BASIC MARINE VESSEL SPECIFICATIONS & REQUIREMENTS

Saudi Aramco Basic Requirements for Marine Equipment used on a permanent or
temporary basis for specific projects. All Vessels and Barges to be evaluated and
inspected to the satisfaction of Saudi Aramco Marine Department prior to
proceeding north of Ras Tanura to their respective work locations. Anchor
Handling Tug Supply/Safety Vessels (AHTSS), Anchor Handling Tug Supply
(AHTS), Speciality Vessels, Harbor and Docking Tugs shall not be older than 13 1/2years at the end of their charter period base term. Other vessels contracted for
periods exceeding two (2) months shall not be older than 15 1/2 years at the end of
their charter period base term. Vessels not meeting class and safety requirements
or using officers not authorized by Saudi Aramco will be considered off hire and
will not be allowed in Saudi Aramco oil fields, ports or anchorages.

1. ANCHOR HANDLING TUG SUPPLY/SAFETY VESSEL (AHTSS)
THE VESSEL SHALL BE CAPABLE OF OPERATING AND TRANSITING IN ALL
SEAS AND WEATHER CONDITIONS WHICH MAY OCCUR IN THE ARABIAN
GULF AND HAVE MANEUVERABILITY TO MAINTAIN STATION UNDER THE
FOLLOWING CONDITIONS: WIND VELOCITY 18 meters/sec. (35 KNOTS),SIGNIFICANT WAVE HEIGHT 2.5 M (8.2 FT), CURRENT VELOCITY 1.0 meters/sec.
(2 KNOTS) (WAVE PERIODS IN ZULUF AND MARJAN OIL FIELDS ARE 10
SECONDS).
1.1. THE FOLLOWING RULES AND REGULATIONS, AS UPDATED AND
AMENDED, SHALL GOVERN THE DESIGN, CONSTRUCTION AND
OPERATIONAL PERFORMANCE OF THE VESSEL:
1.1.1. Country and Flag of Vessel Registry;
1.1.2. International recognized Classification Society;
1.1.3. International Convention on Tonnage Measurement of Ships, 1969;
1.1.4. International Convention on Load Lines, 1966;
1.1.5. International Convention for the Safety of Life at Sea (SOLAS), the 1974
SOLAS Convention, the 1978 SOLAS protocol, all subsequent amendments
including the 1991 amendments and Global Maritime Distress And Safety
System (GMDSS);
1.1.6. International Regulations for Preventing Collisions at Sea, 1972 withResolutions A.464(XII), A.626(15) and A678(16);
1.1.7. "International Conference for the Prevention of Pollution at Sea by Ship's",
1973 and 1978 (MARPOL);
1.1.8. Protocol concerning the Marine Pollution resulting from Exploration and
Exploitation of the Continental Shelf, 1979 (ROPME); and
1.1.9. Maritime Regulatory bodies of the Saudi Arabian Government and those
International Maritime Conventions and Regulatory Bodies to which the
Saudi Arabian Government is a signatory.
1.2. THE FOLLOWING VALID ORIGINAL CERTIFICATES AND INSPECTION
FORMS SHALL BE ONBOARD THE VESSEL AT ALL TIMES:
1.2.1. Certificate of Registry;
1.2.2. Certificate of Classification and latest Hull and Machinery Surveys Reports;

1.2.15. Certificate of Bollard Pull Test. This certificate must not be more than
three (3) months old at time of vessel delivery to Ras Tanura;
1.2.16. Wire Rope Certificate (Construction) for Towing Wire and for any Spare
Towing Wires Carried;
1.2.17. Stability Information including Crane Operations and Limitations, to be
endorsed by the Classification Society;
1.2.18. Saudi Arabian Work Permit (dates in English); and
1.2.19. De-Ratting Exemption Certificate and latest date of fumigation.
1.3. PERSONNEL MINIMUM REQUIREMENTS
1.3.1. One (1) Master, with certification and qualifications in accordance with
Section 20 of this Marine Vessel Specifications & Requirements;
1.3.2. One (1) Chief Mate, with certification and qualifications in accordance with
Section 20 of this Marine Vessel Specifications & Requirements;

1.3.3. One (1) Chief Engineer, with certification and qualifications in accordance
with Section 20 of this Marine Vessel Specifications & Requirements;
1.3.4. One (1) Second Engineer, shall be in possession of a valid Marine Engineer's
License, have four (4) years experience aboard vessels and have a strong
background experience in repairing AC, electrical systems, diesel enginesand performing general mechanical repairs;
1.3.5. One (1) Mechanic, shall have two (2) years experience in this capacity at sea;
1.3.6. Four (4) Able Bodied Seamen, shall have two (2) years experience in this
capacity at sea;
1.3.7. One (1) Cook, shall be able to prepare Western, Arabic and Asian style
meals;
1.3.8. One (1) Messman, shall perform janitorial and cleaning duties in all vesselaccommodation areas and assist the Cook in food handling and meal
preparations;
1.3.9. Anchor Handling vessels for 24 hour spread require two (2) Masters. Both
Chief Engineer and Second Engineer shall be fully conversant with
operating the towing/anchor handling winch;
1.3.10. All personnel must be trained in fire fighting and abandon ship procedures
and be able to swim; and
1.3.11. Every crew member shall be allocated personnel safety equipment and
clothing. Galley staff shall wear white utility clothing.
1.4. NAVIGATION AND COMMUNICATION EQUIPMENT REQUIREMENTS
1.4.1. Deck Log Book;
1.4.2. Compass Error Book;
1.4.3. Watch Keeping Standing Instructions and Night Order Book, including 24
hours radio watch;
1.4.4. British Admiralty Charts for Saudi Arabian Waters corrected up-to-date."Notices to Mariners" file shall be kept onboard;
1.4.5. Saudi Aramco Field Charts corrected up-to-date. Saudi Aramco chart
correction file shall be kept onboard;

