What's hot?: • Local body elections: Candidates spoke at a recent meeting at the Orchard Church. Grant Dally's main push is zero rate rise for existing rate payers. • Karen will write a letter to WBOPDC asking them to itemise and explain the environmental charge in rates . • Don Paterson reported that he attended a Community Board meeting to request plantings of kaihikatea in wetland areas around waste water treatment plant and adjacent areas. This is already being done by the Te Ara Kahikatea group. • Sue Hammond agreed the main street seats will be surplus and could be used on the Te Ara Kahikatea Pathway. Pathway group will write a letter to Parks and Reserves WBOPDC to formalise the request. • Karen brought to our notice Dr William Rolleston's article in the Te Puke Times 15/9/16 re GMOs. The High Court has upheld the ruling that regional councils have the right to decide about the use of GMOs in their region. Discussed. 1. Dear Aileen

I realise you will have had a phone call to say that Thank you we were delighted to receive the $3,000

Grant for expenses to help keep our Patrol Car running. I can assure you we are delighted and wish to say

thank you for your consideration. The grant has been most appreciated and our patrollers are happy to be

able to continue helping the Te Puke Police by being extra pairs of eyes and ears.

Our patrollers have recently been undergoing training with Sergeant Mark Holmes of the Te Puke Police to

bring them up to date with the new Health and Safety Regulations and our patrol has been equipped by

the Police with the latest technology to keep them safe when out on patrol, and this equipment allows the

patrollers to be in constant touch with the Police and vice versa.

I am sorry this letter is rather late but I have been overseas. I just wanted to again say thanks from us all at

CPNZ Te Puke. We value this grant most sincerely and we are happy to meet with members of the Te Puke

Community Board at any time they would like to answer any queries they may have.

Councillors Report - December 2016

Election/Induction

Since the election councillors and community board members have been involved in a familiarisation and induction processes to prepare us for the responsibilities ahead.

Regional Bus Services

The Bay of Plenty Regional Council has been reviewing services across the Bay. Patronage has been growing faster in the Bay than anywhere else in New Zealand in spite of a smaller subsidy. The Te Puke to Tauranga service is currently considered to be at capacity. As part of the whole package, consideration is being given about how to address the overall service.

Town Centre Upgrade

This has provoked a lot of discussion and comment. Hopeful ly the works can be brought to a rapid conclusion and the result can be assessed objectively rather than in the current state of frustration.

Annual Te Puke Santa Parade

The annual Te Puke Santa Parade takes place on Saturday 3 December 2016. Hopefully some of the above mentioned works will have been completed and it will be an opportunity to enjoy our town, amenities and each other's company.

Enjoy the festive season and keep safe over summer.

Call for Nominations for the Elections of the New Zealand Community Board's Executive Committee

(NZCBEC)

Nominations for representatives and deputies are being sought for the New Zealand Community Boards Executive Committee by Local Government New Zealand. The Executive Committee is made up of six geographic zones. The Western Bay of Plenty District Council is part of Zone 2 which incorporates the following authorities:

Environment Bay of Plenty Environment Waikato Gisborne District Counci l Hamilton City Council Hauraki District Council Kawerau District Council Matamata-Piako District Council Opotiki District Council Otorohanga District Council

Rotorua District Council South Waikato District Council Taupo District Council Tauranga City Council Thames-Coromandel District Council Waikato District Council Waipa District Council Waitomo District Council Whakatane District Council

Every person who holds office as a Community Board member is qualified to be appointed to the Executive Committee and nominators and seconders must be from within the Zone in which the election is taking place. Details are provided in the attached memo (Attachment 1). A copy of the Zone Representative Job Description is also attached (Attachment 2).

Nominations for the Executive Committee were to be received by the returning officer not later than Wednesday 30 November 2016, accompanied by a brief curriculum vitae. The Community Board may have nominated a member, and any nominations were to be seconded by another Community Board in the Zone 2 District. Due to time constraints, it is suggested that the Chairperson be delegated to second any nominations that they felt are appropriate.

Subject: Community Board Executive Elections: Call for nominations

Nominations for representatives and deputies on the New Zealand Community Boards' Executive Committee (CBEC) are now due and must be received by LGNZ by S.OOpm Wednesday 30 November 2016.

