1.2 SYSTEM DESCRIPTION
A. Furnish and install all equipment, materials and labor necessary to complete the installation
of specific systems described herein and integration of all systems as specified. The work
includes but is not limited to the following:
1. Security Video System
2. Digital Video Recording System
3. Replace existing Court’s Vicon analog camera viewing and recording system with
an IP based Security Video System
B. The VMS for this project is to be ONSSI, Ocularis Enterprise based on a Pinal County
wide deployment and standard. The VMS for this project is being provided by the owner
for the contractor to install and set up.
C. Provide a fully functional and serviceable Security Video System. Include all the material,
equipment and services required.
D. Provide all necessary hardware, software, and programming for security Card Access
System interface as to furnish complete and fully functional system.

E. Cameras
1. Types: Cameras are devices which originate one or more video data stream(s).
Cameras used in a Security Video System may be of a fixed-view type, or pan-tilt-
zoom (PTZ) type.
a. Set the aim, view field, and focus of each camera. Provide cameras with
automatic adjustment for variations in illumination (auto-iris). Use
cameras with day-night capability or auxiliary infrared (IR) illumination
to overcome low-light conditions and provide acceptable video output.
Utilize cameras with wide dynamic range compensation.
b. Pan-tilt-zoom (PTZ) cameras have motorized adjustability of their
horizontal and vertical rotation around their respective axis, and the
capability of adjusting the lens to zoom in and out, varying the apparent
magnification (and field of view) of the coverage area. Camera control is
accomplished remotely through hardware (joystick/buttons) and software
(mouse or HMI control). Since the camera will remain at its last position,
which may not provide sufficient visual orientation to an operator, pan-
tilt-zoom cameras shall have a “home” position pre-programmed or tour
program as coordinated with the owner.
2. Surveillance and Identification Cameras: The required Surveillance and
Identification coverage shall be achieved using fixed-view cameras. Pan-tilt-zoom
cameras are supplemental, not primary to meeting the requirements.
3. Camera Environment: Cameras shall be of a type, and/or have housings and
accessories, to ensure they are not easily physically damaged, and features (such
as heaters) that they will not be damaged by and will reliably operate in the
environmental conditions for which they are installed. Where artificial lighting is
the source of illumination, verify the expected level, and provide appropriate
cameras.

F. Camera Location: Locate cameras
1. With consideration for sources of glare or extremes of light level
2. Out of the reach of offenders, or if unavoidable, in suitable housings
3. To preclude viewing (by camera position selection, view coverage adjustment,
masking, or other approved method) specific areas where privacy is recognized.
a. Showers and related dressing areas
b. Toilets
G. Camera View Coverage: At all locations where camera coverage is required, provide 100%
coverage of the floor or ground area, and to a height of seven (7) feet above that surface.
H. Live Video Viewing (Monitoring)
1. Post orders prescribe the expectations of the staff position. The post activities and
requirements will vary over the work shift, and are somewhat different on each
shift, but the following are general expectations.

a. Movement Control cameras are expected to be viewed in connection with
operation of the controlled doors/gates. Doors and gates are provided with
intercom stations having call buttons which indicate a request for access,
precluding the need for continuous or periodic visual monitoring of the
door/gate for approaching persons or vehicles.
b. General Surveillance cameras are viewed periodically in accordance with
the post orders or best practices, for surveillance of risk areas, detection of
abnormal conditions, or for support and backup of floor or site staff.
(Examples of abnormal conditions could be detected are presence of an
individual in a prohibited area; individuals running; and so on.)
c. Activity Monitoring cameras are viewed periodically during periods when
offender activities in the area are occurring, in accordance with post orders
or best practices, for remote supervision or for support and backup of floor
or site staff.
d. Specialized Monitoring cameras are viewed in accordance with post orders
or best practices associated with the specialized purpose, in support of the
floor staff.
e. Alarm Association cameras are cameras that ordinarily serve in a role as
General Surveillance, or may not normally be viewed, but they have been
associated through electronic security system integration to be
automatically selected and displayed in the event of a triggering alarm.
They are expected to be viewed as an aid to the alarm response and
dispatch.
2. Live images displayed at each of the HMI workstation locations are to be displayed
at 30 frames per second at the highest resolution of the associated camera.
I. Video monitors deployed for operational use shall be high-quality, large, high-definition
widescreen LED type. Provide the following at each control location:
1. Alarm Monitoring Station: The Security Monitoring Station having alarm
monitoring and surveillance functionality will have all cameras represented on the
HMI with graphic icons which indicate the view direction and the camera ID
number. Pan-tilt-zoom cameras shall have icons indicating that capability. The
Security Monitoring Station shall have video viewing monitors as follows:
a. One center desktop monitor to be used for the Card Access System HMI
(refer to section 287050).
b. One right desktop monitor to be used as a user defined multi view
surveillance display monitor.
c. One left desktop monitor to be used for automated video call-up from
alarms and HMI inputs.
d. Multiple wall mount large format user-configurable and assignable video
display monitors:
(a) user may configure number and size of viewports from menu of
available choices (typically up to 16 images, but also selectable
with up to 40 images per monitor)
(b) alarm association with duress

