Food handler test available online at new site Oregon food handlers in the food service industry are required to have a valid Oregon Food Handler’s card within 30 days of employment. Deschutes County residents now have an easy option to obtain a food handler’s card without leaving their home or place of employment. At www.orfoodhandlers.com/ , users can read the Oregon food handler’s manual online, then take the test at a home or work computer. The cost of the test is only $10 by credit card and the food handler’s card will be mailed to them. The test can be taken online in English or Spanish. If a computer is not available to the food server, computers or a written exam are available at Deschutes County Community Development offi ces in Bend, Redmond, and La Pine. Community Development offi ces off er a food handler’s written exam in English, Spanish, Chinese, Korean, Russian and Vietnamese. Food handler cards from other states are not valid in Oregon. STEP #1 - MAKING PAINTING EASIER

The following tips and ideas will help to make your painting projects easier. These instructions and suggestions can save you time and effort while helping you end up with a better-looking paint job.

PREPARE THE SURFACE BEFORE PAINTING

* Take time to caulk all joints, cracks and seams in the surface before painting (see first image to the right). This is easy and quick with a caulking gun and caulking cartridges. Don’t start painting until the caulking is finished and thoroughly dried.* Before painting windows, check around the window panes for loose or missing putty (see second image to the right). Replace the putty in these areas before starting the painting job. Use a good grade of putty and apply it according to the manufacturer’s instructions.* Always clean the surface to be painted. Use a wire brush, sanding block or power sander to remove loose paint and grime before applying the primer coat. If you try to cut corners and save time by failing to clean the surface, you’ll likely end up with trouble later.* Fill in any cracks or large holes appearing on the surface with wood putty before starting the painting job. The putty should have the texture of paste, as illustrat-ed. Allow time for the wood putty to dry before applying the primer coat.* Use a special V-shaped putty knife for puttying along a window sash (see third image to the right). This special tool is inexpensive and helps you do a professional-looking job much faster and easier.* If you need to remove a heavy build-up of old paint, use a propane torch to help make the job faster and easier. A wide-mouth burner tip is available to spread the flame over large areas. Use a long-handled scraper to keep your fingers away from the heat as you work (see fourth image to the right).* Use your power drill for smoothing rough spots before painting (see fifth image to the right). Purchase a sanding wheel drill attachment to make sanding much easier. A wire brush attachment for your power drill is an excellent tool for removing rust and scale from metal.* Use plastic or paper drop cloths to cover sidewalks, shrubbery or other areas needing protection before you start the painting. Use drop cloths to cover floors, furniture, etc., for indoor painting. These cloths are inexpensive and save you a lot of clean-up time.

PAINTING TIPS

STEP #2 - PROVEN PAINTING POINTERS

* Thoroughly mix the paint by following the steps outlined in this image. Pour off, into another container, any thin portion of the paint that is floating on top (A). Use a paddle to stir the paste settled in the bottom of the can (B). Stir in a small amount of the thin portion of the paint and use the paint paddle to stir with a figure eight motion. As you stir, gradually mix the thin portion back into the main paint can (C). Finally, pour the paint back and forth from one container to another (D). This will thoroughly mix the paint and bring it to the proper thickness for application.

STEP #3 - CLEANING UP AFTER THE PAINT JOB* Special waterless hand cleaners remove both latex-base and oil-base paints easily and quickly. These waterless hand cleaners will not irritate your skin like many solvents. Wipe the paste-type cleaner on your hands, wipe it off and the paint will come off with it.* Take care of your brushes by cleaning them carefully after each painting job is done and then wrapping and storing them for future use. Fold wax paper around the brush and seal it with a rubber band.* Wash latex paints out of a brush with clear warm water.* Clean brushes used with oil-base paints with regular paint cleaner or some type of solvent. Clean the brush thoroughly, then wrap it in wax paper and store it for future use.* Clean rollers in the same basic way as paintbrushes. Take time to clean them thoroughly. * When you’re painting corners, always use the flat side of the brush (see image directly to the left). Painting with the side of the brush causes “fingering.” Your paint job will be neater and your brush will last a lot longer when you use the flat side of the brush, as illustrated.

