DETERMINATION OF BILLING DEMAND: The billing demand shall be the maximum kilowatt. demand established by the consumer for any period of thirty ( 3 0 ) minutes during the month f o r which the bill is rendered, as indicated o r recorded by a demand meter and adjust for power factor. Demand charge will be adjusted for consumers with 5 0 KW o r more of measured demand to correct for average power factors lower than ninety ( percent and may be s o adjusted for other consumers if and when the seller deems necessary. Such adjustments will be made by increasing the measured demand one (1) percent for each one (1) percent by which the average power factor is less than ninety ( 9 0 ) percent lagging.

--- DETERMINATION OF BILLING DEMAND: The billing demand in kilowatts shall be the consumer maximum integrated thirty ( 3 0 ) minute demand at such delivery point during each billing month, determined by meters which record at the end o f each thirty (30) minute period the integrated kilowatt demand during the precedin thirty ( 3 0 ) minutes, o r such maximum integrated thirty ( 3 minute demand achieved during any one of the eleven preceding months, whichever shall be greater. Deman charges will be adjusted to correct f o r average power factors lower than ninety ( 9 0 ) when the seller deems?:': necessary. Such adjustments will be made by increasihig the measured demand one ( 1 ) percent f o r each one (1) percent by which the average power factor is less than ninety ( 9 0 ) percent lagging.

CONDITIONS OF SERVICE: Compensating starting equipment may be required for all motors when specified by the seller because of power line characteristics.

DELIVERY POINT: Unless otherwise specified in the service contract, the delivery point shall be the connection between conductors furnished and installed by the seller and the conductors furnished and installed by the consumer. All wiring, lines and other equipment (except metering equipment) on the load side o f the delivery point shall be owned and maintained by the consumer.

(9) In unusual circumstances, when the application of these rules appear impracticable or unjust to either party, o r discriminatory to other customers, the Cooperative or applicant shall refer the matter to the Public Service Commission for a special ruling o r for the approval. o f special conditions which may be mutually agreed upon, prior to commencing construction.
4 . INSTALLATION OF UNDERGROUND FACILITIES TO INDIVIDUAL SERVICE --- DELIVERY POINTS:
(a) Where primary and secondary conductors are involved, the Cooperative shall estimate the cost to provide adequate service both overhead and underground, and the applicant shall pay such difference in cost as a non- refundable contribution prior t o the commencement o f such construction. Where an indeterminate consumer i s the applicant, the Cooperative may require an advance deposit in addition to the contribution and which deposit shall be returned to the applicant as provided in the Indeterminate Extension Policy and in accordance with the Kentucky Public Service Commission rules governing such construction deposits. All other terms and conditions set forth in Section "E", 1 , 2 , and 3 which are not in conflict with this Section "E", 4 shall also apply.
