CAN Cancer is a new, local appeal to provide community assistance to cover non-medical living expenses for Central Oregonians fighting all forms of cancer. CAN Cancer was established by Gil, Stu and Corinne Martinez of Wilderness Garbage in cooperation with the Central Oregon Haulers, a group of garbage and disposal companies including Bend Garbage & Recycling, Cascade Disposal, High Country Disposal, and Madras Sanitary Service. All the money donated will be used to help Central Oregon families pay for expenses such as fuel, travel, and food costs not covered by insurance or other programs.

It’s the ugly side of the fight - the financial and emotional strain. Something CAN Cancer founders Corinne and Gil Martinez know firsthand. When their son, Stu, was diagnosed with throat cancer, the cost of travel to St. Charles from La Pine, and the everyday living expenses, mounted quickly. The Martinez family are winning their fight. Not all are as fortunate as the Martinez family. Survivors attest that fighting the disease requires every ounce of their emotional and physical strength. The chances for beating it drop significantly when energy is spent worrying about paying for the gas to travel to a treatment center or the expense of food bought to feed a tired immune system. It was the Martinez’ idea to develop a resource for helping families facing these challenges. Specifically, they wanted a local organization that ensured the money donated would be given directly back to local patients. The Central Oregon Haulers have partnered with the St. Charles Cancer Treatment Center to handle the distribution of aid to local cancer patients who need it most.
“We see patients everyday who struggle to afford their treatment, some forgo therapies because they can’t afford them. It is our hope that this fund will relieve some of the worry about the incidental cost of receiving care, so that these patients can focus on improving their health,” – Peggy Carey, St. Charles Cancer Program Director.

CAN Cancer is relying on the Central Oregon community and the Central Oregon Haulers’ customers to pitch in and give families a fighting chance. Without their donations, there will be no money to help.
“If each customer that the Central Oregon Haulers serves pitches in just one dollar or more, we’ll raise more than $65,000 for this cause,” said Martinez. “We’re asking these homeowners, these customers, to help us reach that goal so our community can fill a void where other programs and insurers fall short.”
Starting March 25th, each of the Central Oregon Hauler businesses will send out a lavender envelope in their garbage billing statements. Residents who want to make a tax deductible donation can:
1. Send cash or a check in the self-addressed lavender envelope; 2. Fill out their credit card information on the lavender envelope for an automatic donation;

2009 Relay For Life Seeking Teams
The theme for the 2009 La Pine/Sunriver Relay for Life is “Cure Cancer Olympics”. This popular event, now in its seventh year, will be held June 27th and 28th at the La Pine High School track. Teams of 12-15 people will be walking around the track during the 24 hour relay to raise money for the American Cancer Society. Deschutes Market Overcrossing Project Phase II Continues
Construction crews continue work on the Deschutes Market Overcrossing project located between Bend and Redmond. The project will consist of extending the fi rst phase of the Deschutes Market Overcrossing project that crossed over Highway 97 east to connect into Deschutes Market Road and will consist of building a structure over the railroad tracks. Part of this project will involve a temporary bypass road on Deschutes Market Road to avoid the construction. Drivers are urged to use caution when on this portion of Deschutes Market Road. This construction will last until October 30, 2009. Traffi c may be impacted during this project and drivers can expect delays of up to 20 minutes during construction. Hours of operation will be from 7:00am to 7:00pm. Drivers should use alternate routes where possible. For more information, call George Kolb, Deschutes County Road Department at 322-7113.

