    • Tod noticed that 3 clubs did not have any players in their club data base. Any players entered after the first bill will be caught and billed later this season.

  • Commissioner’s Report

    • Tops: See report o Ashwaubenon had19 participants enrolled in the fall season. They will

    have another session in the spring. o Appleton Soccer Club has started a TOPS program. They have 4 sessions

    scheduled in March. • Scheduling-See report for dates and locations of scheduling events • Registration

    o Lisa Kallas has decided to step down from the Assistant East Central District Registrar position. Clubs using Lisa on the south side of the district will now need to bring their registration processing materials to Kevin Otto until a replacement is found for Lisa. Thanks Lisa for your years of service.

    o If you are disbanding any teams you need to collect the player pass cards. The player pass card is valid from August 1 – July 31 of the soccer season. Players being transferred to a different team or club mid-season will need to turn in their player pass card before the player can be placed on another team and a new player pass card issued.

    • Referee – See report o Green Bay area has had several referee classes scheduled, but only 1 was

    held. Referees are not signing up. o There will not be any more classes held this soccer season so if you want

    to register for a class do so quickly. The slots are filling up quickly. o The entry level referee class has changed and part of the class is on line.

    The second half is held in a classroom setting. o There seems to be a problem in communication as to what certification

    needs to be held to referee in East Central Soccer District. Some referees think that the SAY referee class is good for both SAY refereeing and East Central District referee. Referees holding the SAY referee certification will not be allowed to use that certification in the East Central District.

    o Mike Buman is going to a referee meeting in the Green Bay area. He will inform the Green Bay area what kind of certification is needed to referee in the East Central Soccer District.

    o Having fewer referees in the Green Bay area could create scheduling issues. East Central will need to be mindful of this issue.

    • Coaching-See report o Licensing for coaches. Coaches should make every attempt to obtain their

    coaching certificate if coaching for a team in the East Central Soccer District. If a coach is unable to obtain a coaching certificate before the start of the season, the coach will have one year to obtain the coaching certification needed for the level of coaching being done.

    o Every coach must have a coach pass card in order to be on the coaching side of the field. Coach pass cards are gotten from the Kidsafe Risk Management Program offered by Wisconsin Youth Soccer.

    o Clubs hosting clinics – Reimbursement fee for hosting an “E” coaching clinic. Discussion was table and will be visited when the budget is done for East Central.

  • • Adult League – See report • Recreational –

    o Meeting scheduled for Sunday, February 22, 2015 Little Chute Civic Center at 5:30 PM

    o Recreational Teams need to be into League One by Wednesday o If you have players that do not fit into an age bracket that your club offers

    it is suggested that you contact a neighboring club to help find a spot for this player or post that you have an extra player available in a certain age group on the East Central website - Parent/Player page.

    o Clubs will not be allowed to move teams down into a lower age bracket just because they have 1 older player.

    o Jamboree • Academy- No report. Meeting following the EC board meeting

    State Reps’ Report-

    • The Wisconsin Youth Soccer Board only meets 4 times a year. There will not be a State rep report at every meeting.

    • There is a call in meeting next week to prepare for the WYSA Board Meeting. • WYSA meeting – Tryout offers will be a little bit different.

    o Players will be given more time to accept the officer. o Club members should make sure they read over the information sent from

    the state so each club can make an informed decision on items being voted on.

    Committee Updates High School Committee-see minutes

    • Clubs are asking for more flexibility in scheduling for the U15 and up teams. These teams will be given great flexibility in the scheduling process.

    • Event teams o See Event team write up by WYSA o Proposal to allow cubs to form “Event Teams” to play in the East Central

    Soccer League. o It is up to the clubs to get together and make the decision as to how this

    team is managed. o Create event team. Player registered with a club. Tell WYSA what team

    they want the players to be on. U15 and up Event Teams

    Motion: East Central Clubs are allowed to form Event Teams, as defined by WYSA, in the U15 and older age divisions. These Event Teams will be allowed to compete in East Central Leagues in the Fall and/or Spring seasons. This would include both boys and girls teams. Event Teams are managed by WYSA. This policy would start Fall of 2015 Made by: Chris Billstrom and seconded by Mike Buman. Passed

