Euphrates River to Be Dried Up üIn revelatIon 16:12, the bIble predIcts that the euphrates rIver wIll be drIed up to prepare the way for the kings of the East to invade Israel. This will happen at the time of the battle of Armageddon according to verse 16 of the same chapter. The battle of Armageddon will be the final battle at which time Jesus will return and fight on the side of the nation of Israel. Immediately thereafter He will establish his kingdom and usher in His one-thousand year reign of peace. On January 13, 1990, the Indianapolis Star carried the headline “Turkey Will Cut Off Flow of Euphrates for One Month.” The article stated that a huge reservoir had been built by Turkey. While filling up the reservoir, the flow of the Euphrates would be stopped for one month and a concrete plug for a diversion channel built. These things have now been done. With this newly built dam, Turkey has the ability to stop the Euphrates River at will. The conditions for fulfilling this 1,900 year-old prophecy are now in place.

China Goes to War üIn revelatIon 9:15-16, the bIble prophesIes that an army of 200 mIllIon soldIers wIll launch a war which will kill “the third part of men.” Never in the history of the world until our present generation has there been a power on earth that could field 200 million soldiers. However, the late ruler of China Mao Tse Tung boasted in his diary that he could field an army of 200 million. The CIA World Factbook reported that, in the year 2001, it was estimated that China had 200,866,946 men of military age and that this number is growing by 10 million per year.

Worldwide Numbering System Predicted üIn revelatIon 13, the bIble prophesIes that a world dIctator wIll soon rule over a world government. He will cause all people on the earth to receive a number without which they will be unable to buy or sell. We are seeing this prophecy fulfilled before our eyes in a most astonishing way. Nearly every human being in the world has now been assigned a number. In America, it is our Social Security number. In the past few years, we have seen this number extended to newborns. A child without a Social Security number cannot be declared as a dependent on an income tax return. We have seen the emergence of electronic money, shopping with credit cards, and many people actually urging the abolishment of cash. All of these things could not possibly have been fulfilled until this present time. Only after the invention of the computer could such a worldwide numbering system be administered.

The Emergence of a New World Order ürevelatIon 13:7 and danIel 7:23 prophesy the establIshment of a world government. The term “New World Order” has become a prevalent phrase in the world’s political culture. Mikhail Gorbachev made the term famous, and Pope John Paul II referred to it repeatedly. In the September 12, 1990 issue of the Chicago Tribune, our former president George Bush said, “Iraq is the first test for the New World Order.” He emphatically stated that the Iraq War was Saddam Hussein against the world. The United Nations’ troops are continually referred to as the multi-national forces. The decision has been made to establish an interdependent community of nations that will rule the world under United Nations authority. The Bible says that this will lead us into a great world government. The formation of this government is at hand.

Coincidence or Divine Providence? üIs It coIncIdental that all of these major prophecies pertaining to the last times are being fulfilled simultaneously? Hardly!

wHAT IS endtime? In 1968, Irvin Baxter Jr. discovered the United States and other modern nations in the Bible. He also found the Berlin Wall in the Bible and that one day it was to be torn down, re-uniting Germany, and that event would be the catalyst to spark an international movement called the “New World Order.” These things have now come to pass. Irvin Baxter Jr., a Pentecostal minister, began Endtime ministries in 1986 when he wrote A Message For The President, a book explaining the major prophecies of the Bible which he had been teaching since 1968. After the fall of the Berlin Wall, prophetic fulfillment accelerated rapidly. The decision was made to launch Endtime magazine. The purpose of the magazine is to explain the prophecies of the Bible and to show that they are now being fulfilled in intricate detail. The speeches from the world’s heads of state went on continuously for three solid days. After it was over, I found myself assessing what really took place. How was the world different after September 16th than before September 14th? Months

had been poured into negotiating the Outcome Document that would be adopted by the nations of the world at the Summit. The goals set for the meeting by Kofi Annan and the UN staff were far-reaching. Annan’s Goals:

§ Every developing country should adopt and implement by 2006, a comprehen-sive national strategy to achieve the Mil-lennium Development Goals (MDGs) by 2015; and mobilize all its resources behind that strategy. § Developed nations should donate .7% of their Gross Domestic Product to de-veloping nations annually. § For the longer term, other innovative sources of finance (Editor’s note: a glob-al tax) must be considered.

§ Sign a comprehensive convention on terrorism.§ Stop and reverse nuclear proliferation.§ Establish a Peacebuilding Commission.

Embrace the principle of the “Respon-sibility to Protect.” This would provide for collective action against genocide, ethnic cleansing and crimes against hu-manity. If national authorities are unable or unwilling to protect their citizens, the responsibility then shifts to the interna-tional community; and that, in the last re-sort, the UN Security Council may take enforcement action according to the UN Charter.

§ Revitalize the UN General Assembly by adopting a comprehensive package of reforms.§ Make the Security Council more broadly

representative of the international community as a whole, as well as of the geopolitical realities of today.§ Create a new Human Rights Council to replace the present Commission on Human Rights, which has largely been discredited.

Though some observers painted World Summit 2005 as a failure, the fact is, all of the above goals were agreed to, ex-cept for two.

Annan described as “most precious” the clear acceptance by all UN members of collective responsibility to protect civilian populations against genocide, war crimes and crimes against humanity through the Security Council when local authorities are failing. (Editor’s note: This opens the door for violation of national sovereignty in other instances as well.)

No progress was made toward halting nuclear proliferation, and the terms of UN reform could not be agreed upon. Annan was especially disappointed by the failure to reach agreement on the subject of nuclear non-proliferation. He warned, “…this summit may come to be remembered only for its failure to halt the unraveling of the non-prolifera-tion regime—and its other real successes would then indeed be overwhelmed.” All in all, World Summit 2005 was a huge leap forward for globalization and world government. ¨

* “HOly ROMAN” ANTICHRIST I heard you say the other day the Anti-christ will come from the “new Holy Roman Empire.” Would you please tell me what/where that is? Thanks.—Kathie Redel | Jefferson City, MO

Reply| It will actually be a “revived” Holy Roman Empire. The Holy Roman Em-pire was born in 800 AD when Pope Leo III placed a crown on the head of Char-lemagne, pronouncing him the Emperor of the Holy Roman Empire. For the next 1,000 years, the Holy Roman Empire ruled in Eu-rope. During that time, it was always led by Europe’s strongest political leader and its strongest religious leader—the Pope. The Holy Roman Empire is being recreated right now in the European Union. Present-ly, 25 nations are in the EU. The Antichrist and the False Prophet will soon arise in at least part of Europe. This will be the revival of the Holy Roman Empire.

