Research Associate, Just Security 2020 Program, Stimson Center, Washington, DC Deadline: June 22, 2017

Position Description:

The Henry L. Stimson Center (Stimson), in collaboration with interested governments,

civil society groups, businesses, and international organization partners, has initiated Just

Security 2020: Advancing the Recommendations of the Commission on Global Security,

Justice & Governance. Co-chaired by Madeleine Albright (former US Secretary of State)

and Ibrahim Gambari (former Minister of External Affairs of Nigeria), the Commission

released its flagship report, Confronting the Crisis of Global Governance, at the Peace

Palace in The Hague on June 16, 2015. Looking toward the 75th anniversary of the United

Nations in 2020, it underscored the need for new tools to manage the world's most pressing

problems, from violent conflict and climate change to the "hyperconnected" global

economy, and stressed the need to build justice as well as security. "Just Security" is not

only a matter of fundamental fairness but a way to combat the alienation that increases

receptivity to violent extremist thought. Emphasizing the intersection of security and

justice in global governance, Just Security 2020 aims to establish a broad-based

international coalition of state and non-state actors to pursue key Commission

recommendations and related global governance reform.

Responsibilities:

Help organize the abovementioned international Track 1.5 policy dialogues with

key constituencies from governments, international organizations, think tanks,

universities, the private sector, and civil society;

Assist in drafting reports, articles and help contribute content to the Just Security

2020 program's website;

Contribute to the preparation of Just Security 2020 Program deliverables, such as

research products, public events, podcasts, video content, listserv management, and

social media outreach (if you have technical skills, you should let us know);

Remain on top of program support and administration, such as monitoring

programmatic budget expenditures, addressing the logistical requirements of Track

1.5 and expert meetings, organizing events, calendars, to-dos, and programmatic

deadlines;

Qualifications:

Master’s degree in a field that makes you prepared to be an important member of

the team;

Minimum 2 years work or life experience relevant to the theme, work, and culture

of the Just Security 2020 Program;

Personal commitment to and interest in the substantive work of the project;

Substantive knowledge of issues related to the role of the United Nations and other

international organizations in managing or preventing violent conflict, climate

change, and/or cascading instability in the interconnected global economy

Outstanding writing, analytic, and project management capabilities;

Collaborative leadership skills that can help build project teams across

organizational and international boundaries;

Demonstrated ability to handle a large number of ongoing activities and capacity

with particular reference to political and security developments in the Middle East

and West Asia and relevant regional organizations;

Provides experienced counsel and support to Special Representatives, Coordinators

or Envoys of the Secretary-General. Maintain regular contacts with field missions

(including Special Political Missions) and engage in regular monitoring and support

to those missions;

Contributes to the formulation of the Department of Political Affairs’ overall

strategies and policies by participating in various committees, preparing documents

on policy issues, and acting, as required, in an advisory capacity to the USG/ASG;

Exercises overall management of the timely provision of political analyses, briefing

notes, background papers and talking points to the Secretary-General and the

Under-Secretary General and of reports for presentation to intergovernmental

bodies and other policy-making organs of the United Nations, as appropriate;

Organizes and leads or participates in missions to areas of actual or potential

conflict within the Middle East and West Asia region;

Coordinates and maintains regular contacts with Member States, other relevant

Professor of Strategy, College of Distance Education (CDE), Naval War College-at-Naval Postgraduate School (NWC-at-NPS), Monterey, CA.

Position Description:

The Naval War College is a Professional Military Education (PME) institution serving the

nation, the Department of Defense, and the U.S. Navy. The CDE conducts its courses in

the NWC-at-NPS Program in a classroom seminar format. The position is full-time (non-

tenure track) with rank and salary commensurate with experience and credentials.

Incumbent will teach the “Strategy and War” (S&W) course at the Intermediate Service

College.

Responsibilities:

Conduct classroom instruction;

Review and evaluate student essays, examinations, and other written and verbal

assessments;

Develop curricula;

Perform various types of service to the College;

Travel to, and lecture at, nonresident seminars around the country as required; and

Perform educational administrative functions as required.

Qualifications:

Advanced degree in one or more of the following areas: History, International

Affairs, International Relations, Political Science, or a related field;

Teaching experience at the graduate level; and

Must be capable of obtaining and maintaining a Department of Defense SECRET

security clearance.

Preference will be given to candidates who hold a Ph.D. in one of the academic

fields noted above; have academic program management experience; demonstrate

familiarity with the national security and defense environments; have graduated

from a U.S. military senior- or intermediate-level Service College and JPME I

and/or II certification; have military Service College teaching experience; have

experience and competence in internet-based instruction; and have distance

learning experience at the graduate level.

