Bioenergy has been critical to humanity since the cave dwellers first used wood to cook their food and stay warm at night. Ancient forms of bioenergy— firewood and cow dung patties— remain primary fuel sources for rural and poor people. New sources of bioenergy including “black liquor”, biodiesel, cellulosic ethanol and many more, have great promise and generate great controversy. This book gives an overview of bioenergy developments and examines the main issues and possible socioeconomic implications of these developments and their potential impacts on land use and the environment, especially with respect to forests. The paper presents an introduction to bioenergy, provides a background and overview of solid biomass and liquid biofuels, and examines opportunities and challenges at the regional and country level. It also examines potential impacts for specific types of bioenergy. The book does not pretend to be definitive, especially with respect to the controversial interplay of subjects like the impact of bioenergy on food prices, but it does try to suggest the tradeoffs that need to be examined in considering bioenergy policies, and it has five main findings: n Solid biomass will continue to provide a principal source of energy and should not be overlooked. n There will be major land use implications resulting from bioenergy developments. n It is critical to consider tradeoffs, including those related to poverty, equity and the environment, when considering bioenergy policies. n There is considerable potential for greater use of forestry and timber waste as a bioenergy feedstock. n The climate change impacts of bioenergy development are uncertain, and highly location and feedstock specific. Bioenergy has been critical to humanity since the cave dwellers first used wood to cook their food and stay warm at night. Ancient forms of bioenergy— firewood and cow dung patties— remain primary fuel sources for rural and poor people. New sources of bioenergy including “black liquor”, biodiesel, cellulosic ethanol and many

more, have great promise and generate great controversy.

The book does not pretend to be definitive, especially with respect to the controversial interplay of subjects like the impact of bioenergy on food prices, but it does try to suggest the tradeoffs that need to be examined in considering bioenergy policies, and it has five main findings:

n Solid biomass will continue to provide a principal source of energy and should not be overlooked.

n There will be major land use implications resulting from bioenergy developments.

n It is critical to consider tradeoffs, including those related to poverty, equity and the environment, when considering bioenergy policies.

n There is considerable potential for greater use of forestry and timber waste as a bioenergy feedstock.

n The climate change impacts of bioenergy development are uncertain, and highly location and feedstock specific.

World development report 2008Agriculture for DevelopmentWorld Development Report 2008: Agriculture for Development provides in-depth analysis on the differing agriculture-for-development agendas in three distinct worlds: agriculture-based countries, transforming countries, and urbanized countries. In each, the agenda differs in pursuing sustainable growth and reducing poverty. It serves to guide governments, development agencies, and agricultural organizations on designing policies and decision-making processes most suited to each country’s economic and social conditions. And finally, it identifies areas for investment and recommendations on implementation of policies that will positively affect the rural poor, the environment, and encourage private agribusiness investment.Paperback. distortions to AgriculturAl incentivesA Global Perspective, 1955-2007Edited by Kym Anderson and associates

The fifth and last volume in the series focuses on distortions to agricultural incentives from a global perspective. It brings together the first-ever comprehensive and consistent set of estimates of the changing extent of those distortions over the past half-century. Also provided are analytical narratives of the evolution of farm versus non-farm policies in each of dozens of countries, covering in aggregate around 90 percent of agricultural output and 95 percent of the world economy. Such a comprehensive coverage exposes also the different degrees to which the key agricultural product markets have been and still are distorted. The book concludes with new estimates of the effects of reforms since the early 1980s and of current policies – agricultural vs industrial – on such things as global goods markets, national economic welfare, and net farm incomes in all the major developing and high-income countries.A COPUBLICATION WITH PALGRAVE MACMILLAN UK*TRAdE ANd dEVELOPMENT SERIES

At loggerheAdsAgricultural Expansion, Poverty Reduction, and Environment in the Tropical ForestsThis book seeks to describe ways to reconcile pressures for agricultural expansion in the tropics with the urgent needs for both forest conservation and poverty alleviation. It diagnoses the causes and impacts of forest loss and the reasons for the association of forests with poverty. It looks at how policies, modulated by local conditions, act simultaneously on deforestation and poverty – creating tradeoffs or complementarities, depending on the situation. The report brings to the surface problems that impede adoption of favorable policies, describing institutional and technological innovations that might help to overcome these impediments.POLICy RESEARCH REPORT

sustAinAble lAnd mAnAgement for climAte chAnge mitigAtion And AdAptAtionThe objective of this book is to show that sustained investment in sustainable land management (SLM) practices is good business for adaptation to and mitigation of climate change. SLM is local, and efforts to adapt to climate change must also be local and site-specific to be successful. Hence the report is aimed at highlighting SLM’s potential contribution to climate change adaptation and mitigation in developing countries. The report demonstrates that the need to scale up SLM investments is good not only for land, but for climate action as well. It further synthesizes the SLM-related adaptation and mitigation win-wins while noting the crucial on-the-ground operational trade-offs.ENVIRONMENT ANd dEVELOPMENT SERIES

Agribusiness And innovAtion systems in AfricABy Kurt Larsen, Ronald Kim, and Florian Theus

This book examines how agricultural innovation arises in four African countries—Ghana, Kenya, Tanzania, and Uganda—through the lens of agribusiness, public policies, and specific value chains for food staples, high value products, and livestock. Determinants of innovation are not viewed individually but within the context of a complex agricultural

innovation system involving many actors and interactions. The volume is based on qualitative interviews with agribusiness representatives that were designed to shed light on their experiences on public policies that either enhances or impedes innovation in Africa’s agriculture sector. It will be of interest to policymakers, agribusiness leaders, farmer organizations, NGOs, and researchers.June 2009. 240 pages. Stock no. D17944 (ISBN: 978-0-8213-7944-8). US$35

Developing countries have much greater leverage in the Doha Round negotiations, due at least in part to their large and growing share of world trade. Nonetheless, it remains to be

seen whether this influence will be translated into a final agreement that is truly more development-friendly. This volume takes up select issues of importance to developing countries, including the implications of the concept of the “multifunctionality” of agriculture, the impact on market access of sanitary and phytosanitary regulations, the role of special and differential treatment for developing countries in the negotiations, and what lessons can be learned from previous trade reform experiences.November 2006. 340 pages.