* SAlvATION IN THE MIllENNIUM I was listening to a program and their guest has a web site about ancient documents.

He was saying that the Antichrist would be the one that would make the deal for the temple to be rebuilt. Is this possible?

Also, when the Lord returns to the earth and reigns for one thousand years, are people going to be able to repent and be saved during this thousand years? This does not seem fair. (Could it be that) peo-ple will take a chance, and wait, and still be able to be saved during the Lord’s thou-sand-year reign?—David Green

Reply| The Bible does not specifically say that the Antichrist will make a deal for the rebuilding of the temple. It says that the Antichrist will confirm a covenant with Israel. This covenant will affirm Israel’s right to exist as a nation in the land of Is-rael. Whether this confirming includes any-thing about the building of Israel’s Third Temple is only a matter of speculation.

Concerning salvation in the millennium, the Bible is not clear. We know there will be some form of salvation because there will be people born throughout the thousand years. What salvation will be like when Sa-tan is bound during this time is not explic-itly described in the Bible. We can be sure of one thing: However it works, it will be fair. We know this because God is just and fair in all of His ways.

* THE “ROADMAP” COvENANT? Daniel said that the Antichrist will con-firm a covenant with many for one week. To my knowledge, there is no mention of the “Roadmap for Peace” being a seven-year treaty. On the other hand, there are two covenants set to be confirmed in 2007 between the EU and Israel that are, in fact, seven-year treaties.

If the Roadmap is not a seven-year trea-ty, it does not fit the scripture. I read that the last attempt at the Roadmap was a three-year plan. I can’t find any information as to the timeline on the current attempt to implement the Roadmap.

If it is not a 7-year treaty, then it is not

the one spoken of by Daniel. If you con-vince your audience that this is it and you turn out to be wrong, then, when the real confirmation of the covenant takes place in a couple of years, no one will believe you. Please check it out and, if it is not a seven-year covenant, then say so on your program. It’s so important.—Nancy Storm

Reply| The prophecy merely says the covenant will be confirmed for seven years. It does not say that it will be “labeled” as a seven-year agreement. In my opinion, if the “Roadmap for Peace” becomes the basis for policy between Israel and the world community, and this continues for seven years, then it would qualify as the confirmation of the covenant.

At the same time, let me emphasize that I do not yet know whether the Road-map is the prophesied confirmation of the covenant. It contains all of the required el-ements, from all I can see, but I am not yet willing to say absolutely that the Roadmap is the confirmation.

* THE NEw ROMAN EMPIREIs there any follow up info regarding the article about Charlemagne and the new Roman Empire? I thought it was interest-ing that the article was written in 2000. It talked about the possibility that the next pope might be corrupt, or involved with the new Roman Empire that one German official wants as a new German Holy Ro-man Empire. What are some thoughts about the new pope being German? I had reservations and an uneasy feeling about him when he was put in. I chalked it up to unfamiliarity and that he is new—not to mention the fact that I am a Mormon and

Reply| The new pope, Benedict XVI, is German, as you pointed out. Germany has been the center of the Holy Roman Empire since 800 AD. Benedict XVI is emphasizing in many of his speeches the need for a Eu-ropean spiritual reawakening. St. Benedict, whose name the new pope chose to reign under, was declared the patron saint of all of Europe by Pope Paul VI.

All of this is very interesting, since the Bible prophesies that the Holy Roman Empire will soon be revived in Europe. The Antichrist will rise to power there. This will be accomplished through an alliance with the pope who reigns at the time. Since we are very close to the rise of the Antichrist, the possibility of the new pope being the religious partner to the Antichrist, as prophesied in scripture, is very interesting. Because Pope Benedict XVI is 78 years of age, it appears unlikely that he will fulfill the prophesied role of the False Prophet, although it is not impossible. The next pope would seem to be a more likely candidate.

* TwO-HORNED bEASTWhat if the two-horned beast of Revelation 13 is the coalition of Great Britain and the United States? Horns represent kings or kingdoms. Both countries are supposed to be Christian, but we know how corrupt they have become. It looked like a lamb and spoke like a dragon. If we participate with the national ID act coming up in the U.S., are we taking “the number of his name?” Could this number be the number of the nation or a national ID? If so, we could be closer than even you all think. Thanks.—Todd

Reply| The two-horned beast of Revela-tion 13 is not Great Britain and/or the Unit-ed States. It is the False Prophet. We know this because Revelation 13:13-14 says that the two-horned beast will do great mir-acles and wonders and that he will deceive those who dwell on the earth by the means of those miracles which he had the power to do. Revelation 19:20 tells us that it was the False Prophet that performed miracles before the Antichrist and deceived the peo-ple on earth by those miracles that he had the power to do.

* THE DElUSIONAl ANTICHRISTI listened to an archived broadcast of Politics and Religion. Thank you for making those programs available for download. I am as-suming that I can put them on a CD and use it for ministry purposes. There was a caller who asked if the Antichrist was at the UN World Summit. Your response was basically that he would either be there, or be fully aware of what was discussed. My question is this: Does the Antichrist know who he is, or will there be a particular time when Sa-tan will possess the individual? How does that work? Thanks for a great ministry. —Matt Lenz

Reply| The Antichrist will probably not see himself as the Antichrist. He is more likely to entertain fantasies of being the real Christ. He will at least come to see himself as a messianic figure to some degree. The Antichrist will be revealed at the time of the abomination of desolation, according to II Thessalonians 2:3–4. This coincides perfectly with Satan being banished from heaven and being confined to the earth, (Revelation 12:9–14). This occurs three and one-half years before Armageddon.

There are reasons to believe that Satan will personally possess the Antichrist at the time of his casting down. This will then trig-ger the 3.5 years of the great tribulation.

* CHINESE wARI found an issue of your magazine that predicted a basic time of a Chinese war. Yet time passed and a Chinese war never happened. What do you have to say about that? What if China is not the country of the 200 million man army? The Bible does not say exactly what nation it is, does it?—Kakarauta

Reply| I’m not sure exactly what you mean when you say we predicted a basic time for a Chinese war. We have never said that a Chinese war will happen at a par-ticular time. We have never even said for sure that the 200 million man army will be Chinese. It is true that war with China has seemed imminent a few times because of statements the Chinese government itself has made. It is also true that the 200 mil-lion man army certainly appears to come from China, since China specifically boast-ed she could field an army of 200 million.