1.4.8. Saudi Arabian Port Authority Regulations;
1.4.9. Nautical Almanac, Browns or similar with Rules of the Road included;
1.4.10. Nautical Tables (Nories or similar);
1.4.11. Sufficient Chart Instruments;
1.4.12. Two (2) pairs of Binoculars;
1.4.13. One (1) Gyro Compass complete with steering repeater and provisions for
obtaining gyro errors including azimuth ring and additional repeater if
required. One (1) gyro repeater shall be easily readable from aft control
position;
1.4.14. One (1) Magnetic Compass with provisions for obtaining compass deviations;
1.4.15. Deviation Card for magnetic compass shall not be more than one year old;
1.4.16. Two (2) Radars with a minimum range of 24 nautical miles. One (1) radar
shall have daylight viewing, be gyro stabilized and fitted with Electronic
Bearing Indicator (EBI) and Variable Range Marker (VRM) functions;
1.4.17. One (1) Automatic Pilot compatible with gyro compass;
1.4.18. One (1) Echo Sounder shall be visible day and night and be fitted with a
"Minimum Depth" alarm and a remote Light Emitting Diode (LED) ordigital readout to allow the depth to be read from both the forward and aft
maneuvering positions;
1.4.19. One (1) Global Positioning System (G.P.S.) Satellite Navigation Receiver;
1.4.20. Two (2) fixed VHF radios having all International Marine Channels (plus
Digital Selective Calling (DSC) if vessels come under Global Maritime
Distress and Safety System (GMDSS));
1.4.21. Three (3) handheld multi-channel VHF transceivers having International
Marine Channels 6, 10, 11, 12, 13, 14, 16 & 67 as a minimum;
1.4.22. VHF Marine frequencies 156.150, 157.200 and 157.425 MHz shall not be used
by vessels operating in the Eastern Province of Saudi Arabia. These
frequencies correspond to International Marine Channels 3, 24 and 88.
Channel 6 is primarily designated for use for "Search and Rescue
Operations" and should not be used if it is in use for coordination of such
operations;

1.4.23. One (1) MF/HF SSB Radio Telephone with transmitter frequencies in the
band 1.6 to 30 MHz, including Digital Selective Calling (DSC) channel 2187.5
kHz and full received coverage in the band 100 kHz to 30 MHz;
1.4.24. One (1) MF/HF Global Maritime Distress and Safety System (GMDSS)Digital Selective Calling (DSC) watchkeeping receiver;
1.4.25. One (1) Navtex receiver;
1.4.26. Daylight signal lamp with battery (Aldis Type 6");
1.4.27. Emergency Telephone Communication between the bridge, Master's cabin
and engine room;
1.4.28. Fixed public address system covering the accommodation area, deck area
and engine room;
1.4.29. The vessel shall have forward and aft control positions in the wheelhouse.
Both forward and aft positions shall be fitted with bow thruster,
communications equipment, rudder angle, heading, pitch and revolutions
per minute (RPM) indicators;
1.4.30. Emergency stops for propellers or main engines shall be located on the
bridge at both forward and aft controls;
1.4.31. The vessel shall have a clear arc of visibility of not less than 240 degrees
from each control position. Window wipers shall be fitted in center window
panel as a minimum;
1.4.32. Ship's Bell;
1.4.33. Ship's Whistle;
1.4.34. Forward and aft wheel house searchlights capable of being directed from
inside the wheel house close to the control positions;
1.4.35. Code Flags (International Code of Signals);
1.4.36. Navigation lights and daylight shapes in accordance with InternationalRegulations for Preventing Collisions at Sea. All lights shall have "non
function" alarms;
1.4.37. Saudi Arabian courtesy ensigns; and
1.4.38. Navigation and Communication Equipment Failure/Repair file.

1.5. SAFETY REQUIREMENTS
1.5.1. Personnel Onboard Record, including Gangway Sign-In and Visitors Book;
1.5.2. Safety equipment register maintained;
1.5.3. Personnel muster lists on each deck level;
1.5.4. Safety plans on each deck level;
1.5.5. Emergency response procedure, contact telephone numbers, medivac, etc.
posted;
1.5.6. Emergency Fire Plan situated outside of the accommodation in a highly
visible, easy to open, weather proof and fire resistant container;
1.5.7. Abandon Ship, Man Overboard, Fire and Gas Drills shall be held and loggedin accordance with the Saudi Aramco Marine Department Loss Prevention
Program. Various safety videos shall be provided and shown on regular
basis;
1.5.8. Shall comply with Saudi Aramco General Instructions (GI's), Offshore
Instruction Manual (O.I.M.) 1.519 (Work Around Offshore Producing
Facilities), Marine Department Marine Instruction Manual (M.I.M.'s) and
Safety & Loss Prevention Program. Copies of all relevant instructions shall
be kept onboard;
1.5.9. Minimum of two (2) life rafts, one on each side. Life rafts on each side shall
have a capacity of the total number of persons the vessel is certified to carry
All life rafts shall be push launchable and secured with hydrostatic releases.
Life raft launching procedure shall be posted near both life rafts;
1.5.10. Emergency lights, for life raft embarkation stations, on deck and over the
sides;
1.5.11. Life jackets for the number of persons the vessel is certified to carry and
spare life jackets in accordance with Safety of Life at Sea (SOLAS)
Regulations but not less than 20% of the total capacity of the vessel. Each of
the life jackets shall be fitted with a whistle, a light and retro-reflective
tape. Spare life jackets shall be stowed in marked boxes adjacent to liferafts. Life Jacket Donning Instructions shall be posted in accommodation
area;
1.5.12. Life buoys in accordance with Safety of Life at Sea (SOLAS) Regulations but
a minimum of eight where two must be fitted with a smoke/light signal, and
four with a light and buoyant line. One life buoy must be positioned close to

the stern. Life buoys shall have grab lines and be marked in capital letters
indicating vessel name and port of registry;
1.5.13. A minimum of six (6) work vests (flotation aid) for use on deck;
1.5.14. Fire hydrants, hoses and nozzles in accordance with Safety of Life at Sea(SOLAS) Regulations. A minimum of two hoses to reach any part of the
vessel. All nozzles shall be combined jet and spray. A minimum of five (5)
hoses and nozzles shall be carried;
1.5.15. Two (2) Fire Monitors, each with a capacity of 350m3/hour with a horizontal
throw of 70 meters. Designated pump(s) shall supply directly to monitors;
1.5.16. Fire extinguishers shall be in accordance with Safety of Life at Sea (SOLAS)
Regulations but shall have a minimum of five ABC Extinguishers in the
accommodation. One approved foam extinguisher of not less than 45 pound
capacity in every engine space and One (1) portable foam extinguisher forevery 750 kw of engine power or part of. Also a minimum of one 10 pound
dry powder and four CO2portable extinguishers;
1.5.17. Emergency Position Indicating Radio Beacon (EPIRB) shall comply with the
Global Maritime Distress and Safety System (GMDSS) requirements with
406 MHz as the primary and 121.5 MHz as the secondary and fitted with
hydrostatic release;
1.5.18. Two (2) Portable Radar Transponders (SARTS);
1.5.19. Fire Blanket in the engine room and the galley;
1.5.20. Two (2) fire axes, one to be sited outside the accommodation adjacent to the
working deck;
1.5.21. Two (2) Firemen's Outfits, each to be contained in its own separate and
marked storage unit;
1.5.22. Six (6) Self-Contained Breathing Apparatus, Scott Air Paks or compatible
with minimum 30 minute bottles;
1.5.23. Fully stocked medical chest, complete with "Shipmaster's Medical Guide";
1.5.24. Three (3) First Aid Boxes (one each located in the galley, bridge and engine
room);
1.5.25. One (1) Stretcher of a design with a four point lift assembly and casualty
restraints suitable for helicopter winching;
1.5.26. Emergency lights in the accommodation, engine room and all escape routes;

