many naval battles, including the Battle of the Denmark Strait and Sinking of Prince of Wales and Repulse.
USCG Issues VHF DSC/GPS
Safety Alert
The Assistant Commandant for Marine Safety, Security
and Stewardship of the US Coast Guard issued a Marine
Safety Alert 04 - 11 on September 1 which envisages that
mariner’s safety is endangered when VHF radio distress
alerts by Digital Selective Calling (DSC) lack location
and Identification information.
Approximately 90% of VHF DSC distress alerts received
by the Coast Guard do not contain position information
and approximately 60% do not have a registered iden-
tity. The Coast Guard cannot effectively respond to a
DSC distress alert sent from such a radio despite its new
marine radio network Rescue 21. This means that search
and rescue efforts may normally be suspended when no
communications with the distressed vessel can be estab-
lished; no further information or means of contacting
the vessel can be obtained from other sources; and no
position information is known.
The alert instructs merchant ships to first obtain a
Maritime Mobile Installation Identity (MMSI) and
enter it into the ship’s radio. MMSI numbers are issued
by the Federal Communications Commission (FCC).
The vessel has to ensure any information originally provi-
ded is updated as changes occur. FCC regulations require
that DSC - equipped radios „use MMSIs assigned by the
Commission or its designees“ (47 CFR 80.103(b)). There-
after, the ship’s radio is required to be interconnected to
a GPS receiver using a two-wire NMEA 0183 interface
on all DSC - equipped marine radios and on most GPS
receivers. Instructions should be provided in the radio
and GPS operators’ manual.

The Red Ensign flag flied over the headquarters of the
Department for Transport to mark the UK‘s twelfth
Merchant Navy Day on September 3. The significance
of the date is that it is the anniversary of the sink-
ing of the SS ATHENIA, the first British merchant
vessel lost during WWII which was torpedoed 250
miles off Ireland. She had onboard 1414 passengers and
crew bound from Liverpool to Montreal. Among the
passengers were many American women and children
going home. 980 were rescued by the destroyer ELEC-
TRA and the Norwegian freighter KNUT NELSON.
The Red Ensign is the official flag of the commercial
shipping fleet of the UK and its crown dependen-
cies and overseas territories. The UK has the eleventh
largest merchant fleet in the world and the fourth lar-
gest in European continent. The Merchant Navy Day
initiated in 2000 in the UK, offers an opportunity to
honour those seafarers who have given up their lifes to
the industry as well as the chance to celebrate success
and look ahead to the future of British shipping.
In a statement, the UK Shipping Minister said that
the country has a rich and proud maritime heritage
covering many centuries and expressed confidence that
this will continue long into the future.
He further added that it is often forgotten that over
20,000 merchant seafarers lost their lifes in the WWII
alone, doing a job that was crucial to the war effort.
On Merchant Navy Day, tribute is paid to them and
the other men and women of the Merchant Navy who
have lost their lifes over the years.

UK approves armed guards on ships
The United Kingdom has become the latest state to approve the use of armed guards on board its flag ships in a bid to counteract the continuing threat of piracy stemming from Somalia. British Prime Minister David Cameron announced that vessels sailing under the UK flag would be permitted to carry armed guards.
Container reliability improves
Thirteen of the Top 20 container lines equalled the 63% on - time industry average. Container service reliability has improved during the third quarter of 2011. The proportion of 3,281 ships arriving on time at selected ports in the third quarter of 2011 rose by 8 percentage points against the previous quarter to 63%.Maersk Line retained its posi - tion as the most reliable of the Top 20 carriers. APL took second place, while Hyundai Merchant Marine came third.
UN launches blueprint for „green“ oceans
The United Nations has launched a Blueprint for Ocean and Coastal Sus- tainability to improve the management of oceans and coastal areas. The plan looks at the role of the oceans in regulating the climate, pro- viding highly nutritious food, and sustaining livelihoods and economies. It points out that although the ocean accounts for 70 per cent of the Earth‘s surface, only one per cent of it is protected.
Despite weak freight rates and a poor time charter environment, containership operators are ordering ever larger vessels. Though this may seem counter - intuitive, it reinforces a trend that is at least five years old.
Containership operators cannot control freight rates, especially in a post liner conference competitive envi-ronment. They can however control the unit cost of shipping each TEU, through economy of scale. Ordering ever larger containerships is a direct consequence of this cost management. At a recent conference in Istanbul, Braemar Seascope Research Manager Mark Williams highlighted the strong correlation between the price of bunker fuel oil - the largest single cost per TEU movement - and the average size of containerships ordered over the past 10 years. The strength of the relationship is confirmed by the fall in bunker prices and average TEU capacity of new buildings ordered in 2009, though of course the ships ordered in 2009 will likely be delivering into a higher bunker price environment in 2012 and later. If bunker prices continue to rise, there will eventually come a point at which naval architects will find it harder to build bigger ships. The Malaccamax concept

