AEA GPA
2011 is the fourth year for evaluating AEA campuses and charters on GPA indicators. Only the All Students group is evaluated. Student groups are not evaluated separately.
There are 13 AEA GPA indicators. The two Comparable Improvement indicators are not evaluated for AEA GPA.
An Attendance Rate standard of 95.0% is applied to all AECs and charters under AEA GPA.
Among the 59 charter operators, 29 earned one or more acknowledgments.
Among the 451 AECs, 221 earned one or more acknowledgments.

2010-11 Academic Excellence Indicator System (AEIS)

November 10 TEASE release
District and campus AEIS reports were posted to TEASE on Thursday, November 10, 2011.
Email notifications were sent to district superintendents and ESC directors.
The TEASE release provides the information that districts need to fulfill publishing and notification requirements for the AEIS.
The AEIS Guidelines (available on TEASE) provide details about district responsibilities.

HEARING FOR PUBLIC DISCUSSION
Must be held within 90 calendar days after the November 10th TEASE release. District winter break days do not count towards the 90 days.
Within 2 weeks after the hearing, the AEIS report must be disseminated.

District Responsibilities
AEIS AND THE DISTRICT WEBSITE
TEC 39.362 requires districts with websites to post the most current accountability ratings, AEIS reports, and School Report Cards (SRC) not later than the 10th day after the first day of instruction of each school year.
There is no requirement in this statute that district websites must be updated with new AEIS reports after the 10th instructional day. However, districts are encouraged to do so.

Section III AdditionsThe third section of the AEIS reports has an additional column, “LEP with Services” to complement the column “LEP with No Services.” The ELL Progress Indicator was also added to this section.

2010-11 School Report Cards

Overview
The School Report Card (SRC) contains a subset of the performance, staff, and financial data in the AEIS reports.
SRCs are accessible through the AEIS public website. There is no separate TEASE release of the SRCs.
Target release date is Wednesday, December 7, 2011.
Superintendents and principals will be notified of availability via email.

District Responsibilities
As required by statute, these report cards must be disseminated to the “parent, guardian, conservator, or other person having lawful control of each student at the campus.”
Must be disseminated to parents within six weeks after districts are notified by TEA. (Winter break does not count.)
There are various ways to achieve the distribution requirements (see TAC 61.1021).

Additional CIP Requirements
For 2011 and 2012 there will be no additional CIP requirements of a campus rated Academically Acceptable.
In prior years, campuses rated Academically Acceptable that would be rated Academically Unacceptable using accountability standards for the subsequent year were subject to additional CIP requirements.
Since no state accountability ratings will be issued in 2012, the identification of 2011 campuses at risk of a 2012 low rating cannot be determined. Similarly, since there will be no campuses identified as Academically Acceptable in 2012, the pool of campuses to screen for low ratings in 2013 cannot be determined.

Public Education Grant (PEG) Program

Overview
A statutorily-mandated program of school choice (TEC Ch. 29, Subchapter G, §§ 29.201-29.205)
Partially aligned with accountability ratings, but not fully aligned with the state system or AYP.
Statute requires districts to notify parents of the 2012-13 list by February 1, 2012.
The PEG list is based on 2009, 2010, and 2011 performance, but is effective for the 2012-2013 school year only.

Criteria
Schools are listed if:(1) 50 percent or fewer of students* passed:
(a) Any TAKS** reading/English language arts, writing, mathematics, science, or social studies test, summed across the grades tested at the school;
(b) In any two of the three years: 2009, 2010, or 2011
OR
(2) The school was rated Academically Unacceptable in 2009, 2010, or 2011.
* Student groups are not evaluated.
** Included TAKS, TAKS (Accommodated), TAKS-M, and TAKS-Alt.

Planned release date is the week of November 28, 2011, via TEASE to all districts with one or more campuses on the list.
List will be posted to the agency correspondence website on December 8, 2011.

Approx. 25 members; Texas public school educators; Highly knowledgeable of public school accountability; and Current employees of an ISD, charter, or ESC. Serve a minimum of two years (2011-12 and 2012-13);

Duties: Consider complex, technical issues Work with TEA staff and national experts to develop
recommendations including: overall framework, integration of state and federal systems, assessment indicators, progress measures, completion indicators, student groups, minimum size criteria, alternative education accountability, and distinction designations.

Expectations
Attend up to five meetings at TEA offices in Austin (February 2012 through spring 2013);
Actively and constructively participate during meetings;
Solicit input from peers within their geographic region;
Participate in at least one small work group that will meet between the ATAC meetings via video-conference with TEA staff.

Process
The smaller work groups will present their proposals at the main ATAC meetings.
The ATAC committee’s final proposals will be reviewed by the Accountability Policy Advisory Committee (APAC) whose members include legislative, university, parent, business, and community representatives.
The APAC will provide feedback on the ATAC proposals to the commissioner of education. The commissioner will make final accountability decisions in spring 2013.