1.5.27. All escape routes in the accommodation and engine room shall be marked
with luminescent tape and signs and kept clear of all obstructions;
1.5.28. The position of all life saving appliances (extinguishers, axes, fire alarms
etc.) shall be marked with luminescent signs;
1.5.29. General and fire alarms in wheelhouse, accommodation and engine room;
1.5.30. Damage control equipment commensurate with the size of the vessel in
accordance with the Saudi Aramco Marine Department Specifications;
1.5.31. One (1) motorized rescue boat, stowed in a state of readiness for launching
in not more than 5 minutes. Rescue boat shall be launched and tested once a
month;
1.5.32. Rescue zones on both sides of the vessel shall be a minimum five (5) metersin length with removable bulwark, illuminated and equipped with ladder or
rescue net;
1.5.33. Retro-reflective materials shall be fitted on all lifesaving appliances,
(extinguishers, axes, fire alarms, etc.).
1.6. ACCOMMODATION REQUIREMENTS
1.6.1. Air conditioned berth and mess area to fully accommodate the vessel's crew,
workers and Saudi Aramco personnel in accordance with International
Labor Organization (ILO) Convention 92, Supplement 133 and
Recommendation 140. The accommodation shall be clean and infestation
free;
1.6.2. Vessel's air conditioning system shall be capable of maintaining a maximum
constant 24 C (76 F) temperature and 50% relative humidity in the above
air conditioned areas under peak ambient conditions of 45C (113F) air
temperature, 95% relative humidity and 34C (93F) sea temperature;
1.6.3. The mess room shall accommodate all on board in one sitting;
1.6.4. If no designated recreation room is available, the mess room shall be used
outside meal times and be furnished with proper chairs, TV and video;
1.6.5. Galley stove shall be equipped with exhaust fan and washable filters;
1.6.6. One (1) toilet and shower per every six men. Toilet and shower areas shall
be fitted with exhaust fans;

1.6.7. One (1) washing machine and one (1) dryer unit for every 12 men but a
minimum of two of each;
1.6.8. Separate accommodation and facilities shall be provided for Saudi Aramco
Representative in a single or double cabin; and
1.6.9. Freezer, chiller and dry store, space sufficient for two (2) weeks provisions.
Freezer and chiller shall have external temperature gauges. Temperatures
of both shall be sustainable at -18C and +4C respectively. Walk-in rooms
shall have internal alarm each. Doors shall be equipped with latches and
able to open from inside.

1.7. MACHINERY SPACES AND MINIMUM POWERING REQUIREMENTS
1.7.1. Engine room spaces shall be clean and all equipment in good working order.
Bilges shall be kept dry and clean;
1.7.2. Engine room log book shall show all activities over 24 hour period andinclude running hours, maintenance and repair works;
1.7.3. All machinery gauges, instrumentation, monitoring equipment and alarm
systems shall be in good working order on both engine room panel and
duplicate on bridge;
1.7.4. Main engines, minimum two (2) developing in accordance with Section 18
Spread Horsepower Requirements; applicable minimum brake horse power
at 100% MCR (maximum continuous rating) under peak ambient conditions
of 45C (113F) air temperature, 95% relative humidity and 34C (93F) sea
temperature giving a minimum daily operating speed of 12 knots fullyloaded to summer load line draft in Beaufort 2 conditions;
1.7.5. Propulsion, minimum twin screw controllable pitch propellers or fixed
propellers with Kort nozzles, equivalent or better. Kort nozzles shall have
stainless steel wear rings. Where the vessel is fitted with clutched engines,
then the maximum clutch time shall be no more than 4 seconds with engines
are running at idle speed;
1.7.6. Controllable pitch propellers, not de-clutchable from the bridge, shall be
fitted with an audible and visible ahead/astern pitch and loss of pitch pump
alarms with accept/reset features, activated when command is transferred
to the engine room;
1.7.7. Bow Thruster must meet following minimum BHP requirements:
Vessel of 3,000 to 3,600 BHP 300 BHP
Vessel of 3,600 to 4,200 BHP 350 BHP
Vessel of 4,200 to 5,000 BHP 400 BHP
Vessel of 5,000 BHP and over 500 BHP
1.7.7.1 The bow thruster shall be powered by a separate and
independent power source;
1.7.8. Steering system shall be fitted that provides 100% redundancy. The
steering motors shall be capable of putting the rudders over from 35 degrees
on one side to 35 degrees on the other in not more than 28 seconds;
1.7.9. Generators, a minimum of two (2), each capable of supplying the full
operational load of the vessel when operating under full load conditions in
the Arabian Gulf in summer under peak ambient conditions of 45C (113F)

air temperature, 95% relative humidity and 34C (93F) sea temperature.
Where multiple generators are fitted (more than two) then the load shall be
distributed equally such that one stand-by generator will be available at all
times. Generators shall be able to be paralleled on the switchboard
manually and automatically;
1.7.10. Self-contained sewage system that meets both MARPOL and ROPME
protocols shall be fitted;
1.7.11. Oily Water Separator shall be fitted complete with alarm for bilge overboard
discharge. The alarm shall activate whenever the oil content of the
overboard discharge exceeds 15 ppm (parts per million);
1.7.12. All piping in the engine room and on deck shall be color coded either to
International or Saudi Aramco Standards;
1.7.13. Main and stand-by pumps shall be provided for fire, ballast, bilge, cooling,fuel transfer systems and domestic fresh water systems with dual heaters;
1.7.14. Fuel and fresh water capacities shall be sufficient for 14 days continuous
operation;
1.7.15. Emergency fuel shut offs for all diesel engines shall be located externally
from engine room and centralized where physically possible. All shall be
marked in clear form;
1.7.16. Bilge alarms shall be fitted in all engine spaces, periodically unattended
machinery spaces and remote spaces. Audible and visual alarm shall be
activated; and
1.7.17. Switchboard areas shall have rubber matting for safety.
1.8. TOWING AND MOORING EQUIPMENT
1.8.1. Two (2) bow anchors, each fitted with twelve (12) shots (1,080 ft.) of chain.
Each anchor shall have weight commensurate with tonnage of vessel and be
high holding type without weight reduction;
1.8.2. Mooring ropes shall be in good condition and sufficient for the size of the
vessel;
1.8.3. A double drum towing/anchor handling winch with spooling device and dogs
shall be fitted. The winch shall be rated to three times the bollard pull in
direct pull with the brake set and be capable of pull/speeds of 30 metric
tonnes at 0-10 meters/minute and 10 metric tonnes at 0-40 meters/minute.
Each winch drum shall be capable of independent operation;