(c) video segments assignable for live-view surveillance (viewing
assignments may be overwritten by the automated alarm call ups)
by selection from the HMI and NVMS HMI.
J. Recording
1. Cameras to be Recorded: All cameras connected to the Security Video System are
to be recorded to a video archive which is securely maintained on the System, and
which has been configured for resilience and component failure tolerance, as well
as to permit expansion.
2. Recording Parameters: Recording of video data will be movement based,
continuous 24/7/365 for all cameras deployed on the Security Video System,
regardless of their purpose.
a. Recording shall be at the full resolution of the installed camera, meeting
the acuity standards set forth in this document.
b. Record at not less than 10 frames per second (10 fps) CONTINUOSLY
FOR 45 DAYS.
c. The system shall be configured to self-monitor and alarm for loss of a
video signal from the cameras.
d. There shall be no interruption, or degradation of quality of the recording,
due to any number of system users accessing the system’s live or archived
video.
e. The recorded video shall be retained as an official copy for a minimum
period of 30-days
(a) Video data with authentication shall be exportable from the
system to provide support for litigation, prosecution or defense of
criminal actions, or for other judicial actions.
(b) System useable archive capacity shall be not less than 1.2 times
the calculated requirement.
(c) After 30 days have elapsed the archive data shall be overwritten
by the system
f. The video server needs to meet the recommended hardware requirements
for the quantity of cameras including multiple views for each camera. The
video server needs to provide a mirrored drive (Hot Swappable) with the
latest Ocularis Enterprise VMS supported Microsoft OS, and RAID5 (Hot
Swappable - minimum 8Tb each drive) for video recording hard drive and
provide one spare drive for OS and Raid drive to Pinal County IT. The
RAID5 video recording drive shall be under 50% utilization with all
cameras recording as requested. CPU shall be under 50% utilization. No
need for failover video recording.
g. Network gear (Cisco) shall be provided by GC per Pinal County IT
Network Dept standard. Pinal County IT Network team will program the
switches and configure VLAN for CCTV network. Network gear shall be
registered to Pinal County IT for warranty support purposes. The CCTV
data cables shall be orange in color and labeled.

h. GC to supply a camera license for each camera installed (Ocularis
Enterprise Camera License). Pinal County already has an enterprise
version of the VMS software no additional license is required for the video
server. Pinal County IT will handle the camera IP addressing and the VMS
software installation on the server and programming on the video server.
Vendor will need to work with Pinal County IT to address the IP cameras
before installation and work with Pinal County IT for final camera
placement and focus.
K. Infrastructure Requirements
1. Security Video System Network: Provide open architecture environments that are
supportable, maintainable and can be integrated into larger infrastructures.
2. All network transport devices, servers, storage arrays, and other head-end
components of the electronic security systems shall reside in the Electronic
Security Equipment Room.
3. Card Access, video and associated equipment is to be installed in the shared
Telecommunications / Electronic Security (IDF) rooms on Floors 1 through 5.
4. All security devices are to pull to the Electronic Security Equipment Room or the
IDF rooms on floors 1 through 5. No electronic security equipment is to be
installed in the field, outside of these rooms.
1.3 Related Standards and Goals
A. Provide a facility-wide fully digital to-the-edge Internet Protocol (IP) Networked Video
Management System (NVMS) with on-network archival storage, and software virtual
matrix switching that allows for network-wide viewing of live and archived video. The
Security Video System shall operate over the Ethernet security system network.
1.4 Camera Deployment Purposes
A. It is essential that the cameras provide usable information for their intended purpose. The
recognized purposes for deployment of cameras are:
1. Movement Surveillance Cameras: Card reader doors and stairwells shown with
cameras are to have acuity to provide for positive facial identification of the
persons moving through that space or door way.
a. Requirements:
(a) Utilize fixed cameras configured and located to provide images
presenting the subject’s face.
(b) Provide a minimum of 40-50 pixels per horizontal foot of camera
coverage at the designed subject distance from the camera.
(c) Cameras are selectable from the Human-Machine-Interface
(HMI) having control or needing for situational awareness of area
where camera is located.

