Dear Colleagues,

It is my pleasure to welcome you to the California Municipal Utilities Association’s 2012 Annual Conference. The conference theme - celebrating 80 years - represents both our association’s storied past, as well as our bright outlook towards the future.

As in previous conferences, you can expect opportunities to network with diverse colleagues from publicly owned utilities and water districts, and receive the latest pertinent information from our expert panels. Additionally, we have a number of exciting celebratory events this year – including our Community Efficiency Awards to be celebrated at the Monterey Bay Aquarium.

Join us as we reflect on a year of accomplishments and look forward to another successful 80 years providing energy and water leadership.

ANTHONY ANDREONI Director for Regulatory Affairs, CMUA Anthony joined CMUA in 2010 as the Director of Regulatory Affairs where he is responsible for representing the association before the maze of state agencies impacting public energy and water utilities. Prior to joining CMUA, he worked in state government for 18 years. Most recently he served at the California Air Resources Board, as Chief of the Research & Economics Studies Branch. Anthony also held several agency-wide positions managing projects and providing technical, regulatory, economic, and policy consultation. He managed a number of high-profile regulatory and incentive programs for clean vehicles, and programs to reduce emissions for commercial refrigeration systems and automotive consumer products. He also oversaw the Board’s economic analysis on the Renewable Electricity Standard.

GARY BREAUX Chief Financial Officer, Metropolitan Water District of Southern CA Gary Breaux is the chief financial officer for the Metropolitan Water District of Southern California. He manages all of the Metropolitan’s financial programs, including financial planning, investments, debt management, accounting and reporting, and developing Metropolitan’s water rates and charges.

JOHN DiSTASIO CMUA President + General Manager, SMUD John DiStasio, who joined SMUD in 1981, was appointed General Manager and CEO in June 2008. Prior to his appointment as the General Manager, DiStasio served for eight years as the Assistant General Manager of Energy Delivery and Customer Services, where he was responsible for all of the retail functions of the organization including distribution services, customer services, energy efficiency, communications and media. Prior to that he was Director, Distribution Services and Manager of Supply Chain Ser-vices. John is the current CMUA board President.

TERRY ERLEWINE General Manager, State Water Contractors Terry is the General Manager of the State Water Contractors and has devoted his entire career to California water supply management and planning. As General Manager of SWC, Terry is directly responsible for overseeing and carrying out the objectives of SWC, including, but not limited to: timely completion of SWP facilities; assisting to ensure proper and efficient SWP operations; protection of water rights needed by the SWP and the SWC Member Agencies; review and coordination of litigation affecting the SWP; presentation of SWC views to legislative and administrative agencies, myriad stakehold-ers, interested parties, and the general public; and development and maintenance of a public information program about the SWP.

LANA HADDAD Senior Legislative and Regulatory Analyst, City of Glendale With over two decades in non-profit and public service, Lana Haddad has been employed by the City of Glendale since February 2004. She came to the wide world of Glendale Water & Power from the Office of the City Manager in August 2009 and is currently the Senior Legislative and Regulatory Analyst for state and federal water and power issues. Appointed by the CMUA Board of Governors in January 2011, she serves as the Chair of the Regulatory Committee. Lana is privileged to serve her rate-payers in a position that is the perfect blend of art, science, and economic justice.

ELLEN HANAK Senior Policy Fellow, Public Policy Institute Ellen is currently a Senior Policy Fellow at the Public Policy Institute of California (PPIC). She specializes in natural resource management, including water policy, flood control, land use policy, ecosystem management, climate change policy, and public investment strategies. Prior to joining PPIC in 2001, she was a Research Economist at CIRAD, the French center for agricultural development research. She has also served as a Staff Economist for the Council of Economic Advisors and a Consultant at World Bank. Dr. Hanak earned a Ph.D. in economics from the University of Maryland and a M.A. in economics from the University of Dar es Salaam in Tanzania.

TOM HOWARD Executive Director, State Water Resources Board Thomas has been employed with the State Water Resources Control Board for over 26 years. During that time, Tom has worked in many of the water quality and water rights programs at the Board. He was appointed Deputy Director at the Board in October 2000 and Executive Director in August 2010. Tom earned a bachelor’s degree in chemistry at U.C. Berkeley, a master’s degree in chemical engineering at U.C. Davis, and a master’s degree in chemistry at the California Institute of Technology.