1.8.4. The winch controls shall be in the wheelhouse adjacent to the aft
maneuvering position. The winch shall be clearly visible from the control
position by sight or remote camera and monitor;
1.8.5. The tow wire shall be in good condition and marked every 100 feet up to
1000 feet;
1.8.6. Both main and spare towing wire shall be of adequate strength to satisfy
minimum breaking load as follows: Breaking Load (BL) = 2.5 x Bollard Pull

1.8.7. The minimum length (L) of the main and spare towing wires shall be 2000
feet;
1.8.8. The work wire shall be in good condition (minimum work wire length and
size 100 meters x 48 mm);
1.8.9. One (1) spring line/stretcher 19 meters x 88 mm, 8 strand plaited with hard
eyes. Shall be UV protected equivalent to Bridon Marine or Samson. In
addition, one (1) spare spring line/stretcher shall be carried;
1.8.10. Two (2) "fuse wires", 20 meters x 36 mm, one hard eye and one soft eye. Soft
eye shall be a minimum of 1 meter in length;
1.8.11. Sufficient shackles shall be provided and shall be color coded and stamped
to show the Safe Working Load (SWL). A color/SWL code shall be displayed
on the working area of the deck;
1.8.12. Sufficient deck equipment shall be provided for anchor handling and towingoperations such as split pins, Crosby Clips, seizing wire, pinch bars,
hammers, heaving and messenger lines, etc.;
1.8.13. An arrangement for towing shall be available including gog eye arrangement
and hydraulic pop-up pins;
1.8.14. A tugger winch shall be fitted to the vessel such that it will meet the
requirements for anchor handling minimum 10 tonne Safe Working Load
(SWL). Trip hook shall be available for use on tugger line;
1.8.15. Stern roller length shall be sufficient to be able of decking anchors. Theminimum length shall be 3 meters (10 ft) and minimum diameter 1.2 meters
(4 ft) with a Safe Working Load (SWL) equal to tow winch rating; and
1.8.16. One (1) spare tow wire shall be available.

1.9. EXTERNAL CONDITION REQUIREMENTS
1.9.1. Vessel dimensions to comply with specific contract requirements or:
1.9.1.1. For shallow water/sheltered areas (south and central Safaniya,
west half of Berri and Manifa oil fields), overall length between160 and 200 feet and draft maximum 12 feet at summer loadline;
1.9.1.2. For deep water/exposed areas (all oilfields except as under
1.9.1.1) an overall length between 180 and 230 feet and draft

1.10. STORAGE CAPACITIES AND EQUIPMENT REQUIREMENTS FOR MARINE
DEPARTMENT CHARTERED AHTSS VESSELS
1.10.1. The vessel shall be capable of carrying a minimum deadweight of 1,000
metric tonnes at a draft not exceeding the summer load waterline;
1.10.2. Deck Cargo capacity shall be a minimum of 400 metric tonnes;
1.10.3. The available deck area shall be no less than 300m2(3,229 ft2);
1.10.4. Deck Loading capacity of 2.5 metric tonnes per square meter;
1.10.5. Adequate lashing arrangements and equipment shall be provided for deck
cargoes, including bottle screws, chain tensioners, cargo pins for separation,

1.10.10. Discharge lines shall be metered;
1.10.11. Flexible cargo hoses for transfer of liquids and bulk. Independent hoses andconnections shall be fitted for fuel oil, fresh water, liquid mud and bulks.
Hoses shall be in 40 feet lengths by 3" diameter for fuel oil and fresh water
and by 4" diameter for bulk with female Camlock fittings at discharge end.
Vessel shall stock spare Camlock fittings and reducers and enlargers of
various sizes. Fuel transfer hoses shall fitted with valves on the ends.
Fresh water transfer hoses shall have caps on ends and be chlorinated every
6 months. All hoses and fittings shall be in good order;
1.10.12. VHF radios shall have Saudi Aramco rigmove frequencies 153.080, 153.320
and 153.560 MHz; and
1.10.13. Vessel shall be fitted with Karmoi Forks or Sharks Jaws complete with a

1.11.1. Medic/Safety Officer trained in basic medical treatment and vessel safety
and rescue operations;
1.11.2. A rescue operation plan and comprehensive manual developed by the
CONTRACTOR and approved by SAUDI ARAMCO. The "Plan" shall be
posted aboard the vessel and a rescue operation will be practiced by thevessel at intervals not exceeding three months;
1.11.3. The crew shall be competent in all aspects of the vessel's safety and rescue
role;
1.11.4. The vessel shall be equipped with a helicopter hoisting area which shall be
suitably marked in a highly visible color and clear of all obstructions. The
following equipment shall be provided for helicopter high-line operations:
1.11.4.1. Two (2) pairs of heavy duty insulated rubber gloves.
1.11.4.2. One (1) suitable earth bonding pole (to catch winch wire).1.11.4.3. One (1) set of heavy duty wire cutters (one meter long).
1.11.4.4. Wind sock (illuminated at night).
1.11.4.5. Shell stretcher with four point lifting facility and patient
securing straps.
1.11.4.6. Day and night helicopter batons.
1.11.4.7. High visibility over vests;
1.11.5. Aviation radio (USB) with frequencies 121.5, 138.200, 138.225 and 138.250
MHz to be activated during rescue and Medivac operations;
1.11.6. Rescue zones shall be established on both sides of the vessel and shall meet
with the following requirements:
1.11.6.1. Each rescue zone shall be not less than 8 meters in length.
1.11.6.2. Rescue zones shall be distinctively painted.
1.11.6.3. Each rescue zone shall be illuminated both on deck and overside
with no shadow areas.
1.11.6.4. Bulwarks shall be either of the opening or removable type to
allow an open working area.
1.11.6.5. Rescue nets shall be supplied to the vessel that can be fitted in
the area of the rescue zone such that the maximum height from
sea to the main deck area shall be no more than 1.8 meters.
Rescue nets shall be not less than 5 meters wide, weighted at thebottom and long enough to extend at least 1 meter below the
waterline with the vessel at light draft.

