Miss Mary Simrll and Mr. Paul Barron of Rock Hill, spent Sunday with Miss Blanch Glenn. Mrs. H. T. Gleni and little son, Billy, spent the week-end with her sister, Mrs. T. N. Dulin. Rev. Robert Adams, D. D., wlli move to Pendleton the last of nfext week. This will leave Bethel without a pastor; but the committee that has been appointed to take charge of the matters, Messrs. A. H. Barnett and J. L. Currence and Dr. T. N. Dulin, is doing what it can looking to the filling of the vacancy without unnecessary delay. Mr. Joseph Riddle and Miss Martha Riddle, who have had measles, a getting along nicely. Little Gladys, daughter of Mr. and jt Mrs. J. L. Currence, died of acute in- digestion after an illness 01 four hours. . Washington, April 13: Upon whether the commander of the Huerta * forces at Tampico salutes the American flag in apology for the arrest of American marines last Thursday, depend immediate developments in the Mexican situation. President Wilson declared unofficially today that he expected the federal commander at Tampico to fire a salute to the Stars j and Stripes, as demanded by Rear Ad0 miral Mayo, and he spoke with a confidence that implied insistence. The navy department still was unadvised tonight as to whether or not the salute had been fired. It is understood that instructions have been sent to 41 Charge O'Shaughnnessy to represent to the Huerta government the feeling of the administration here over the affront, but there has been no announcement on the subject. The presence in Washington of John Lind, Wilson's personal represent- ative in Mexico for the last eight months, gave the Washington government an adviser with special knowl edge of the military situation at Tampico. Mr. Lind reached here from Vera Cruz aboard the presidential yacht Mayflower early today, and spent several hours with Secretary Bryan. Tomorrow he will see President Wilson, accompanied by Secre * tary Bryan, for an hour just before the cabinet meeting. Authoritatively it is said that Mr. Lind's reports on the general situution were so comprehensive and complete that he really did not have to come to Washington to supplement them. Mr. Lind himself was uncommunicative, saying merely he had sought a vacation and was at the orders of the government. Direct communication between Tarnplco and the cable end at Vera Cruz which is the only means whereby news of what is going on at Tampico can reach Washington, can only be hac by wireless, and owing to the prevaV1 lence of storms of hurricane proportions, this communication has been exceedingly difficult and slow. Huerta to send instructions to the federal commander at Tampico in a limited time, he might have to resort to the use of the radio outfits of the American battleships, even in dealing with a subject so delicate as the demand for a salute. jg . "The regional bank will employ between 400 and 500 persons," according to William Hurd Hillyer, a prominent financier of Atlanta, discussing the functions of the big institution to be established in that city. "This esrtimate is based on the probable functions of the bank as proposed by the organization committee, taking other large institutions as the standard. The popular notion that the regional bank will be merely a clearing house for checks is an error. I have given the subject considerable study, and it would seem that the proper function of each regional bank will be the re'iiooniinHnp of commercial paper for * the member banks in that section. In order to handle these rediscounts intelligently an exhaustive system of credit reports will have to be prepared. The act does not give a member bank the. right to present any paper bearing interest indorsement and imA peratively demands rediscount. On * the contrary, only such bills are acceptable for rediscount as conform to certain specified requirements touching their origin and general character. For example, a Federal reserve bank, before accepting a bill for re-discount, must be satisfied that the bill is drawn in settlement of a bona fide agricultural or commercial transaction, and especially that it does not represent money borrowed for reinvestment in real estate or stocks and bonds. ^ This doubtless requires special forms of notes and I do not very well see how the regional bank can intelligently pass on these bills without more or less elaborate systems of affidavits and reports. In fact, it has been seriously proposed, in order to carry out the manifest requirements of the act. to have all commercial borrowers whose bills are regularly to be used for rediscount at the central reserve bank, keep their financial statements on file with the reserve bank and have all other paper registered at that institution. It is pointed out that only in this way would it be practicable for the reserve bank to keep track of all its actual and potential borrowers, or rather of all the firms and corporalions whose paper might be presented by the member banks for rediscount. There are 372 banks in the Atlanta district with a capital and surplus of $77,000,000 and deposits of something like $300,00,000. Allowing only an average of thirty customers to a bank whose paper would be available for rediscount in Atlanta, this would make m it necessary to keep more than 10,000 (credit files at the regional institution with frequent and accurate reports for each. When these factors are taken into consideration, together with the other functions of foreign and domestic exchange, I do not very well see how the regional bank located at Atlanta can get along with less than 400 .and perhaps .100 clerks. . The fear that "Pink boll worm,"a dangerous cotton pest, may be introduced into the United States through the acidental presence of seed in lint # cotton received by spinners, led to a warning last Saturday from the Federal horticultural board. Cotton mills, especially in the south, are advised to destroy by burning all seed that may he found in bales imported of Egyptian cotton. The seed it is stated, are f likely to contain larvae of the destructive pest. Last year a quarantine was promulgated against importations of cotton seed from all foreign countries on account of fear of the pink boll worm. The board said in the warning there is special danger from seed in imported cotton because "this baled cotton is shipped to southern cotton mills, which in some cases are in the immediate vicinity of cotton fields which would form a ready breeding place for any larvae that might escape." . The South Carolina Cotton Manufacturers* association has placed contracts for 375,000 tons of coal with the Blackwood Coal & Coke company, the Stonega Coal & Coke company, the Virginia Iron, Coal & Coke company, all of Virginia, and the Black Diamond Coal company of Knoxville, Tenn. The prices vary from $1 to $1.10 f. o. b.. mines. For a number of years the South Carolina mills have been buying fuel from the Clinchfield Fuel company, which is allied with the Carolina. Clinchfield and Ohio railway * and the coal has been hauled over the Clinchfield lines Much of the coal just contracted for will be carried over the Southern railway and the Clinchfield railroad loses important business. be established in that city. "This esrtimateis based on the probable functionsof the bank as proposed by theorganization committee, taking otherlarge institutions as the standard. Thepopular notion that the regional bankwill be merely a clearing house forchecks is an error. I have given thesubject considerable study, and itwould seem that the proper functionof each regional bank will be the re'iiooniinHnpof commercial paper for