2. General Surveillance Monitoring Cameras: The Security Video System shall

activity, and may be monitored continuously or intermittently as
determined by procedures.
e. Cameras are selectable from the NVMS HMI on monitor(s).
C. Alarm Association Cameras: The Security Video System shall be electronically integrated
with the Card Access System, when it detects a specified event, triggers the Video System
to perform an action, such as display pre-defined camera images on a monitor. The cameras
described herein shall also be selectable from the NVMS HMI stations and other Control
Points as designated.
D. Guidelines:
1. Provide integration with the Staff Duress devices (fixed duress alarm buttons)
provide for live-viewing of the associated site or building area upon an alarm event
- utilizes fixed cameras providing a minimum of 20-30 pixels per horizontal foot
of coverage.
E. Camera Deployment
1. The Security Video System installation shall address:

B. Network Video Management System (NVMS) – A network-based, software-controlled,
video system that provides facilities for managing the output from many video cameras,
recording the output as digital data, and for viewing selected live or archived digital video
data.

PART 2 PRODUCTS
2.1 MANUFACTURERS
A. Any references to specific Manufacturers or Suppliers equipment and other information
herein are supplied only to establish a minimum standard of performance, function and
quality for the system specifically noted otherwise.
B. The VMS for this project is to be ONSSI, Ocularis Enterprise based on a Pinal County
wide deployment and standard. The VMS for this project is being provided by the owner
for the contractor to install and set up. All other components of the Video Surveillance
System must be compatible with ONSSI, Ocularis Enterprise software.
2.2 SYSTEM DESCRIPTION
A. Connect all cameras to a new Network Video Management System.
1. Provide all new digital IP cameras for camera locations.
2. Recording devices shall be installed in a secured Security Electronics Equipment
Room.
B. A Network Video Management System (NVMS) – The NVMS shall consist of video
cameras, video virtual-matrix servers providing virtual-matrix video switching, viewing
client computer workstations, managed network switches, and network video recorders or
other data storage devices, all operating through the NVMS software.
1. System shall consist of digital IP cameras directly connected to the network and
digital viewing workstations.
2. The NVMS shall include software having capability to manage double (2x) the
number of installed cameras without requiring upgrade to the next level.
3. The NVMS shall integrate with the Card Access / HMI control system to provide
for live viewing camera selection switching, and automated live view “call up”
capability in association with door/gate or device selection. Keyboard/joystick
controls are to be provided to supplement the Card Access / HMI interface, but not
substitute for it.
C. Provide video coverage of all of the facility and site areas designated on the security
drawings. Provide the level of acuity (resolution) as established in these documents for the
operational purpose that each of the cameras are deployed.
D. Provide activated camera licenses for 120% of the number of installed cameras, and for all
installed ports of any system devices subject to a port licensing requirement.
E. The recorded video may be searched, and authenticated copies made and exported without
affecting realtime system operations.
F. In addition to recording and storing video images, system shall display ‘live’, high
resolution color video images on demand at any or all authorized workstations on the
network. Available images at a given workstation may be restricted to local cameras, and
access to archived video may be similarly restricted. Individual workstations shall be able
to select a preferred display format, including single image, 4 images, 9 images, 16 images
or 25 images simultaneously. In addition, images shall be available for “call up” by other
associated systems via digital signal or relay contact closure.

G. PTZ cameras shall be controlled by a physical “joystick” and shall be programmable to
pan and zoom to at least twelve (12) preset fixed aim/zoom points at the press of a physical
or virtual button, or by closure of a form ‘C’ remote contact.
2.3 TECHNOLOGY
A. Cameras:
1. Provide Digital IP color video for all applications. The cameras shall meet the
technical requirements described below and include an integrated encoder
providing a TCP/IP format output via a standard RJ-45 Ethernet jack.
B. All video cameras shall include motion sensing and analysis based on pixel change in a
region of the image that is selectable as to size and location within the total image.
C. Cameras shall employ automatic coverage control to switch from bright scene color image
to dark scene monochrome image.
D. Cameras are to be provided with wide-dynamic-range (WDR) features.
E. Power over Ethernet (PoE+) shall be utilized as the preferred camera power source
whenever possible. Use of power injector devices shall be utilized for special
circumstances only. Cameras not capable of being powered by PoE shall have dedicated
camera power supplies.
F. All cameras and switching equipment shall be backed up by UPS and Generator sources.