The Executive Committee is made up of six representatives, one from each of the six LGNZ zones which are described in the LGNZ rules (please check the LGNZ website if you are not sure what Zone your board and council is located in). A description of CBEC and its role is attached.

Following the dose of nominations voting papers, where a contested election is required, will be sent to all community boards by Friday 2 December 2016.

Nominations

A nomination form is attached. Please note that your nomination form must be signed by two community board members from within your zone. The form must be received by the Returning Officer no later than 5.00pm Wednesday 30 November 2016. Nominations can be accompanied by a brief curriculum vitae (CV) outlining the nominee's relevant experience for the position being sought. CVs will be distributed to members along with the voting papers. Please note that late nominations will not be accepted.

Elections

If more than one nomination for a position is received voting papers and CVs will be sent out to community boards by S.OOpm Friday 2 December. Completed voting forms are due back to the Returning Officer by 5:00pm Friday 27 January 2017. Please note that late votes will be declared informaL

Attachment 1: The role of CBEC

The Executive Committee meets four times a year, usually in Wellington and travel expenses will be reimbursed by Local Government New Zealand. Since mid 2002 the Executive Committee has been working with Local Government New Zealand. A Memorandum of Understanding has been negotiated which gives the Executive Committee the status of an advisory committee to the National Council of Local Government New Zealand. This role involves:

1. providing advice to the National Council of Local Government New Zealand on all matters involving community boards;

2. liaising between Local Government New Zealand and community boards to gather information on issues and matters of national interest;

3. keeping the National Council of Local Government New Zealand informed of current and future issues of concern to community boards that may have implications for local government generally; and

4. advising on training needs of community boards and their members that might be included in a national capacity building strategy.

Attachment 2: Conduct of elections

The election of the Executive Committee members will be conducted in accordance with these guidelines:

1. The Returning Officer for the elections is Malcolm Alexander, Chief Executive, LGNZ. He will appoint a Deputy Returning Officer.

2. Nominations are being called for by LGNZ.

3. Successful candidates assume office following the completion of the election in each zone and serve in office until their successor assumes office.

4. Nominators and seconders must be from within the Zone In which the election is taking place. Nominations will be accepted only from members of the Zone in which the election is taking place. Every person who holds office as a community board member is qualified to be elected to the Executive Committee.

5. If only one nomination is received, that person will be declared elected and no voting will take place. If no nominations are received by the date nominations close, the Executive Committee shall consider the action required to fill the position at its next meeting.

6. If more than one nomination is received for any position, elections will be held and will be conducted by way of a postal vote. Each community board has a single vote for the purpose of the elections (Rule E6(c)). Your community board may now wish to consider the procedures it will follow to ensure that the matter is given attention and any nomination and your voting papers are completed on time.

7. Candidates may stand for both positions, but if they are elected to both positions they are required to vacate the Deputy's position.

8. Voting papers must be signed by the Community Board Chair or notified alternative. If the voting paper is signed by a person other than the Chair, the notification of approval must be either forwarded to the Returning Officer prior to the election taking place, or attached to the voting paper. 1.0 Utilities

1.1 Works programme 2016/17 The following project works are planned for and around the Te Puke area.

1.2 Washer Place Stormwater Upgrade Physical works to be tendered November - December 2016 with a contract awarded prior to Christmas, work to start mid-January through- March 2017.

1.3 Te Puke Wastewater Treatment Plant Resource Consent Renewal The application to renew the discharge consent for the Te Puke wastewater treatment plant has been lodged with Regional Council. The application seeks a 35-year term. Timeframes for notification of the consent application and hearings have not yet been set by Regional Council. Due to large workloads at Regional Council there maybe some delays in the processing of the consent application. However because the consent was lodged 6 months prior to its expiry, Council can continue to operate the treatment plant under the current consent, until the consent application process is complete.

The draft consent conditions submitted with the consent requires council to look at Alternative Options for the long term discharge of the treated wastewater from the Te Puke wastewater treatment plant. A working group has been formed which includes Tangata Whenua, Councillors and Community Board representatives. The group will meet on a regular basis to assess the various options available. This is expected to be a long term process spanning over 5 - 10 years.

1.4 Manoeka Road Water Storage Tank The water storage tank and pump station at Manoeka Road, which feeds the properties at the high end of Manoeka Road, has been commissioned following installation of the electrical supply transformer.

