Who We Are and the Youth for Change Difference YouthforChangeisanon-profit,publicbenefitorganizationlicensedbytheStateofCaliforniatoprovidecomprehensivetreatment,educationandsupportservicesinourcommunity.Established in1991,theYouthforChangeteamhascontinuallydevelopedcommunitypartnershipsforthe purposeofchampioningthewell-beingofchildrenandfamilies.Ourprogramsaredynamicand respondflexiblytocommunityandfamilyneeds.

YouthforChangebelievesthatthebestplaceforachildiswithhisorherfamily.Whenafamilyisincrisisandunabletomeetachild’sneedforsafetyandhealth,YouthforChangemakeseveryefforttoprovidesupport,skillsandresourcestohelpreunifythisfamilyinahealthyandnurturingway.YouthforChangehasamissiontosupportindividuals,

childrenandfamiliessothattheymaylive happy,healthyandsafelivesbyproviding servicesthatpromotedignity,self-determination,andwell-being.

Hours of OperationHoursofoperationmayvarydependingontheprogram . Youth for Change operates during regular businesshours(8amto5pm)butappointmenttimesmayvaryandareflexible.TheHospitalAlterna-tivesProgramandWraparoundServicesprovideservices24/7,asneeded.

Our Programs YouthforChangebeganitsworkwiththreegrouphometreatmentfacilitiesfor18severelyemotionallydisturbedchildren.Todayourservicesnowinclude:

6th Street Center for Youth6thStreetopenedin2008asaMentalHealthServicesAct(MHSA)fundedcollaborationbetweenYouthforChangeandButteCountyDepartmentofBehavioralHealth.Ourservicesareforyouthages14-24thatarehomeless,marginallyhousedorrunaways.6thStreetCenterprovidesasafeandsupportiveenvironmentwhereyouthexperiencinghomelessnesscanacquiretheskillstheyneedtoregainstabilityintheirlives.Wedothisbymodelinghealthybehaviorandrelation-ships,encouragingproductiveactivities,andprovid-ingaccesstoneededresources.Servicesrangefrombasicneedsincludingfood,laundryandhygienetocounseling,educationalandemploymentadvocacy,intensivecasemanagementandfamilyreunification.TransitionalandMasterLeaseHousingProgramsareopentohomelesstransitionageyouth(18-23)whoareparticipatingin6thStreetorBehavioralHealthservices.Formoreinformationaboutspecificservicesandevents,pleasevisittheprogramwebsiteat: www.6thstreetcenter.org.

Facilitating All Resources Effectively (FARE)FAREisaprogramthatoffersFamilyTeamDecisionMakingmeetingstofamiliesinvolvedwiththechildwelfaresystem.Ourgoalistoidentifystrengthsofthefamilyandinsuretheirparticipationinallstagesofthe process . Our meetings strengthen partnership and collaborationbetweenfamilymembers,socialwork-

ers,andotherserviceproviders.Weacknowledgethatfamiliesknowwhattheyneedandshouldbeapartoftheplanningoftheircase.Westrivetoensurethatfamilies participate in all aspects of their case from placement and case planning to transitioning children home .

Foster Care Services/Resource FamiliesTraditionalFosterCareprovidescomprehensivesupportiveservicestofosterparentsaswellasasafe,nurturingandsupportiverelationshipforyouthinneedofastablehome.IntensiveTreatmentFosterCareisashort-termprogramthatassistsinstabilizingayouth’sbehaviorastheypreparetoreunifywithafamilymemberorotherlongtermplacementoptions.TransitionalHousingPrograms(THP,THPPlusandTHPplusFC)assistsparticipantswiththefinancialresponsibilitiesofindependencewhilehelpinggainthenecessaryskillstosustainthemselves.

Group Home Program/Short Term Residential Treatment Center (STRTC)TheYouthforChangeGroupHomeProgramisbaseduponanallegiancetosystemicfamilytherapyandutilizesthetraining,experienceandskillsoflicensedtherapistsincollaborationwithateamofwell-educat-edandtrainedstaffinfacilitatinganintensive,com-prehensive,andcreativetherapeuticprogramthatiscenteredonthehealingofthewholechild.TheYouthfor Change Group Home Program is designed for boysages12-17andgirlsages12-17,whoselevelsoffunctionathome,schoolorinthecommunitywarranttheintensiveinterventionaffordedbyagrouphomeprogram.Commonemotionalandbehavioralprob-lemsofyouthservedinclude:depression,anxiety,physicaland/orsexualabuse,anti-socialbehavior,unresolvedgriefreaction,truancy,runningawayandfamilysystem’sissues.

