally experiencing 10 to 15 flats permonth, so we were really pushing thelimits when it came to downtime,”Mason said. “And you can imagine howall those extra service calls and replace-ment tires used up our tire budget.Things got expensive — $350 to $400per call.”To see if DuraSeal could make a dif-

ference, Mason tested a set of DuraSealtires on one of McConnell’s Heil pneu-matic bulk tankers. “The tires went on the rigof one of our drivers who had suffered themost with flats,” said Mason. “After sixmonths, the tires on that rig did not sufferone flat. Our driver couldn’t believe it. Icouldn’t, either. So we ordered three moresets, and not one had a flat. We’re now stan-dardized with DuraSeal in the 11R22.5 size,phasing out the existing trailer tires.”In waste hauling applications where oper-

ators run trucks into and out of landfills,Woodruff said Goodyear’s DuraSealTechnology tires have become common-place.“Our self-sealing tires really took hold

because nails and other debris have thepotential to puncture tires and disable a vehi-cle.”Steve Cooke, maintenance manager of

Ajax, Ontario-based National WasteServices (NWS), said two years ago hiscompany began testing the Goodyear G177with DuraSeal Technology on the drive posi-tion of a roll-off truck based in Lindsay.Over the last two years, the DuraSeal tireshave run 108,700 mi. without a single flat,which Cooke said is “extraordinary.”NWS runs a fleet of nearly 150 power

units, including rear-loading, side-loading,front-loading and roll-off trucks stationed atfive different locations. It also runs 12 multi-axle highway truck and trailer combinationson Ontario Highway 401 from the GreaterToronto area to landfills.

Because of the success of that test, NWSnow uses the Goodyear G177 with DuraSealTechnology on the drive position of trucksthat operate in rural areas. Cooke said beforethe company tried the DuraSeal tire, it wascommon for its trucks to get two or moreflats each week.

The company’s success with theGoodyear DuraSeal tire on the company’srural route trucks is why Cooke also hasplaced DuraSeal tires on the eight UAGopen-top and four compact trailers.“It’s critical for those highway units not to

have any downtime,” he said. “It’s a time-sensitive run because the drivers have justenough time to make one trip down to land-fills and then drive back to load up for thenext morning. We can’t have the drivers sit-ting on the side of [Ontario Highway] 401waiting to get a flat tire repaired.”Goodyear DuraSeal Technology has been

particularly good for hauling operationsinvolving construction and demolitiondebris, such as Blaine, Minn.-basedShamrock Disposal and ShamrockRecycling and Transfer. The company pro-vides containers and hauling services tonumerous construction contractors, roofingcontractors and remodelers. Shamrocktrucks haul numerous types of constructionand demolition debris — wood, concrete,cardboard, sheetrock and metal — from theconstruction site to the construction wastehauling operation’s sister company,Shamrock Recycling. Rich Gersdorf, owner of Shamrock, said

he began using Goodyear G287 MSADuraSeal tires on the steer and drive posi-tions in 2008. “The number of service calls we’ve expe-

rienced has dropped significantly,” Gersdorf

said. Shamrock’s construction waste hauling

operation runs an all-Mack fleet of 17 roll-off trucks with Ampliroll lift systems, fiveClass 8 tractors and five trailers, includingthree moving floor and two end-dump trail-ers.

“In the waste hauling industry, partic-ularly for those involving constructionwaste, dealing with tire punctures is justan ongoing battle we deal with every-day,” Gersdorf said. “We’re alwaysgoing to work sites where there are allsorts of materials that can puncture tires,particularly nails, screws and other metal.Before we got the DuraSeal tires, ourtruck tires were often damaged beyondrepair, so we had to have someone go out

and swap out the damaged tires. A lot oftimes, the sites aren’t conducive to doing thatkind of work, so we had to have the truckstowed to a shop where the work could bedone.”Gersdorf said the company’s trucks now

have less than two service calls per monthinvolving tires, and none of the calls are dueto tire punctures. “I would estimate that depending on our

workload each day, plus the time of the callsand the distances involved, the service callswere costing us about $1,000 to $2,000 permonth or more. Those expenses are now allbut gone,” he said.“In our line of work, to be able to cut the

amount of flat tires due to tire punctures is ahuge step in the right direction for us opera-tionally,” he added. “Having DuraSeal tireseliminates one of our biggest problems. EPA Review, Permits Could DelayTucson Copper Mine Operation Openingminnow and jaguar. In the Jan. 5 letter to the Army Corps of Engineers, a top

EPA official wrote that because of the mine’s size and poten-tial impacts, its permit application is a candidate for reviewby EPA and Corps officials in Washington, D.C. The Arizona Daily Star said that higher-level review is not

normally done for most Clean Water Act permits the corpsissues for new projects in the Tucson area such as subdivi-sions, shopping centers, roads and bridges. Such a review could last six to 12 months before a deci-

sion and that’s past when the mining company has hoped toget all federal approvals so it can start construction. “At this stage, there’s still a lot of questions to be answered

— a lot of uncertainties,” said Jason Brush, manager of theEPA’s regional program for what are known as 404 permits.“With something this large and long-lived, I think that beingconcerned about those types of impacts is reasonable.” Typically, the corps makes the final decision on these per-

mits. The EPA has the legal right to veto a decision — a rightit has exercised 13 times since 1972. A Rosemont Copper vice president said she’s not sur-

prised by the EPA letter, which was one of thousands of pub-lic comments on the proposed permit submitted by the com-ment deadline. The corps has received more than 5,500

emails and 100 printed letters opposed to the Rosemont per-mit, and eight emails and several hundred letters in support,the corps said Jan. 19. “We’re looking forward to the comments that EPA has on

structures to reroute water now running in washes around themine’s open pit, tailings and waste-rock storage area — andto discharge fill into significant rivers, washes and adjacentwetlands. Brush said the EPA is concerned Rosemont’s proposed

facilities could detain enough stormwater to significantlyreduce runoff into Barrel Canyon, which drains intoDavidson, a tributary to Cienega Creek or the mine coulddamage downstream ecosystems by releasing stormwater inunnatural “spurts.”

