Alacero –the Latin American Steel Association– is the
organization that brings together the Steel Value Chain
of Latin America to promote the values of regional
integration, technological innovation, corporate
responsibility, excellence in human resources, safe
working environments, and social and environmental
sustainability. Founded in 1959, Alacero is formed by 49
companies in 25 countries, whose production –of about
70 million annual tons– represents 95% of the steel
manufactured in the region. Alacero is a Special
Consulting Organization to the United Nations and
is recognized as International Non-Government
Organization by the Republic of Chile, host country
of Alacero´s headquarters.

Alacero –Asociación Latinoamericana del Acero– es la
entidad civil sin fi nes de lucro que reúne a la cadena
de valor del acero de América Latina para fomentar
los valores de integración regional, innovación tec-
nológica, excelencia en recursos humanos, seguridad
en el trabajo, responsabilidad empresarial y susten-
tabilidad socio-ambiental. Fundada en 1959, está
integrada por 49 empresas de 25 países, cuya produc-
ción –cercana a las 70 millones de toneladas anuales–
representa el 95% del acero fabricado en América
Latina. Alacero está reconocida como Organismo
Consultor Especial por las Naciones Unidas, y como
Organismo Internacional No Gubernamental por parte
del Gobierno de la República de Chile, país sede de la
Secretaría General.

El mercado del acero de América
Latina en 2014 se caracteriza por
el débil crecimiento y la impor-
tación creciente, ocasionados por la
incertidumbre sobre la recuperación
económica global, la desacele-
ración de China y la sobrecapacidad
existente de acero. En este contexto,
la región se ha convertido en destino
preferido para exportaciones que
llegan a precios anormalmente bajos
y subsidiados. Los efectos están
a la vista. En ene/jul 2014, la
producción de laminados cayó 1%,
y las importaciones –que explican
32% del consumo– crecieron 3,4%.
Aún más, América Latina es el
segundo destino para los productos
chinos que llegan a precios sensible-
mente inferiores a los observados
en sus exportaciones al resto del
mundo. Esto requiere la acción
inmediata de los gobiernos de la
región para frenar el comercio desle-
al. Además, se necesita una política
de industrialización que asegure un
“campo de juego nivelado”, según
las reglas de la OMC. Alacero, con
sus empresas y cámaras nacionales,
trabajan en coordinación con los
gobiernos para lograr esta meta.
The Latin American steel market in 2014 can be described by weak growth and increasing imports, both caused by the uncertainty over the global recovery, the slowdown of China and the existing overcapacity of steel. The region became a preferred destination for exports that arrive at abnormally low and subsidized prices. The effects are at sight. In Jan/Jul 2014, production of finished steel drop 1%, while imports –which account for 32% of consumption– grew 3.4%. Also, Latin America is the second destination for Chinese products, that arrive at prices significantly lower than those observed in their exports to the rest of the world. This requires the immediate action of the governments to control unfair trade. In addition, an industrialization policy is necessary to ensure a “level playing field”, in line with WTO rules. Alacero, with its members and national chambers, are working with governments to achieve this goal.

China, el gran productor mundial
La producción mundial de acero
crudo en 2013 fue de 1.606
millones de toneladas, 3% por
arriba del nivel de 2012.
China continuó representando
cerca del 50% de ese volumen
con 779 millones de toneladas.
En un segundo lugar distante se
ubicó Japón (110,6), seguido por
Estados Unidos (86,9), India (81,2)
y Rusia (68,7).
Para poner en contexto la posición
dominante de China, su produc-
ción de acero crudo es cercana
–aunque todavía menor– a la
suma de los siguientes 29 países
en el listado mundial (747 millones
de toneladas).
Con respecto a América Latina,
Brasil ocupa el lugar #9 con 34,2
millones de toneladas, México el
#13 con 18,2 millones y Argentina
el #28 con 5,2 millones (mejo-
rando un lugar en relación al año
anterior). Considerada en su
totalidad, América Latina ocuparía
la posición #7 en el ranking de pro-
ductores de acero crudo de 2013.
China, the great global producer
The global production of crude steel reached 1,606 million tons in 2013, 3% above the level of 2012.China continued to represent nearly 50% of the world´s output, with 779 million tons. In a distant second place, Japan produced 110.6 million tons, followed by U.S.A. (86.9), India (81.2) and Russia (68.7).To put the dominant position of China in context, its production of crude steel is close –although still lower– to the sum of the following 29 countries of the world ranking (747 million tons).With regard to Latin America, Brazil occupies the #9 position with 34.2 million tons, Mexico is #13, with 18.2 million tons and Argentina, #28, with 5.2 million tons (advancing one position vs 2013). Considered as a whole, Latin America would rank #7 amongthe global crude steel producers in 2013.