New Safety Drill PolicyThe global cruise industry announced a new emer-gency drill policy requi-ring mandatory muster for embarking passengers prior to departure from port. The new muster po-licy is effective immedia-tely, exceeds existing legal requirements by calling for the mandatory muster of all embarking passen-gers prior to departure from port. On rare occa- sions when passengers arrive after the muster has been completed, pas-sengers will be promptly provided with individual or group safety briefings.
Tired watchkeepersAn EU research study has found that some ship watch patterns carry an increased risk of fatigue. The research found that the sleepiness mostly took place on six hours on /six hours off watches (6/6), with at least one occur- rence of falling asleep on watch detected among 45% of officers on the midnight to 6 am watch. There was also one occurrence for about 40% of those on the midnight to 4 am watch in the four hours on /eight hours off (4/8) group.Watchkeepers were found to be most tired at night and the afternoon, with sleepiness peaking towards the end of night watches. The research also found clear evidence of perfor-mance deterioration by the end of the watch, particu-larly at the end of night watches and among those on the 6/6 pattern.

to the Arctic and Antarctic and visited the North Pole three times.
North Pole sea ice half as thick as 2001Sea ice floating near the top of the world appears to be half as thick as it was 10 years ago, according to reports from a premier German research icebreaker on a nine - week mission to survey the Arctic Ocean from one side to the other. The 387 - foot POLRARSTERN plowed through floes at the geographic North Pole at exactly 11:42 p.m. ADT on Aug. 21, 2011 according to a report posted by the ship’ s owner, the renowned German Alfred Wegener Institute for Polar and Marine Research.Initial measurements of sea ice have averaged about 0.9 meters or about three feet — 1.1 meters thinner than comparable measurements taken in 2001, the last time the Polarstern visited the North Pole and a season when observed floe depth matched the long-term average.
But in what could be a disconcerting harbinger for the 2010 melt season — about to reach its low point during the next three to four weeks — the ice thickness measured by Polarstern scientists this summer is almost exactly the same as measurements taken in the central Arctic in 2007.That’s the year the polar ice cap shrank to its all - time summer minimum — a dismal record that the current overall ice cap has been flirting with off - and - on for weeks.The Arctic “is now experiencing a similarly small ice cover as the year that went down in the annals as the one with the lowest extent of sea ice since the beginning of satellite measurements in 1979,” according to chief scientist Ursula Schauer, an ocea- nographer from the Institute, in this story filed from the North Pole.
The North Pole visit marked the vessel’s third visit to the home planet’s most northern point. In 1991, the POLARSTERN and the Swedish research icebreaker ODEN became the first two conventionally driven ships to sail there. The POLARSTERN returned almost exactly 10 years later to the day with the U.S. Coast Guard icebreaker HEALY.But the vessel’s most startling navigational feat might have occurred in 2008, when it performed the first circumnavigation of the Arctic Ocean by traversing both the Canadian Northwest Passage and the Russian Northern Sea Route during a single 10,800 - nautical mile voyage.One of the world’s most sophisticated and versatile research vessels, the German - built POLARSTERN has conducted more than 50 separate missions since commissioned in 1982 and spends about 310 days a year at sea. Its double-hull construction allows it to bash through ice up to five feet thick while cruising at 5 knots, and can handle temperatures that descend to about minus 60 degrees Fahrenheit, making it cap- able of overwintering in the polar night. Its name means “Pole Star.”