* Save a lot of clean-up time by lining your roller tray with a plastic tray liner. If you do not have a plastic liner, use aluminum foil (see first image to the left). Press a large piece of aluminum foil tightly against the sides of the tray. When you’re finished painting, you can simply remove the aluminum foil and throw it away. This leaves little or no clean up.* Use masking tape where two paint colors come together for a much neater job. Apply the masking tape at the point where the two col-ors join. Then remove it when the paint is dry for a much smoother joint between the two colors than what you would get by free-hand painting (see second image to the left).

* The first image below shows how to use a paintbrush for best results when painting exterior surfaces. First, dip the paintbrush into the can to load the bristles about half-way with paint. Never dip more than half of the brush into the paint. After loading half the bristles with paint, touch the brush lightly to the surface at several points to apply spots of paint (A). After applying the spots of paint, use long leveling brush strokes to smooth out the spots (B). Finish each area with back and forth motions and zig-zag strokes (C). A little practice with a brush will enable you to complete a professional-looking painting job with minimal effort.* If you’ve had the paint for a long period of time, it may contain impurities such as dirt or lumps. There is no need to throw this paint away. Instead, cut a disk of window screen to fit just inside the paint can (see second image below). The screen will sink down into the paint and carry the lumps to the bottom of the can as the level of the paint is lowered.* You can avoid paint rings and drips on the floor by sticking a paper plate to the bottom of the paint can before you start the job. Just apply a little paint to the bottom of the can and press the paper plate against it. The paper plate will stick to the bottom of the can and prevent the paint from dripping onto the floor. * Avoid paint ridges and lap marks on a flat surface by always stroking into the wet paint area, never away from it (see third image below). Blend each stroke of the brush toward the wet paint area, bringing the layer you’re applying into the wet paint previously applied.* If you are planning a small outside painting job, you may be bothered by insects flying into the newly applied paint. To avoid this problem, add a small amount of insect repellent to the paint when it is mixed. Do not use too much-a small amount will do the trick without damaging the color or quality of the paint.* Paint wire fences with special, long nap rollers (see fourth image below). As this type of roller is pushed across the face of the wire fence, paint is applied to the front and sides of the wire. Repeat on the opposite side and the job is done. The fence can be painted in almost a single stroke if the correct roller is used.* When you’re painting with a roller, start the job by making several criss-cross strokes on the area to be painted (see fifth image below). After you’ve made these strokes, continue to work up and down to spread the newly applied paint evenly over the area. For painting trim work, use a special trim roller or a brush.* You can purchase special rollers for painting beveled or weather-boarded areas (see sixth image below). Use a special “doughnut-shaped” roller to paint the underedges of weather board. Use a wider type roller for painting the main surface area. By using rollers of these special types, you can paint the entire exterior of the house without touching a brush.

When a person hires an unlicensed contractor, considering he is not licensed or insured, there is no recourse to get their money back if there is unsatisfactory workmanship. To secure an honest, reliable licensed contractor, adhere to the following tips:

Patrick’s Tip No. 1:When hiring a contractor, always ask for their CCB number and card. Once the contract between the contractor and the customer has been signed expect to receive (from the contractor) the Construction Contractor’s Board’s Information Notice (to owner about construction liens) and the Consumer Notification form.

Patrick’s Tip No. 2:Prior to signing contracts, ask for three references and speak to the contractor’s customers; ask them for their opinion regarding the contractor, his work and his work ethics.

Patrick’s Tip No. 3:Ask the contractor how long the job will take from beginning to end.

Patrick’s Tip No. 4:DO NOT pay the full cost of the job in cash before the work begins and DO NOT pay in full before the job is finished.

Patrick’s Tip No. 5:Maintain good written records. Keep receipts, change orders, phone logs, pictures, etc.