There are two other potential 200 million man armies on earth today. One of them is India. It does not seem likely that India will fulfill the prophecy. The other is the Muslim world. Islam claims the same population as China—1.3 billion. Since Islam is the princi-pal force behind international terrorism, it cannot be totally disregarded. However, the Muslims are not unified and do not appear to have the military wherewithal to fight a war that will kill two billion human beings. Because of these factors, I think China will probably be the source of the 200 million man army, but I am not positive. ¨

6TH TRUMPET | Russia joined China in war games.Chinese and Russian military forces con-ducted a joint naval blockade and amphibi-ous landing, an exercise involving nearly 10,000 personnel. The blockade involved guided missile destroyers and jet fighters, a joint amphibious landing by air force and marine paratroopers and a forced evacu-ation. The Chinese state press said the exercises took place against the backdrop of “the fight against terrorism, separatism and extremism,” but experts said the drills were most likely aimed at Taiwan, which China considers part of its territory. Will Russia join China in a future confrontation with the U.S. over Taiwan?

6TH TRUMPET |Was China warning u.s.?According to defense and intelligence offi-cials, the joint Chinese and Russian military exercise conducted recently was meant as a political signal to the United States. The U.S. was not invited to observe the war games - a sign of the anti-U.S. nature of the exercises. The eight day exercises were dubbed Peace Mission 2005 and involved troops who will fight “terrorists” in a simu-lated regional conflict. Since China defines terrorism as including “separatists,” U.S. intelligence officials think the exercises are directed at Taiwan, which Beijing views as a breakaway province, and the United States, which has vowed to protect Taiwan.

6TH TRUMPET | 70% chance u.s. will get nuked.According to an article in USNews.com, the Senate Foreign Relations Committee suggested that there is a very high—sev-enty percent—probability of a successful terrorist attack within the next ten years with weapons of mass destruction. For-mer Secretary of Defense, William Perry, has put the odds of a nuclear attack in the next five years at fifty percent.

6TH TRUMPET | Rumsfeld told China to fess up.In his first trip to China, U.S. Defense Sec-retary Donald Rumsfeld warned leaders there to be more open about that nation’s escalating military build-up. He also ad-monished them to expand political free-doms for its citizens and to participate more in global affairs. The Pentagon ac-cuses China of trying to tip the balance of power against Taiwan to halt indepen-dence efforts there. President George W. Bush will go to China in November for further talks. 6TH TRUMPET | u.s.-built destroyers are beefing up Taiwan’s Navy.Taiwan’s naval defense capabilities against rival China will be boosted after two Kidd-class guided missile destroyers join the is-land’s forces. The destroyers on order were due to leave the U.S. in early November. Two other U.S.-built Kidd-class destroy-ers are expected to join the navy next year. Taiwan acquired the four destroyers as part

of an arms package approved by U.S. Pres-ident George W. Bush in 2002.

6TH TRUMPET | Javier solana, Eu want China to have more arms.The EU is determined to lift a 16-year-old arms embargo against China. The U.S. strongly opposes lifting the embargo, say-ing that could threaten Taiwan and U.S. forces in Asia. The embargo was imposed after China’s leaders sent tanks and troops to crush demonstrations in Tiananmen Square in 1989. EU foreign policy chief Javier Solana said EU countries are still de-bating when and how it might be lifted. 6TH TRUMPET |World has stockpiles for 300,000 nuclear bombs.According to the latest scientific assess-ment of countries’ nuclear stockpiles, the world has made enough explosives for more than 300,000 nuclear bombs. Stores of plutonium are growing, and there are new dangers from two lesser-known nucle-ar explosives. Experts worry that terrorists could steal enough to trigger a nuclear ca-tastrophe.

6TH TRUMPET |The Pentagon is gearing up for a nuclear strike.The Pentagon has drafted a revised doc-trine for the use of nuclear weapons that allows commanders to request presidential approval to use them to preempt an attack by a nation or a terrorist group using weap-ons of mass destruction. The draft would also allow the option of using nuclear arms

to destroy known enemy stockpiles of nu-clear, biological or chemical weapons. 6TH TRUMPET |North Korea will abandon nuclear weapons if u.s. gives them a reactor.The United States, North Korea and four other nations participating in negotiations in Beijing signed a draft accord in which North Korea promised to abandon efforts to produce nuclear weapons and re-admit inspectors. 6TH TRUMPET | u.s. wants Russia to stop cooperating with nuclear Iran.The United States is calling for governments who are involved in nuclear projects in Iran to immediately freeze those projects. Although not mentioned by name, the message was aimed at Russia. The U.S. Assistant Secretary of State for Arms Control said nations should tighten their policies following recent findings by the International Atomic Energy Agency where Iran failed to convince the international community that its nuclear program was entirely peaceful.

EU wATCH | Eu Troops practice protecting ‘an oil-rich country.’About 3,000 soldiers from France, Bel-gium and Germany took part in an exercise dubbed OAPEX 2005. They tested a scenar-io in which the European forces are flown in with armored vehicles and a UN mandate to battle an enemy invading an oil-produc-ing nation. According to a French military spokesman, their aim is to look at situations that already exist. He did not say what coun-try the exercise was modeled on; explaining only that it was a country which has oil fields and is attacked by another country.

EU wATCH | blair wants Turkey to join the Eu.Prime Minister Tony Blair said in an inter-view with Turkey’s Hurriyet newspaper, “I sincerely believe that EU membership is Turkey’s future.” The Minister for Europe, Douglas Alexander, said that integrating Turkey into the EU “would help us tackle many of the most difficult problems that we face in the modern world.” Turkey would be the most Islamic of all EU members.

on how to get the EU out of its impasse, predicting there would be an initial treaty next year potentially containing all points of the constitution that are not considered disputed. Twenty five parliaments would have to ratify it.

EU wATCH | .eu internet registration has begun.After more than seven years of prepara-tion, European companies and individu-als now have .eu internet domain names. Companies with registered national and EU trademarks, public bodies and those with rights acquired by use now have the right to gain the domain name equivalent to their trademark.

EU wATCH | Eu Commission wants immigrants to take loyalty oath.Attempting to harmonize member states’ rules, the Commission called upon mem-ber states to adopt stricter common rules governing the return of illegal immi-grants and failed asylum seekers to their home countries. EU justice commissioner, Franco Frattini, suggested that immigrants swear an oath “of faithfulness” to Euro-pean values.

Germany gets a woman Chancellor — Merkel.German Chancellor Gerhard Schroeder relinquished his grip on power and Angela Merkel became the first female leader of Europe’s biggest economy. Merkel leads a coalition government of her Christian Democrats and his Social Democrats, an al-liance last seen in the 1960s. Their first task is to revive the country’s battered economy.

