Ref: Your office memo no. 1502/ORG dated 23/10/2017. The above posts have been retained upto 31/07/2017 in terms of G.O. No. 3694-PL dated 30/08/2016. With reference to above and in the cited subject the undersigned is directed to say that the matter was consulted with the Finance Department and vide note dated 31/10/2017 in the Secretariat File No. PB/3P-14/08 the Finance Department has opined that "The post of cleaner was created with the approval of Cabinet with the U.O. No. 3549-P(s) dated 07/02/07 at N.S.P.-55. In the instant case, since, the post in question is permanent in nature, no retention is required for the same."

2. Accordingly, the matter was considered in this department. the undersigned is directed to say that the Governor is pleased to declare the post of 01(one) cleaner as permanent in State Traffic Branch of WBP with effect from 28/02/2017.

3. The said posts were created vide G.O. 4534-PL dated 28/11/2007 and have since been continuing temporary on year to year retention basis.

4. The charge will be met from the grant under the head '2055-Police-00-109- Direction and Administration-NP-West Bengal Police" in the State Budget.

5. This order issues with in terms of the power delegated vide Finance (Audit) Deptt's Memo No. 6059-F dated 25/06/1979.

6. The Principal Accountant General (A&E), is being informed accordingly.

Police Order No. 01 of 2018.

Raising of three Rapid Action Force (RAF) Battalion s under West Bengal Police.

1. West Bengal Police has proposed Government to establish three RAF Battalions to deal with law & orders situations with properly motivated force having right attitude, correct skills and adequate equipments in a concerted and professional manner.

2. Pending formal sanction order of Government three ad-hoc Battalions of RAF will be raised from the sanctioned strength and available resources of West Bengal Police. The three Battalions (RAF 1st Bn., FAR 2nd and RAF 3rd Bn.) will be raised at the locations noted in the table below :

3. Objectives for raising RAF Battalion:

a) Primary : i) To tackle unprecedented law and order situations including communal violence. ii) To provide rescue and relief operation to the victims of such violence so that

normalcy is restored promptly in the area. b) Secondary: i) To provide rescue and relief operation during natural and man-made disaster; ii) For execution of large raids and search especially in built-up areas ii) To provide Command, Control and Communication facilities in large scale- operations involving RAF as well as other police forces.

The rank and staff structure of the proposed RAF Battalions are explained in Annexure-I.

5. Each battalion will be provided with strength of vehicles / accoutrements /non lethal weapons / telecom equipments etc. as explained in Annexure-II.

6. The training of the RAF Battalions will be organized on continuous basis in consultation with the Head of Armed Police.

7. Deployment Guidelines: i) RAF will not be deployed at a strength less than one section in field situation. ii) RAF will not be deployed for any routine duties. iii) RAF will work under the operational control of the District Police / Commissioner

of Police.

8. Commandant of each RAF Battalion will publish annual report highlighting different activities of Battalions which should include.

i) deployment of forces, ii) training programmes conducted and undertaken by force and iii) welfare activities.

9. DG & IGP, West Bngal may at any point of time revise, relax or repeal any of clauses of the police order as and when required.