1.5 Te Puke Trunk Water Mains A new trunk water main was installed along Te Puke Highway between King Street and the Waiari Bridge. A cross country trunk water main was replaced through farmland between No 1 Road and Waiari Bridge. Both trunk mains were commissioned in October 2016.

1.6 Te Puke Water Main Improvements Planned replacement works for the water reticulation in Oxford Street and Moehau Street is to take place between November 2016 and February 2017. Affected property owners will be advised of pending shutdowns to carry out this work.

1.7 Maniatutu Road Pongakawa- Bore and Treatment Plant Upgrade Investigation and development of a second bore to supplement the Eastern Supply Zone is underway. Initial trials will commence late 2016. Depending on test results the proposed plan is to have the bore, feeder main and treatment plant upgrade commissioned before Christmas 2017.

1.8 Christmas and Holiday period kerbside rubbish removal Normal collection dates by private contractors apply for the district for 2016/2017 holiday period.

1. 9 Review of WMMP The timeline for adopting a revised WMMP still remain for early mid-2017. The milestone dates are as follows: • Issues and Options to Council in August 2016 • Draft WMMP written during the election • Consultation post-election; and • Hearings, deliberations and adoption early mid-2017.

1.10 Water Meter Installation Project- ESZ (Eastern Supply Zone) All connections in the Eastern Supply Zone have had their water meters installed with only a handful of mostly rural connections to be completed shortly, including upgrading a number of "backflow prevention devices" on existing water meter sets particularly in rural areas.

For customers who have had their meters installed after 1 July 2015 and before 30 June 2016, will not be charged for water volume used before 1 July 2016. Information will be sent to them about the change to charging for water by water meters.

2.0 Reserves

2.1 Jubilee Park Skate Park Construction works are underway with completion expected before Christmas. Full funding has been obtained including a recent grant from TECT.

4.0 Development Engineering and Projects

4.1 Te Puke Highways- Town Centre Upgrade Contractor Fulton Hogan are currently working on the Town Centre upgrade project. Boucher Rd - Jellicoe St intersection roundabout is now in place. The Contractor is focussed on the works between Jocelyn St and Oxford St where the lanes have been remarked to a single through lane and a parking aisle. The traffic system is working well despite interference caused by multiple work sites. The Flagtrax system has been ordered and will be installed as soon as it is supplied. Works will be suspended over the Christmas New Year period from 2 December, returning early in the new year.

4.2 Te Puke Highways - Northern Entrance (Raparapahoe Bridge to old Railway Station) Contractors Heb Construction, together with Downer, CGC and Arborcare are currently working on transforming the entrance toTe Puke. The Contractors are focussed on kerbing, tree maintenance, planting, pavement repairs and shortly construction of threshold roundabouts at No 3 and Quarry Roads.

4.3 Te Puke Highways - Pavement Works Work on the Long Swamp pavement reconstruction is underway with completion, subject to weather, anticipated by the end of November. Two further pavement reconstruction works are planned for completion by the end of the season. Pre-reseal repair works are about to commence, followed by re-sealing works and the installation of wide centre line markings throughout the rural sector.

4.4 Te Puke Highways - Other Works Welcome Bay roundabout tender documents will be available shortly with construction planned for the new year. A guardrail around Manoeka intersection is planned for construction in the new year.

4.5 Waitangi Improvements Consultation has been completed with Ngati Moko with final construction drawings now under preparation. The works include thresh hold treatments, pavement reconstruction together with urbanisation features such as footpaths, kerbs and channel, pedestrian refuges and speed controls. Consultation is now focused on various organisations to enable a desired speed reduction from 70kph to SOkph.

4.6 Development Engineering The number of package of plans meetings with developers is reducing. However significant interest remains with development in Omokoroa and Te Puke. The construction phase for urbanisation of Kayelene Place is planned for the new year.

4.7 Rural Fire Progress on the creation of Fire and Emergency NZ (FENZ) is continuing as planned. From 1 July 2017, Fire and Emergency will be the responsibility of the new FENZ organisation. Members of the Project Team are currently preparing an inventory of response assets together with condition rating to ensure that FENZ can operate effectively from 1 July 2017. Ownership issues

for all assets are being worked through with asset owners over the next four years.

5.0 Emergency Management

5.1 Community Resilience Activities Staff presented the Marae Preparedness toolkit to WBOPDC Operations Committee on 7 July.