MARK Of THE bEAST|babies are getting RFID tags.An advanced system has been imple-mented for baby safety in the pediatrics and mother-baby units of Michigan’s Crit-tenton Hospital Medical Center. A baby is matched with its own mother when brought to a room from the nursery and only au-thorized individuals move a baby through the units. Called the “Hugs and Kisses” infant protection system, manufactured by VeriChip, this tracking technology involves a tiny RFID (radio-frequency identifica-tion) radio transmitter worn on the baby’s ankle. The wireless system monitors the exact location of the infant in relation to an electronic floor plan that is observed by hospital staff. In addition to matching ba-bies with their mother, the system will help prevent abduction of an infant, a problem resulting in more than 100 abductions from healthcare facilities in the past 22 years.

The Depart-ment for Transport said the technology will be investigated for its “anti-crime and anti-fraud” potential. Starting this fall, the police will also be using automatic number plate recognition technology to identify and prosecute drivers without insurance.

Businesses are skeptical of the proposed benefits and the cards’ ability to tackle terrorism. When the LCC last polled its member companies on ID cards two years ago there was over-whelming support, but that has now plum-meted with only 26 per cent of company directors now believing the introduction of ID cards would benefit their business.

Mas-terCard International’s PayPass credit card lets customers make purchases by tapping or waving the card in front of terminals attached to cash registers. The new card uses a wireless RFID chip to transmit data to a terminal to make a transaction com-plete without having a store clerk present. Citibank, KeyBank, MBNA Corp. and GE Consumer Finance are now issuing the PayPass cards, and over 20,000 merchant locations nationwide including McDon-alds, 7-Eleven and Regal Entertainment Group theatres will accept the card, ac-cording to MasterCard.

MIDDlE EAST | Palestinian Terrorists threaten to kill ariel sharon.A spokesman for the terrorist groups Hamas, Islamic Jihad, and Al Aqsa Martyrs Brigade threatened to kill Israeli Prime Minister Ariel Sharon. “The first and foremost goal is to kill Sharon,” Mohamed Abdel-Al told John Batchelor on ABC radio. An unexploded missile was found on Sharon’s ranch by the Israeli Defense Forces. “If there is need, Tel Aviv, Jerusalem and everywhere in Israel can become our target,” Abdel-Al told Batchelor and WorldNetDaily’s Jerusalem Chief Aaron Klein in mid-October.

MIDDlE EAST | Israeli Court approves Jewish prayer on the Temple Mount.For the first time since 1976, Jews may pray on the Temple Mount, according to a ruling on October 17. The High Court of Justice reversed a 30-year ban against Jews

visiting the Temple Mount. According to the ruling, prayers must be completed be-fore 9 AM local time, to prevent clashes with Moslems who ordinarily gather at the Al Aqsa mosque for prayers about that time. As expected, Arab opinion was riled. Al Jazeera reported that “dozens of Jew-ish extremists” (members of the Temple Mount Guardians), had stormed the Tem-ple Mount and clashed with Moslem guards. The Mosque director predicted dangerous results. Members of Gershon Salomon’s Temple Mount Faithful have also accessed the site, according to Al Jazeera.

MIDDlE EAST | al aqsa cleric condemns arab normalization with Israel.The head of the Al Aqsa Mosque and the Dome of the Rock, Adnan Al-Husseini, told Al Jazeera that Arab and Muslim gov-ernments are “tacitly encouraging Israel to carry out hostile designs against the Al Aqsa mosque.” He blamed countries like Pakistan and Bahrain, who are normalizing relations with Israel, to the increase in Jewish activ-ity on the Temple Mount. On September 2, Hamas leader Mahmoud al-Zahar warned that “Al Aqsa mosque will not be liberated by negotiations, but in a final battle.”

MIDDlE EAST | Israel redraws the roadmap, building quietly and quickly.The Guardian Unlimited says that lack of pressure from Washington and other mem-bers of the Quartet overseeing the “road-map” peace plan is leaving Prime Minister Ariel Sharon free to redraw Israel’s bor-ders. The Israeli military has recently built a crossing without fanfare along with other border posts along the length of the vast new “security barrier” that is enveloping Jerusalem. The 26 foot high wall has been going up quickly while the world’s atten-tion has been focused on Sharon’s removal of Jewish settlers from the Gaza Strip. These de facto border posts are just one element in a web of construction evidently intended to redraw Israel’s borders deep inside the Palestinian territories and secure all of Jerusalem as Israel’s capital.

MIDDlE EAST | uN undersecretary says Israel must stop building wall.In an October 20 UN Security Council meeting, Ibrahim Gambari, UN Undersec-retary-General for Political Affairs called for Israel to “halt all settlement and barrier construction (Apartheid Wall) activity on Palestinian land.” He claimed that the wall impedes UN assistance programs in Gaza and the West Bank.

MIDDlE EAST | bush held unscheduled meeting with Palestinian officials.President George W. Bush reportedly held an unscheduled White House meeting

with aides of Palestinian leader Mahmud Abbas. The surprised Palestinian officials were summoned to the White House to meet with the president. “I was absolutely surprised,” said Diana Buttu, a legal adviser to Abbas. “They said, ‘The president wants to see you,’ and I said, ‘The president of what?’ ” Normally, such meetings take weeks in setting up. In the meeting Bush was very reassuring to the Palestinian del-egation, telling them Abbas was a strong leader who made tough decisions. Buttu confronted Bush with complaints about an Israeli settlement that might hinder the Palestinian’s march to statehood, but Bush replied: “Don’t worry. I have some political sway with Israel and will use it if need be.” MIDDlE EAST | Pa: abbas-sharontalks delayed, may take place in November.A planned summit between Prime Minister Ariel Sharon and Palestinian leader Mah-moud Abbas has been postponed till early November. He said there had not been enough preparation for the summit.

MIDDlE EAST | Washington hints at striking syria.The U.S. is keeping “all options” open if Syria doesn’t change its approach with Iraq. American Ambassador to Iraq Zal-may Khalilzad said that Damascus is the “number one offender” in the Middle East region working to impede the success of Iraq. President George W. Bush said that Syria is allowing “terrorists” to use its ter-ritory for training exercises and permit-ting them to transit across Syria into Iraq. Khalilzad warned “our patience is running out” and Syria’s approach towards Iraq “will be dealt with” and “all options are on the table.”