Homeless Emergency Action Response TeamH.E.A.R.T.(HomelessEmergencyActionResponseTeam)offers24hoursservicestohomelessandrun-awayyouth(undertheageof18)andtheircaregiversinButteCounty.Thegoalsofthisprogramare:topro-videphysicalandemotionalsafetytoyouthexperienc-ingahomelessorrunawayepisode;reuniterunawayyouthwiththeirfamiliesandstrengthenfamilybonds;promotestablelivingconditionsforrunawayandhomelessyouth,includingyouththatareatriskfromseparationfromtheirfamilies;anddesign,implementandmaintainaservicesdeliverysystemthatisrespon-sivetotheuniqueneedsofrunawayandhomeless

youthinButteCounty.Clientscanbeinservicesforshortperiodoftimetoresolveacrisisorforlongtermclinicalandcasemanagementservicesdependingontheclient’sidentifiedneeds.ToaccessH.E.A.R.T.servicescall1-877-4-RUN-AWAY.

Hospital Alternatives Program (HAP)TheHospitalAlternativesProgram(HAP)speciallytrainedCliniciansandBehavioralHealthCounselorsprovidecomprehensiveresponseandsupportser-vicestoyouthwhoareinneedofintensiveservicesasanalternativetobeinghospitalizedfollowinga5150screening.HAPisacollaborationbetweentheButteCountyBehavioralHealthCrisisStabilizationUnitandYouthforChange.InordertoreceiveHAPser-vices,participantsmusthavefullscopeMedi-CalandareferralmustbemadebytheButteCountyCrisisStabilizationUnit:(530)891-2810or(800)334-6622.

In Home ParentingIn Home Parenting is an in home parenting education programofferedtoButteCountyfamiliesreceivingmentalhealthservices.ParentswhowanttoimprovetheirparentingskillscanworkwithaParentEducatortoimprovetheirrelationshipwiththeirchild(ren)andenhancetheirfamilysupportsystem.InHomeParent-ingoffersparentsupport,parent-childactivitiesandworkswithparentstodevelopparentingtechniquesthatofferpositiveresults.

Medication/Psychiatric Support ServicesMedSupportservicesareofferedtoallchildren,adolescents and their families who are enrolled in a varietyofYouthforChangeprograms,uptotheageof18.Theseservicesincludeconsultation,diagnosticassessment,psychotropicmedicationtreatmentandpsychotherapy.

YFC Outdoors ProgramYouth for Change Outdoors Program aims to engage behaviorallychallengedyouthinasafeandstructuredoutdoorenvironment,allowingtheyouthtochoosethedegreetowhichtheyarechallenged.Throughthisprocesstheyouthwilllearnaboutthemselves,theirimmediatesurroundings,environmentalstewardship,teamwork,andtheirownabilitytomakesafe,respon-sibledecisionsindependently,andinagroupsetting.

School Based CounselingTheSchoolBasedCounselingprogramprovidescounselingservicestostudentsandtheirfamilieswhoarereferredbyParadiseUnifiedSchoolDistrict.Theseservicescanbeprovidedateligibleschoolsites,theParadiseRidgeFamilyResourceCenter,and/or

thestudent’shomes.Individual,group,andfamilysessionsmaybeoffered.Therapistsmayalsoprovidepsycho-educationtoclassroomteacherstohelptheminteractmoreeffectivelywiththeirstudents.Thispro-gramisacollaborationbetweenYouthforChange,theParadiseUnifiedSchoolDistrict,andtheButteCountyDepartmentofBehavioralHealth.

The Strategies Center at Youth for Change™TheStrategiesCenteratYouthforChange™isanationallyrecognizedgroupofprofessionalsthatprovidestraining,skillsimplementation,technicalassistance,appliedresearch,evaluation,organizationalcapacitybuilding,andleadershipdevelopment services.

Ourclientsareprimarily,butnotexclusively,inthesocialandhumanservicessector.TheStrategies Centerhasprovidedhands-on,realworldprofessionaldevelopmentandtrainingtohelpindividuals, programs,organizations,andnetworksreachtheir professionalandservicegoalsformorethan17years.