1.11.6.8. A further eight life buoys with buoyant heaving lines shall be
provided in addition to the eight required in 1.5.12.
1.11.6.9. A clear access shall be provided to the survivor holding area;
1.11.7. A Fast Rescue Craft (FRC) shall be fitted to the vessel for the purpose of
survivor rescue or medivac purposes only. The FRC shall be supplied witha single point launching davit located clear of thrusters and propellers. The
launching system shall be such that the boat can be cleared away in not
more than two minutes. The davit shall be fitted with a "load off" quick
release such as the RFD type and a safety hook for heavy weather recovery.
The FRC shall have a nine (9) man total complement inclusive of crew. The
launching area for the FRC shall be provided with a bow painter and breast
ropes to assist in launching and recovery in rough seas. FRC shall be
launched and tested every one month. In addition the following shall be
provided for:
1.11.7.1. Overside illumination shall be provided for FRC operations atnight.
1.11.7.2. Personnel shall be qualified to operate the FRC.
1.11.7.3. Reserve fuel sufficient for the FRC to be operated for 24 hours
continuously shall be carried on the vessel. The fuel shall be
stowed in accordance with International Maritime Organization
(IMO) Carriage of Dangerous Goods at Sea.
1.11.7.4. The FRC shall be equipped with twin outboard motors with
propeller shrouds. The engines shall be sufficient to propel the
FRC at 20 knots on two engines and 12 knots on one engine.
1.11.7.5. A searchlight, handheld, portable.
1.11.7.6. VHF radio, watertight, fixed with an external waterproof
speaker.1.11.7.7. Navigation lights and a strobe location light.
1.11.7.8. First aid kit.
1.11.7.9. Two (2) suitable fire extinguishers.
1.11.7.10. One (1) radar reflector.
1.11.7.11. The FRC shall be fitted with a means of righting in a capsized
condition.
1.11.7.12. Boat equipment such as paddles, heaving lines, torch, repair kit
shall be provided.
1.11.7.13. The boat crew shall be supplied with suitable waterproof clothing
and head protection, and suitable floatation aids shall be
provided;
1.11.8. The vessel shall be fitted with a suitable designated survivor recovery area
with a sitting capacity for a minimum of twelve survivors. This area may
also serve as a crew/passenger lounge when not otherwise required for
survivors. In addition, a cabin fitted with a minimum of two berths shall be
available for use by survivors. Two (2) showers, two (2) wash basins and two
(2) toilets shall be made available for use by survivors;

1.11.9. The vessel shall have a designated treatment area on the vessel which shall
be air conditioned. This area shall be equipped with a treatment table,
suitable lighting powered by mains and emergency sources. This area shall
further contain a wash hand basin with elbow taps for hot and cold water, a
portable shower head with extending hose, instrument table, medicalcabinet (locked) for medicines and equipment. This area shall be fitted with
communications to the bridge. Access should be as direct as possible from
the rescue zone area. This area may include the two berths required for the
survivor recovery area. Treatment Room shall be furnished with medical
equipment and supplies;
1.11.10. The vessel shall be fitted with a general alarm system capable of being
activated from a minimum of three separate locations aboard the vessel. In
addition, the vessel shall be fitted with a minimum of five H2S and
hydrocarbon sensors with automatic alarms. The sensors shall be located in
the bow, stern, port, starboard and wheelhouse top;
1.11.11. Three hand held multi-channel survival craft VHF's that meets
International Maritime Organization (IMO) specified requirements with
spare batteries and chargers;
1.11.12. One (1) portable (1) H2S gas detector;
1.11.13. One (1) portable (1) oxygen meter;
1.11.14. Scott Air Paks or similar for all crew members plus ten (10) additional full
sets. Ten (10) spare bottles shall be carried on board (total);
1.11.15. Fifteen (15) inflatable life jackets;
1.11.16. Two (2) rescue nets;
1.11.17. Four (4) safety harnesses with lifelines;
1.11.18. Six (6) fireman's suits;

Facilities), Marine Department Marine Instruction Manuals (M.I.M.'s) and
Safety & Loss Prevention Program. Copies of all relevant instructions shall
be kept onboard;
2.5.9. Minimum of two (2) life rafts, one on each side. Life rafts on each side shall
have a capacity of the total number of persons the vessel is certified to carry
All life rafts shall be push launchable and secured with hydrostatic releases.
Life raft launching procedure shall be posted near both liferafts;
2.5.10. Emergency lights, for lift raft embarkation stations, on deck and over the
sides;
2.5.11. Life jackets for the number of persons the vessel is certified to carry and
spare life jackets in accordance with Safety of Life at Sea (SOLAS)
Regulations but not less than 20% of the total capacity of the vessel. Each of
the life jackets shall be fitted with a whistle, a light and retro-reflective
tape. Spare life jackets shall be stowed in marked boxes adjacent to liferafts. Life Jacket Donning Instructions shall be posted in accommodation
area;
2.5.12. Life buoys in accordance with Safety of Life at Sea (SOLAS) Regulations but
a minimum of eight where two must be fitted with a smoke/light signal, and
four with a light and buoyant line. One life buoy must be positioned close to

the stern. Life buoys shall have grab lines and be marked in capital letters
indicating vessel name and port of registry;
2.5.13. A minimum of six (6) work vests (flotation aid) for use on deck;
2.5.14. Fire hydrants, hoses and nozzles in accordance with Safety of Life at Sea(SOLAS) Regulations. A minimum of two hoses to reach any part of the
vessel. All nozzles shall be combined jet and spray. A minimum of five (5)
hoses and nozzles shall be carried;
2.5.15. Two (2) Fire Monitors, each with a capacity of 350m3/hour with a horizontal
throw of 70 meters. Designated pump(s) shall supply directly to monitors;
2.5.16. Fire extinguishers to be in accordance with Safety of Life at Sea (SOLAS)
Regulations but shall have a minimum of five ABC Extinguishers in the
accommodation. One approved foam extinguisher of not less than 45 pound
capacity in every engine space and one (1) portable foam extinguisher forevery 750 kw of engine power or part of. Also, a minimum of one 10 pound
dry power and four CO2portable extinguishers;
2.5.17. Emergency Position Indicating Radio Beacon (EPIRB) shall comply with
Global Maritime Distress and Safety System (GMDSS) Requirements with
406 MHz as the primary and 121.5 MHz as the secondary and fitted with
hydrostatic release;
2.5.18. Two (2) Portable Radar Transponders (SARTS);
2.5.19. Fire Blanket in the engine room and the galley;
2.5.20. Two (2) fire axes, one (1) shall be sited outside the accommodation adjacent
to the working deck;
2.5.21. Two (2) Firemen's Outfit, each shall be contained in its own separate and
marked storage unit;
2.5.22. Six (6) Self-Contained Breathing Apparatus, Scott Air Paks or compatible
with minimum 30 minute bottles;
2.5.23. Fully stocked medical chest, complete with "Shipmaster's Medical Guide";
2.5.24. Three (3) First Aid Boxes (one each located in the galley, bridge and engine
room);
2.5.25. One (1) Stretcher of a design with a four point lift assembly and casualty
restraints suitable for helicopter winching;
2.5.26. Emergency lights in the accommodation, engine room and all escape routes;