Patrick’s Tip No. 6:You have a full year from completion of the project to register a complaint against the contractor.

santa brings deschutes county low interest rate to Finance 911/osP building Deschutes County sold $9.6 million in bonds recently with an average interest rate of only 4.4 percent. The funds will be used for the construction of the new 911/Oregon State Police (OSP) building at the County’s Community Justice Complex on the north side of Bend. Moody’s Rating Service mentioned the County’s “favorable financial operations and healthy reserve levels” in issuing an A1 rating. Bond proceeds were expected to be received on Tuesday, December 30. At a time when other local governments and medical facilities have recently issued debt at significantly higher rates for their tax-exempt bonds, Deschutes County found the timing of this bond sale excellent. The average annual debt service for the 911 portion of the bond sales (net proceeds of $3.25 million) will be $252,786. This last August when the County was initially planning to issue bonds, it was estimated that the annual debt service would be $255,000. Given the negative changes in the financial markets since then, the County is pleased to achieve this outcome. The OSP portion of the bond sale (net proceeds of $6.25 million) will have an average annual debt service of $512,982. With this low interest rate, the County’s lease revenue from the State of Oregon will more than cover the annual debt service over the duration of the lease. Deschutes County Government provides for the safety, security and health of Deschutes County’s 167,000 citizens through public safety, human services, adult parole & probation, juvenile justice and many other valuable public services. Greetings, the winter season is upon us. Winter always brings the increased threat of fire in the home. That threat is increased if you have a wood burning stove or fireplace. There are precautions that need to be taken and I would like to share a few with you. 1. Any use of space heaters need to be used in an

appropriate method. Space heaters “NEED SPACE”. Never use a space heater in a congested area, make sure that there is at least 3 feet of clear space around any space heater.

2. Never use a non-vented gas or solid fuel heater in a residence or structure.

3. Electric wall heaters can be a significant cause of fires, especially when the temperature drops down near zero. Older wall heaters that have built in temperature control dials do not have an off setting. They have a low temperature setting usually 40 degrees. When the temperature outside drops to around zero, indoor spaces that are not constantly used and heated; such as extra bedrooms and storage spaces get colder. If there is a wall heater in these rooms they tend to turn on and can ignite anything combustible near them.

4. Chimneys for woodstoves and fireplaces need to be cleaned at least twice a year. The pine products usually burned in this area has various amounts of moisture in it and can create various amounts of creosote buildup in the chimney pipe. When creosote buildup occurs, flue fires can happen. It is not unusual for flue fires to extend from the chimney pipe to the combustible structure of the residence. If a flue fire occurs, call 911 and evacuate the residence until it is verified that the fire has not extended.

At the November 4th election, the La Pine Fire Districts Local Option Levy 9-63 was successfully passed by the voters. This Local Option Levy is for 5 years. The Levy will provide 64 cents per $1,000 of assessed property value. Properties with structural improvements on them and 5 acres and smaller are taxed by the fire district. The revenue from this levy will not come to the district until next November 2009. During the next budget year starting in July 2009 the district will hire 6 more firefighter/paramedics, which will allow the district to meet the required staffing levels of regulatory agencies.

The district will be operating at the reduced staffing levels until next year. These reduced staffing levels may create the need to close a station from time to time.

Photojournalist discusses immigration The Central Oregon Community College Foundation’s Nancy R. Chandler Visiting Scholar Program is presenting a lecture by photojournalist David Bacon, “Illegal People? Globalization, Migration and the Criminalization of Immigrants,” at 6:30pm on Thursday, January 22, at the Pinckney Center for the Arts on the COCC Bend campus. Doors will open at 6 p.m. The event is free and open to the public. For two decades, Bacon has documented the connections between labor, migration and the global economy. His recently released book, “Illegal People: How Globalization Creates Migration and Criminalizes Immigrants,” is drawn from interviews and reporting both from impoverished communities abroad and from immigrant workplaces and neighborhoods in the United States. Analyzing how US trade and economic policy abroad precipitate migration, Bacon argues that trade policy and immigration are intimately linked elements of a single economic system. Mindful of the global human rights perspective, Bacon promotes a new way of thinking about migration and globalization. A $5 donation is requested. Book sales and signings will follow the presentation. This event is part of COCC’s King, Gandhi, Chavez Season of Nonviolence, a series of events to honor the work of these advocates of social justice and nonviolent change. It is a collaborative endeavor of COCC’s Diversity Committee, the Multicultural Center, the Native American Program, the Office of Student Life and the Visiting Scholar Program. Since it was first produced in 1794, the $1 coin has featured a number of figures from eagles to President Dwight D. Eisenhower. The $1 coin has also been the first to feature two real women from history, Susan B. Anthony and Sacagawea.

