On behalf of the Temecula Community Services Department we proudly present the Winter/Spring 2020 Guide to Leisure Activities. Our signature winter events return, beginning with Santa’s Electric Light Parade, Holiday Magic on Main Street, Christmas Tree Lighting, Breakfast with Santa, the Temecula on Ice skating rink and the popular New Year’s Eve Grape Drop! There are many opportunities to celebrate the magic of the season. Be sure to bring the family and experience TEMECULA CHILLED!On December 1st Temecula celebrates 30 years of cityhood! In just three short decades, Temecula has grown from a sleepy town of 35,000 people to a thriving city of nearly 115,000 with 41 parks, award-winning programs, services, and events. As the one that handles the marketing and social media for the Community Services Department, my job is to make sure you know about all the fun things we do year round. I graduated from California State University Monterey Bay with a BA in Teledramatic Arts and Technology. Every day I use my knowledge and creativity to produce high quality posters, flyers, email blasts and social media posts for all upcoming programs and events coming out of

the department. Since starting with the City of Temecula, I have slowly added my fingerprints all over the city. Whether it’s the arch at Eagle Soar Splash Pad or branding for our programs, I try to bring my unique touch to everything we do. You may also recognize me from many of our numerous special events. I help organize and put on the City’s special events such as the Temecula Rod Run, 4th of July Extravaganza and Santa’s Electric Light Parade. Over the past couple years, I have also joined the team that produces a monthly web series called ‘Around & About Temecula’, which highlights everything the Community Services Department does for its residents. As Director of Photography/Editor for the series, I film, plan, and edit these episodes to produce a fifteen-minute show every month. I live locally with my lovely wife Nancy and son Liam and enjoy molding the community which my son will grow up in. My goal is to help keep this community one in which my family and all Temecula residents will experience their best quality of life.

I am so proud to say I have been a Temecula resident for over 20 years. When I moved to Temecula in 1999 with my three young children ages 5, 3, and 6 months old, little did I know we found our “Forever Home.” We soon found out all the amazing things that Temecula had to offer, like the fabulous public school system, beautiful parks, fun playgrounds, and the ability to sign your child up for any activity you could ever imagine. I soon realized I too could be involved on so many levels whether it be as a Room Parent, Team Mom, or member on several Board of Directors. I called myself a “Professional Volunteer.” Nine years ago, I was fortunate to become employed with the Temecula Community Services Department, working for the City I love and live in. I like to reflect back on my first job as an Attractions Hostess at Disneyland and think of how in my current position, it’s as if I’m a hostess assisting the public with their upcoming event. I oversee the Temecula Community Center, the Conference Center, and Picnic Shelter rentals for the City. Similar to facilitating the guest experience at the happiest place on earth, in my current role I facilitate the guest experience by finding the best venue for patrons. I am happy to answer any questions you may have and am available to assist you in choosing a location for your next business conference or party. 3

Disney’s The Lion King JR. has captivated audiences around the world! The African savannah comes to life on stage with Simba, Rafiki, Nala, Scar and an unforgettable cast of characters as they journey from Pride Rock to the jungle and back again. The Lion King JR. tells the story of the epic adventure of a curious cub named Simba as he struggles to accept the responsibilities of adulthood and his destiny as a king. Along the way, Simba encounters a huge colorful cast of characters. Come join the fun and learn to sing and dance to songs such as “I Just Can’t Wait to Be King,” “Circle of Life,” “Hakuna Matata,” and more! There are a variety of roles, large and small, to fit all ages and levels of experience. Production is taught by TVUSD teachers. Program includes 16 weeks of rehearsals followed by performances held in the beautiful Old Town Temecula Community Theater. The audition process will begin on the first day, but no experience or materials are required. Not all roles will be required to attend each rehearsal. Jr. Lifeguard Tryouts/Training Ages: 11-15 YearsThis volunteer program provides teens training in the basics of lifeguard safety, assist staff with aquatic operations and acquire skills and experience that are helpful should you become employed at an aquatic facility in the future. Participants receive official t-shirt, rash guard and “Certificate of Dedicated Service” at completion. Pre-registration online required to secure space. The Community Services Department utilizes three Park Rangers to directly assist citizens in maintaining safety, and understanding the City ordinances and rules within the park system. The following is helpful information to know when visiting parks in Temecula.

Important Park Rules: • Providing services, selling merchandise, teaching classes or holding any

unauthorized activity without prior approval is prohibited. • Consumption of alcohol, smoking and vaping are strickly prohibited. • Overnight parking is prohibited at all park sites and facilities. • Dogs must be on a leash (not exceeding 6’ in length) at all times.• Flying balloons, planes, rockets, and fireworks are prohibited.• Party jumps are restricted to designated sites and only permitted with

