What is it? An approach to implement true life-cycle management as a response to significant manpower reductions
What will it do? • Increase effectiveness & efficiencies
– Single face to customer – Improves integrated life cycle management (ILCM) – Drives standard processes across mission areas – Fosters integration of maintenance and supply chain to
improve depot performance – Simplifies and reduces overhead structure
• Allow elimination of 1,051 positions at staff levels – Minimal impact below Center level (cuts “tail,” not “tooth”) – Equates to ~$109M per year

Final Thoughts
• Budget forecast – mostly cloudy – Efficiency is required for survival
• Our Armament Enterprise is sound

Fuze Inventory • Current fuze inventory well below objective & declining
– FMU-139 End Of Shelf Life Window Is FY14-19 – POM doesn’t support FMU-152 EOQ
• Shrinking Electro-Mech Safe-Arm Device (EMSAD) base – Complex fire-chain dependent on mult components – Lot Acceptance Test failures caused by manufacturing/
test process – Less suppliers available for mech & explosive
components • Industry moving To Electronic Safe-Arm Devices (ESAD)
– More robust supplier base w/ less components – Multiple efforts on-going (SDB I, II, HTVSF, JASSM, etc)

– Countermeasure funding was reduced by 75% starting in FY12 though the FYDP due to forecasted reduction in usage
– Tier 1 industry partners struggling to keep lines open
• Impact: – Company “A”: Closed one of three plants—Loss of Surge capability. Rapidly losing
experienced employees to layoffs. – Company “B”: Chaff plant in jeopardy of closing—FMS sales keeping facility open
• Mitigation Plan: ü Met w/ industry partners to discuss way ahead when cuts first indentified ü Engaged w/ A5RC to discuss impacts to the Industrial Base ü Built strategy to best suit each factory ü Provided first available funds to countermeasures – Continue to closely monitor contract actions – Continue to meet regularly w/ industry partners and adjust acquisition strategy as needed