2.5.27. All escape routes in the accommodation and engine room shall be marked
with luminescent tape and signs and kept clear of all obstructions;
2.5.28. The position of all life saving appliances (extinguishers, axes, fire alarms
etc.) shall be marked with luminescent signs;
2.5.29. General and fire alarms in wheelhouse, accommodation and engine room;
2.5.30. Damage control equipment commensurate with the size of the vessel in
accordance with the Saudi Aramco Marine Department Specifications; and
2.5.31. Retro-reflective materials shall be fitted on all lifesaving appliances,
(extinguishers, axes, fire alarms, etc.).
2.6. ACCOMMODATION REQUIREMENTS
2.6.1. Air conditioned berth and mess area to fully accommodate the vessel's crew,
workers and Saudi Aramco personnel in accordance with International
Labor Organization (ILO) Convention 92, Supplement 133 and
Recommendation 140. The accommodation shall be clean and infestation
free;
2.6.2. Vessel's air conditioning system shall be capable of maintaining a maximum
constant 24 C (76 F) temperature and 50% relative humidity in the above
air conditioned areas under peak ambient conditions of 45C (113F) air
temperature, 95% relative humidity and 34C (93F) sea temperature;
2.6.3. The mess room shall accommodate all on board in one sitting;
2.6.4. If no designated recreation room is available, the mess room shall be used
outside meal times and be furnished with proper chairs, TV and video;
2.6.5. Galley stove shall be equipped with exhaust fan and washable filters;
2.6.6. One (1) toilet and shower per every six men. Toilet and shower shall be
fitted with exhaust fans;
2.6.7. One (1) washing machine and one (1) dryer unit for every 12 men but a
minimum of two of each;
2.6.8. Separate accommodation and facilities shall be provided for Saudi Aramco
Representative in a single or double cabin; and
2.6.9. Freezer, chiller and dry store, space sufficient for two (2) weeks provisions.
Freezer and chiller shall have external temperature gauges. Temperature
of both to be sustainable at -18C and +4C respectively. Walk-in rooms

shall have internal alarm each. Doors shall be equipped with latches and
able to open from inside.
2.7. MACHINERY SPACES AND MINIMUM POWERING REQUIREMENTS
2.7.1. Engine room spaces shall be clean and all equipment in good working order.Bilges shall be kept dry and clean;
2.7.2. Engine room log book shall show all activities over each 24 hour period and
include running hours, maintenance and repair work;
2.7.3. All machinery gauges, instrumentation monitoring equipment and alarm
systems shall be in good working order on both engine room panel and
duplicate on bridge;
2.7.4. Main engines, minimum two (2) developing in accordance with Section 18
Spread Horsepower Requirements; applicable minimum brake horse powerat 100% MCR (maximum continuous rating) under peak ambient conditions
of 45C (113F) air temperature, 95% relative humidity and 34C (93F) sea
temperature giving a minimum daily operating speed of 11 knots fully
loaded to summer load line draft in Beaufort 2 conditions;
2.7.5. Propulsion, minimum twin screw controllable pitch propellers or fixed
propellers with Kort nozzles fitted with stainless steel wear rings, or either
azimuthing 360 Z-Drive or tractor mode, or cycloidal in tractor mode;
2.7.6. Where the vessel is fitted with clutched engines then the maximum clutch
time shall be no more than four (4) seconds with engines are running at idle
speed;
2.7.7. Controllable pitch propellers, not de-clutchable from the bridge, shall be
fitted with an audible and visible ahead/astern pitch and loss of pitch pump
alarms with accept/reset features, activated when command is transferred
to the engine room;
2.7.8. Bow Thruster must meet following minimum BHP requirements:
Vessel of 3,000 to 3,600 BHP 300 BHP
Vessel of 3,600 to 4,200 BHP 350 BHP
Vessel of 4,200 to 5,000 BHP 400 BHPVessel of 5,000 BHP and over 500 BHP
2.7.8.1. The bow thruster shall be powered by a separate or independent
power source.
2.7.8.2. Vessel with tractor mode propulsion does not require a bow
thruster.

2.7.9. Steering system shall be fitted that provides 100% redundancy. The
steering motors shall be capable of putting the rudders over from 35 degrees
on one side to 35 degrees on the other in not more than 28 seconds;
2.7.10. Generators, a minimum of two (2), each capable of supplying the fulloperational load of the vessel when operating under full load conditions in
the Arabian Gulf in summer under peak ambient conditions of 45C (113F)
air temperature, 95% relative humidity and 34C (93F) sea temperature.
Where multiple generators are fitted (more than two) then the load shall be
distributed equally such that one stand-by generator will be available at all
times. Generators shall be able to be paralleled on the switchboard
manually and automatically;
2.7.11. Self-contained sewage system that meets both MARPOL and ROPME
protocols shall be fitted;
2.7.12. Oily Water Separator shall be fitted complete with alarm for bilge overboard
discharge. The alarm shall activate whenever the oil content of the
overboard discharge exceeds 15 ppm (parts per million);
2.7.13. All piping in the engine room and on deck shall be color coded either to
International or Saudi Aramco Standards;
2.7.14. Main and stand-by pumps shall be provided for fire, ballast, bilge, cooling,
fuel transfer systems and domestic fresh water systems with dual heaters;
2.7.15. Fuel Oil and Fresh Water transfer pumps;
2.7.16. Fuel and fresh water capacities shall be sufficient for 14 days continuous
operation;
2.7.17. Emergency fuel shut offs for all diesel engines shall be located externally
from engine room and centralized where physically possible. All shall be
marked in clear form;
2.7.18. Bilge alarms shall be fitted in all engine room spaces, periodically
unattended machinery spaces and remote spaces. Audible and visual alarm
shall be activated; and
2.7.19. Switchboard areas shall have rubber matting for safety.
2.8. TOWING AND MOORING EQUIPMENT
2.8.1. Two (2) bow anchors, each fitted with twelve (12) shots (1,080 ft.) of chain.
Each anchor shall have weight commensurate with tonnage of vessel and be
high holding type without weight reduction;

2.8.2. Mooring ropes shall be in good condition and sufficient for the size of the
vessel;
2.8.3. The winch an/or towing pedestal controls shall be in the wheelhouse
adjacent to the aft maneuvering position. The winch and/or towing pedestalshall be clearly visible from the control position;
2.8.4. Two (2) "fuse" wires, 15 meters x 36 mm, one hard eye and one soft eye. Soft
eye shall be a minimum of 1 meter in length;
2.8.5. Sufficient shackles shall be provided and shall be color coded and stamped
to show the Safe Working Load (SWL). A color/SWL code shall be displayed
on the working area of the deck;
2.8.6. Sufficient deck equipment shall be provided for towing operations such as
split pins, seizing wire, pinch bars, hammers, heaving and messenger lines,etc.;
2.8.7. Towing Pedestal with an emergency hook release that can be activated from
the maneuvering position;
2.8.8. Sufficient fairleads forward and aft, also Crucifix bollards in sufficient
number and placement to ensure complete versatility of the vessel in the
push or pull mode;
2.8.9. At the push end of the vessel, two (2) independent rope drums or capstans of
sufficient diameter to handle ropes. Size shall be adequate for vessel's
bollard pull;
2.8.10. Two (2) one hundred (100) foot headlines of 100 mm each, eye on one end;
2.8.11. Three hundred (300) feet of rope tow line, size shall be adequate for vessel's
bollard pull;
2.8.12. An arrangement for towing shall be available whether a towing pedestal or
gog eye arrangement and hydraulic pop-up pins;
2.8.13. A tugger winch or capstan shall be fitted to the vessel such that it will meet
the requirements for anchor handling minimum 10 tonne Safe Working Load(SWL); and
2.8.14. Where the vessel is used in an offshore spread and not equipped with a
towing pedestal Items 2.8.7 - 2.8.11 will be substituted by:
2.8.14.1. A double drum towing/anchor handling winch with spooling
device and dogs shall be fitted. The winch shall be rated to three