AARON JOHNSON Director of Renewable Policy and Strategy, PG&E Aaron joined PG&E in 2008, and currently serves as Director of Renewable Energy Policy & Strategy. Aaron’s responsibilities include developing public policy positions on renewable energy, planning renewables commercial strategy, and ensuring regulatory compliance. Prior to PG&E, he worked at the California Public Utilities Commission (CPUC) for nine years, including serving as energy advisor for two commissioners. He has a Bachelor’s in engineering physics from the University of Rochester, and a Master’s in electrical engineering from the University of New South Wales in Sydney, Australia, where his research focused on solar cells and systems.

Faculty Association of California Community Colleges 2011 Advocacy & Policy Program Guide

PATRICK MEALOY Managing Director, Navigant Consulting Patrick is a Managing Director at Navigant and is an economist and policy planner with over 20 years of experience in the utility industry. He has assisted utilities, power developers, and joint ventures on strategic planning, market assessments, economic forecasting, resource planning, financing, contract negotiations, and transmission planning. Patrick has been heavily involved in the electric utility restructuring process assisting Navigant clients to address and successfully implement solutions to addressing key challenges and capitalizing on opportunities.

DAVID MODISETTE Executive Director, CMUA David is the executive director of the California Municipal Utilities Association which represents over 60 publicly owned electric and water utilities in California. He has over 35 years of experience working on energy and environmental issues with the California Legislature and state regulatory agencies. Before CMUA, David was a partner in the lobbying firm of Public Policy Advocates, where he was also the execu-tive director of the California Electric Transportation Coalition. David was also project director of the California Legislature’s Joint Committee on Energy Regulation and the Environment, and earlier was legislative director for an individual Assembly Member. Dave also worked for 10 years at the California Energy Commission, where he was division chief of the Energy Technology Development Division.

GEORGE MORROW Utilities Director, Azusa Light & Water George is an electric utility veteran with 34 years in the business – 10 years with a private “for profit” electric utility and 24 years serving the “non-for-profit” public power sector of the industry. He has a BSEE and a MBA from the University of Texas at El Paso. Today, George is the Utilities Director with Azusa Light & Water, a public power utility serving the community of Azusa in the San Gabriel Valley.

RON NICHOLS General Manager, Los Angeles Department of Water and Power Ron is General Manager of the Los Angeles Department of Water and Power. Nichols provides leadership for the utility in providing reliable and competitively priced water and electricity while continuing to maintain and implement environmentally conscious policies and priorities. He became General Manager in January 2011.Ron has applied his 35 years of experience in the electric and water utility industry to help guide the major transformation that LADWP is undergoing in moving to more strategic and sustainable water and power supplies to meet the needs of the over 4 million residents, businesses and governmental organizations in Los Angeles.

JOE NIPPER Senior Vice President, APPA Joe is responsible for the association’s overall activities in the areas of federal legislative and regulatory policy and advocacy, relationships with allied organizations and other governmental entities, and special projects such as the Electric Market Reform Initiative, an APPA effort to reform the nation’s restructured wholesale elec-tricity markets. Joe has been with APPA since June of 1995. Prior to that, he was the Washington representative for the Los Angeles Department of Water and Power and had previously served as a government relations representative for the utility in Los Angeles. With over twenty years experience, Joe is a leading authority on public policy issues affecting public power and has been featured in numerous top-tier trade and national publications as an expert on public power issues.

JOHN R. NORRIS Commissioner, Federal Energy Regulatory Commission John was nominated by President Barack Obama to the Federal Energy Regulatory Commission and confirmed by the U.S. Senate for a term expiring in June 2012. Commissioner Norris, a lawyer, has years of experience in energy policy and regulatory affairs. He most recently served as Chief of Staff to Secretary Tom Vilsack of the U.S. Department of Agriculture. Prior to joining the USDA, he served as Chairman of the Iowa Utilities Board (IUB) from 2005 to 2009. During his tenure as IUB Chairman, Commissioner Norris served on the National Association of Regulatory Utility Commissioners (NARUC) Electricity Committee and was Co-Chair of the 2009 National Electricity Delivery Forum.

DOUG OBEGI Attorney, Natural Resources Defense Council Doug is a Staff Attorney with the Natural Resources Defense Council, where he has worked since 2009. For the past several years he has represented NRDC in federal court litigation over protections for endangered species in the Bay-Delta, as well as working on implementation of the San Joaquin River Restoration Program, development of the Bay Delta Conservation Plan, the update of the Bay-Delta water quality control plan, and regulatory and planning processes regarding improvements in urban and agricultural water efficiency. In 2006, Mr. Obegi graduated magna cum laude from the University of California, Hastings College of the Law, where he also worked as a research assistant for Professor John Leshy, focusing on water law.