Weemploycurrentinformationtocreateservicesthatareresearch-based,people-centered,experiential,andcustomizedtoaddressourclients’needs.

Strengthening FamiliesTheStrengtheningFamiliesprogramsupportsfamilieswithchildrenages0-5bybuildingthe5ProtectiveFac-tors(parentalresilience,socialconnections,knowledgeofparentingandchilddevelopment,concretesupportin times of need, and social and emotional competence ofchildren)withinthehomeandthecommunity.WeprovidefunandinteractiveTot-Time,childcareforparentingclasses,andofferassistancetofamiliesinneedtoensurefamilystability.

Strong Starts – Parent-Child Interaction Therapy (PCIT) PCITisdesignedtoimprovethequalityoftherela-tionshipbetweenyouandyourchild.Thefocusisonteachingyouthenecessaryskillstoreduceunwantedbehaviorsthataffectyourchild’sfunctioningathome,inpublic,andwithhis/herpeers.StrongStartcounsel-ingfor0to12.PCITprovidedfor0to7yearsofage.

Therapeutic Behavioral Services (TBS)TBSservicesprovideadditionalshorttermsupporttoyouthundertheageof21.TBSstaffwillassistchildren/youthintheirtransitiontolowerlevelsofcare(includinghomeorhomelikesetting)oravoidmovingtoahigherlevelofcare(includingapsychi-atrichospitalorgrouphomeintheRateClassificationLevel(RCL)12orhigher).

Wraparound Services (Wrap)Wrap’sapproachfocusesonwhatisworkingwiththefamily.Itbuildsonindividual’sstrengths,assetsandskills.Itpullspeopleandcommunitytogether.Ateamiscreatedthatstrivesfortrust,cooperation,self-worthandfamilyunity.Eachfamilyisinchargeoftheirown goals and successes . Families with children who havebeenplacedinorareatriskofplacementinagrouphomeintheRateClassificationLevel(RCL)10oraboveasidentifiedbytheButteCountyInteragencyPlacementUnit(ISPU)areeligibleforWrap.

Youth Empowerment Services (YES)YouthEmpowermentServicesProgramoffersoppor-tunitiesforyouthtoengageinoutdoorandrecreation-alactivitiestothedegreewithwhichtheyarecom-fortable.Weeklyskillsbuildinggroupsarepresented

toyouthfromages8–24withtheintentofenhancingself-confidence,communicationskills,socialskillsandcommunitydevelopment.ThegoaloftheYESProgramistoequipyouthwiththeskillsabilitytofunctionatahealthylevelintraditionalafterschoolprograms,educationalsettingsandtheirhomeenvi-ronments . In addition, the program aims to strength-enfamilybonds,provideeducationonaccessingcommunityresources,andpromotepersonalgrowthandhigherfunctionalitythroughsafeandintentionalchallenges,andmasteryofskillspresentedduringgroups .

Cultural Wrap Around ProgramThroughacollaborativeeffortwithButteCountyBehavioralHealth,YouthforChangeprovidescasemanagementandparentalsupportservicesthroughthe Cultural Wraparound Program . Our case man-agersandparentpartnersworkinconjunctionwithButteCountyCliniciansandstafftosupportfamiliesandprovideaccesstoresourcesandcommunitycon-nections.Usingastrengthbasedandculturallysen-sitiveapproach,ourstaffworktostrengthenfamiliesandtheirsupportnetworksinordertopreventoutofhome placement .

Group Home and Foster Care Youth RightsTheCaliforniaCodeofRegulations,Title22requiresthatanychildadmittedtoahome/facilitymustbeadvisedofhis/herpersonalrights.Homes/Facilitiesarealsorequiredtoposttheserightsinareasaccessi-bletothepublic.DuringtheintakeprocessyoushallbeprovidedwithYourRightsasaFosterCareYouthinCalifornia.Thisformdescribesthepersonalrightstobeaffordedeachchildadmittedtoahome/facility.Thisformalsoprovidesthecomplaintproceduresforthechildandauthorizedrepresentative.Thisformistobereviewed,completedandsignedbyeachchildand/oreachauthorizedrepresentativeuponadmissiontothehome/facility.Thechildand/orauthorizedrep-resentativealsohavetherighttoreceiveacompletedcopyoftheoriginallysignedform.Theoriginalsignedcopyshallberetainedinthechild’sfilewhichismain-tainedbythehome/facility.