Eagle Soar Playground & Splash PadThe Eagle Soar Playground provides an inclusive, safe, and integrative environment where children with and without disabilities can play together. Playground includes inclusive swing seats, trans-glide, sensory areas and is ADA accessible. While Eagle Soar is inclusive, please be considerate of children with special needs. The Splash Pad will close for the season on October 12, 2019, and reopen on March 14, 2020. The playground and Splash Pad may be closed at any time at the City’s discretion for maintenance or inclement weather. Lake Parks Temecula offers two lake park settings that have beautiful displays of nature including birds, fish, and of course the many ducks that call the Temecula lakes home. Temecula Skate Park This one-acre skate park provides the ultimate skating, BMX, and scooter experience. Park consists of a competition 60-foot diameter bowl and ramp entry. A 10-foot wide apron connects the upper bowl with a street plaza skate area. The street plaza boasts a pyramid, fun box, curbs, ramps, stairs, and a handrail. Facility has lights during evening hours and can accommodate a maximum of 30 participants. Helmets, knee and elbow pads are required for all ages. Please bring your own protective gear. A parent/legal guardian must complete registration for minors. The park is staffed and open to the public for sessions that are designated for skateboards, BMX bikes, and scooters. Temecula Pump TrackVisit the City’s new Pump Track! On November 19th the City will open an asphalt pump track – one of very few built by cities in Southern California. The pump track is a small, looping circuit of rollers, banked turns, and features that you can ride continuously without pedaling. The name “pump track” comes from the pumping motion used by the rider’s upper and lower body (instead of pedaling or pushing) as they ride around the track. Pump tracks can be ridden by cyclists of all ages and skill levels. You don’t need a special kind of bicycle – BMX bikes, mountain bikes, kids bikes, and even scooters or skateboards can all be used on the track. The pump track is not staffed and is open during regular park hours. Use of the track is free and riders ride at their own risk. The pump track does not have lights for night riding. Trails & BikewaysThe City of Temecula currently has over 97 miles of bike lanes and close to 22 miles of trails located within the City. In 2013, the City of Temecula was recognized by the League of American Bicyclists with a bronze level award for being a Bicycle-Friendly City. In 2016. the City completed a comprehensive update of the Multi-use Trails & Bikeways Master Plan to help prioritize hiking and biking within the City. Temecula Veterans MemorialsThe City of Temecula is a proud veteran-friendly community that recognizes those who have served throughout our Nation’s history at the Veterans Memorials located at the Temecula Duck Pond. “Letters Home” is a life-sized bronze sculpture of a soldier reflecting as he writes a letter home. The wall surrounding the sculpture proudly displays actual veterans’ letters home. The “Fallen Heroes Memorial” is the newest addition and features a battlefield cross cast in bronze and a steel tower supporting a life-sized

bald eagle. Leading up to the sculpture, the “Path of Honor” features engraved pavers, purchased to honor loved ones who have served our country. For more information, call 951-694-6480.

Japanese Friendship GardenThis serene area located at the Temecula Duck Pond represents Temecula’s long-standing friendship with our Sister City - Daisen, Japan. The garden incorporates traditional elements of a Japanese garden and features a Torii gate, garden fox statues, traditional Japanese lanterns, a Japanese-style footbridge, and beautiful cherry trees that blossom in the spring.

“Singing in the Rain” & Dutch TulipsA familiar sight at the Temecula Duck Pond is the “Singing in the Rain” statue that was a gift from our Sister City - Leidschendam-Voorburg, Netherlands, following the attacks of September 11, 2001. As a symbol of peace and unity between our two cities, the “Mother and Child on a Bicycle” statue was created by Voorburg resident and artist

Franz Kokshoorn. In 2013, another Dutch artist, Jeroen Stok, fashioned the two large stainless steel tulips you see flanking the bicycle statue.

Upgrades to City Parks, Playgrounds & City Facilities Utilizing Measure S Funds

Together with other sources, the City plans to renovate many existing parks to ensure that they inspire creative outdoor play for all ages and abilities while meeting current safety standards. Below are some of the completed and upcoming projects Measure S funds have helped to complete.

Butterfield Stage ParkImprovements included new play equipment with a nature-inspired “Tree House Hideaway” theme.

Vail Ranch ParkTake a trip back to the Old West with a nostalgic western theme state-of-the-art play structure and a 103 foot-long gravity rail zip track.

Veterans ParkIn honor of our troops, improvements included a fighter jet themed play structure and lots of opportunities for outdoor exercise with new fitness stations located along the park’s 600-yard path.

(CRC) Community Recreation Center PoolEnhancements and renovations included the removal and replacement of pool decking, pool re-plaster, and the installation of a new lighting system with energy efficient LED fixtures.

Rotary ParkRenovations included a train themed playground replacement, and the addition of two new swing sets with a total of six swings (multi-user, inclusive, infant, and traditional).

Riverton ParkThe two existing playgrounds were replaced with new “Cabin in the Woods” themed play structures and a sand volley ball court was added.

Temeku Hills ParkNew safety surfacing was installed throughout play areas.

Responsible CompassionThe City of Temecula understands the concerns and frustrations of its residents surrounding the community impacts of homelessness. Public Safety is the City’s top priority, as evidenced by the continued commitment to assist those experiencing homelessness. A full time outreach administrator and four dedicated officers work diligently

to responsibly address this complex social issue. Questions or concerns can be sent to: [email protected]

The City responds to this complicated issue through its comprehensive Responsible Compassion program. To alleviate the impacts of homelessness, the City needs residents to be both responsible and compassionate. That means directing generosity toward organizations effectively helping individuals experiencing homelessness. Well-intended actions such as giving to panhandlers may end up enabling larger problems.