* the member banks in that section. Inorder to handle these rediscounts intelligentlyan exhaustive system ofcredit reports will have to be prepared.The act does not give a memberbank the. right to present any paperbearing interest indorsement and imAperatively demands rediscount. On

* the contrary, only such bills are acceptablefor rediscount as conform tocertain specified requirements touchingtheir origin and general character.For example, a Federal reserve bank,before accepting a bill for re-discount,must be satisfied that the bill isdrawn in settlement of a bona fide agriculturalor commercial transaction,and especially that it does not representmoney borrowed for reinvestmentin real estate or stocks and bonds.

^ This doubtless requires special formsof notes and I do not very well see

how the regional bank can intelligentlypass on these bills without more or

less elaborate systems of affidavitsand reports. In fact, it has been seriouslyproposed, in order to carry outthe manifest requirements of the act.to have all commercial borrowerswhose bills are regularly to be usedfor rediscount at the central reservebank, keep their financial statementson file with the reserve bank and haveall other paper registered at that institution.It is pointed out that onlyin this way would it be practicable forthe reserve bank to keep track of allits actual and potential borrowers, or

rather of all the firms and corporalionswhose paper might be presentedby the member banks for rediscount.There are 372 banks in the Atlantadistrict with a capital and surplus of$77,000,000 and deposits of somethinglike $300,00,000. Allowing only an averageof thirty customers to a bankwhose paper would be available forrediscount in Atlanta, this would make

m it necessary to keep more than 10,000(credit files at the regional institutionwith frequent and accurate reports foreach. When these factors are takeninto consideration, together with theother functions of foreign and domesticexchange, I do not very well see

how the regional bank located at Atlantacan get along with less than 400.and perhaps .100 clerks.

. The fear that "Pink boll worm,"adangerous cotton pest, may be introducedinto the United States throughthe acidental presence of seed in lint

# cotton received by spinners, led to a

warning last Saturday from the Federalhorticultural board. Cotton mills,especially in the south, are advised todestroy by burning all seed that mayhe found in bales imported of Egyptiancotton. The seed it is stated, are

f likely to contain larvae of the destructivepest. Last year a quarantine was

promulgated against importations ofcotton seed from all foreign countrieson account of fear of the pink bollworm. The board said in the warningthere is special danger from seed in importedcotton because "this baled cottonis shipped to southern cotton mills,which in some cases are in the immediatevicinity of cotton fields whichwould form a ready breeding place forany larvae that might escape."

The South Carolina Cotton Manufacturers*association has placed contractsfor 375,000 tons of coal with theBlackwood Coal & Coke company, theStonega Coal & Coke company, theVirginia Iron, Coal & Coke company,all of Virginia, and the Black DiamondCoal company of Knoxville,Tenn. The prices vary from $1 to$1.10 f. o. b.. mines. For a number ofyears the South Carolina mills havebeen buying fuel from the ClinchfieldFuel company, which is allied with theCarolina. Clinchfield and Ohio railway

* and the coal has been hauled over theClinchfield lines Much of the coaljust contracted for will be carriedover the Southern railway and theClinchfield railroad loses importantbusiness.
