MOTIONBEFORECOUNCIL:ThatGSACouncilRATIFY,ontherecommendationoftheGSANegotiatingCommittee,theattachedMemorandaofSettlementrelatedtotheGraduateStudentAssistantshipCollectiveAgreementandtheGraduateStudentSupportFund,effectiveSeptember1,2016toAugust31,2018.
SFickonotedthattheprocessofthenegotiationsfortheCollectiveAgreementstartedlastsummerwiththeGSALabourRelationsCommittee(GSALRC)meetinginAugustandthatshewashappythatnegotiationshadconcluded.SheaddedthatothercampusgroupshavehadsignificantissuesduringtheirnegotiationsbuttheGSA’shadgonerelativelysmoothly. SFickonotedthattheGSAwasestablishedbythePost-SecondaryLearningActasaseparatecorporationfromtheUniversityandthattheGSAhadaseatontheBoardofGovernors,wastaskedwithrepresentingallgraduatestudents,andhadthesolerighttonegotiatewiththeUniversityonbehalfofacademicallyemployedgraduatestudents.ShealsomentionedthattheGSAwasgovernedbyGSACouncil,wasgraduatestudentled,andprofessionallymanagedwiththeGSAmanagementandStaffteamsdoingalotofworkbehindthescenestosupporttheGSA.SFickothenreviewedthestructureoftheUniversity(headedbytheBoardofGovernors),whichdirectsthePresidentandtheProvost/Vice-PresidentAcademic;theotherVice-PresidentsbeingunderthePresident,whiletheDeansrunningthefacultiesanddepartmentsareundertheVice-PresidentAcademic;GeneralFacultiesCouncil(GFC)isthesecondhighestdecision-makingbodyoncampusandmakesdecisionsconcerningacademicmatters.

SFickothenreviewed,notingthatsomeofthisinformationhadbeensharedwithGSACouncilduringtheJanuarymeeting,herpreviousportfolioastheGSAVPLabour,includingcollectivebargainingandassistingstudentsemployedasTA/RAs.ShenotedthataCollectiveAgreementisalegallybindingwrittenagreement,usuallynegotiated“collectively,”betweentwoparties,thatregulatesthetermsandconditionsoftheemploymentofrepresentedemployeesinaworkplace,theirduties,andthedutiesoftheemployer.ShealsobrieflydescribedtheGSA’scollectivebargainingandaddedthatitwasoutlinedintheCollectiveAgreement. SFickonotedthattheGSALRCworkedtodeveloptheopeningpositionwiththeGSAVPLabourandthattheGSABoardsetsthemembershipoftheGSANegotiatingCommittee(GSANC).ShenotedthatthispastyearthemembershipoftheGSANCconsistedoftheGSAVPLabourasChairinadditiontoCMore,DSmirnow,MBal,andHThaker.ShethennotedthattheBoardofGovernorshasitsownnegotiatingcommittee.LastAugust,theGSALRCbeganmeetingtodiscussissuesfacinggraduatestudentsandtheGSALRCandGSANCmettofinalizetheGSAopeningpositionbeforeitwassubmittedtotheUniversity.ShethenremindedGSACouncilthatsheandCMorehadpreviouslypresentedtotheBoardHumanResourcesandCompensationCommittee(BHRCC)aboutgraduatestudentsandthebenefitstheybringtotheinstitution.BHRCCdecidesontheUniversitynegotiatingteam’smandate.SFickoexplainedthatonceamandatewasset,negotiationsbeganinaclosedprocedureasperlabourrelationscommonpractice. SFickothenpresentedtheMemorandaofSettlement(MoS)thatwerebeforeGSACouncilforratification.ShenotedthattheywouldalsobepresentedtoBHRCC.SheexplainedthatanMoSwasaformaldocumentexecutedbybargainingpartiestosetthetermsofanagreementandrequiredratification(confirmbyexpressingconsent).Sheindicatedthat,atthispoint,ratificationwasayesornoquestion.SFickonotedthatthetwosignedMoSoutlineda)theincreaseinfundingtotheGraduateStudentSupportFund(GSSF),andb)theincreasedcompensationratesandchangestotheCollectiveAgreement.ShespecifiedthattheGSSFfundsGSAAcademicTravelAwards(ATAs),GSAChildCareGrants(CCGs),GSAEmergencyBursaries(EBs),andGSARecognitionAwardsandthatthefundingwasincreasedby$100000.SFickoindicatedthatthenewCollectiveAgreementalsoincludesanincreasetothesalaryportionofstipendwhiletheawardportionwasfrozenasthefreezeoftuitionincreasesfordomesticstudentsbytheprovincialgovernmentalsofrozetheawardportionofthestipend(whichincreasesbyarateequaltotuitionincreases).SFickoexplainedthatthe2016-2018CollectiveAgreementredefinesgraduatestudentresearchassistantsintotwocategories:1)thosewhoworkonresearchnotrelatedtotheirownresearch,upto12hoursperweek;and2)thosewithfundingfortheirownresearchrelatedtotheirdegreecompletion.SheexplainedthatthischangeprovidedneededclarificationandfurtherindicatedthatthenewstructuredifferentiatesbetweenGraduateTeachingAssistants(GTAs),GraduateResearchAssistants(GRAs),andGraduateResearchAssistantFellowship(GRAFs).Shealsospecifiedthattheawardportionofthestipendwasnottaxed,whereasthesalaryportionwas.SFickoprovidedanoverviewoftheGRAFcategory,definingitasatypeofappointmentwherebyagraduatestudentisfunded,withnospecificworkhoursattached,toworkonthegraduatestudent’sownresearchortocompletethesiswork.ShespecifiedthattheGRAFappointmentwasnotemployment;itwasnon-taxableandholderswouldreceiveaT4A(“fellowship”meantfundingbutnotascholarshiporbursary).SFickosummarizedtheotherchangestothe2016-2018CollectiveAgreementincludingimprovedwordinganddefinitions.Forexample,whilethetermGraduateAssistantservesasanumbrellatermtoincludeallthreetypesofappointment(GTA,GRA,andGRAF)throughoutthedocument,theconsistentadditionoftheword“Graduate”before“TeachingAssistant”and“ResearchAssistant”wasmadesothatGTAandGRAappointmentscanbeclearlydistinguishedfromothertypesofassistantshipsoncampus.Amongotherchanges,abetterdefinitionofgraduateresearchandteachingassistantswasadded,clarificationwasmadeofthehoursofworkforGTAsandGRAs(thetwocanbecombinedforatotalofupto12hours),andoneweekofBereavementLeavewasincluded. SFickothendescribedsomeoftheappendices.ForAppendixA,shenotedthatitdealtwithlettersofappointment.Shespecifiedthatthe2016-2018CollectiveAgreementincludedalistofmandatoryexpecteditemsthatmustbecoveredintheletterandalsoprovidesatemplateincludingalistof“ifapplicable”statements,andalistofthefundingpackagecoveredbytheassistantshiptohelppeopleunderstandhowtheywerebeingpaidovertime.ShenotedthatAppendixCoutlinedtheTimeUseGuidelineinwhichalinefortraininghourswasadded(graduatestudentsareentitledtotrainingifneeded),guidelinesforsupervisorstotalktotheirgraduatestudentsabouttheirexpectationswithregardstotheirGRAFappointment,andacheckboxremindingthepartiestodiscussvacationdates.ShenotedthatAppendixEdescribedShortTermAcademically-RelatedEmployment(6hoursmarkingforaspecificexam,forexample)andwasaimedateliminatingmisuseoftheterm“casual”withrespecttoclassifyingemployment. To: GSACouncilFrom: SarahFickoDate: June17,2016DearCouncillorFriendsandColleagues,Thepastmonthhasjustflownby,andIcan’tbelieveitisnearingtheendofJunealready!Forthoseofyouwhodon’tknow,Iloveplantsandgardening(nosurprisethatI’mdoingrevegetationworkformyPhD,right?!).EarlierthisyearmyhousematesandIputina7x8mgarden,andallthevegetablessproutingmakesmeveryhappy!Ihopeeveryoneelsehasfoundareasontoenjoybeingoutsidetoo.MuchoftheworkthatIhavedoneoverthepastmonthandahalfhasfallenintothreecategories–buildingateam,makingdecisions,andcommunication.1)Buildingateam–BoardStrategicWorkPlanWhenanewGSAteamstarts,oneoftheirfirsttasksistodevelopaBoardStrategicWorkPlan(SWP).Thisdocumentanchorstheteamandtheiractivitiesoverthenextyear.Asanygoodgradstudentwoulddowhenfacinganewchallenge,IdidsomereadingandconsultationonSWPs,andoneideathatcameupwasthattheelectedteamshouldhaveanannualactionplan,withamorelongtermStrategicWorkPlanthatisupdatedona3-5yearcycletohelpprovidecontinuityanddirectiontotheelectedofficers.Tothatend,I’vebeenworkingwithmyteamtodevelopthetaskswewishtofocusonthisyear,aswellasreorganizingtheSWP,whichIwillbepresentingoninmoredetailinCouncil.Asrepresentativesofallgradstudents,IbelievethatweneedtohearfromdiverseperspectivesaswedevelopthisPlansothatgradstudentsfeelmoreengagedintheprocessandempoweredbytheirrepresentatives.Togetabroaderunderstandingoftherangeoftopicsaffectinggradstudentsandtheirconcerns,wearegoingtobreakupintosmallergroupsforadiscussiononkeyissuesaffectinggradstudents,andspecificactionstheGSAcouldtakethisyearandoverthenext3-5yearstotacklethemonbehalfofgradstudents.Tofollowuponthisconversation,Iencourageeveryonetotalktotheirdepartmentandsendmeanyfurtherfeedback,aswellasattendtheGSAhostedRoundtableDiscussionsoneitherJuly11orAugust4(moreinformationisavailableintheGSAnewsletter).2)MakingDecisionsForanyonewhoknowsme,beingdecisiveisnotsomethingI’mknownfor!However,thisjobisactuallyreallyhelpingmeworkonthat,astherearedecisionsthatneedtobemadeonalmostadailybasis.Decisions/takingactioncanincludeeverythingfromsigningchequesforthingslikeGSAEmergencyBursariesandotherfunding,collaboratingwiththeofficeteamonwordingforpostsonsocialmedia,planningdetailsforourupcomingProfessionalDevelopmenteventanddepartmentalorientations,overseeingdevelopmentoftheStrategicWorkPlan,directinginformationandemailstoappropriatepeople,andleadingdiscussionswithmyteam.3)CommunicationIntermsofcommunication,thisincludeseverythingfromanswering(whatfeelslikeabajillion)emailstoattendingmeetingsandeventsbothinternalandexternaltotheUniversity.HighlightsofmeetingsinternaltotheUniversitythismonthincludeattendingGeneralFacultiesCouncil,twoBoardof

GovernorsmeetingsandfourBoardofGovernorscommitteemeetings,aswellasmeetingswiththeUniversityPresidentDaveTurpin,theDeanoftheFacultyofGraduateStudiesandResearch(FGSR)HeatherZwicker,andtheVice-ChairoftheBoardofGovernorsShenazJeraj.Myjobistobringforwardissuesfacinggradstudentstotherightaudience,includingmatterssuchastheneedforsustainablefunding,poorconditionsinresidences,mentalhealthchallenges,compliancewiththeCollectiveAgreement,increasingprofessionaldevelopmentandinternshipopportunities,andpoliciesaffectinginternationalstudents.Ialsousetheseopportunitiestoaskquestionsandlearnfromotherpeopleinpositionsofleadershiponthingstheyhavedoneright(orwrong!)overtheyears.AsPresident,I’malsoinvitedtomanyevents.AsSashaalsonotes,itisgenerallybeneficialtoattendthesetodeveloprelationshipswithkeystakeholders,demonstratetheGSA’sinvolvementinthecommunity,andshowoursupportfornewandongoinginitiatives.EventsIhaveattendedthismonthincludedtwoconvocations,areceptionhostedbyFGSRforconvocatingdoctoralstudentswithSashaandMasoud,theinstallationceremonyandreceptionfortheUniversity21stChancellor,DouglasStollerywithalltheVPs,aBoardofGovernorsdinner,areceptionforhonorarydegreerecipients,andadinnerhostedbytheFriendsoftheUniversitywithSasha.Theseeventsgenerallyhavegoodfoodandinterestingpeopletotalkto,andI’vemadeseveralusefulconnectionstodate,includingtalkingtoMayorDonIvesonandtheMinisterofAdvancedEducation,MarlinSchmidt.Thepastmonthhasalsoseensomeactivityintermsofbuildingrelationshipswiththeprovincialgovernmentthroughourprovinciallobbygroup,ab-GPAC.AsVice-Chairofthisgroup,Iattended,withtheChair,YangyangJiao(VPExternalattheUniversityofCalgary),aninformationsessionforthethreegroupsrepresentingAlberta’sstudents(CAUSandASECareundergradfocused).OnJune16and17therewasanothermeeting,thistimeforstudentleadersfromallpost-secondaryinstitutions,withtheMinisterofAdvancedEducation.Sasha,Masoud,andIattended;themeetingfocusedonbuildinganunderstandingoftheprovincialgovernment’sstructureandrelevantprovinciallegislation.IntheafternoontherewasasessionwiththeMinistertohighlightkeyissuesfacingstudentsinAlberta.AsIendthisreport,oneofmyhighlightsthismonthisattendingthedefenceofaPhDstudentwhohadcometousearlierthisyearwhenIwasVPLabour.Thestudent’ssupervisorwasactivelydelayingthestudent’sprogress,sowepulledtogetherateamtoassistthestudent.Itwasapleasureandhonourtobetheretosupportthestudent,whoI’mproudtosaypassedandwillconvocateinthefall!Warmestregards,SarahFicko,GSAPresidentGSAPresident’sMeetingsAttended(Sarah)

DuringthisshortmeetingItriedtoaddressacademic-relatedissuesfacinggraduatestudentsatouruniversity,includingProfessionalDevelopment(PD)opportunitiesandtheGraduateStudentInternshipProgram(GSIP).
GeneralFacultiesCouncil(GFC)
TheproposalforchangingthedivisionofCriticalCareMedicinetotheDepartmentofCriticalCareMedicinewasapprovedandtheexistingfreestandingDivisionofCriticalCareMedicineisnowtheDepartmentofCriticalCareMedicine.TheDivisioncurrentlyoperatesmuchlikeaDepartmentwithadirector.AlsothedecisiontomovetheCentreforWriters(C4W)fromtheFacultyofArtstoundertheDeanofStudentswasdeferredforuptoayearbytheUniversityProvostandVice-PresidentAcademic,toallowtimeformoreconsultation.

DearCouncilColleagues,Asweareheadingtotheendofspring,Ihopeyouallhaveenjoyedthewonderfulweatherandthesunnydaysthatwehavehadthroughpastfewweeks.Asyoumightalreadyknow,theUniversityofAlbertahelditsspringconvocationceremoniesoverthepasttwoweeks,andIhadthehonorofattendingsomeofthemasaGSArepresentative.Besidesalltheregularconvocationstuffthatusuallyhappensinthesetypesofceremonies,thereweresomeuniquemoments,whichIthinkareworthsharingwithyou.Theinterestingpartoftheconvocationceremoniesformewasthehonorarydegreerecipients’speeches,whichwereabouttheirpersonallivesorcareers.Inmyperspective,listeningtothestoriesofsuchgreatpeopleistrulyinspiring,andIwaspersonallyimpressedbysomeofthem.
Inmyfirstconvocation(U-Schoolconvocation),MarkCarney(GovernoroftheBankofEngland)talkedabouthowyoushouldalwayspursueyourdreams,andtheimportanceofworkinghardonsomethingthatyoureallylove.Inhiswords,tobeprosperousinanycareer,firstyouneedtofindthejobthatyoureallyenjoydoing;thentryashardasyoucantobetop-notchinit.Hesaidthathecamefromafinanciallypoorbackgroundbuthealwayshadbigdreamsandhewasneverintimidatedbythosewhoweremoreprivilegedthanhim.Healwaysprovedhimselfbyhisdeterminationandhardwork.
IntheotherconvocationIattended(ScienceConvocation),JocelynBellBurnell(ProfessorofPhysicsattheUniversityofOxford)talkedabouttheimpostersyndromeandhowitcanaffectourfunctionality.Thissyndromeisthefeelingthatyouareinadequateforthepositionyouareholding.Shesaidshefeltthisway(impostersyndrome)whenshewasfirstacceptedatCambridgeUniversity.However,sheneverletherfeardefeather,alwaysdidherbest,andneverlostherhope.Sheaddedthatifwedothesamewewillfinallyachieveourgoalstoo.