The Core Evidence Based Practices Treatment Models at Youth for Change

YouthforChangeencouragesandimplementsthefollowingtechniquesintheirtreatmentprogrampro-cesses:TherapeuticCrisisIntervention,Parent-ChildInteractionTherapy,NurturedHeartApproach,Nur-turingParenting,MotivationalInterviewing,TraumaFocusedCognitiveBehavioralTherapy,AdoptionCompetentPractice,DialecticalBehavioralTherapy,FeedbackInformedTreatment,andTheChildandAdolescentNeedsandStrengthAssessment.

Anin-depthexplanationofeachofthetreatmentpracticesmentionedaboveisavailableuponre-quest.

Scope of Practice: YouthforChangeemployeespossessawiderangeofexperienceandeducationalbackgroundandareselectedfortheirspecificexper-tise,energyandattitudetowardservicedeliveryinaccordancewithourmissiontoenhancethewell-be-ingofothers.Weemploypara-professionalswithBachelor’sDegreesinfieldsrelatedtosocialservice,healthandwellnessandyouthdevelopmentandalsoMaster’slevelprofessionalsworkingtowardlicensureinthefieldofsocialworkandmarriagefamilytherapy.LicensedClinicalSocialWork-ersandLicensedMarriageandFamilyTherapistssupervisealltheclinicalandsocialworkserviceprovidedatYouthforChange.

Grievance Procedure:IfeveryouareunsatisfiedwithourservicesyouareencouragedtocontacttheComplianceOfficerat(530)877-1965tocommuni-cateyourneeds,complaintsorrequests.

YoumayalsocontactButteCountyBehavioralHealth’sPatients’RightsAdvocateatanytimetore-portacomplaint;thiscontactinformationisalwaysvisibleinthelobbyofourservicesites.

Non-Violent Practices: ItisourstrictpolicyatYouthForChangetoNOTusethefollowinginter-ventionsintreatment:Lockedseclusion,mechanicalrestraint,verbalabuseorhumiliation,excessiveforcebeyondtheresourcesneededtosafelyandhu-manelyintervenewithclientsatriskofgraveharmto self or others, withhold food or water, demean-ingordegradingactivities,punitiverestrictionsorassignments or corporal punishment .

Drug, Alcohol, Tobacco & Weapons Policy & Emergency Procedures

YouthforChangeisadrug/alcohol-freeworkplace.EachYFCstaffmemberhasaresponsibilitytode-liverservicesinasafe,conscientiousmannerwhichincludes refraining from the use of illegal drugs, alcoholandtobaccowhileonYFCpropertyorwhileperformingtheirworkduties.Prescriptionmedi-cationshouldbetakenasprescribedandispermit-tedsolongasitdoesnotimpairabilitytoperformjobdutiessafelyandeffectively.Allprescriptionmedication should remain under the control of the prescribedindividualatalltimes.

Clientsandtheirfamilymembersareaskedtoassistusinkeepingourworkenvironmentdrug,alcoholandtobaccofreeandparticipateinsessions,visita-tionsandappointmentsinamannerthatcontrib-utestothehealthandwell-beingofthemselvesandothersbybeingalcoholanddrugfree.Weaskthatclients adhere to California and Federal laws with regard to possessing, ingesting, manufacturing or transportinganycontrolledsubstancewhileonYFCpropertyorwhileengaginginaYFCservice.Anypersonsuspectedtobeundertheinfluenceofalcoholorillegaldrugsmaybeaskedtoleavethepremises .

Weapons: Weaskthatallclients,familymembers,communitypartnersandpeersactinaccordancewithcity,countyandstatelawsandnotunlawfullypossess weapons on all Youth for Change premises or during Youth for Change functions .

Emergency Procedures and Exits: Each Youth for Changesiteisequippedwithemergencyproce-duresandexitstomaximizeyoursafetyduringyoursessionorstay.Youcanfindtheseexitsclearlymarkedandroutespostedthroughoutthefacili-ties.WearevisitedregularlybytheFireMarshaltoensureourcompliancewithsafetyprocedures.Allstaffparticipateinmonthlysafetytrainingsaswellasemergencyproceduredrills.

• Duringyourtreatmentyoumaybeaskedtoinaconsumerperceptionsurveyregardingyoursatisfactionwithourservices.

• Wealsoaskourcommunitypartnerstorateus on our professionalism, friendliness and competencyinasurveyonayearlybasis.
