We consulted on this proposal from 11 August 2020 to 28 August 2020 and received 39
submissions.

Project decisions
After listening to all the feedback, we are proceeding with the residential parking zone
extension.
Thank you for helping us make better decisions for your neighbourhood, informed by your
local knowledge.
Next steps
• The proposed changes will be implemented at the same time as the residential parking zone extension west of Mount Eden Road. This is estimated to be in place at the end of 2020.
• We will be in touch with local residents and businesses who reside within the zone at least 4 weeks prior to the zone going in.

Background
What are we seeking feedback on?
Auckland Transport is proposing to extend the residential parking zone in Mt Eden to provide
greater parking availability and flexibility for residents, businesses and visitors.
The proposal is in response to community feedback requesting additional streets to be
included, and due to high occupancy rates of on-street parking in the area (regularly above
85% occupancy at peak times).
The Mt Eden residential parking zone extensions include:
• Time restrictions of two hours (P120), Monday to Friday, 8am to 6pm (excluding
public holidays and weekends). This is consistent with the restrictions in the existing
residential parking zone north of View Road.
• The time restriction will only apply to vehicles that do not have permits or coupons.
• Permit and coupon holders from the existing and proposed residential parking zone
will be able to park in both the existing and proposed residential parking zones.
• The P120 time restriction will replace most the existing parking restrictions in the
area.
Benefits
• Provide greater parking availability and flexibility for residents, business and visitors.
• The two-hour time restriction supports parking for business customers and casual
residential visitors, while not allowing for non-resident long-term parking.
• Reduce congestion from vehicles driving around looking for parking spaces.
• Less circling vehicles should also improve pedestrian safety in the area.
• Reduce incidences of parked vehicles obstructing driveways, as vehicles do not have
to park in marginal spaces.

Methods to promote the consultation include:
➢ Mailed 361 brochures with freepost feedback forms to property owners and occupiers
in the area.
➢ Engaged with Albert-Eden local board and sent an email to our stakeholder
database.
➢ Set up a project webpage and an online feedback form on our website.
➢ Posted about the proposal on our social media channels.

We had many other comments and suggestions from a single submission, which included:
➢ Tell people how the $70 fee will be used? This might encourage people further to
engage with this initiative.

➢ Need a resident’s permit for visitors

Submitters suggested a wide range of changes to the proposal. We have collated and responded to all design suggestions identified in the
feedback, organised by the theme:

Permit Parking
We agree with the concept of implementing controls, however we believe it is unreasonable to impose an
arbitrary permit fee of $70.00 per annum. Residents in Mt Eden already pay high rates
Tell people how the $70 fee will be used? This might encourage people further to engage with this
initiative.
Too expensive if you need more than one permit for multi-vehicle parking
• AT has been informed by some residents that on-street parking in their community is difficult due to high parking demand. In similar cases in other parts of Auckland AT has introduced parking zones which have alleviated the issue while exempting residents from the parking restriction.
• AT appreciates that rates are already paid however these do not contribute to the administration of a parking zone. The annual cost of a parking permit has been set to recover the costs of administering the scheme. Legislation (Section 150(4) of the Local Government Act 2002) prohibits Auckland Transport from making a profit off administering residential parking zones.
• The RPZ is a targeted solution to address a parking issue in this area, AT is using a targeted charging system so that those people that benefit from the scheme pay for it.
• Permit is only required if someone is parking on the street for more than two hours between 8am and 6pm, Monday to Friday. Outside of these hours and on weekends and public holidays anyone can park in this area for more than two hours.

• Moreover, option of free coupon is also there for someone who occasionally need to park their additional vehicle on street which normally would be parked within their own property.
Would like to suggest the provision of 1 free parking permit per household. In previous residential parking zones, not every property requires a permit, and some require multiple permits. To issue to those properties not requiring one would only make them scare and not available to those who needs them.
An administrative fee is payable for each permit as rates do not cover this activity.
Request a resident's permit for visitors Each dwelling within the residential parking zone is eligible for 50 free coupons per year and can be used for visitors/tradesmen/caregivers etc. Unlimited additional coupons can be purchased at $5 per coupon.
Visitors can still park for 2 hours or less without a coupon during the operating hours of the residential parking zone (8am-6pm, Mon-Fri). Outside the operating hours of the residential parking zone there are no parking time restrictions in place for visitors.
Parking concerns and suggestions
Enforced time limits would help with this for short term visitors to businesses and residential properties in the
area.
AT is currently testing new enforcement technology that enables us to patrol restricted parking areas using a car with a number plate recognition camera. This technology will enable us to patrol these areas much quicker, which will mean we can patrol areas more regularly. At this stage it looks like the technology will be rolled out by the end of 2020

Concerned spaces will be unavailable
AT no longer proposes dedicated Residents Only parking areas as this reserves the public road reserve for the exclusive use of an individual which is not permitted. Under this proposal all the street within this proposal would be subject to a resident exempt restriction.
The aim of the RPZ scheme is to free up parking and improve availability by increasing turnover. This scheme prioritises residents and encourages short-term parking for visitors to the area.
Request at least 4 hours free parking The scheme AT has proposed has a mechanism to accommodate visitors/tradesmen/caregivers etc which have worked well in all the other zones AT has proposed.
The P120 minute limit accommodates short term parking requirements as well as to encourage regular turnover of car parks. A 4-hours restriction results in less parking turnover, easily avoided by shuffling of cars to avoid infringement without benefiting anyone and has no impact on the longer-term parking, so we do not feel it is appropriate.
Residents do not have enough off -street parking for their vehicles. It is the responsibility of the tenants/residents to ensure that they have sufficient parking to meet their needs. Relying on the availability of on-street parking is not advisable, as this is a public asset, and can be subject to change or removal.
Moreover, the aim of the RPZ scheme is to free up parking and improve availability by increasing turnover. This scheme prioritises residents, therefore a resident with not enough on street parking will benefit with this proposed change.

Safety
Suggest additional Speed bumps to be added to slow down traffic This request has been passed on to the Traffic Engineer team for further assessment. This project is only looking at the introduction of a residential parking zone. However, please be ensured that this request has been passed on to the relevant team.
Please ensure there is plenty of signage on the streets. One important aspect of introducing a zone type restriction is that the number of signs were kept to minimal to avoid clusters of signs in the residential streets. The proposed parking zone will be signed in accordance with the Traffic Control Devices 2004. AT will ensure that the signs are appropriately placed and is visible.
