Vidya Bharathi, Tamil Nadu had organized a seminar on the draft of the NATIONAL EDUCATION POLICY 2019 to discuss on the “Tamil Nadu perspective” on Saturday, 22nd June 2019, at Agarwal Vidyalaya, 54 EVK Sampath Road, Vepery, Chennai – 600007.

Eminent educationists, Journalists, Principals, Correspond-ents of schools, representatives from teacher’s association, spiritual leaders, social workers and many such others in-volved in education, participated and had given their opinions and suggestions.

Based on the discussions held in the seminar, the following were resolved unanimously.

Stream lining of pedagogical pattern

1. The proposal on a new developmentally appropriate curriculum and pedagogical structure for school education based on principles of brain development and learning to be developed based on a 5+3+3+4 needs a welcome note. It em-phasis on all subjects- science, social sciences, art, languages, sports, mathematics with integration of vocational and aca-demic streams in school would create an integrated and bal-anced development in students.

2. Vocational education being an integral part of educa-tion, providing access to vocational education to at least 50% of all learners by 2025 is welcome since it would create more opportunities for self sustenance.

3. Census examination at class 3, 5 & 8 should be open to NIOS students also. The students who successfully pass in the census examination must be allowed to join in schools of-fering formal education.

4. NIOS students should be allowed to write class X and class XII examinations in the formal school curriculum and examination.

5. There should be an opportunity given to the students to study the history of the State he lives in. Hence the social science syllabus should be framed in such a way that it should have 60% syllabus common to all States and 40% based on the local history and facts.

6. Online examination at regular intervals must be held for enabling the students who fail in board examinations.

7. Every Student must attend two years training in Scouts, NCC and NSS in Schools

8. Students must attend 12 camps of 2 to 3 weeks from class 5 in Disaster management, relief management, national integration etc.

9. The policy on adult education aims at 100 % literacy among the youth and adults by 2030. While we appreciate the noble aim of the Government, we caution that it will be an exercise in futility to provide universal education through schools alone. The Government should come up with inclu-sive initiative to evaluate and accredit non-formal education to achieve the goal.

Flexibility through School Complexes and Special Edu-cation Zones

10. The concept of School Complexes, comprising a number of geographically located schools, is a welcome move since it aims to provide academic autonomy in examination, sharing among the schools resource including subject teachers, sports, music and art teachers, counselors and social workers. This grouping exercise will also include review and consolida-tion of schools with very low enrolment (eg < 20 students)

11. The School Complex System aims for comprehensive teacher development programmes in synchronization with Dis-trict Education Institutes and the Block and Cluster Resource centers. This will enhance the quality and skill of the teachers and provide better teaching standards.

12. Creating Special Education Zones in disadvantageous regions with substantial Central Government funding will en-able inclusive education for underrepresented groups. Central Government providing financial support in the ratio of 2:1 to the State Governments is appreciated. At the same time such zones should not become anti national hubs.

13. In the assessment and appraisal of a teacher, the School Management Committee should have a role to play / should be included along with Principal & Education Officer.

14. Schools attaining certain standards and maintain them over a period of five years must be given permanent recogni-tion. Such schools should be allowed to engage independent quality rating agencies approved by the Government of India.

15. NIOS must not stipulate minimum land and building criteria as done currently. Enough space must be given to non formal learning.

The proposal to implement three language formula throughout the country is a welcome move since it offers an opportunity for the local student to learn another Indian lan-guage, and for the students of a particular State pursuing stud-ies in another State to learn his mother tongue as third lan-guage. The move also enables students to learn Samskritham, Urdu or Prakrit as a third language in support of their main studies in Ayurveda, Unani or Homeopathy.

20. In Tamilnadu a number of parents and students are willing to learn and study Hindi as a third language. It opens up trade opportunities throughout India and also access to tech-nical and higher education in any part of the country. Besides, the parents in Tamilnadu appreciate the role of Hindi as a link language between the State and the Central Governments. Po-litical opposition to Hindi in Tamilnadu should not hinder the learning option of the students.

21. A school can offer medium of instructions in any lan-guage for science, social science and mathematics. However the State language also must be taught to the students.

22. Education in the local language/mother tongue till Grade 5 preferably till Grade 8 with a flexible (bilingual) lan-guage approach would create interest in learning and better understanding of the concepts. The proposal to impart legal education in bilingual study will re-orient the law students to appreciate Bharateeya system of living, beliefs and faiths.

Higher education should provide an opportunity for rural students to study in mother tongue.

Spirituality education

23. National Educational policy 2019, plays emphasis on the student acquiring values such as truth, ahimsa, respect to elders, Swach Bharath etc. However good the values are im-bibed in them, without inculcating spirituality it would be a double edged weapon. All terrorist are true to their organisa-tions and wedded to their ideologies. They lack spiritual quo-tient. The values without spirituality drive them to become specialist criminals or terrorists.

24. Spirituality is a Science. It is not Superstition. New Education Policy has not paid adequate attention for inculcat-

ing spirituality in students. Every student should be allowed to learn within himself. Meditation increases concentration and Yoga balances the mind. Learning meditation and yoga should be an integral part of spirituality learning.

Caution against School Accreditation

25. While we welcome the proposed accredition system of grading and ranking of primary school education, we cau-tion that the same could become a tool for profiteering by ex-ploitation.