hardware under an Operating System that is the latest currently supported version.
3. The NVMS software features shall include:

d. Allows a different format selection for each camera individually using
common video compression formats, including H.264, JPEG, M-JPEG,

f. Allows live view monitoring at multiple workstations and recording

6. Storage capacity provided shall be at least 1.2x the actual (verified after installation
and operational in a live environment) requirement for recording all system
cameras continuously at their highest resolution, 10 frames per second, for 30 days
as a minimum.
7. System shall be configured to automatically overwrite stored data after 30 days, in
a “first in –first out” type of housekeeping.
8. NVMS system shall continuously stamp the recorded data with date and time, and
store the information as a live archive in online storage. Schemes which re-process
the data after a period of time to achieve greater storage are not acceptable to meet
the 30-day requirement.
9. The system shall continue to monitor in real time, present live images in real time,
and record in real time, while being searched by date and time, all simultaneously
at one or more authorized and password protected workstations. Copies of selected
segments with authentication (for evidence purposes) may be made and transferred
to portable media at designated workstations only. System shall have a track record
of providing authenticated video accepted in courts of law.
10. Images or system functions in use at one location or workstation shall not affect
any function or operation at any other location or workstation. Pan-Tilt-Zoom
control may be prioritized by workstation. The Search and Copy process shall not
affect any other feature or operation of the system.
11. Video systems shall use a single manufacturer’s products wherever reasonably
possible. Use accessory components specifically recommended and supported by
the manufacturer for use with that equipment. All video components shall be
verified for compatibility with each other. Do not use generic I/O, power supplies,
etc. The equipment provided shall be products of the following manufacturers that
conform to the requirements of these documents:
a. Cameras certified for use on the selected software platform, as
manufactured by:

b. NVMS Software, with modules for system management, recording, and

12. Software and firmware used in conjunction with the video equipment shall be
licensed to Pinal County. Any custom software or programming shall become the
property of Pinal County. Software provided shall include programming
applications that are required to make changes/adjustments to the programing.

2.4 INSTALLATION
A. All video equipment (except cameras) shall be installed in a secured Secured Electronic
Security Equipment Room, and be grounded in accordance with requirements found in
these specifications and as directed by the manufacturer.
B. All powered components of the Security Video System shall be connected to a UPS and
generator backed source.
C. Camera installation locations and their views shall be approved by the Owner. As a pre-
condition to installation, the installer shall demonstrate available images using a live
camera provided with a manual vari-focal lens and a color display. Handhold the camera
at the proposed installation location and demonstrate available images by changing focal
length of the vari-focal lens until an acceptable image is accepted for each camera view by
the Owner.
D. Cameras and lenses, and the conditions of installation, shall provide the required acuity
and view for the camera’s intended purpose.
E. Cameras shall be rated by the manufacturer for installation under the environmental
conditions expected at the installation location. Cameras shall be provided with a heated
and/or cooled environmental enclosure that will limit and/or control the camera
environment to within the manufacturer’s rating. In addition, security enclosures shall be
provided for cameras installed in detainee accessible locations. Enclosure/camera
selections shall not limit the camera view.
F. Not more than 75 percent (75%) of the number of video cameras recommended by the
manufacturer as the maximum number, at full resolution and frame rate, shall be connected
to an NVMS server. Server resources, when in full operation, shall not exceed 75% usage.
G. System shall use multiple video servers, connected on a dedicated video network with
managed virtual switching.
H. Failure of one video server or recording disk drive shall cause video images after the failure
to be recorded at a different video server or disk array for the duration of the failure. This
shall be without operator or technician intervention (automated failover), and the system

I. The Security Video System shall be designed and implemented in a manner that provides
the operational support required.
J. Video system shall provide all of the following image types simultaneously, at all

2. ‘Call Up’ Images - Images displayed only when a related system triggers the need
for a video picture (alarm input)