These two came from a terrible situation. They lived under a condemned meth house and were left to fend for themselves in squalor. The Tackle BoxSometimes we are looking for a cheap and easy way to catch fish and one of the little
gems that best fits that order is a Corkie.Therefore, you might ask, “What is a Corkie?” Well, they are the little curious looking
balls that come in bins of many colors and sizes and are inexpensive, several for a dollar is some deal. We see them in all the tackle shops and seldom think about them because they just do not have the bling.
Well, looks can be deceiving and the fun thing about Corkies is that they allow us the chance to make our own lure. With so many colors and styles, the choices are virtually endless. Something that makes a new lure so exciting to play with is the chance to catch a really nice fish. Create your own lures and then see how well the labors of your efforts pay off. You can be rewarded by catching a nice big trout or a beautiful salmon with a lure that you made yourself. Wow, who can beat that for bling?
Corkies can be used as a floating (meaning sliding up and down the line) color or simple attractant to add to a hook and line set up. It is all decided by how you weight the line or set the Corkie to add a little float to a line.
While Corkies can come in many sizes and colors, the fish you want to catch can have a bearing on the choices you use to make your special lure precise.
Some of the Corkies have wings, which cause a spinning action, and some don’t. The key here is for a splash of color, just enough to simulate an egg or some kind of natural source of bait. One thing that you can do to add a little bonus to the mix is to tie a small piece of matching color yarn to the line just above the hook and below the Corkie for some scent. Ask mom, she surely has some yarn to spare!
The great thing about using a Corkie is that it can add that little something to a hook that can make the fish want to strike.
When the use baits are restricted at certain fishing sites, these little wonders seem like a perfect way to add a little splash of color, which can make the fish react with the natural instinct to strike, making your lure attractive to a fish on the hunt.
The fun thing about the use of Corkies is that just when you think you have the perfect combination of color, size and hook, you can sit there and create while waiting for the season to open, to test your efforts and see if you were able to be as successful as your dreams.

COCC Closes Admission For Spring Term Central Oregon Community College has reached credit enrollment capacity and closed the admission process, as of March 25, 2009, for new students interested in attending spring term. Following record enrollment in both fall and winter quarters, preliminary registrations for spring indicate numbers could be even higher. COCC is assisting students unable to enroll spring term to plan for enrollment in either summer of fall. “While we had hoped to accommodate everyone who is turning to us, a lack of classroom space and insufficient number of faculty prevent us from realizing that goal,” COCC President Jim Middleton said. “I am extraordinarily proud of our faculty and staff for the Herculean efforts in handling the unprecedented growth we have seen over the past two years. Our research indicates that our growth is nearly unmatched in the country, for colleges our size and larger. It is difficult for our faculty and staff to turn away students, but, given these unexpected numbers, we simply cannot accept additional students at this time.” Middleton pointed to three significant constraints on the college’s growth: facilities, funding and staffing. While COCC has added four classrooms already this year, doubled enrollment at the Redmond campus and increased online offerings, classroom space continues to be tight. And, while the record enrollment means more tuition income, both state and local tax income have decreased this year. Finally, COCC has stretched its current faculty to the limit both in terms of teaching additional classes and in training new part-time faculty members to meet the demands. The college is already looking at strategies to alleviate these problems in time to help more students register for summer and fall terms, and for long-term growth. Summer offerings – normally about 15 percent of the other terms – will be ramped up by adding more classes. Projects funded by the Go Oregon! stimulus program will help COCC add four additional classrooms by fall.In the long term, Middleton pointed to the bond measure planned for the November ballot to add needed space. Health careers and science buildings will alleviate some pressures in those two subject areas – two of the most significant bottlenecks for students – and a technology education center in Redmond will allow for growth in emerging fields. Middleton said he is concerned that cuts in state funding will make it difficult to add full-time positions. He said instructional leaders and faculty are reviewing options to recruit and train more part-time faculty members, particularly in the entry courses in math and writing. COCC has added significantly to the offerings in these areas this year but long wait lists remain. Middleton expressed his deep appreciation to the faculty who added classes to their teaching loads and increased class sizes to support additional enrollment demands. He also praised the advising, admissions and financial aid staff who are serving the increased number of students with little or no increase in staffing. Alicia Moore, dean of student and enrollment services, stated that COCC’s fall enrollment was 5,400 students – nearly 700 more than in any previous term. “Winter term is normally smaller than fall for most colleges and universities around the country,” she said. “However, this winter, we saw enrollment increase to 5,739 students.” In two years, the increase in full time equivalency (FTE) – a measure that reflects the number of classes students take – was 29 percent in fall and 47 percent in winter. (One year increases in FTE were 18 and 28 percent respectively.) While numbers for spring term won’t be officially counted until the fourth week of classes, it appears the percentage increase will likely be even higher – despite cutting enrollment off for new students. To help with the bulging enrollment, COCC increased the number of online courses this year from 65 to 100. The number of classes offered in Redmond jumped more than 40 percent each of the last two terms, but overall, the college has increased the number of classes this year by only 15 percent. Approximately 200 students are signed up for advising this Thursday and Friday, and COCC will work with those students to help them schedule classes. However, at this point, most of the classes open to new students are full and many have long waiting lists. Those who sign up for music performance or contracted classes – which normally does not happen prior to the term beginning – will still be served. Additionally, COCC’s noncredit Community Learning program, Adult Basic Education and the Business Development program will continue to register students.