IntheArtsconvocationceremony,StephenMandel(Edmonton’s34thMayor)talkedabouthowweshouldalwayshaveavisionforthefuture.Healsoaddressedtheimportanceofplanningandfindingthebestapproachbeforestartingtodosomething.Moreover,PresidentTurpintalkedaboutresilienceanditsimportanceintoday’sworld,andhenotedthattobeprosperousinsuchanuncertainworldoneneedstoberesilient.Healsomentionedthatweallneedtoacknowledgetheimportanceofdiversityinourcommunity.InChancellorDouglasStollery’sinstallationceremony,headdressedtheimportanceofcompassionandkindnessintoday’sworldandhowtheycanaffectthequalityofourlivesinapositiveway.Ibelievelotsofthepointsthatweremadeinthosespeechesarebasedonlife-longexperiencesanddefinitelycanbeusefulforallofusasgraduatestudents.

To:GSACouncilFrom:SashavanderKleinDate:June17,2016DearCouncilColleagues,Interesting,complexstuff.InthreewordsthefirstrealmonthasVPLabour!Firstofall,IstartedmeetingwithDepartmentalCouncillors,directlyrunningintoasignificantpileofinterestingcomplexstuff.Sometimesalsogoodstuff,unfortunatelynotoftenenough.Mostmeetingsendedwithafollowupofsomekind,sothathasbeenthemajorityofmywork.Ifyouhaven’treceivedmyemailyetaboutameeting,IwilltrytomeetwithallDepartmentalCouncillorsbeforeChristmas,sopleasebearwithme.However,ifyouhaveurgentorburningthings,don’thesitatetocontactme!Ialsoattendedacoupleofreceptions,dinners,andconvocations.Howeverodditmightsound,thoseopportunitiestonetworkcanbeveryvaluable;neverunderestimatethepowerofsoftskills.IhadsomegoodconversationswithUniversitySenatorsandDeans,notalwaystooserious,butit’sgreattohaveanideaabouttheirviewontheUniversity,graduatestudents,internationalization,etc.Asweoftendon’thave‘real’powertonegotiatewhenproblemsarise,knowingtherightpeopleandhavinggoodconnectionswiththemissometimestheonlywaytosolveissuesinfavorofgraduatestudents.Iamnotgoingtolie,thefirstfewoftheseeventsIwasprettyscared.IdirectlydiscoveredthatoneoftheskillsIneedtodevelopisactuallygettingcomfortablebeinginplaceswhereIknowlessthan10%thepeoplepresent.Fortunately,Sarahwastheremostofthetimestointroduceme,otherwiseIwouldhavebeenseriouslylost.Regardingmentalhealthissues,FirouzandIattendedtheWellnessSummitinCalgary.Thesummitwasaimedatchangingthecultureofsubstanceuseoncampus.Mostoftheconversationwasarounddrinkingproblems,butthediscussionabouttheapproachtotheseproblemswasverymuchapplicabletoothergraduatestudentissues,includingmentalhealth.Theshortconclusionswerethat(mental)healthissuesarealwayscomplexandthatthereisno‘one-size-fits-all’model.Wearealldifferent,sostrategiestacklingmentalhealthissuesshouldbetakingthatintoaccount.SarahandIalsostartedworkingonaninitiativetocreateaplatformonwhichgraduatestudentscangetinformationabouttheirrights.ApartfromtheGSA,theFacultyofGraduateStudiesandResearchandtheOfficeofSafeDisclosure&HumanRightswillalsobeinvolved.TheroleoftheGSAistoprovideinformationandresourcesonissuesregardingtheCollectiveAgreement.Thisinformationwillbedistributedduringorientationevents,andtherewillalsobeawebsite.IthinkthiswillbeagreatplatformforgraduatestudentstolearnabouttheirrightshereattheUofA.Whenyoucouldn’tfindmeattheGSAofficethismonth,IwasateitherSouthCampuscheckingmychickens,orinthelabdoinganalysis.NormallyevenonweekendsbutnowsummerhasstartedsoIsometimesallowmyselftodrivetothecountrysideandgoforahorseride.Formentalhealthpurposes,itisreallyimportantyoutakethesekindsofbreakstoo;seriously!

AcademicregardingtheMichenerParkdirecttransitrouteandtheirdraftingofanInstitutionalSupportLetter.WearealsodiscussinggettingsupportlettersfromtheDeanofStudentsandStudents’UnionsothatwecouldtakeeverythingtoETSagain.