CINDY PAULSON Executive Director, California Urban Water Agencies Dr. Cindy Paulson serves as the Executive Director for the California Urban Water Agencies (CUWA) and is also a Senior Vice President with Brown and Caldwell. She is a water resources consultant with extensive working knowledge of California water. Established in 1990, CUWA the is a non-profit corporation of 10 major urban water agencies that are collectively responsible for about two-thirds of California’s drinking water supply.

CARLA PETERMAN Commissioner, California Energy Commission Carla is a Commissioner with the California Energy Commission, the primary energy policy and planning agency for the state. Carla was appointed by Governor Jerry Brown in January 2011. She fills the Public Member position on the five-member Commission. Commissioner Peterman focuses on renewables, electricity and natural gas infrastructure, and transmission.

THOMAS PHILP Executive Strategist, Metropolitan Water District of Southern CA Tom is the executive strategist for the Metropolitan Water District of Southern California. He works out of Metropolitan’s Capitol office in Sacramento, where he helps with public affairs, local and state outreach as well as drafting key communica-tions for the district. Tom’s background is in journalism. For 10 years he wrote editori-als on water issues for the Sacramento Bee, where he won in 2005 the Pulitzer Prize for editorial writing. Prior to that he was a staff writer for the San Jose Mercury News. He graduated from Northwestern University’s School of Journalism in 1983.

ALICIA PRIEGO Director for Energy, CMUA Alicia is CMUA’s Director for Energy and legislative advocate for all energy-related is-sues. Alicia joined CMUA after serving as the California Public Utilities Commission’s (CPUC) Deputy Director of the Office of Governmental Affairs. During her tenure at the CPUC, she represented the Commission before the state legislature and was responsible for managing legislation and political negotiations on both energy and telecommunications policy. She covered a broad range of issues including distrib-uted generation, smart grid, electric vehicles, and broadband deployment. Alicia began her political career in 2002 in the office of Assembly Member Christine Kehoe and has worked for other members of the Legislature including Senators Alex Padilla and Carole Migden.

STEVE SOREY Manager, Energy Trading and Contracts, SMUD Steve was appointed manager of Energy Trading and Contracts, on Dec. 22, 2007. He is responsible for overseeing the District’s long-term contracting as well as the physical and financial trading of electricity and natural gas. Area’s under Steve’s direction include Energy Trading, Energy Commodity Contracts, Systems Support and Resource Optimization & Financial Hedging. Prior to this appointment, he served as Supervisor of Energy Trading and was responsible for providing oversight for energy trading activities. Steve has also served in various energy trading and power con-tracts positions during his 22 years with the District.

ROBERT WEISENMILLER Chairman, California Energy Commission Robert was appointed by Governor Arnold Schwarzenegger in January 2010. Commis-sioner Weisenmiller brings more than 30 years energy experience to the Commission including expertise in electricity and gas markets and California regulatory policies. Before his appointment, Dr. Weisenmiller, a co-founder of MRW & Associates, used his expertise to assist businesses, financial institutions, regulatory commissions, and public agencies in strategic planning, policy development, analyzing energy markets and regulations, power pricing for qualifying facility projects, marginal cost analysis, rate design and implications of utility mergers.

JENNIFER WEST Director for Water, CMUA Jennifer is the legislative advocate for CMUA on all water-related issues. She joined CMUA in 2010 as the organization’s Director for Water after more than 15 years of resources-related legislative experience. Prior to joining CMUA, Jennifer worked at Geyer Associates, where she was the principal legislative representative for the firm’s water clients for more than 10 years. For her clients she successfully sponsored numerous pieces of legislation that were signed into law including bills on ground-water, fishery restoration, habitat preservation and recycled water. From 1995 to 1999 Jennifer served as a legislative and public relations specialist at Kahl-Pownall Companies, where she focused on resource issues and developing legislative com-munication strategies for clients.

DAVID WRIGHT General Manager, Riverside Public Utilities Department David was named the General Manager of Riverside Public Utilities in February of 2005 and oversees all electric and water operations for the City of Riverside, which serves a population of more than 300,000. He has been with the City of Riverside since 1988, and previously served as City Controller, as well as the Utilities’ Chief Financial Officer and Deputy Director.