Terri Smith, a retired English teacher who moved to Bend 18 years ago, has found a passion for found objects with which to craft her one-of-a-kind dolls. The dolls have evolved over time according to the materials available to Terri. Old tools along with glass and handmade beads have become her medium of choice. The hunt for materials is part of the creative process and more than half of the fun, for she has found her sources between Bend and South Carolina. Terri has recently become involved in Art Station classes and has been encouraged to display her found object dolls in various venues. Amy Royce also from Bend works in encaustic or wax medium. Amy says her work is about finding identity in a rapidly shifting global landscape, to find support in or to fight gravity – what is beyond our control. My practice as an artist begins with these questions,” she says, “and my paintings are my expression of the ‘inner’ body. The waxy surface becomes skin, tissue, shapes of bone and sinew. Layers come and go and I like to see evidence of the process: marks, divots and scratches on the wax surface become clues. Texture for a ‘skin’ of experience is as individual as each of us. Scraping, pushing, pulling the wax around with heat and carving tools reveal the mystery and allure of the paint.” A reception will be held at the library on Sunday, January 3 from 2 to 4pm. Both artists will explain their artistic process in different mediums. The exhibit will be on display during regular library hours and visitors are welcome. In 1969 the first Mack’s Lure was created, which is now a widely recognized lure known as a Wedding Ring Spinner. This first lure was the brain child of a close family friend of the McPherson Family. Vern McPherson and his wife Edna along with their son Ray made all the lures in a humble beginning in Riggins, Idaho

Since the first Wedding Ring Lure has hit the water, Mack’s Lures have grown and are now in an ideal location of Wenatchee, Wa. where the lures they make are all field tested and have proven success before they ever find their way to a fisherman’s tackle box.

One of the unique features the Wedding Ring has is the ability to engage a flasher with the lure and the combination of the sparkle and the bright colors make it most irresistible for Kokanee and even the occasional Rainbow Trout. As the weather keeps getting colder we can dream of the warmer days and the fish we will catch this spring, and for sure some of the fishes we will catch are going to be caught on some Mack’s Lures. healthy start at birthing unit The Deschutes County Health Department’s Maternal Child Health division would like to recognize St. Charles Medical Center (Cascade Health Care Community) for generously and temporarily hosting the County’s Healthy Start Prenatal program at the Family Birthing Unit. Healthy Start has temporarily been relocated to St. Charles due to the temporary closure of the Deschutes County Human Services Building on Courtney Drive in Bend. The staff at the Family Birthing Unit have been very flexible and generous to County Healthy Start staff and clients. Healthy Start services will be located at the Unit until further notice. The Healthy Start project is a true reflection of the community’s commitment to pregnant women and their unborn children. For 20 years, East Cascade Women’s Group was the medical provider for the County’s Healthy Start program. winter 2009 living well with chronic conditionsFirst class begins January 15 Do you or someone you know, live with a health condition that impacts your daily life? A six-week workshop for achieving a healthier way of living begins January 15 for people living with ongoing health conditions. The Living Well with Chronic Conditions program was developed and tested at Stanford University and is designed to complement and enhance medical treatment and disease management of chronic illnesses such as arthritis, diabetes, asthma, heart disease, cancer, or some other chronic health condition. Through the series of classes, participants will learn what they can do to feel better and manage their condition more effectively. The Living Well with Chronic Conditions class is a workshop given once a week over a six-week period. Classes last 2 ½ hours each, are fun and interactive. Each participant receives a copy of the book, Living a Healthy Life with Chronic Conditions..