times the bollard pull in direct pull with the brake set and be
capable of pull/speed of 30 metric tonnes at 0-10 meters/minute
and 10 metric tonnes at 0-40 meters/minute. Each winch drum
shall be capable of independent operation.
2.8.14.2. The tow wire shall be in good condition and marked every 100feet up to 1,000 feet.
2.8.14.3. Both main and spare towing wire shall be of adequate strength to
satisfy a minimum breaking load as follows:
Breaking Load (BL) = 2.5 x Bollard Pull (BP).
2.8.14.4. The minimum length (L) of the main and spare towing wires shall
be 2,000 feet.
2.8.14.5. The work wire shall be in good condition (minimum work wire
length and size 100 meters x 48 mm).
2.8.14.6. One (1) spring line/stretcher, 19 meters x 88 mm, 8 strand plaited
with hard eyes. Shall be UV protected equivalent to Bridon
Marine or Samson. In addition, one (1) spare spring
line/stretcher shall be carried.
2.8.14.7. One (1) spare tow wire shall be available.
2.9. EXTERNAL CONDITION REQUIREMENTS
2.9.1. Vessel dimensions to comply with specific contract requirements or:
2.9.1.1. For shallow water/sheltered areas (south and central Safaniya,
west half of Berri and Manifa oil fields), overall length between
105 and 125 feet and draft maximum 12 feet at summer load line.
2.9.1.2. For deep water/exposed areas (all oil fields except as under
2.9.1.1.), overall length between 120 and 155 feet and draft
between 14 and 18 feet at summer load line.
2.9.1.3. Ras Tanura and Juaymah berthing tugs to be purposely designed,
overall length between 110 and 130 feet and draft between 14 and
17 feet at summer load line.
2.9.2. The vessel shall be well maintained and in seaworthy condition;
2.9.3. The working deck area shall be well illuminated without shadow areas;
2.9.4. Draft marks shall be clearly marked and visible forward and aft;

2.9.5. Loadline marks shall be clearly marked;
2.9.6. Vessel required shall be adequately fendered on each side especially at the
bow and stern. Fendering shall be secured in such a manner that it
withstands the surging up and down while pushing in inclement weather
conditions;
2.9.7. The deck/cargo area shall be clear and well maintained;
2.9.8. All tank air vents, sounding pipes and loading points shall be color coded to
Saudi Aramco Standards and clearly marked; and
2.9.9. Purpose built 3 meter (10 ft) ship to shore gangway shall be available.
2.10. ADDITIONAL REQUIREMENTS FOR VESSELS WORKING IN A RIG
STANDBY SAFETY ROLE
2.10.1. Medic/Safety Officer trained in basic medical treatment, and vessel safety
and rescue operations;
2.10.2. A rescue operation plan and comprehensive manual developed by the
CONTRACTOR and approved by SAUDI ARAMCO. The "Plan" shall be
posted aboard the vessel and a rescue operation will be practiced by the
vessel at intervals not exceeding three months;
2.10.3. The crew shall be competent in all aspects of the vessel's safety and rescue
role;
2.10.4. The vessel shall be equipped with a helicopter hoisting area which shall be
suitably marked in a highly visible color and clear of all obstructions. The
following equipment shall be provided for helicopter high-line operations:
2.10.4.1. Two (2) pairs of heavy duty insulated rubber gloves.
2.10.4.2. One (1) suitable earth bonding pole (to catch winch wire).
2.10.4.3. One (1) set of heavy duty wire cutters (one meter long).
2.10.4.4. Wind sock (illuminated at night).
2.10.4.5. Shell stretcher with four point lifting facility and patient
securing straps.
2.10.4.6. Day and night helicopter batons.
2.10.4.7. High visibility over vests;
2.10.5. Aviation radio (USB) with frequencies 121.5, 132.200, 138.225 and 138.250
MHz to be activated during rescue and Medivac operations;
2.10.6. Rescue zones shall be established on both sides of the vessel and shall meet
with the following requirements:

2.10.6.1. Each rescue zone shall be not less than 5 meters in length.
2.10.6.2. Rescue zones shall be distinctively painted.
2.10.6.3. Each rescue zone shall be illuminated both on deck and overside
with no shadow areas.
2.10.6.4. Bulwarks shall be either of the opening or removable type to
allow an open working area.2.10.6.5. Rescue nets shall be supplied to the vessel that can be fitted in
the area of the rescue zone such that the maximum height from
sea to the main deck area shall be no more than 1.8 meters.
Rescue nets shall be not less than 5 meters wide, weighted at the
bottom and long enough to extend at least 1 meter below the
waterline with the vessel at light draft.
2.10.6.6. Suitable securing points for rescue nets, safety lines and rescue
craft.
2.10.6.7. Overside ladders providing a foothold clear of the bulwarks and
hull and extending one meter into the water.
2.10.6.8. A further eight life buoys with buoyant heaving lines shall beprovided in addition to the eight required in 2.5.12.
2.10.6.9. A clear access shall be provided to the survivor holding area.
2.10.7. A fast rescue craft (FRC) shall be fitted to the vessel for the purpose of
survivor rescue or medivac purposes only. The FRC shall be supplied with a
single point launching davit located clear of thrusters and propellers. The
launching system shall be such that the boat can be cleared away in not more
than two minutes. The davit shall be fitted with a "load off" quick release
such as the RFD type and a safety hook for heavy weather recovery. The
FRC shall have a nine (9) man total complement inclusive of crew. The
launching area for the FRC shall also be provided with a bow painter and
breast ropes to assist in launching and recovery in rough seas. FRC shall belaunched and tested every one month. In addition the following shall be
provided for:
2.10.7.1. Overside illumination shall be provided for FRC operations at
night.
2.10.7.2. Personnel shall be qualified to operate the FRC.
2.10.7.3. Reserve fuel sufficient for the FRC to be operated for 24 hours
continuously shall be carried on the vessel. The fuel shall be
stowed in accordance with International Maritime Organization
(IMO) Carriage of Dangerous Goods at Sea.
2.10.7.4. The FRC shall be equipped with twin outboard motors withpropeller shrouds. The engines shall be sufficient to propel the
FRC at 20 knots on two engines and 12 knots on one engine.
2.10.7.5. A searchlight, handheld, portable.
2.10.7.6. VHF radio, watertight, fixed with an external waterproof
speaker.
2.10.7.7. Navigation lights and a strobe location light.
2.10.7.8. First aid kit.