  • Background Information concerning “Event Teams”: Only the U15 and up age groups will be allowed to form Event Teams. WYSA would be the governing agency that would create these teams in League One. A separate Fall team and a Spring team could be formed each soccer season. i.e.: Fall of 2015 - Spring of 2016. Clubs would need to keep track of the player pass cards and make sure that they are collected and turned in at the end of each East Central scheduled season. Players will not be permitted to be placed on another team for the soccer season if the player pass card is not returned. “Event Teams” may or may not be allowed to play in tournaments. It will be the responsibility of the club to research tournament rules to determine if an “Event Team” is allowed to play.     • The East Central website is a resource for all soccer events in the district. Branding East Central website as a place people go to seek information.

    • Updating the website with more information to help parents understand soccer. • Create marketing material as an introduction to the sport. Why is soccer a good

    choice for your child? • Tod Maki and Ann Maki are looking at the website so that it comes up more often

    when the word soccer is googled. • Is it worth spending money on a mailing list to send families information about

    our district? East Central is trying to target players that are not playing in our district.

    • Clubs may post events on the East Central website. Fill out the form with the event information and submit to East Central. http://www.ecdsoccer.org/page/show/1591089-event-tournament-submission-form

    Business Issues/Updates Classic days play – See attached document.

    • Classic day of play. Only one day of play is listed on the document, rather than having a game day and an alternative night of play. This was done because coaches and players felt they could only play on their day of play or the alternative day when rescheduling games. The days of play document was not meant to restrict teams from playing on other nights when a game is rescheduled. The document was meant to be an informational tool.

    • With the alternative day of play being removed, Wayne wanted to know how to handle creating schedules when there is an odd number of teams forcing him to create a bye game in some instances. Wayne will run out of game days if he is restricted to one night.

    • For the U11-U14 games we are trying to stay on the primary day of play as families depend on a schedule for their busy lives.

  • • Doris Schommer asked the membership to think about this issue and come prepared to direct Wayne on how he should proceed.

    The 4th of July break week will be the dates of Monday June 29-Sunday July 5, 2015 Spring League 2015 dates of play – See document East Central Board approved the dates to start play.

    • Notation should be made on the U15 and up classic boys that they will start on Sundays to help avoid high school sports.

    Fall League – Clubs should note an early start date was suggested. This topic will be revisited at a later discussion about Fall League. We now have a total of 23 registered players for this year. The spring session begins April 18, 2015 and will also meet on April 25 May 2, 9 & 16. May 16th is the last session until the fall (September). BAY AREA TOPS (Ashwaubenon) NEW LONDON TOPS – NEW PROGRAMS: ASC has some serious plans regarding starting on another TOPS Program this

    spring. We would like to use the money allocated in the East Central Account for promoting/starting additional programs within the East Central District.

  • Date: February 16, 2015 Area: Scheduling Commissioner: Wayne Stoflet E-Mail: [email protected] Report: Tonight I would like Classic Team Schedule Confirmation on the following; Start & end date = Number of games = Other

    The game scheduling process is heading into the crunch season. On or about February 19, 2015 Sue Ann will pull a list of all Teams (Classic & Recreational) residing in LeagueOne. Each club will verify the team listing indicating teams that will or will not participate and at what level. Adult Team & Academy Schedules will be generated at a later date. The annual pre-scheduling meeting is set for Wednesday, March 4, 7 PM Kimberly High School LGI Room. On Thursday, March 5 Scheduling will begin. The first draft of the schedule is expected to be ready for club editing on Saturday, March 7, 2015. All Team “Staff Members” must have a current working e-mail address & phone number (Cell?). When necessary, game scheduler will move games to alternate play date to fit schedule into predetermined time frame. Other Important Dates or Tasks to completed:

    1. New playing fields or renaming need to be added to LeagueOne(by club admin) and “Game Officials” (to Mike Jones) by now or for sure March 3.

    2. Fields need to be assigned to all teams that will be scheduled following March 3 (rec & classic). 3. Blackout dates need to be added to team information. 4. First draft of schedule published by March 7, 2015, club schedule admin will make changes to home

    game schedule. Time (minor) & field changes can be made without consulting opposing club. Consulting required when making major time changes (8 AM) or nontraditional dates of play.

