$M2.27, 20 building permitsSeven construction certificates for Mulwala were among the 20 issued by Corowa Shire Council for the four-week period to mid June, 2012.

Approved were: pergola, Lucan Street; patio, Corowa Road; coffee shop, Melbourne Street; front fence, Melbourne Street; pool retaining wall, Mel-bourne Street; carport, Colless Street; woodheater, Romney Street.Ten construction certificates were issued for Corowa which included five new homes and three, all for new homes, for Howlong.The shire’s 20 approvals represent a combined value in building activity of $2,266,786.

The federal Small Business Advi-sory Service funding is to be ex-tended for another four years due to the recent natural disasters that swept the local area.

According to Member for Mur-ray Dr Sharman Stone, the funding was to have ceased on Saturday, June 30 at the end of the financial year.

“Rural financial counselling service providers, registered busi-ness organisations and business

enterprise centres can now apply for ongoing funding,” Dr Stone said. “The Small Business Adviso-ry Service has two program initia-tives, Business Enterprise Centres and Funding for Natural Disaster Assistance and Advice. Following on from the floods that occurred earlier this year, Nathalia, Nu-murkah and Yarrawonga will have their advisory services extended.”

The objective of Small Business Advisory Services is to maximize the growth, prosperity and sustain-

Community groups in Yarrawonga and its surrounds will receive $52,000 from the Community As-sistance Grants Scheme.

The recipients of this funding were announced at the Moira Shire Council June ordinary meeting.

The Yarrawonga Football and Netball Club will receive $10,000 for a coaches box, media room

and storage project at JC Lowe Oval.

Tungamah Football and Netball Club will receive $10,000 for sports ground netting and goal posts.

Yarrawonga Mulwala Cricket Club will receive $8,000 for the Victoria Park Junior Cricket facility re-development project.

Burramine Community Hall Committee of Management will receive $6,000 of funding for a verandah around the Burramine Hall.

Yarrawonga Horse Riding Club will receive $10,000 for an equipment storage shed.

Yarrawonga Mulwala Development Inc will receive $6,000 for the Yarrawonga Skate Park to purchase a shade structure. The Moira Shire Council awarded these grants on a scoring system that compares community benefit, value for money and planning each project.

As Corowa Shire Council con-templates applying for a series of rate increases above the NSW cap, it has been revealed pen-sioner rates concessions ‘cost’ council around $250,000 per year.

Just 55% of the state-mandat-ed pensioner concessions are re-imbursed to council by the NSW Government.Thecouncilwritesoff the other 45% at around $250,000 each year.

“The NSW Government usedto cover 100% of the concession, now they cover just over half,” he said. “To put that in perspective the concession costs the coun-cil around $250,000 and we’ve gained around $176,000 in addi-

tional rates the last financial year under rate pegging.

“It is true we have a higher than state average number of pensioners in this shire and as a function of that fact the finan-cial implication on the rest of the community is higher.”

Director Corporate and Com-munity Services Kristy Kay said there had been concerns raised by some residents of retirement villages who were deemed ineli-gible for the concession.

“TheNSWLocalGovernmentact dictates the rules of eligibility for pensioners to claim pension rate rebates,” she said. “Pension-ers can claim rates concessions for their sole or principal place of living. They must be the own-er of the property. Residents of

retirement villages or units are not eligible for a pension conces-sion if the property is not in their ownership.”

Cr Bill Bott said he had been approached on several occasions by residents of retirement villag-es who believed they were being unfairly dealt with by council.

“It needs to be made clear that the state government set the eligibility requirements for the rebate – not council,” he said. “While we might feel for those people who are ineligible the de-cision on this lies with the state rather than us.”

Council resolved at the June 19 meeting to impose 9% inter-est on overdue rates and charges for 2012/2013.

North East Water will in-crease water tariffs by an average of $0.60 a week from July 1.

The increase is the fi-nal stage of the corpora-tion’s five-year pricing path outlined in its Water Plan for 2008-13, which was endorsed by Victoria’s economic regulator, the Essential Services Com-mission (ESC).Under the tariff changes:•the wastewater service

charge remains the same for the fifth year in a row

•the water service chargerises by less than 5% and

•the water-by-volumecharge rises from $2.19 to $2.30 per kilolitre.North East Water’s Ex-

ecutive Manager Custom-er and Financial Services, Anthony Hernan, said this year’s rises would increase

the average customer’s an-nual bill by $26.79, based on the current average usage of 175 kilolitres per year.

“We do understand that these increases may put fi-nancial pressure on some customers, and we have various options in place to help them manage their accounts,” said Mr Hernan. “One of the key strategies of the Water Plan has been to phase in a pricing system to reward customers who save water and give them more control of the size of their total bills. It does this by making the part of the bill that is under your con-trol, the water-by-volume charge, the greater propor-tion of the total.”

Over recent years Mr Hernan said NE Water has seen this in action as one of the contributing factors

to an overall drop in water consumption across the region.

“We are continuing with significant infrastruc-ture upgrades throughout North East Victoria, de-signed to enable North East Water to continue to deliver quality services, even in difficult climatic operating conditions,” he said. “The coming year will see projects including the construction of waste-water systems in Glen-rowan, Milawa, Oxley and Tungamah. Also we will see the completion of the water treatment plants for Corryong and Whitfield and the commencement of the water supply expansion in Bundalong. Our invest-ment in a new Regional Headquarters in Wodonga will also commence during 2012/13.”

The most recent Vic-torian Water Industry Performance Report, pro-duced by the ESC, placed North East Water as hav-ing the third lowest total average water account in Victoria outside metropol-itan Melbourne.