2.7 PERFORMANCE TESTING

2.8 CCTV GRAPHIC USER INTERFACE CONSOLE
A. Human Machine Interface (HMI) Graphic User Interface Computer System:
1. Furnish and install HMI Computer Systems as an operator interface to the CCTV
and NVRS systems.
2. Design and construct HMI systems that integrates CCTV camera call-up,
functions, and controls and Digital Video Recorder System (DVRS) call-ups,
functions and controls via a graphic user interface.
3. Provide personal computer-based hardware and custom designed, application-
specific, Microsoft Windows (latest supported version) based software to integrate
or interface the CCTV and NVRS systems.
4. Provide and install graphical control and annunciation icons on graphics mode
video displays along with programming that provides the sequences of operation
verified with the Owner and Architect/Engineer during the software development
process described in 287050 Part - 3.2, HMI Software Support.
2.9 HMI EQUIPMENT
A. General Description and System Overview:
1. Furnish complete, viewing system and annunciation/control of all CCTV and
NVRS systems utilizing graphic user interface controls with integrated the Card
Access System. Provide all labor, equipment, materials and supervision to install,
calibrate, adjust, document and test the total system as required herein and as
indicated on the drawings.
B. System Configuration:
1. The Interactive HMI System consists of HMI Consoles which are connected to
each other via the CCTV and Card Access System local area networks. The Card
Access System shall communicate with the HMI Consoles via direct connection to

all of the site CPUs together. The NVRS shall communicate with the HMI
Consoles via a direct connection to the CCTV local area network.
a. The HMI shall serve as the graphic based operator interface between the
officer and the facility's CCTV and NVRS systems.
b. Card Access System: The Card Access System shall provide all necessary
logic transactions required to implement the functions and features of the
CCTV system. The HMI shall be provided with NVRS software to allow
for all functions and features of the NVRS system.
C. System Performance Guidelines:
1. The interaction time lag between initiating the control icon, i.e., camera icon, at
any given HMI and the controlled point activation, (i.e., the view), shall be no
greater than one-half second (0.5 sec).
2. The interaction time lag between a controlled point activating and any given HMI
response either by activation of an audible alarm and/or the associated icon
changing state (color) shall be no greater than one-half second (0.5 sec).
3. The interaction time lag between recalling any floor plan at any given HMI shall
be no greater than one-half second (0.5 sec).
4. All necessary boards for integration to local area network, Card Access System,
etc., shall be provided.
5. All HMI computers shall be built with identical Manufacturer parts, and shall all
be purchased from the same supplier at one time. This is to ensure that all of the
supplied system computers and all included computer hardware are identical.
2.10 KEYBOARD CONTROLLERS
A. Unit to be capable of at least the following:
1. Compatible with the CCTV System
2. Desk mount type keyboard

2.12 CAMERA POWER SUPPLIES
A. Power Supplies and all wiring shall conform to the NEC Article 725 for Class 2 limited
low voltage circuits. No power source or transformer is to be rated for more than 100 VA.
B. Provide power supplies as necessary for all security video equipment. To include but not
limited to all cameras and receiver/driver units.
C. The (120 VAC) Power Source for all video equipment shall be fed from UPS fed breaker
panels, backed up by a generator source.
D. Provide surge protection in accordance with Section 287015.
2.13 COPPER/FIBER SIGNAL CONVERTERS
A. Provide Ethernet to Fiber Media Converters to transmit the local video Ethernet video
signal from an outside source to the local network switch indoors. Converter to have the

3.1 SYSTEM OPERATION
A. Camera locations:
1. Camera locations on the plans are diagrammatic. They are provided as a guide for
the contractor.