Senior Interpreter, French, P5, United Nations Department for General Assembly and Conference Management, New York, NY

Position Description:

This position is located at Headquarters in the French Interpretation Section, Interpretation

Service, Department for General Assembly and Conference Services (DGACM). Under

the general supervision of the Chief of Interpretation Service, the incumbent will provide

interpretation for all inter-governmental and other meetings at the United Nations.

Responsibilities:

Service up to seven meetings per week (exceptionally eight), usually of no more

than three hours duration, of various United Nations bodies;

Provide interpretation, as required, into French of speeches or statements given in

English and Spanish and/or Russian;

Routinely assigned to sensitive meetings;

Routinely function as team leader of all interpreters assigned to a given meeting;

Assist the Chief of Section or Service, as appropriate, in the screening, training and

examining of prospective interpreters.Serve as Week-end Duty Officer for the

Interpretation Service and as Chief Interpreter on missions.

Qualifications:

A first level degree from a university;

Must pass the United Nations Competitive Examination for French Interpreter;

Perfect command of French, English, Spanish, and Russian;

Minimum 10 years of professional interpreting experience in international

organizations, five of which would normally have been within the UN System or

similar international organization is required. Relevant language experience within

the UN System or in similar international organization may be taken into

consideration in meeting the requirements of this post.

The Lynch School of Education at Boston College announces a tenure-track position in

evaluation at the Assistant Professor level in the Department of Measurement, Evaluation,

Statistics and Assessment. The scholar will join a vibrant and productive community of

scholars that engages in research and evaluation activities in response to the practice and

policy challenges of a diverse and rapidly changing world. The colleague will engage in

applied research and evaluation design, implementation and analysis, and contribute to

research in evaluation methodology. Individuals with interest and experience in

complementary areas such as mixed methods, specialized statistical methodologies, or

psychometric procedures are particularly encouraged to apply. Applications will be

reviewed beginning August 1, 2017 until September 25, 2017. The appointment will begin

in September 2018.

dynamic field of political risk analysis. Each candidate chosen to be a Researcher in the

Political Risk Training Program will work with one or more analysts in the regional or

Formulate draft statements on important issues of international law for the

Secretary-General, the Legal Counsel and the Assistant Secretary-General for

Legal Affairs;

Prepare responses to request for information related to public international law from

governments, inter-governmental organizations and institutions, and the public.

Constitutional & Procedural Questions:

Advise on questions posed to the Secretariat and to secretariats servicing United

Nations bodies relating to the interpretation and application of the United Nations

Charter, other constitutive instruments of United Nations bodies, multilateral or

bilateral treaties and agreements, United Nations resolutions and decisions, rules of

procedure, and other instruments, so as to ensure uniform and consistent

interpretation of the law and practice in those bodies, with respect to questions of

mandate, powers, membership, representation, status in the United Nations or other

relevant fora, and specific terminologies.

Peacekeeping and Special Political Missions:

Provide legal advice on issues related to the relevant Security Council resolutions,

status of forces or mission agreements, rules of engagement, privileges and

immunities, international human rights and humanitarian law and other instruments

relating to field missions.

Qualifications:

Advanced university degree (Master’s degree or equivalent degree) in law is

required. It is desirable that the degree has emphasis in public international law. A

first-level university degree in law in combination with two additional years of

qualifying experience in public international law may be accepted in lieu of the

advanced university degree.

Minimum 7 years of progressively responsible professional experience in law,

including legal analysis, research and writing is required. Experience as a legal

officer in the legal department of a government or an international organization; or

a lecturer or professor of international law in a university is required.

Fluency in English

Preferred

7 years of experience in public international law covering at least three of the

following areas:(1) constitutional or procedural questions related to

Position Description:

The Foreign Policy program is accepting applications for a new position established with

the support of the Robert Bosch Stiftung as part of the Brookings – Robert Bosch

Foundation Transatlantic Initiative. The new position will be filled at either the fellow or

senior fellow level, as determined by the expertise and experience of the candidate. The

new “Robert Bosch Fellow/Senior Fellow” will conduct research, policy analysis, writing,

advising, and convening on a range of issues shaping U.S. foreign policy and cooperation

with transatlantic allies. The Fellow/Senior Fellow will examine ways in which the United

States and Europe can work together more effectively to enhance national and global

security, as well as economic and political governance. In particular, the Fellow/Senior

Fellow will have in-depth understanding and practical experience in one or more of the

following regional or functional areas: European governance and political developments,

such as the resurgence of nationalism, xenophobia, populism, and Euroscepticism, as well

as similar developments in the U.S. and their impact on U.S.-European relations; European

security, including NATO and other collective security and defense institutions and policy

mechanisms; geopolitical and security issues of key Central and Eastern European

countries; Russian politics and foreign policy; and U.S. relations with and policy toward

these countries.