2.10.7.9. Two (2) suitable fire extinguishers.
2.10.7.10. One (1) radar reflector.
2.10.7.11. The FRC shall be fitted with a means of righting in a capsized
condition.
2.10.7.12. Boat equipment such as paddles, heaving lines, torch, repair kit
shall be provided.2.10.7.13. The boat crew shall be supplied with suitable waterproof clothing
and head protection, in addition suitable floatation aids shall be
provided.
2.10.8. The vessel shall be fitted with a suitable designated survivor recovery area
with a sitting capacity for a minimum of twelve survivors. This area may
also serve as a crew/passenger lounge when not otherwise required for
survivors. In addition, a cabin fitted with a minimum of two berths shall be
available for use by survivors. Two (2) showers, two (2) wash basins and two
(2) toilets shall be made available for use by survivors;
2.10.9. The vessel shall have a designated treatment area on the vessel which shall
be air conditioned. This area shall be equipped with a treatment table,
suitable lighting powered by mains and emergency sources. This area shall
further contain a wash hand basin with elbow taps for hot and cold water, a
portable shower head with extending hose, instrument table, medical
cabinet (locked) for medicines and equipment. This area shall be fitted with
communications to the bridge. Access should be as direct as possible from
the rescue zone area. This area may include the two berths required for the
survivor recovery area. Treatment room shall be furnished with medical
equipment and supplies;
2.10.10. The vessel shall be fitted with a general alarm system capable of beingactivated from a minimum of three separate locations aboard the vessel. In
addition, the vessel shall be fitted with a minimum of five H 2S gas and
hydrocarbons sensors with automatic alarms. The sensors shall be located
in the bow, stern, port, starboard and wheelhouse top;
2.10.11. Three hand held multi-channel survival craft VHF's that meets
International Maritime Organization (IMO) specified requirements with
spare batteries and chargers;
2.10.12. One (1) portable (1) H2S gas detector;
2.10.13. One (1) portable (1) oxygen meter;
2.10.14. Scott Air Paks or similar for all crew members plus ten (10) additional full
sets. Ten (10) spare bottles shall be carried on board (total);
2.10.15. Fifteen inflatable life jackets;

3. DIVING VESSEL
THE VESSEL SHALL BE CAPABLE OF OPERATING AND TRANSITING IN ALL
SEAS AND WEATHER CONDITIONS WHICH MAY OCCUR IN THE ARABIAN
GULF AND HAVE MANEUVERABILITY TO MAINTAIN STATION UNDER THE
FOLLOWING CONDITIONS: WIND VELOCITY 12 meters/sec. (24 KNOTS),SIGNIFICANT WAVE HEIGHT 1.6 M (5.3 FT), CURRENT VELOCITY 1.0 meters/sec.
(2 KNOTS), WAVE PERIODS IN ZULUF AND MARJAN OIL FIELDS ARE 10
SECONDS.
3.1. THE FOLLOWING RULES AND REGULATIONS, AS UPDATED AND
AMENDED, SHALL GOVERN THE DESIGN, CONSTRUCTION AND
OPERATIONAL PERFORMANCE OF THE VESSEL:
3.1.1. Country and Flag of Vessel Registry;
3.1.2. International recognized Classification Society;
3.1.3. International Convention on Tonnage Measurement of Ships, 1969;
3.1.4. International Convention on Load Lines, 1966;
3.1.5. International Convention for the Safety of Life at Sea (SOLAS), the 1974
SOLAS Convention, the 1978 SOLAS protocol and all subsequent
amendments including the 1991 amendments and Global Maritime Distress
and Safety System (GMDSS);
3.1.6. International Regulations for Preventing Collisions at Sea, 1972 withResolutions A.464(XII), A.626(15) and A.678(16);
3.1.7. International Conference for the Prevention of Pollution at Sea by Ship's
1973 and 1978 (MARPOL);

3.3. PERSONNEL MINIMUM REQUIREMENTS

3.3.3. One (1) Chief Engineer, with certification and qualifications in accordance
with Section 20 of this Marine Vessel Specifications & Requirements;
3.3.4. One (1) Second Engineer, shall be in possession of a valid Marine Engineer's
License, have four (4) years experience aboard vessels and have a strong
background experience in repairing AC, electrical systems, diesel enginesand performing general mechanical repairs;
3.3.5. One (1) Mechanic, shall have two (2) years experience in this capacity at sea;
3.3.6. Three (3) Able Bodied Seamen, shall have two (2) years experience in this
capacity at sea;
3.3.7. One (1) Cook, shall be able to prepare Western, Arabic and Asian style
meals;
3.3.8. One (1) Messman, shall perform janitorial and cleaning duties in all vesselaccommodation areas and assist the Cook in food handling and meal
preparations;
3.3.9. Additional Catering Crew including experienced Cook to be commensurate
with number of people onboard;
3.3.10. Crane Operator shall be in possession of a valid Crane Operators License,
issued by his country of origin or the Saudi Arab Government, for at least
the capacity and the type of the vessel's crane. Crane Operator approval is
subject to passing a test of his crane operational capabilities as administered
by Saudi Aramco's Heavy Equipment Operator Testing and Training Unit.
Crane Operator, if dual qualified, can be one of the required crew membersin

3.4.21. Three (3) handheld multi-channel VHF transceivers having International
Marine Channels 6, 10, 11, 12, 13, 14, 16 and 67 as a minimum;
3.4.22. VHF marine frequencies 156.150, 157.200, and 157.425 MHz shall not be used
by vessels operating in the Eastern Province of Saudi Arabia. These
frequencies correspond to International Marine Channels 3, 24 and 88.
Channel 6 is primarily designated for use for "Search and Rescue
Operations" and should not be used if it is in use for coordination of such
operations;
3.4.23. One (1) MF/HF SSB Radio Telephone with transmitter frequencies in the
band 1.6 to 30 MHz, including Digital Selective Calling (DSC) channel 2187.5
kHz and full receiver coverage in the band 100 kHz to 30 MHz;
3.4.24. One (1) MF/HF Global Maritime Distress and Safety System (GMDSS)

bridge at both forward and aft controls;
3.4.31. The Vessel shall have a clear arc of visibility of not less than 240 degreesfrom each control position. Window wipers shall be fitted in center window

Program. Various safety videos shall be provided and shown on regular
basis;
3.5.8. Shall comply with Saudi Aramco (General Instructions (GI's), Offshore
Instruction Manual (O.I.M.) 1.519 (Work Around Offshore Producing
Facilities), Marine Department Marine Instruction Manuals (M.I.M's) and
Safety & Loss Prevention Program, copies of all relevant instructions shall
be kept onboard;
3.5.9. Minimum of two (2) life rafts, one on each side. Life rafts on each side shall
have a capacity of the total number of persons the vessel is certified to carry