The Associated Supply Company Inc. (ASCO) cele-brated the grand opening of its new Belton, Texas,location Feb. 9. More than 350 people attended the

event with the Chamber of Commerce from Belton and near-by Temple, Texas, on hand.

The ceremonies, led by ASCO Central Texas AreaManager Rinny Johnson, included reading a verse from theBible, a prayer and the Pledge of Allegiance with the BeltonHigh School Marine ROTC as color guard.

A selection of ASCO Belton employees spoke during thegrand opening and representatives from the other 11 ASCObranch facilities were recognized. A plaque with a set of keyswas presented to the city of Belton for purchasing the firstmachine from the facility, a Case 580 Super N wide tracksold by John Pooler.

The 11,000 sq. ft. Belton facility, which will serve theBelton, Temple, Waco, Killeen and Fort Hood area, sits onseven acres of land, with seven full-sized service bays. MWBuilders of Temple, Texas, was the contractor for the facili-ty.

Parts Manager Chris Martinez and Service Manager AlanPayne will help Branch Manager Spencer Ridgway makesure the Belton facility is a success.

Atlas Copco has added to itsCombiCutter line with the new CC6000. With the same features as theother CombiCutter models, the CC6000 is the heaviest with a serviceweight of 14,330 lbs. (6,500 kg) and isdesigned for carrier units in the127,870- to 187,390-lb. (58,000 to85,000 kg) class. The CC 6000 is idealfor heavy duty industrial, bridge andbuilding demolition jobs.

“The Atlas Copco CC 6000 accom-modates the market’s ongoing move-ment to use larger excavators for dem-olition,” said Kevin Loomis, productmanager — hydraulic attachments.“As the physical sizes of excavatorscontinue to grow in this industry, Atlas

Copco will respond with quality pro-duction attachments like the CC 6000to fill the needs of each class of carrier.”

Available with either universal jaws(U) or steel cutting jaws (S), the CC6000 features two movable jaws withtwo main hydraulic cylinders, provid-ing consistently high crushing forcethroughout the entire operating cycle.The combination of a single- and dou-ble-blade jaw arm provides maximumstability even under extreme loads.

The cutter jaws on the CC 6000 aresupported by a central main pin. Thispin not only provides additional stabil-ity, but also reduces the time needed tochange the cutter jaws by up to 75 per-cent with Atlas Copco’s coupling and

positioning system (CAPS). CAPSallows both cutter jaws to be fitted orremoved as one unit, making it easier tochange the jaws on site. The crushingteeth and cutter blades also can bequickly and easily turned around foradditional use or replaced on site. All ofthese quick-change features save timeand increase productivity.

“Our research suggests that abouttwo-thirds of the operating cost of anattachment is incurred from operatorcost, service and maintenance, andonly one-third by the initial purchase,”added Loomis. “With the new CC6000, we have greatly simplified theassociated maintenance and reducedthe required labor time.”

With the same features as the other CombiCutter mod-els, the CC 6000 is the heaviest with a service weight of14,330 lbs. (6,500 kg).

purpose-built for heavy-duty use on all types of hydraulic cranesand mobile scrap-handling equipment. This standard 4-tine unit isdesigned for maximum load retention with a two yard lifting capac-ity and continuous hydraulic rotation for ease of control.

Furnished to order with the required connector for any boompoint, each grab is shipped pre-hosed and ready to go.

The grapple’s heat-treated alloy steel construction combines lightweight for high efficiency and lift capacity with rugged strength,including heat-treated steel pins and shafts sized to ensure maxi-mum service life. All Mack grapples and buckets are fabricatedwith T1 steel, a heat-treated alloy with twice the structural strengthof standard mild steel and able to withstand three times as muchpressure before bending, according to the manufacturer.

All service components feature recognized national brands,including Mack’s own heavy-duty hydraulic cylinders, customengineered and manufactured in-house.

Replaceable bushings at all hinge points simplify servicing andextend service life, while grease fittings are strategically placed tominimize their exposure to potential damage.

Upcoming MSHA ContestsMSHA’s North Central District will be staging a mine rescue contest forunderground metal and nonmetal mines, and a separate first aid contestfor surface and open pit mines, quarries, plants and mills. The mine res-cue contest will be held on April 3-5, 2012 at the International Union ofOperating Engineers Local 150 Apprenticeship and Skills ImprovementTraining Facility near Wilmington, IL. This is an indoor, climate controlledfacility, and it is one of the finest venues in the country for a regional minerescue contest. The first aid contest for surface operations will be held inDuluth, MN on May 17, 2012 at a venue to be determined. Our 2011contest drew nine 2-person teams from six mining operations. We hopeto grow the contest in 2012 to include more teams from more minesthroughout the Midwest region.