    5. Second draft of schedule will be published March 18, 2015. 6. Final Schedule review will be March 21, 2015 at Kimberly HS, LMC Room starting at 7:59 AM

    all clubs must be represented by a team knowledgeable person. 7. Last date to make changes to the schedule is March 30, 2015 8. Schedule will be public & sent to Game Officials by April 1, 2015

These will probably be the last 2 recertification courses in the area. State league initial schedules were sent out to each club this week to schedule home games. I would suggest to each club to work with their referee assignor or at least make them aware what is going on. Action:

    Action: When clubs or facilities host an “E” or “D” coaching clinic, East Central can submit an invoice to WYSA to be reimbursed a $15.00 per weekend facility fee to cover cost of the facility for the clinic. East Central then reimburses the club or facility for hosting the clinic. Currently the system East Central uses to reimburse club or facility is cumbersome, inconsistent and complicated. Suggestion: East Central pass this per weekend facility fee directly onto the club or facility and allow them to use the facility refund as they see fit.

    Review Notes from July 28, 2015 meeting

    • Total of 15 teams in 2014 o Clubs included were: Ashwaubenon, Appleton, Electric City, FOXX, Kimberly, United

    Hurricanes • East Central would like to continue to grow the Adult League

    Scheduling:

    • Divisions of Adult Teams Last year East Central Adult League had an unbalanced league where some teams were playing at a higher level. If enough teams register for the league, it is desired to have two divisions.

    o Suggested ways to split teams into 2 divisions Under 30/Over 30. It was suggested that we take the average age of players to determine

    if the teams will play in Under 30 group or over 30 group. Vickie King stated that registrars will need to be careful when placing players on teams

    as the players age could skew the placement of the team Teams could also rank themselves as a high level rec team or a low level rec team. Players registering can also indicate that they would like to play on the high rec team. Encouraging team coaches to log in the scores after each game. This will help for

    tracking and placement of teams in the future.

    • Number of Games Scheduled and Day of Play o Currently East Central Adult League has an 8 game season, teams would like to play more

    games. East Central would need to check with clubs to see if more games could be added. This would be a budget concern for clubs if more games were added to the league. Discussion of adding to the season by going into August had mixed reviews. Some

    committee members did not want to go into August as that was reserved for family vacation, while others would like to add more games into August.

    o Day of play is Sunday. The question of changing the day of play was discussed. Many people involved with the adult league are coaches and would find it hard to play on a weeknight. It was decided to keep the day of play on Sunday

    o Game Dates are Sunday May 31, 2015 June 7, 2015 June 14, 2015 June 21, 2015 June 28, 2015 July 12, 2015 July 19, 2015 July 26, 2015

  • No Adult Games Sunday, July 5, 2015 due to 4th of July o Adult Jamboree, Sunday July 12, 2015. This would add more games to the adult schedule.

    Adult Jamboree event would start earlier on Sunday, July 12 and play a 1 day tournament. This would coincide with the Recreational Youth Jamboree hosted by United Hurricanes this year.

    • Initial response at the committee meeting indicated that it might be difficult to get players to attend an all-day tournament and the idea was put to the side. An email was received later requesting that East Central investigate this idea a bit further to see if other teams would be interested in attending the Adult Jamboree. i.e.: a survey to obtain interest level in the Adult Jamboree. The key is to get these players registered so we can make some plans and come up with a creative way to hold an Adult Rec. Jamboree. The Adult Jamboree could be flexible in allowing teams to participate in the Jamboree or not. More thought would have to go into ways to make the Jamboree successful in order to proceed.

    • Locations of Games

    o Clustering game locations to take pressure off of finding several referees to fill the adult games in the district. Locations will have an early and late game so the referee team can referee two games. Ask assignors to be mindful of who is placed on the adult games. Ask assignor to remind

    Girls Soccer Discussion Many clubs had different concerns when trying to address ways to fix the East Central Soccer District High School League.