Responsibilities:

Foster greater understanding of current developments in the United States and

Europe, and to promote greater academic and policy consideration of America’s

strategic partnership with European allies;

Manage research and outreach efforts on the future of U.S.-Europe relations;

including planning and organizing conferences, workshops, and briefings; and

conducting media outreach;

Undertake his or her own research projects, produce journal articles, commentaries

and book-length monographs, lead issue-focused meetings, and interact with the

national and international media through interviews and other press appearances;

Contribute to the European and transatlantic dimensions of other Brookings

activities on geopolitics, U.S. strategy and security, and governance innovation in

global issues.

Qualifications:

An advanced degree is required; a Ph.D. in political science, international relations,

history, political economy, or a related discipline, is strongly preferred. While the

specific research program will depend to some extent on the scholar’s interests and

expertise, candidates should have a deep understanding of the political, governance,

and security affairs of the United States and Europe, and of transatlantic relations;

a successful candidate at the senior fellow level will be recognized as a leading

international authority within a particular area of transatlantic research, scholarship,

or policymaking;

The individual must have a proven ability to conduct original policy research and

analysis and to disseminate it to audiences with the objective of public policy

impact. The individual must be able to competently lead and undertake both large-

scale research projects and issue-focused meetings, conferences, and other events

with little supervision;

Fluency in English is required, along with outstanding written and oral

communication skills. Professional experience and residence in a European

country, as well as relevant foreign language skills, are highly preferred; and

The successful candidate must be motivated yet flexible, diplomatic, creative,

trustworthy, a good team player, and able to thrive in a fast-paced environment.

Strong candidates should have extensive contacts among the policy, academic, and

business communities in the United States and Europe, and must be comfortable

working with and presenting to high-ranking individuals, current and potential

funders, and Brookings senior management.

Position Description:

The Osgood Center for International Studies seeks up to five full or part-time interns with

an interest in international affairs, foreign policy, national security and/or global economic

policy to assist with a variety of upcoming summer programs. The internship affords the

student an opportunity to contribute to the delivery of high quality experiential programs

as well as to gain academically from the experience.

Responsibilities:

Assist with the planning, administration, and execution of Osgood Center

experiential learning programs. These include the Osgood Institute on the Global

Economic and Security Order: Concepts, Conflict, and Cooperation and

customized visits by international students to learn about public policy in

Washington, D.C.;

Contribute to other higher education program planning and assistance as needed;

Develop self-directed learning goals and a professional development plan to

measure one's own learning progress and achievement; and

Attend conferences, seminars, forums and other international-themed events to

learn about issues relevant to Osgood Center programming.

Qualifications:

Currently enrolled in an institution of higher education, with interns seeking

academic credit given higher priority for consideration;

Interest in educational program coordination in the field of international studies

Some background or study of international, national security, or global economic

policy preferred;

Familiarity with experiential learning programs or simulations;

Demonstrated skill with some degree of program administration, including meeting

planning, scheduling activities and logistics, contacting and assisting prospective

speakers and attending to their needs, and accompanying small groups on

educational site visits;

Experience working with people of diverse cultural backgrounds with some foreign

language skills a plus;

Quick thinking, well organized, detail-oriented and sensitive to customer-service

needs;

Demonstrated good communication skills and familiarity with the use of social

Jeanne Kirkpatrick Fellowship and Scholars Program, American Enterprise Institute, Washington, DC

Two Jeane Kirkpatrick fellows will be selected for two-year terms in AEI’s foreign and

defense policy department. Guided by the belief that American liberties are best preserved

by a robust national defense and US global leadership, these fellows will conduct in-depth

research with the goal of producing policy recommendations intended to enhance

American security and interests. Fellows will have the opportunity to work alongside senior

resident scholars in AEI’s foreign and defense policy department. Additionally, AEI will

assist fellows in developing and disseminating their research by providing the support and

training needed to publish serious longer works, place their work in the nation’s most-read

publications, brief policymakers, and host public and private events at the institute.

Kirkpatrick visiting scholars will have the opportunity to leverage AEI’s communications

team to better disseminate their research, including by placing work in the nation’s most-

read publications, testifying and briefing congressional leaders, and hosting public and

private events at the institute.

Eligibility:

The program is open to exceptional doctoral students who have finished their

course work and whose thesis work is in an area of interest and relevance to AEI’s

foreign and defense policy scholars, young scholars who have finished their Ph.D.

dissertation and are looking for an opportunity to deepen and expand on their work,

and junior faculty who seek to apply their scholarly interests to the public policy

realm.

number of internship opportunities available. All FDD interns will have the opportunity