David Hendon, the Department for Trade and Industry’s director of business relations, was representing the UK government and European Union in Geneva when he ex-plained that the EU had decided to end the U.S. government’s unilateral control of the internet and put in place a new body that would run this revolutionary communica-tions medium. Henson was speaking at the third and final preparatory meeting for next month’s World Summit on the Infor-mation Society.

Bush said that the United States is ready to elimi-nate all tariffs, subsidies and other barriers to free flow of goods and services as other nations do the same. It is a huge and revo-lutionary proposal. All goods would flow freely throughout all nations. It is poten-tially the basis for a one-world economy.

wORlD gOvERNMENT | Putin, blair agree on Terror cooperation.Prime Minister Tony Blair showed Russian President Vladimir Putin the underground command center where he coordinates Britain’s response to disasters and emer-gencies. Putin is the first foreign leader to be invited to the COBRA meeting room. COBRA is an acronym for Cabinet Office Briefing Room A. Putin and Blair issued a joint statement saying they had resolved to continue to strengthen their partnership by increasing practical cooperation between their security agencies.

20 raid in the Hebei Province. Observ-ers speculate that the upcoming visit to Beijing, China of President Bush on No-vember 19th may be cause for the Chinese government to make a political statement against the huge house church movement. The communist government requires all religions to register with the state. It per-secutes unregistered house churches, es-timated to include one hundred million members nationwide.

The Bill already passed the House of Com-mons and is a step away from becoming British law. Opponents of the bill stated that the Bill was badly drafted with obvious flaws in the wording – something extremist groups will be sure to exploit and threat-en freedom of speech. Home Secretary Charles Clarke stated that it will only pun-ish extreme behavior and will absolutely not prevent religious preaching or religion-focused comedy. Rev. Katei Kirby, the Af-rican and Caribbean Evangelical Alliance (ACEA) Chief Executive said, “It affects people’s freedom to discuss and to critique anything because it might upset or offend somebody else and that is very serious.”

wORlD RElIgION |Pope warns of DIY religion. Pope Benedict XVI, addressing nearly one million young pilgrims outside Cologne, Germany, said that while God is being for-gotten, there is yet a boom in religions. He warned that do-it-yourself religion cannot ultimately help people.

wORlD RElIgION |Catholic Church says the bible is not always true.The hierarchy of the Roman Catholic Church has published a teaching docu-ment that says some parts of the Bible are not actually true. The Catholic bishops of England, Wales and Scotland are warning that people should not expect “total accu-racy” from the Bible. The document, called The Gift of Scripture, says, “we should not expect to find in Scripture full scientific ac-curacy or complete historical precision.” The document shows how far the Catholic Church has come since the 17th century, when Galileo was condemned as a heretic for flouting a near-universal belief in the divine inspiration of the Bible.

wORlD RElIgION |u.s. wants Pope immune from abuse suits.The U.S. government told a Texas court that Pope Benedict XVI should be given immunity from a lawsuit accusing him of conspiring to cover up sexual molestation of three boys by a seminarian. Assistant U.S. Attorney General Peter Keisler said, as pope, Benedict XVI enjoys immunity as the head of a state - the Vatican. He said that allowing the lawsuit to proceed would be incompatible with U.S. foreign policy interests.

wORlD RElIgION |lawmakers wanted gay marriage, but arnold vetoed it.California lawmakers became the first in the United States to legalize same-sex mar-riage. The legislators in California voted to amend the state’s family code. The 41-35 vote was along party lines, with no Repub-licans supporting the bill. The measure went to Governor Arnold Schwarzeneg-ger, a Republican, who vetoed the bill, which did not pass with enough votes to override a veto. Democrats now want to retake the governor’s office and pass gay marriage by 2008. ¨

Security was locked down tight. Without a pre-ap-proved security clear-ance, you could not get within two blocks of

the United Nations building in New York. No wonder! Imagine one hun-dred fifty-three heads of state all under one roof. It was a terrorist’s dream! A Coast Guard response boat was anchored in the East River guarding the eastern side of the UN building. Every possible access route was heavily guarded. 4,000 armed po-lice were on duty. A no-fly zone was strictly enforced in the skies above the UN headquarters. Even with UN-approved journalistic creden-tials, we were subjugated to security checkpoint after security checkpoint.

SO, wHAT wAS IT All AbOUT?World leaders had come together five years ago at the Millennium Summit. Their stated purpose was to insure that the world would live in peace and security as it entered the twenty-first century. At World Summit 2000, world leaders adopted the Millen-nium Declaration. It consisted of a set of eight goals called Millennium Development Goals (MDGs). It was believed that, if these goals could be achieved by the world community,

world peace and harmony could be realized.

World Summit 2005 was a follow-up to the Millennium Summit 2000 and was designed to measure the achieved progress toward the Mil-lennium Development Goals, as well as inspire new impetus toward their fulfillment.

wHy wAS IT SO IMPORTANT?What urgent business could influ-ence 153 national leaders out of 191 nations on earth to leave their demanding schedules to converge upon the UN for three days?

It was all about global governance. How is the world going to be run in the turbulent times just ahead, and who is going to run it?

When we say global governance, what we really mean is global gov-ernment. Oh, by the way… “global” means “world”, so what we really are talking about here is world govern-ment. World Summit 2005 was one more step in the relentless, determined journey toward world government.

the threat of international epidemics are all used to argue for the necessity of international law. International law re-quires international enforcement, thus we must have a World Court. Interna-tional solutions to international prob-lems all require financing; consequent-ly, this necessitates the World Bank and the International Monetary Fund. The fear of international epidemics man-dates the need for the World Health Organization.

By now you get the picture. Block by block, we have been witnessing the building of a complete new level of gov-ernment—international government.

Functions that have, until now, been responsibilities of national leadership are quietly being shifted to the global level. This revolution presently under-way is called globalization.

wHAT’S wRONg wITH THIS PROCESS? Once governmental structures are set up at the global level, international politicians inevitably start believing it is their responsibility to resolve conflicts among nations. The first method of conflict resolution is diplomacy, which most people do not object to. Howev-er, when diplomacy fails, the next op-tion is economic sanctions, which can dramatically impact the well-being of a nation. When all else fails, military ac-tion is the choice of last resort.

Economic sanctions and military force are both methods of coercion used to force nations to submit to global government structures. The UN charter provides for these courses of action. Obviously, the United Nations was designed from the beginning to be a world government.

Until recently, however, the world governmental functions of the UN were limited to settling disputes be-tween nations. Within the last ten

years, the UN has been expanding its authority to intervene in the internal affairs of nations, knowing all the time that these violations of national sover-eignty were beyond the authorizations of the UN charter. The rationale for this expansion of powers has been to accuse nations, sometimes legitimately, of genocide, crimes against humanity or war crimes.

wORlD SUMMIT 2005 STRENgTHENED wORlD gOvERNMENTAlthough it was reported that some of the goals of the 2005 Summit were not achieved, a huge leap into world gov-ernment was made. Kofi Annan was ecstatic that the nations enshrined into the official document of the Summit the right to intervene in the internal af-fairs of nations. The right was clearly declared in the Outcome Document that was adopted by the Summit. The exact text of the alarming Section 139 of the document follows:

139. The international community, through the United Nations, also has the respon-sibility to use appropriate diplomatic, hu-manitarian and other peaceful means, in ac-cordance with Chapter VI and VIII of the Charter, to help protect populations from genocide, war crimes, ethnic cleansing and crimes against humanity. In this context, we are prepared to take collective action, in a timely and decisive manner, through the Se-curity Council, in accordance with the UN Charter, including Chapter VII, on a case by case basis and in cooperation with rele-vant regional organizations as appropriate, should peaceful means be inadequate and national authorities manifestly failing to protect their populations from genocide, war crimes, ethnic cleansing and crimes against humanity. (Chapter VII of the UN Char-ter is the chapter that authorizes the use of force against nations by the UN.)

Being able to use the charge of geno-cide to threaten national rulers is sure to keep them bowing to the whims of the world community. Since the charge of genocide is being broadened to include any supposed discrimina-tion against homosexuals, it is easy to see where this is heading. The UN has now created the International Criminal Court to try individuals, even heads of state, for these categories of crimes.

So why did 153 heads of state make their ways to the UN for World Sum-mit 2005? Because they understand we are moving further and further into world government, and they wanted to have a voice.

Ladies and gentlemen: It was all about world government! ¨

The speeches droned on for three solid days. Every head of state from 153 nations was allotted five minutes in

the UN podium. Most exceeded that limit. Delegates typically wandered around on the General Assembly floor as the speeches were made, and whispered conversations betrayed the insinuated pomp and circumstances. Many of the speeches were clearly being ignored.

Five minutes before he was to step to the podium, Ariel Sharon rose up quietly from his seat beside his Deputy Prime Minister Shimon Perez and his Foreign Minister Silvan Shalom and slowly traipsed his way behind the stage with what appeared to be an arthritic limp.

As the preceding speaker stepped away, the crowd grew conspicuously quiet. Those moving and standing quickly went to their seats. Suddenly, the entire General Assembly hall was transformed into a huge listening ear.

Sharon slowly and deliberately took his place in the podium, shuffling his notes for a moment. “I arrived here from Jerusalem, the capital of the Jewish people for over 3,000 years and the undivided and eternal

capital of the State of Israel.”He could have stopped there, and

gone home. That single statement rumbled through the audience like an aftershock. He had already made the strongest statement that could possibly be made. Any other issues paled by comparison. It’s all about Jerusalem.

Talk about refugees, settlements, fences, terrorists, or anything else that peppers front pages around the world every day. But in the end, it’s all about Jerusalem.

Jerusalem is why Yassar Arafat walked away from so many negotiating tables. It is what has frustrated every politician and negotiator that has ever entered the fray. Israel will never surrender Jerusalem, and the Palestinians will never stand down until they do. The United Nations wants Jerusalem. The Roman Catholic Church wants Jerusalem. The Muslims want Jerusalem. The Jews want Jerusalem.Who will finally get it?

Jesus Christ will. And there will be no lasting peace there until He comes. So when you “pray for the peace of Jerusalem,” as admonished in Psalm 122:6, you are praying for

Messiah to come and save the day. Have no fear. He is on His way.

I arrived here from Jerusalem, the capi-tal of the Jewish people for over 3,000 years and the undivided and eternal cap-ital of the State of Israel.

At the outset, I would like to express the profound feelings of empathy of the people of Israel for the American nation, and our sincere condolences to the families who lost their loved ones. I wish to encourage my friend, President George Bush, and the American people, in their determined efforts to assist the victims of the hurricane and rebuild the ruins after the destruction. The State of Israel, which the United States stood be-side at times of trial, is ready to extend any assistance at its disposal in this im-mense humanitarian mission.

I stand before you at the gate of nations as a Jew and as a citizen of the demo-cratic, free, and sovereign State of Isra-el, a proud representative of an ancient people, whose numbers are few, but whose contribution to civilization and to the values of ethics, justice, and faith, surrounds the world and encompasses history. The Jewish people has a long memory, the memory which united the exiles of Israel for thousands of years: a memory which has its origin in God’s

commandment to our forefather Abra-ham: “Go forth!” and continued with the receiving of the Torah at the foot of Mount Sinai and the wanderings of the children of Israel in the desert, led by Moses on their journey to the promised land, the Land of Israel.

I was born in the Land of Israel, the son of pioneers—people who tilled the land and sought no fights—who did not come to Israel to dispossess its residents. If the circumstances had not demanded it, I would not have become a soldier, but rather a farmer and agriculturist. My first love was, and remains, manual labor; sowing and harvesting, the pas-tures, the flock and the cattle.

I, as someone whose path of life led him to be a fighter and commander in all Israel’s wars, reach out today to our Palestinian neighbors in a call for rec-onciliation and compromise to end the bloody conflict, and embark on the path which leads to peace and understanding between our peoples. I view this as my calling and my primary mission for the coming years.

The Land of Israel is precious to me, precious to us, the Jewish people, more than anything. Relinquishing any part of our forefathers’ legacy is heart-breaking, as difficult as the parting of the Red Sea. Every inch of land, every hill and valley, every stream and rock, is saturated with Jewish history, replete

with memories. The continuity of Jew-ish presence in the Land of Israel never ceased. Even those of us who were ex-iled from our land, against their will, to the ends of the earth—their souls, for all generations, remained connected to their homeland, by thousands of hidden threads of yearning and love, expressed three times a day in prayer and songs of longing.

The Land of Israel is the open Bible, the written testimony, the identity and right of the Jewish people. Under its skies, the prophets of Israel expressed their claims for social justice, and their eternal vision for alliances between peo-ples, in a world which would know no more war. Its cities, villages, vistas, ridges, deserts, and plains preserve as loyal wit-nesses its ancient Hebrew names. Page after page, our unique land is unfurled, and at its heart is united Jerusalem, the city of the Temple upon Mount Moriah, the axis of the life of the Jewish people throughout all generations, and the seat of its yearnings and prayers for 3,000 years. The city to which we pledged an eternal vow of faithfulness, which for-ever beats in every Jewish heart: “If I forget thee, O Jerusalem, may my right hand forget its cunning!”

of Israel to the Land of Israel. How-ever, I say this here also to emphasize the immensity of the pain I feel deep in my heart at the recognition that we have to make concessions for the sake of peace between us and our Palestinian neighbors.