    Some concerns were: • Drop off of players at this age wanting to play • Players have outside activities. i.e. jobs, trips, other sports • Not having enough players to field an entire team. Thus players do not have a place to play so

    the club loses players that were interested in playing soccer. • Just having a fall league for High School girls does not seem to be the answer • The East Central High School League has been watered down due to the WDA League being

    formed. It became evident that one size does not fit all for the High School teams. There are just too many variables for the league to address. Solutions to help High School Girls Soccer in East Central Soccer District

    • Clubs need to do a better job of talking to each other. Before a team is dropped, please reach out to other clubs to see if teams could be combined.

    • In the past clubs have worked together to share players. This practice is nothing new and clubs may continue to do this.

    • A motion will be prepared to allow High School Event Teams to be formed to play in East Central League. Event teams can be created per season. i.e. East Central Fall League and Spring League. This motion will need to be approved at the East Central All Club February Board Meeting before clubs can act on this policy.

    o WYSA would have to create and manage the teams. • Flexibility is the key to making the East Central High School League a success. Everyone will

    need to act for the greater good of the league. • It was suggested to have some mini tournaments where teams play two games on one day.

    Games could be shortened to tournament times reducing number of minutes per game. It was suggested that there be a morning game and afternoon game to give a break between games.

  • o The mini tournaments could be used as a team building event. Plan a picnic, mini golf etc.

    o Players would only need to ask off of work for one day. • This year 4th of July lands on Saturday so it is hard to say if families want the week before or

    after the 4th. Teams can play games on either week to get the 8 games in. This makes it more like 7 weeks for 8 games.

    Girls Spring League

    • Start date for U15/16 girls is second week in June (June 8, 2015) • Start date for U17/18 Girls is the third week in June (June 15, 2015) • Spring-Number of games: 8 games. • Scheduling will be completed and given to clubs. They are free to move the games around to

    any date to get in the 8 games assigned to them. o Collaborate with other clubs for mini tournaments on the weekend if so desired by the

    team. o Move a date to accommodate their player’s school trips and other school functions. o The key is to work for the greater good of the sport and to be flexible. This will be a

    learning curve for some players and parents. It will be the club’s responsibility to make sure they educate their teams on how this is being handled.

    o It was suggested that we have a separate scheduling meeting for the East Central High School League so that we can sit around the table and work out a schedule that will work for all teams. A knowledgeable club representative will need to come prepared to make scheduling decision for their teams.

    Girls Fall League

    • Fall League will start August 22, 2015 for all teams playing in East Central Fall League • High School Girls will be scheduled on Sundays – First game scheduled for August 23, 2015. • Event Rosters will be allowed if the East Central Board approves motion. Motion is being

    submitted for the February 16, 2015 East Central All Club Board Meeting. These rosters are managed by WYSA.

    Boys Spring League Discussion:

    • May 10, 17 and 31 and June 7 for Sunday afternoons. o Note: May 24 is Memorial Day weekend

    • Move to night of play in week of June 7 o Note: Teams would be scheduled to play on Sunday and also assigned night of play

    unless schedule is changed by the clubs. o Flexibility is the main focus for the East Central High School Leagues

    Club/s involved should make every attempt to address concern, complaint, issue brought forward in house.

    2. SAFE Contacts Club/s President/s - sharing basic information a. Notifies Club/s and research incident independently b. Club/s provides information OR if in Club resolution has been reached – what that

    resolution is and how it will be handled c. All done in a timely manner with probable time table

    3. If Club/s do not respond in a timely manner SAFE Coordinator steps in to follow steps a, b, c

    above. Club/s presidents or representative are copied.

    4. Once incident has been resolved and recorded Original parties (# 1) are informed incident has been addressed. Signed copy of conflict resolution should be signed

    The US Youth Soccer Region II 5-Star Recreational Program Recognition is a way of showing the excellence within the ranks of our State Association Member recreational organizations. To be recognized, the organization must show quality in education, referee development, and risk management. The Region II State Associations administer this program following the guidelines approved by the Region II Presidents in 2008.

    Each State Association may develop and use its own recognition system at the state level. However, to receive the US Youth Soccer 5-Star Recreational Program Recognition, the member organization must show proof of compliance with the following listed criteria.

    1. Coach Education:

    • The recreational program will need to have 30% of the coaches in their program obtain US Youth Soccer or State approved Coaching Certificates or license. (The minimum percentage will be adjusted in subsequent years)

    2. Referee Development or Mentoring:

    • The Recreational program will certify to its state association that 90% of their referees are USSF certified (Grade 9, 8, or higher).