Once the contract between the contractor and the customer has been signed expect to receive (from the contractor) the Construction Contractor’s Board’s Information Notice (to owner about construction liens) and the Consumer Notification form.
Patrick’s Tip No. 2:Prior to signing contracts, ask for three references and speak to the contractor’s customers; ask them for their opinion regarding the contractor, his work and his work ethics.

Look for a good conjunction of Venus and the Moon on the 22nd, with dim orange Mars below them and Jupiter well to the upper right. On the 26th, Mercury hovers below the crescent Moon. In the predawn sky, Venus, in Pisces, emerges and brightens, while Jupiter, in Capricornus, gets higher each morning.

City Council Vacancy - City Of La Pine The City of La Pine is currently accepting applications from individuals that are interested in serving on the La Pine City Council. The individual that is selected will be completing an unexpired term (January 1, 2009 through December 31, 2012). This is a volunteer position. The City Council generally meets on the second and fourth Wednesday of each month. City Council members are expected to attend Work Sessions and special City Council meetings, serve on various sub-committees or regional groups, and represent the City in other capacities. The vacancy will be filled by appointment by a majority of the entire membership of the Council. Those individuals submitting applications may be asked to meet with the Council for an interview prior to the Council making an appointment. Food Handler Test Available Online At New Site Oregon food handlers in the food service industry are required to have a valid Oregon Food Handler’s card within 30 days of employment. Deschutes County residents now have an easy option to obtain a food handler’s card without leaving their home or place of employment. At www.orfoodhandlers.com/ , users can read the Oregon food handler’s manual online, then take the test at a home or work computer. The cost of the test is only $10 by credit card and the food handler’s card will be mailed to them. The test can be taken online in English or Spanish. If a computer is not available to the food server, computers or a written exam are available at Deschutes County Community Development offices in Bend, Redmond, and La Pine. Community Development offices offer a food handler’s written exam in English, Spanish, Chinese, Korean, Russian and Vietnamese. Food handler cards from other states are not valid in Oregon. Comment Online For Jail Expansion Support Deschutes County Commissioners are requesting Federal appropriations support to expand the Deschutes County Jail and are asking for your help. The Commissioners are asking County residents to make comments of support for jail expansion on Senator Ron Wyden’s website. According to a recent media release, the Senator will consider public support to help him make appropriations funding decisions for the year 2010. Because the Deschutes County Jail has reached capacity, inmates are routinely released before serving their full sentences. This practice compromises the public safety system in the County and directly places the public at risk. The expansion would increase the number of beds to 564 (including 90 beds in a remodeled work center) at a cost of $46 million. Jail expansion documents will be complete in June, making construction the next step in the process. At this time, the County does not have money to pay for jail expansion construction. However, Deschutes County already has funding available (through the permanent tax rate of the recently approved special law enforcement district) to fund the operation of the jail when it is expanded. “Appropriation dollars would significantly help with jail expansion construction costs, improving public safety for residents and adding new job opportunities that have already been approved by the voters,” said Sheriff Larry Blanton. The local TAPS team and the SISA (Students for the Improvement of Student Atmosphere- from La Pine High School) are getting ready to kick off a campaign called “Party Safe Homes”. What is Party Safe Homes? This is the beginning of an on-going process designed to seek solutions that will make parenting easier. Party Safe Homes is a parent network campaign based on the idea that the most eff ective way to stop a child from using alcohol and other drugs is to stop his or her friends from using them. When parents join together and take a united stand against alcohol and other drug use, they become much more eff ective than if they act separately. Parents are the BEST protection young people have against drug abuse. Party Safe Homes provides reinforcement and support when children pressure their parents with such statements as, “But everybody’s doing it!” and “I’ll be left out by all my friends if I can’t go!” We parents all to often lose sight of the fact that the family is still the single most powerful infl uence in our young people’s lives. Many of us are not using that infl uence. For a variety of reasons, we have surrendered parental power and infl uence to the youth peer groups, to alcohol and tobacco advertisers, to television, music and movies. As a result, today our youth face unchallenged intense societal pressures to use alcohol, tobacco and other drugs in order to fi t in and to be accepted.
