The effective use of these CFCs and infrastructures are extremely necessary in each and every clusters and it should remain accessible to the artisans for their regular employment, production, sales and marketing. In view of that, the constant monitoring of the programme by State/ Divisional Directors should not be left to the whims and desire of the implementing agencies. Anyway this happens to be a very serious issue and that need to be looked into in the interest of running of these clusters. 3. The State/Divisional Director shall ensure up-keeping of a record in terms of activities undertaken, asset created and the production and sales achieved during the project period. Since the machineries in the CFC are exclusively the assets of KVIC and therefore a regular watch and ward of these assets may be necessary and regular functioning of the CFCs by the artisans, by the adjoining institutions and by other KVI institutions may be allowed, if necessary, on payment of charges from the outsiders acting on a comprehensive fee stru~~ ~reed to by State/Divisional , ",. - "'> .~ ",,~ ~ I" .',. ) <' . Directors. This is a issue that need to be looked into withdue attention and priority.

4. Accordingly, engagement of a Nodal Officer in thecapacity of Development Officer or Assistant DevelopmentOfficer in each cluster with responsibility to visit CFCs inevery week for keeping a watch and for regular functioningof CFCs, needs to be looked into and to be ensured.

5. Looking to the nature of Cluster, its functioning and itsactivities, Nodal Officer of State/Divisional Offices willmaintain a Register recording up-to-date status of eachCFC such as number of artisans regularly visiting to CFC,production, value addition of their products, fees receivedfrom nearby institutions for availing services of CFC, etc.Based on records maintained by the Nodal Officer, theState/Divisional Directors may send a monthly report toDirectorate of SFURTI, covering a~1 these aspects, on aregular basis.

6. This is to take immediate effect and the 1st monthlyreport should reach to the Directorate of SFURTI on3rd April, 2014 and thereafter on 3rd of every subsequent

6. Ensure sending this report on 28th of every month showingprogress from 27th of previous month to 27th of current month forall the clusters working under their jurisdiction.
