3. WELCOME/INTRODUCTIONSMembers and others introduced themselves as indicated.
4. PUBLIC COMMENTSCommittee member Judy Mark read written public remarks into the recordon behalf of DVU member, Connie Lapin.
Maia Pawooskar provided public remarks seeking clarification on whatguiding rules and regulations should be for conducting localself-determination advisory committee meetings (e. g. Bagley Keene,Robert Rules, etc. ). Several Committee members provided feedback.Chair Marquez thanked members for the feedback and suggested that thediscussion continue under Item 6. "Role of the Local SDAC."
5. APPROVAL OF THE OCTOBER 2018 MEETING MINUTESIt was moved/seconded Land /Bittner and carried to a rove theOctober 2018 meetin minutes as amended. (Smith, Kulzer, Tanner, andBouslo abstained, all other members voted in favor [see page 1 for a listof voting members]).
Amendment
Add Mara Rupert, Michelle Williams, and Maia Pawooskar as beingpresent. Correct spelling error on page 8, Item 8, line 3, provide toprovided.
6. ROLE OF THE LOCAL SDACSThis agenda item was moved to the end of the day without objection.
7. TRAIN-THE-TRAINER PARTICIPANT ORIENTATION - NEXT STEPSLiz Harrell, Training and Special Projects Coordinator and Deputy DirectorJim Knight from the Department of Developmental Services (DDS)provided members with a summary of the train-the-trainer orientation. Theorientation is designed for the professionals that will be delivering theorientations to program participants. The first orientation took place onFebruary 19th with five more to follow throughout the state. Materials willbe translated into threshold languages and distributed once available.
8. IMPLEMENTATIONDeputy Director Jim Knight from the Department of DevelopmentalServices (DDS) and Liz Harrell, Training and Special Projects Coordinator

provided implementation updates on financial management services,independent facilitators, individual budgets, and person centeredplanning. Guidance documents are available on DDS' website atwww. dds. ca. ov.
Members had several follow-up questions to the reports given which staffworked to capture in order to transcribe and send out.
9. PARTICIPANT RETENTION AND REPLACEMENTDeputy Director Knight reported that regional centers will start reportingthe status of selected participants in March and monthly thereafter. Thestatus will include whether participants have gone through orientation,what are the barriers in moving forward, etc. Once the regional centerreports start coming in, DDS will have a better idea of a timeline forreplacement.
Members asked to be updated on what the regional centers are reporting.
10. OPPORTUNITIES FOR LOCAL SDACS TO RECEIVE FEDERALPARTICIPANT FUNDSDeputy Director Jim Knight provided members with an update on thestatus of the disbursement of remaining federal participant funds. DeputyDirector Knight stated that the formula for disbursement is still underreview. Members requested a timeline from DDS which Deputy DirectorKnight was unable to commit to.
11. SELF-DETERMINATION PROGRAM EVALUATIONThis item was tabled for a future meeting.
12. FUTURE IViEETINGSThis item was folded into Item 6, Role of the Local SDACs. Please seebelow action.

Members reported on local activities in their catchment area relating toself-determination, including best practices and areas needing support tomake the roll out of self-determination successful.
While members reported a lot of great things happening locally, manylocal SDACs stated that they do not have the support needed from theregional centers. Statewide, the Committee requested that the Councilconvene meetings more frequently, or at a minimum, create a way tocommunicate in between meetings to share best practices and/or seekanswers to questions that come up.

Self-Determination Program EvaluationThe goal of this agenda item is to discuss the SDP evaluation process andpotential ways the local SDACs can assist in establishing measurableoutcomes for the principles that guide the SDP.
The statute states that the State Council on Developmental Disabilitiesshall, in collaboration with the protection and advocacy agency and theUniversity Centers for Excellence in Developmental Disabilities, issue areport to the Legislature on the status of the SDP and providerecommendations to enhance the effectiveness of the program.
The statute goes on to say that the review shall include the program'seffectiveness in furthering the principles of self-determination, includingfreedom, authority, support responsibility, and confirmation. This report isdue three years from receiving funds, which will be June 2021.