engineer to insure appropriate locations for adequate viewing of each camera.
3. The walk through shall be conducted with the use of a remote security video
camera and monitor, provided by this contractor, to allow for viewing of each
camera as its final installation location.
4. Submit coordinated camera enclosure types, lens types, mounting locations and
heights during the submittal drawing phase.
5. No conduit or cameras are to be installed until all locations have been verified and
signed off on by the owner / architect / engineer.
6. Any adjustments necessary such as relocating cameras, replacement of lenses, etc.
due to the installation of cameras without written approval of the final installation
location shall be made at the cost of this contractor.
B. Security Video System Call-Up:
1. System alarms shall originate in the Card Access System equipment, driven by the
Card Access system programming.
2. The security video system shall be linked through IP based networking to the Card
Access System, allowing the generated system alarms to be communicated directly
to the security video system. The security video system programming shall handle
the alarm information accordingly to call-up the proper camera alarm view.
3. A called-up camera shall be automatically displayed within 0.5 seconds on the
designated call monitor.
4. The following events shall be programmed to initiate a call-up event to the security
video system and cause the associated camera to automatically be displayed on the
Control Consoles Call/Alarm Monitors.
a. HMI Screen Camera Call-Up Icons: Each camera is to have a call up icon.
b. HMI controls: Each corridor and common space with multiple cameras is
to have its own icon which calls up all cameras in the area simultaneously.
Deselecting this icon, changing screens or another alarm shall reset to the
current state.
c. Door Alarms. Both sides of a monitored or controlled door are to pull up.
d. Duress (Panic) Alarms: All cameras in an area with a Duress switch are to
call up simultaneously.
5. If a camera can view any one of the above listed call-up alarm points or areas of
incident, the security video system shall be programmed to call-up that camera (or
cameras) view(s) accordingly.
6. Where multiple Cameras must be called-up (viewed) during an alarm event, the
cameras shall be called-up simultaneously.
7. Provide the ability for the HMI systems to be able to select any camera in either a
fixed or sequenced mode to any video segment (tile) of the video displays (all
monitors) at the HMI station in the Security Monitoring Station.
8. Provide the ability to control the video displays (all monitors) at the HMI station
via the Video Management software. Include the ability to select any camera in
either a fixed or sequenced mode to any video segment (tile) of the video displays
(all monitors) at the HMI station. Include the ability for the video images to be

viewed with just video on the monitor without any excess windows commands or
command trees keyboard.
9. Final security video call up sequence of operations may be modified by the
Owner/Architect and determined during system development. Include the time,
materials and programming to revise the system to incorporate the owner, architect
and engineers comments during the factory testing and installation. Reference
Specification Section 287050 PART 3.2 HMI Software Support.
C. PTZ Pre Position Alarms:
1. PTZ dome cameras shall be sent alarm data via the data connection to the Card
Access System equipment which shall be used as pre-position inputs to the dome
R/D in order for the PTZ camera to pan/tilt/zoom on the location of alarm incidence
or intercom call-up. Program through the Card Access System to security video
communications network accordingly.
2. Any door alarm, panic alarm, glass break alarm or other signal indicated which is
viewable by a PTZ camera shall cause that camera to pan/tilt/zoom on the incident
of alarm, calling up that camera to a designated security video monitor.
3. Security Video System Camera Call-Up Pre-Position Points shall utilize the
highest Pre-Position Number(s), rather than the lowest. (example: 99, 98, 97... ,
and NOT 1, 2, 3....). The lowest numbers, starting from 1, shall be reserved for
Owner defined Pre-Position Points, at a later date.
4. Final security video pre-position points may be modified by the Owner/Architect
and determined during system development. Reference Specification Section
287050 PART 3.2 HMI Software Support.
D. Control Station Operation:
1. Each HMI Station shall be equipped with multiple Color Video Monitors. The
security video system operation shall be interfaced with the operation of the HMI
Stations. Reference Specification Section 287050 for further detailed operation(s)
of the HMI systems.
E. Security Video Keyboard Controller:
1. Keyboard controllers shall be provided to control the pan/tilt/zoom functions of
the PTZ cameras from the control room locations.
2. The keyboard controls shall be used to allow the operator to program and chose
the video display of indicated monitors. Either to be full screen or multiple view
screen, accomplished by selection of the video input assigned to the associated
monitor position.
3. In either a full screen, or multiple view mode, cameras displayed on any individual
video picture may be chosen using the keyboard. For each picture, any one camera
may be displayed, or multiple cameras chosen and sequenced as desired.
F. Camera Titles:
1. Program all camera displays with the camera ID number and a brief description of
the field of view. The camera ID number and description shall be determined by
the Owner and/or Architect / Engineer during the software development phase I.

3.2 SYSTEM INITIALIZING AND PROGRAMMING
A. The Systems shall be turned on and adjustments made to meet the requirements of the
specification and on-site conditions.
B. The Systems shall be programmed to function as specified, and a copy shall be made of
the initial program and given to the owner.
C. Any special programming shall be documented and a written copy given to the owner.
3.3 ON-SITE SERVICES
A. The ESC shall provide the on-site services of a technical representative to supervise all
connections and fully test all devices and components of the system during the installation
phase. The system shall be demonstrated to perform all the functions as specified.
B. Final Adjustments:
1. Calibrate the security video equipment and verify operation before the system is
placed on-line. Before obtaining permission from the Owner to schedule the
acceptance test, provide written certification to the Architect /Owner and Engineer
that the complete system has been calibrated, tested and is ready to begin the 14
day burn-in period and acceptance testing.

the columns and beams and not on others, for example A7.5