2014: año difícil para los productores locales
Ante una demanda de acero sin
crecimiento en 2014, la importación
gana mercado. Muchas de esas
importaciones provienen de países
que practican comercio desleal
(China, India, Rusia y Turquía);
y éstas ya representan el 32% del
consumo aparente de la región, a la
que llegan a precios subsidiados.
El resultado ha sido el deterioro de
la producción y rentabilidad local.
De continuar esta tendencia
negativa, se corre el riesgo de ver
cierres de plantas, perjuicios sobre
las comunidades cercanas y una
creciente dependencia del exterior.
Para enfrentar este reto, es nece-
sario el apoyo de los gobiernos a
las investigaciones por dumping
presentadas por las empresas a las
autoridades respectivas. Alacero,
junto con sus empresas y cámaras
nacionales, busca asegurar en la
región un comercio en línea con
las reglas de la OMC.
2014: difficult year for local producers
While steel demand did not grow in Latin America in 2014, steel imports gained market share. Many of these imports arrive from countries that practice unfair trade (China, India, Russia or Turkey). Imports –that arrive at subsidized prices– already account for 32% of the regional consumption. The result is the deterioration of local production and profitability. If this trend continues, the region is at risk of seeing plant closures, damages on nearby communities and a growing external dependence. To address this challenge, it is necessary that the governments give support to the dumping investigations submitted by the companies. Alacero, along with its member companies and national chambers, works toward to ensure that regional trade is in line with the regulations of the WTO.

PIB y consumo de acero
El consumo de acero crece al au-
mentar el ingreso per cápita, dado
que los hogares adquieren poder
adquisitivo para comprar autos,
electrodomésticos, vivienda, etc.
Una vez alcanzado cierto nivel,
este incremento del consumo se
vuelve marginal hasta estabili-
zarse, como sucede en economías
maduras (Corea del Sur, Japón o
EE.UU.). América Latina se en-
cuentra en una senda con mayor
potencial pues un incremento del
ingreso per cápita significa una
ampliación de la clase media y
aumentos del poder adquisitivo.
GdP and steel consumption
Steel consumption increases as income per capita does, as house-holds add purchase power to buy cars, domestic appliances, houses. however, once certain level is reached, additional steel consumption becomes marginal and even stagnates, as seen in mature economies (South Korea, Japan or USA). Latin America is in the highest potential path as an increase in the income per capita means an expansion of the middle class and large increases of the purchasing power.

Se espera que el consumo apa-
rente de 2014 en América Latina
se mantenga en niveles similares
a 2013 (con un crecimiento de
0,1%), frente a un promedio
mundial de crecimiento que al-
canzará el 2% y que estará impul-
sado sobre todo por la expansión
del consumo en EE.UU. y Canadá
(+6,3%) y Europa (+4%). Asia,
en cambio, se ubicará por debajo
del promedio, creciendo 1,7%.
Apparent Steel Use
Apparent steel use in Latin America is not expected to grow in 2014 (+0.1%). Meanwhile, global consumption will expand 2%, driven primarily by the USA and Canada (+6.3%) and Europe (+ 4%). Asia, in turn, will remain below the world average, growing just 1.7%.

El comercio desleal perjudica a toda América Latina
Entre ene/jun 2014, América
Latina recibió 4 millones de tone-
ladas de acero laminado desde
China a un valor promedio 9%
inferior a sus precios al resto del
mundo. El fenómeno de impor-
taciones chinas con precios a la
baja y volúmenes al alza no es
reciente. Desde enero 2013, éstas
aumentaron 127% en volumen,
con precios promedio cayendo
11%, mientras que al resto del
mundo crecieron 56% y los pre-
cios bajaron 6%.
La situación es delicada: la pro-
ducción de América Latina está
siendo desplazada por comercio
desleal, dados los subsidios que
reciben las siderúrgicas chinas, en
su mayoría Empresas del Estado.
Permitir la continuidad de estas
condiciones llevará al cierre de
empresas, pérdida de empleos y
afectará la cadena de valor del
acero; lo que hace impostergable
la intervención de los gobiernos
de nuestra región.
Unfair trade harms Latin America
Between Jan/Jun 2014, Latin America received 4 million tons of finished steel from China at an average value 9% below that of Chinese exports to the rest of the world. The story of falling prices and rising volumes of Chinese imports is not recent. Since Jan 2013, their volume increased 127% with average prices falling 11%, while volume to the rest of the world grew 56% and prices drop 6%. The situation is delicate: Latin American production is being displaced by unfair trade, supported by the government´s subsidies to the Chinese steelindustry, mostly integrated by SOEs. If these conditions continue over time, they will lead to plant closures and job losses and will affect the steel value chain. Consequently, the intervention of the governments of our region becomes urgent.

Reformas estructurales y más productividad
América Latina ha mostrado un
desarrollo económico volátil,
pasando del alto crecimiento
sustentado en la demanda de
productos primarios de China,
al actual desempeño, muy por
debajo de su potencial.
2013 y 2014 evidencian las dificul-
tades de la región, con revisiones
continuas a la baja de las princi-
pales variables económicas, como
el PIB, la producción industrial y
la formación de capital.
Los problemas internos de alta in-
flación, déficit comercial, finanzas
públicas débiles, sobre regulación,
etc. limitan a los gobiernos para
instrumentar políticas contra-
cíclicas que atenúen las dificul-
tades externas.
Hacia delante es necesario con-
tinuar con reformas estructurales
que estimulen la productividad,
la inversión, la educación y la
certidumbre.
Structural reforms and more productivity
Latin America has been characterized by a volatile economic development. After a sustained period of growing demand ofcommodities from China, the regional performance is currently far below its potential. 2013 and 2014 are a sign of these difficulties: the region displayed continuous downgrades of key economic variables, such as GdP, industrial production and capital formation. The local problems related to high inflation, trade deficit, public finances, regulation, etc. restricted the Latin American governments´ ability to implement counter-cyclical policies to mitigate the external difficulties. Clearly, it is necessary to move forward with structural reforms that boost productivity, investment, education and confidence.