26. A teacher in the course of her continuing professional education acquires additional qualifications. They will also be exposed to variety of exposures such as rural service, tribal service, examinations and evaluations peer teaching and ex-tracurricular duties such as vernacular computing, NCC, NSS, etc. Such teachers must gain additional accredition points by an independent accrediting body under the roof of the school regulatory authority. Teacher accredition goes a long way in the search for leadership of schools.

27. We welcome the proposal to create a National Lan-guage and Maths repository. This will be a cost effective alter-native to smart classes and have a wider reach due to its multi lingual presentation.

Right To Education ( RTE )

28. While the proposal to broaden Right to Free Education(RTE) from the age of 3 to 18 will go a long way in addressing the goal of Universal Education, it will be com-plete only if the religious minority educational institutions are also brought within the ambit of RTE Act. Religious minority institutions constitute a majority among the school educational institutions and their present exclusion pushes a heavy finan-cial burden on the few non-minority schools. If the RTE act is made applicable to minority religious institutions, it would substantially facilitate Universal education.

29. Non-minority institutions, mostly philanthropic ven-tures, risk closure due to non viability. The non-minority in-stitutions are either not reimbursed the cost of RTE burden or there is a torturous delay in reimbursement. At times the State Governments unilaterally reduced the quantum of reimburse-ments.

30. The restriction on eligibility for RTE applicants to be within the radius of one kilometer of the school should be wid-ened to five kilometers. Such a widening of the reach of RTE applicants will enable rural students to study in Private schools upto five kilometers.

31. A student seeking admissions under RTE must first exhaust admissions in a Government school within the radi-us of five kilometers before seeking admissions in a private

32. Fee reimbursements for students admitted under RTE should be made by direct transfer to beneficiaries. The amount per student should be credited in the bank account of the par-ent. The school should not be queuing before the Government for reimbursement of RTE fee. After getting admissions for their wards under RTE parents should remit fee to the school.

33. The Government of India should publish the Cost Ed-ucation Index on the basis of Government survey from Kendra Vidyalayas and State Government schools. The quantum of reimbursement should either be the fee fixed by the fee fixa-tion committee or the cost education index and whichever is more.

34. The reimbursement to the parent must be made in ad-vance preferably in the month of June so that neither the parent nor the school is burdened with the cost of free seats.

Additional Accreditation for B.Ed. qualification

35. The four year B.Ed integrated course will produce professional teachers with specialization in various subjects of their choice. The vacancies in educational institutions may not exactly match the specialization of the teachers. The avail-ability of qualified teachers with specialisation in languages especially English and Social science is very limited. Hence there is a need to re- orient and impart training in the required subjects by the institutions offering employment. However such training will finally be evaluated by the Government and additional accreditation can be given to the qualified teacher. Every educational institution should therefore be enable to of-fer in-house training on several subjects for the purpose of ad-ditional subject accreditation.

36. The proposal to guarantee employment to tribal, rural and girl students after completing four year integrated B.Ed programme is appreciated. We suggest that appropriate incen-tives/fellowships to be provided for such students pursuing postgraduate and doctoral qualifications also.

Mandatory training for Anganvadi teachers

37. The proposal to do away with unqualified persons as para teachers is welcome. However engaging untrained teachers for Anganvadi’s is also not desirable, unless the Anganvadi teachers are trained in psycho-motor skills, child psychology and in teaching methodology, they should not be appointed.

Media Literacy

38. Nearly sixty percent of journalist are not qualified or accredited. Forty percent of news published and telecasted are fake news today.

Media education needs to be professionalized with the structured education and professional ethics.

Professional accountability of teachers

39. Teachers have to be true to the National Education Policy in order to execute the policy with reasonable suc-cess. Therefore they have to be made accountable, answerable and responsible in the implementation of the National policy. Every teacher needs to be educated on the nuances of the pol-icy and later followed by teacher assessment, appraisal and appropriate evaluation.

Every teacher is an eternal student and understanding of the National policy is part of the continuing professional educa-tion.

Appreciation of proposals towards equitable and inclusive education

40. The proposal to provide breakfast in addition to mid-day meal for promoting equitable and inclusive education will address the nutrition needs of the under privileged children and shall also reduce the school dropouts.

41. The proposal to provide financial support by way of scholarship to individual students through a National Fund will go a long way in addressing the needs of students from under privileged group. Tamilnadu Govt in providing free education, uniform, books, mid-day meals, bicycle, lap tops and transport in Govt Schools. (The proposed Scholarship through National Fund should be provided as additional benefit to such students. The support by way costless necessities and scholarship should be uniform Throughout the country) This may arrest dropouts in schools besides preventing children from being drawn into child labour.

42. The formation of Rashtriya Shiksha Aayog or Na-tional Education Commission headed by the Prime Minister is a welcome move. The Aayog will be the custodian of educa-tion in our country and would integrate the national vision of education. Setting up of State level apex bodies would give required freedom to the States in educational policy making.

Parents are not good regulators

43. While the proposal to set up State School Regulat-ing Authority will bring about uniformity and reduce red tape, the proposal to empower parents as de-facto regulators is un-welcome as it would promote irresponsible activism and an-archy in the school environment, leaving scope for unwanted elements with vested interest to disturb the smooth running of schools.