The City’s efforts include:• Partnering with law enforcement, neighboring municipalities, faith-based organizations, and select non-profits to create a cohesive network of resources, proactive outreach, and community education initiatives

• Supporting a dedicated multi-agency Homelessness Outreach Team (HOT) which works on an individual to alleviate the impact of homelessness.

• Working to educate the community about avenues for helping homeless individuals without unintentionally reinforcing problem behaviors

• Participating in annual surveys to support a data-driven approach to policies and initiatives, as well as to gain insight into regional socio-economic factors, which influence rates of homelessness in our community• Sharing best practices with other regional agencies to improve local efforts and create a consistent climate of responsible compassion throughout the region

• Utilizing City Park Rangers, staff, and the Community Action Patrol to act as “eyes and ears” supporting the Temecula Police Department in its efforts to deter unlawful behavior and respond quickly to citizen concerns• Leveraging social media to communicate directly with the community as well as coordinate efforts • Utilizing the City Mobile App to respond to residents concerns

• Development of Responsible Compassion Website to be a regional avenue for shared information, resources, services, and best practices• Outreach and In-Reach Events within the region • Storage of personal property (as necessary)

The 2019 County-wide Point in Time Homeless Survey reflected a significant decrease in the number of individuals experiencing homelessness in the City.

Q: What should I do if panhandlers approach me?A: Your first concern should be your safety. If you feel threatened, call 911. The City encourages residents to respond to panhandlers with a respectful but firm “No.” All of our partner organizations, and law enforcement concur that giving money to panhandlers does more harm than good, and may support illegal activity including drug use. Responsible options for generosity include volunteering with or donating to any of the local organizations that work to solve homelessness in our community. See “Resources” below.

Q: When can I call the police?A: You should always call 911 if you need emergency assistance from police or fire, if there is a medical emergency, a crime in progress or an immediate threat to public safety. For non-emergency calls, please call 951-696-4357 (951-696-HELP). The Temecula Police Department also will take action for violations of the Aggressive Solicitation Ordinance, theft of recyclables, possession of a shopping cart, public consumption of alcohol, illegal camping, loitering, trespassing, urinating in public, or other disruptive behavior.

City of Temecula App The City of Temecula App is designed to enhance citizen engagement by streamlining access to City information. Within the app, you can find information regarding City parks and facilities, contact information, news, social media feeds, and event calendars. You can also view Channel 3, Temecula TV, directly on your device. In addition to providing information, the City of Temecula App allows access to City services. Residents will have the ability to report non-emergency issues to the City at any time of the day or night. Issues such as potholes,

graffiti, homeless concerns and more can be reported quickly and easily using photographs, location, and other information about the issue.

You can relive your days of summer camp by applying to work for our annual Summer Day Camp program. Applications will be available in late March and applicants must be 18 years of age or older. CLASS & refund POLICIES:CLASS & refund POLICIES:Refunds or Transfers • All requests for refunds and/or transfers must be requested (5) business days prior to the class start date. A 20% processing fee will be deducted

from all refunds or a full credit can be given on your City account to be used for a future class. Requests for refunds or transfers can be emailed to [email protected] or by calling the Class Hotline at 951-694-6480. NOTE: Requests for refunds or transfers for swim lessons must be requested from the Aquatics Office (2) business days prior to the first lesson date.

• If a participant is unable to continue in a class after the class has begun due to a health issue, a medical excuse must be provided to obtain a credit that can be used to retake the class or applied to another class in the future. Charges for classes attended will be deducted from the credit.

Please Register Early!We recommend registering early for all classes and activities. Classes must meet a minimum enrollment. If the class minimum is not met, classes will be cancelled. A full refund will be given for activities cancelled by the City.

Pre-Registration and PaymentsPre-registration is required for all classes and activities and is done on a first-come, first-serve basis. Class instructors are only authorized to accept class material fees when noted. All activity and class registration fees must be paid directly to the City of Temecula Community Services Department via the online system or in person as noted above.

WaitlistIf an activity or class you are interested in becomes full, we recommend enrolling onto the waitlist. Waitlist enrollments can be processed using the online registration system. If space becomes available, participants on the waitlist will be contacted in the order that they were received. Class waitlists are reviewed on a regular basis to determine if additional class sessions can be added or class sizes can be increased.

Missed Classes and Class ChangesClass fees will not be pro-rated or credited for missed sessions. The City reserves the right to cancel activities, substitute instructors, change locations and/or dates and times as necessary. In the event that a class has changed, the City will make every effort to contact all registered participants and provide a make-up class or a credit in the amount of the missed class if a make-up session is not available.

Photo PolicyPlease be advised that all participants involved in any City program or event are subject to being photographed. Such photographs may be used by the City of Temecula without obligation to provide compensation to those photographed.