The Wright Road Rural Support District Community Guide to Emergencies have been distributed to over 300 residents, promoting preparedness and hazard awareness.

The Katikati Community Guide has been drafted for signoff before printing and distribution.

Staff have liaised with the Pongakawa Board of Trustees (BOT) to advise on approval process for the Pongakawa Action Centre to be a nominated Community Led Centre as part of the Pukehina Community Response Plan.

Staff met with Pukehina Rate Payers Association Inc. to provide key action points to implement emergency projects including: Tsunami signage, Community Response Plan (revised), Community Response Leaflets. Through regular follow up and updates the Association will achieve emergency preparedness for the community.

Two applications were submitted to the Ministry of Youth Development (MYD) for the Youth in Emergency Services (YES) programme. Applications were given on behalf of WBOPDC for the communities of MaketO and Katikati.

5.2 Exercise Tangaroa Exercise Tangaroa took place over three days (31 August, 14 and 28 September 2016) and simulated the response to a tsunami threat to New Zealand. The scenario had a significant impact on the Bay of Plenty and over the three days provided a great opportunity to test our response to a tsunami threat, rapid impact assessment, welfare arrangements and the transition to recovery process. The Emergency Operations Centre was fully activated on the first two days of the exercise and all staff had the opportunity to participate in the exercise. Although the exercise was restricted to no public participation it identified areas where we can improve the service to our community.

6.0 Roading

6.1 District Footpaths Repairs The project of eliminating footpath defects across the District was expected to be completed by the end of October 2016 in accordance with agreed timeframes, but an extension has been granted till the end of March 2017 to allow additional work to be included as the work progressed. will then meet the level of serviceabil ity as specified in the One Network Maintenance Contract.

Subject to agreement with the contractor, additional intervention will be undertaken over the next year to eliminate less hazardous defects and bring the footpaths up to a standard that will reduce the possibility of presenting tripping hazards for our ageing population. The district wide funding allocation of $250,000 will also be directed to improving mobility crossings, local drainage and other local minor improvements in urban areas.

6.2 Community Roading Account This sets out the community reading budget for the year, completed projects, committed and approved projects, debt payments and projects approved for future years. This section will only be updated at year end, or when a project is added, deleted or completed.

The Chairperson noted that one of the best examples of a 'storyboard' was seen at the Paengaroa roundabout. The Reserves and Facilities Asset Manager had been requested to arrange a meeting with the Chairperson to further discuss the development and installation of similar boards in Te Puke.

It was hoped to place storyboards in the vicinity of the Constables Gallery, the old cemetery and the historic Raymond Bridge.

12/8/2016: Sign board content and design is currently being prepared by the Communications and Engagement Team. Delivery is expected mid August, with sign construction and installation to follow.

13/7/2016: a Sign board "proof" for the historic bridge is being prepared and will be presented to the Community Board Chairman for feedback by August 2016.

15/6/2016: Sign board information is with the Communications Team who are designing board content. Once complete, a sign will be purchased/implemented for the historic bridge only.

11/5/2016: Historic information about the bridge has since been provided by the TPCB Chairman. Signage costs have also been received. The next step is to involve the Communications team to design the sign board for the bridge. The other signs can be designed once historic info has been provided .

14/4/2016: A meeting with the TPCB Chairman and staff will be arranged to progress the art-work information for new story-boards. Signboard pricing information from the NZTA Paengaroa examples has been received and orders for 3 new boards of the same design will be placed .

1. Background

Under the role and purpose of Community Boards, subject to compliance with Counci l strategies, policies, plans and legislation, the Community Board has the delegated function to:

Control, expend and monitor funds as allocated by Council.

The sa lary component of all Community Boards has been determined by the Remuneration Authority and the Board has no control over this figure.

Under the new process used by the Remuneration Authority there is no full review in the current triennium period for elected member salaries, but rather an increment which will be assessed annually.

The Te Puke Community Board set their 2016/17 Budget in October 2015 (Reference TP16) as outlined below. The actual totals for 2016 are shown below along with the 2016/17 Budget.

2. Statutory Compliance

The Local Government Act 2002 required that Community Boards prepare an annual submission to Council for expenditure within their community.

Counci l The Te Puke Community Board does not have the delegated authority to make funding allocations outside of the adopted budget. The Community Board may make recommendations to Council.