The right of the Jewish people to the Land of Israel does not mean dis-regarding the rights of others in the land. The Palestinians will always be our neighbors. We respect them, and have no aspirations to rule over them. They are also entitled to freedom and to a na-tional, sovereign existence in a state of their own.

This week, the last Israeli soldier left the Gaza Strip, and military law there was ended. The State of Israel proved that it is ready to make painful concessions in order to resolve the conflict with the Palestinians. The decision to disengage was very difficult for me, and involves a heavy personal price. However, it is the absolute recognition that it is the right path for the future of Israel that guided me. Israeli society is undergoing a dif-ficult crisis as a result of the Disengage-ment, and now needs to heal the rifts.

Now it is the Palestinians’ turn to prove their desire for peace. The end of Israeli control over and responsibility for the Gaza Strip allows the Palestinians, if they so wish, to develop their economy and build a peace-seeking society, which is developed, free, law-abiding, and transparent, and which adheres to dem-ocratic principles. The most important test the Palestinian leadership will face is in fulfilling their commitment to put an end to terrorism and its infrastructures, eliminate the anarchic regime of armed gangs, and cease the incitement and in-doctrination of hatred towards Israel and the Jews.

Until they do so, Israel will know how to defend itself from the horrors of ter-rorism. This is why we built the security fence, and we will continue to build it until it is completed, as would any other country defending its citizens. The secu-rity fence prevents terrorists and mur-derers from arriving in city centers on

a daily basis and targeting citizens on their way to work, children on their way to school, and families sitting together in restaurants. This fence is vitally indis-pensable. This fence saves lives!

The successful implementation of the Disengagement Plan opens up a window of opportunity for advancing toward peace, in accordance with the sequence of the Roadmap. The State of Israel is committed to the Roadmap and to the implementation of the Sharm e-Sheikh understandings. And I hope that it will be possible, through them, to renew the political process.

I am among those who believe that it is possible to reach a fair compromise and coexistence in good neighborly rela-tions between Jews and Arabs. However, I must emphasize one fact: There will be no compromise on the right of the State of Israel to exist as a Jewish state, with defensible borders, in full security and without threats and terrorism.

I call on the Palestinian leadership to show determination and leadership, and to eliminate terrorism, violence, and the culture of hatred from our relations. I am certain that it is in our power to pres-ent our peoples with a new and promis-ing horizon, a horizon of hope.

As I mentioned, the Jewish people has a long memory. We remember events that took place thousands of years ago, and certainly remember events that took place in this hall during the last 60 years. The Jewish people remembers the dra-matic vote in the UN General Assembly on November 29, 1947, when represen-tatives of the nations recognized our right to national revival in our historic homeland. However, we also remember dozens of harsh and unjust decisions made by the United Nations over the years. And we know that, even today, there are those who sit here as represen-tatives of a country whose leadership calls to wipe Israel off the face of the earth—and no one speaks out.

The attempts of that country to arm itself with nuclear weapons must dis-

turb the sleep of anyone who desires peace and stability in the Middle East and the entire world. The combination of murky fundamentalism and support of terrorist organizations creates a seri-ous threat that every member nation in the UN must stand against.

I hope that the comprehensive re-forms which the United Nations is undergoing in its 60th anniversary year will include a fundamental change and improvement in the approach of the United Nations, its organizations and institutions, toward the State of Israel.

Peace is a supreme value in the Jewish legacy, and is the desired goal of our policy. After the long journey of wan-derings and the hardships of the Jew-ish people; after the Holocaust which obliterated one third of our people; after the long and arduous struggle for revival; after more than 57 consecutive years of war and terrorism which did not stop the development of the State of Israel; after all this, our heart’s desire was and remains to achieve peace with our neighbors. Our desire for peace is strong enough to ensure that we will achieve it, only if our neighbors are genuine partners in this longed-for goal. If we succeed in working together, we can transform our plot of land, which is dear to both peoples, from a land of contention to a land of peace—for our children and grandchildren.

In a few days’ time on the Hebrew calendar, the New Year will begin, the 5,766th year since the Creation. Accord-ing to Jewish belief, the fates of people and nations are determined at the New Year by the Creator—to be spared or to be doomed. May the Holy One, blessed be He, determine that this year, our fate and the fate of our neighbors is peace, mutual respect, and good neighborly re-lations.

From this distinguished podium, on behalf of the people of Israel, I wish all the people of the world a good New Year. ¨

ne of the most important documents of modern

times is the initiative to bring about peace in

the Middle East. The document called “The

Roadmap for Peace” is a two-state solution to the Israeli-

Palestinian conflict. The Roadmap, if enacted in full detail, will do

more to strip Israel of its lands, the integrity of its political sovereignty

and its biblical identity, than any other modern event. At the same

time, it will establish the State of Palestine, enforce one of the

greatest concessions to terrorism in modern history and finalize one of Israel’s greatest compromises ever.In the global push for Middle East

peace, even Christians and Jews tend to forget that the formation of a

Palestinian state is an abdication of Israel’s divine claim to the Promised

Land. Israel is duty-bound to fend for the territory God appointed her

through covenants with Abraham and his descendants — Isaac and

Jacob. Her failure to do so is certain to elicit a divine retort.

SO, wHO IS bEHIND THE ROADMAP?Who instigated this formal, interna-tional manhandling of Israel called the Roadmap? According to a PBS video documentary entitled, “Elusive Peace: Israel and the Arabs,” Jordan’s King Abdullah was the driving force behind “The Roadmap for Peace.”

King Abdullah is the 43rd generation direct descendant of the Prophet Muhammad, of the Islamic faith. He was educated in Britain and the U.S., and received Middle Eastern studies at Oxford University and a Masters in Foreign Service at Georgetown University. He is very popular in the West, and perhaps the most famous Muslim on earth (as opposed to infamous Osama bin Laden).

According to King Abdullah’s web-site, the Roadmap is “based on the breakthrough peace initiatives by Arab nations at the Beirut Summit of 2002.” That summit held in Lebanon on March 28, 2002, was a meeting of the kings, presidents and emirs of the Arab states. The official statement of

the Beirut Summit greeted “with pride and honor the valiant martyrs of the in-tifada”, and expressed “solidarity with Syria”, among other things. (Intifada, in this case, refers to the uprisings of hos-tilities against Israel. Syria, of course, is one of the most notable state-sponsors of terrorism.).

