FROM THE

MAYOR

The City of Caseyis continuing itsfocus on deliveringthe essentialinfrastructureand services that

residents need, withCouncil investing $56.8 millionin communityinfrastructure and$229.3 million inservices in 2013-14.

This year your rates will pay for a host ofinfrastructure improvements including local familyand children’s facilities, sports grounds, roads andopen spaces.

When developing this year’s budget, we had tobalance some major financial pressures placed onCouncil including increased street lighting costs,reduction in State and Federal Government grants,cost shifting and unfunded superannuation liabilitiesimposed onto all Councils. In addition, Councilstill has to carry the ongoing costs of the FederalGovernment’s carbon tax.

We have worked hard to keep rates low and strivedto minimise these external impacts on ratepayers,ensuring Casey continues to have one of the lowestrates per capita in outer metropolitan Melbourne.

I am very proud of the work the City of Casey isdoing for its 270,000-plus residents. Our focus ofthe 2013-14 budget is to ensure Council meets theneeds of its growing community and delivers on itsvision for Casey to be the city of choice to live, workand raise a family.

HOW YOUR RATES ARE

CALCULATED

The City of Casey, as with all Councils in Victoria,undertook a valuation of the rateable properties inthe municipality on levels of value as at 1 January2012.

The valuation was used for rating purposes for the

2012-13 year and the same valuation is being usedfor the 2013-14 year.

Council uses Capital Improved Value (CIV) as itsrating base. CIV is the market value of the land andany improvements on the land.

FIRE SERVICES PROPERTY LEVY

This year the State Government’s Fire ServicesProperty Levy will appear as a separate charge onyour Rate and Valuation Notice for the first time.

The fixed charge is $100 for residential propertiesand $200 for non-residential properties, plus avariable cost based on the property’s CIV listed onyour rates notice.

All Victorian Councils are required to collect this levyon behalf of the State Government, and will passthe full amount on to the State Revenue Office.

MAJOR PROJECTS

Your rates will contribute to the following majorprojects in 2013-14:

• Construction of the $6.4m Carlisle Park football/ cricket oval and pavilion, including tennis courts,Cranbourne

• Construction of the $4.5m Lynbrook CommunityCentre and Hall

• Construction of the $3.2m Arbourlea Family andChildren’s Centre, Cranbourne North

• Completion of the $6.6m ovals, pavilion andnetball courts at Marriott Waters Estate, Lyndhurst

• Design of the $3.3m Selandra Rise Family andChildren’s Centre, Cranbourne East

• Completion of the $2.2m improvements to thegymnasium at the Endeavour Hills Leisure Centre

• Design of the synthetic athletics track at EdwinFlack Reserve, Berwick

• Road improvements including the constructionof a second entrance at Casey Fields andconstruction of a pedestrian crossing across therailway line in Evans Road, Cranbourne

• Upgrade of the tennis pavilion at the PearcedaleRecreation Reserve

• Over $1m of park improvements in EndeavourHills including an upgrade of picnic facilities atFrog Hollow Reserve

PAYING YOUR RATES

Your Rate and Valuation Notice details the optionsavailable to pay your rates.

• Rates should be paid in full on or beforeMonday 17 February 2014.

• If you are paying by instalments the firstinstalment must be paid on or beforeMonday 30 September 2013 and followinginstalments are due on or before Monday2 December 2013, Friday 28 February 2014and Monday 2 June 2014.

The City of Casey offers a rate reminder service forratepayers who choose to pay their rates in full by17 February 2014. For those who take part in thisoptional service, an SMS message or voice messagewill be sent to your mobile or home telephone toalert you that your rates are due to be paid.

If you would like to subscribe to this service, pleasecomplete the enclosed Customer Service Request

form and return it to the City of Casey. If you havepreviously applied for the SMS reminder, you do notneed to reapply.

Ratepayers now have the option of receiving theirnext rates notice, for 2013-14 instalments, or forthe 2014-15 Rate and Valuation Notice, to youronline bank account electronically. Please refer to theenclosed BPAY View brochure for more information.

If you find it difficult to pay your Council rates due tofinancial hardship, please contact Customer Serviceon 9705 5200 before the due date for the payment

of rates, to make a suitable repayment arrangement.

CHANGES IN OWNERSHIP OR

OCCUPANCY

If you change your address or details of yourproperty ownership or occupancy, you must notifyCouncil in writing. When ownership of a propertychanges, liability for payment of rates remains withthe owner recorded with Council until a Notice ofDisposition is received, either from the person who

has sold the property or their representative.

WASTE SERVICE CHARGES

Full waste service* (120 litre bin) $304.00

Full waste service* (80 litre bin) $283.00

Additional 120 litre garbage bin $201.00

Additional 240 litre green waste bin $65.00

* Full Waste Service Charge includes 80 or 120 litre garbage bin,240 litre recycling bin, 240 litre garden waste bin and two pre-booked hard waste collections per year.

Please note that the Waste Services Charge also reflects the costof rehabilitating local landfill sites, dumped rubbish management, public place litter bins, street sweeping, the State GovernmentEPA levy and the Federal Government Carbon Tax on-costs forwaste disposal to landfill.

CONCESSIONS

If you are in receipt of a pension,you may be eligible for a rebate onrates and charges. Please note thatthe appropriate pension card mustbe provided when submitting yourapplication for a rate rebate at theCouncil offices. A concession mayalso be available to holders of anappropriate TPI or War Widow GoldCard. Please note, healthcare cardsare not eligible.