    • If unable to satisfy the 90% level, and prior to attaining that level with in 3 years, the recreational program certifies that it is operation the USSF Grade 9 referee program.

    3. Full Participation in Kid-Safe (Background Checks) -

    States association to ensure that its recreational program had complete compliance with US Youth Soccer guidelines.

    4. Goal Safety (Inspections and Anchoring) –

    • The recreational program certifies to their state association that all goals in its possession or use are anchored or secured 100% of the time, whether in use or not.

  • 5. Sideline and Parent Behavior and Education

    • The recreational program certifies and provides documentation to the state association that it has a parent behavior program in place (e.g., distribution of US Youth Soccer " Positive Parenting for Youth Soccer" DVD to every team).

    States may use a multi tier system to promote and develop the accreditation system in their own state, but the "Region II Accredited" language may only be awarded if their is supporting documentation that there is compliance with the above criteria.

    States will be required to provide a listing of all their "Region II Accredited" recreational clubs indicating, for each club, the number and percentage of coacher in compliance, the number and percentage of referees in compliance, the number of coaches and assistant coaches that have completed background checks, the number of goals which the club is responsible, and the method by which parent behavior and education is addressed.

    players, parents and coaches can go to when looking for information. • Clubs

    o Each club is listed on East Central website with a link to their home page. o Each club should review their page on the East Central website and submit

    any changes. Sue Ann will create a JotForm so that clubs can fill out information

    needed to update their information about their club and services offered to their membership. Some items to include in the JotForm questionnaire are: Click all links to make sure they are going to the correct page Checks field location on the club page Club history – year club was formed, services offered, level of

    play, Club colors

    o Clubs will be asked to place the East Central Logo on their website and create a link to the East Central web page.

    • Tournaments/Events

    o Sue Ann will create a JotForm that clubs can fill out when they want an event placed on the East Central website. Key information would include: Who is hosting the event Logo Event Dates Age groups Website address

  • Contact o Clubs will be sent monthly reminders asking for any new items they want

    posted on the East Central website. o Doris will clean up Tournament /Event page and create a standard format

    to post information about the upcoming events. All postings will be in the same format.

    o Monthly newsletter will be sent to all players and coaches giving them a link to information pages on the East Central website.

    • Resource Page o Links to USSF and WYSA o List of soccer facilities in the area. East Central will ask soccer related

    facilities to place our logo and link to their webpage in return for us putting their information on our website. Some locations to contact: Soccer Heaven: Sergey Sports zone

    o Educating general public about soccer and its benefits A new page will be added to the East Central website to help parents

    understand the very basic information about soccer Why soccer is a great sport to get your child involved in Top 10 reasons to play soccer What is recreational, competitive and academy soccer programs What level will my child be placed at? What does U11 mean? Tryout explanation Create a flyer to pass out to parents with basic knowledge of

    soccer

    East Central Logo • If we are going to ask clubs to place our logo on their website, it has to need be

    manageable. A square design will work best for most websites. Ann Maki will work on creating a new logo that will be easier to use on promotional pieces.

  • Optimizing hits on the East Central Web site • Ann and Tod will find ways to put key words on the East Central website so the

    site will get more hits • Idea to have something like a “Where’s Waldo” program to help people explore

    the website and learn new things about soccer. Each week people would be asked to fine the defined icon to enter their name in a weekly or monthly drawing. East Central would be able to collect email addresses from this program and get people to familiarize themselves with the information on our website.

    Region 2 • Web address: Region2wi2015.com • East Central will put the logo and a link to the Region 2 website • We hope the buzz about great soccer will help us take a jump start into

    informing people about soccer in our area. • Clubs should encourage their membership to attend some of these great

    stories to be submitted for publication.     This flexibility has been granted to allow ease of rescheduling. Games maybe rescheduled to any night both coaches agree to. This is not meant to allow one coach to change the entire schedule so that that he/she may coach several teams. The younger age teams plan on certain days to play and to train. Moving all of their games off a certain night would be a problem and will not be allowed. Please be mindful of this issue.