“The Beirut Declaration” listed the Arabs’ three principal expectations from Israel:

1. Withdraw from the Gaza Strip, the West Bank, and the Golan Heights, back to 1967 borders. 2. Resolve the Palestinian refugee prob-lem according to UN Resolution 194. 3. Accept a Palestinian state with East Jerusalem as its capital.

In return for Israel’s compliance, the Arab states agreed to “sign a peace agreement with Israel, and achieve peace for all states in the region.”

There is no historical nation called Palestine. The Ottoman Turks ruled the region for four centuries before the British General Allenby took the city of Jerusalem on December 9, 1917. Ottoman rule ended at that time.

On November 2, 1917, Britain issued the Balfour Declaration that said, “His Majesty’s Government views with favor the establishment in Palestine of a national home for the Jewish people, and will use their best endeavors to facilitate the achieve-ment of this object, it being clearly understood that nothing shall be done which may prejudice the civil and religious rights of existing non-Jewish communities in Palestine, or the rights and political status en-joyed by Jews in any other country.”

At the end of World War I, it was determined that the peoples of that region were incapable of governing themselves and the Allied Powers gave Britain a Mandate to adminis-trate Palestine (Paris Peace Confer-ence of 1919, Treaty of Versailles).

The concept of a National Jewish Home in Palestine as set forth in the Balfour Declaration was approved by the League of Nations Council on July 24, 1922, and endorsed by a joint resolution of the United States Congress on June 30, 1922. The World Zionist Organization was au-thorized to form the Jewish Agency in 1929, and Jewish immigration be-gan in earnest. The late King Abdul-lah was appointed by the British to govern Trans-Jordan, the eastern ter-ritory. “The Churchill White Paper” of 1922 forbade Jewish settlement in Transjordan.

become such an important document to the future of the world, it is only natural that we should ask: Who con-structed the Beirut Declaration? Saudi Crown Prince Abdullah presented the original text to the Arab leaders, who then adopted it with revisions.

Significantly, the Declaration itself did not attract the interest or support of Western powers until Jordanian King Abdullah traveled to 10 Downing Street in London on April 22, 2002, and talk-ed with Prime Minister Tony Blair. That same day, the King called on the United States to assume its responsibilities and exert pressure on Israel to withdraw. “The Roadmap for Peace” would never have evolved into its present role if Jor-dan’s King had not effectively twisted the arms of the West via Tony Blair and George Bush on April 22nd. Interest-ingly, King Abdullah had just met with Saudi Crown Prince Abdullah the pre-vious day in Casablanca, Morocco.

Three days later, on April 25th, President George Bush received Saudi Crown Prince Abdullah at his ranch in Crawford, Texas. At that meeting, Bush stated his hopes that “our efforts can help return us to the path of peace.”

In less than sixty days, Bush deliv-ered a speech in the White House Rose Garden that set forth his vision for “two states, living side by side in peace and security.” He announced that the United States and the European Union planned to work with the Arab states and Palestinian leaders to implement changes.

On August 1, Jordan’s King Abdul-lah came to Washington and met with President Bush. Coincidentally, the president met the same day with Shi-mon Peres, Foreign Minister of Israel. American policy has since reflected a significant shift in favor of the Palestin-ian state.

On September 17, 2002, at the annu-al UN General Assembly, members of “the diplomatic Quartet on the Middle East” outlined a three-phase “roadmap” to achieving “two states, living side by side in peace and security” – the exact

words Bush used almost five months earlier. Javier Solana represented the EU, Colin Powell the US, Kofi Annan the UN, and Igor Ivanov the Russian Federation.

On April 30, 2003, almost one year exactly after the King of Jordan and the Crown Prince of Saudi met with President Bush, the U.S. Department of State officially published the “Road-map.”

wHAT IMPEllED jORDAN’S KINgTO CHAMPION THIS CAUSE?King Abdullah could have had several motives, not the least of which was two million Palestinian refugees that his relatively small state has been forced to support over the past fifty years. Jordan has absorbed more Palestinian refugees than any other locale except Gaza. He also faces enormous pressure from his Arabic and Islamic brothers to plead the Palestinian cause to the West, due in large part to the high favor he enjoys in the Western world.

At this writing, Israel and the Pales-tinian Authority are being coerced into compliance to the Roadmap by the four major powers in the Quartet: the United Nations, the United States, the European Union, and Russia.

In a nutshell, the Roadmap is a strat-egy to define the borders of Israel, resolve the right of return for Pales-tinians, settle the Jerusalem issue, and determine who will control the Temple Mount. If the Roadmap is fully imple-mented, Israel will have given away more territory than anyone in the West ever expected. While many consider this to be one of the absolute prerequi-sites to peace in the region, all Jews and Christians are aware that Israel will have given away almost half of the Promised Land. That is an ominous prospect. If and when such a settlement occurs, the world will have to contend with God Almighty’s displeasure over the matter. Israel’s head has never been on such a chopping block as this one. Its implica-tions are vast. ¨

The PNC proposed a constitution in October of 1948, but it was never approved, and Palestinian political identity was mostly lost. In 1952, Jordan put forward a constitution for the West Bank. In 1955 and again in 1962, Egypt attempted to put forth constitutional documents for the Gaza Strip. Although neither consti-tution was ratified, Jordan held de facto rule over the West Bank, and Egypt controlled Gaza.

A 422-member PNC parliament met in 1964, adopting a national charter, which denied Israel’s right to exist. The Palestine Liberation Organization (PLO) was formed that year. There was no formal Palestin-ian identity until 1988 when the Pal-estinian National Council declared independence, pledging to form a democratic government and draft a constitution. Little progress was made until Israel and the Palestine Liberation Organization entered into the Oslo agreement, signed by Yitzak Rabin and Yasser Arafat with U.S. President Bill Clinton on Sep-tember 13, 1993. The Oslo Accords eventually failed. Clinton tried again with the Wye River Accords signed by Benjamin Netanyahu and Yasser Arafat. This also collapsed when Ariel Sharon visited the Temple Mount in September, 2000, sparking another round of intifada.

Clinton took another major initia-tive at a summit with Ehud Barak and Yasser Arafat at Camp David in 2000. Despite numerous conces-sions offered by Israel, Arafat walked away and was perceived as the spoil-er in those negotiations.

Since that time, the Quartet and its Roadmap have taken precedence over all other venues for negotiating Middle East peace. ¨
