Surveillance and sensingIn creating this convergence, it’s important to understand the role of surveillance in smart and safe cities.
“Strong surveillance infrastructure is critical to the success of a safe city, as much of the analyt-ics and operational procedures are driven by the surveillance inputs,” reports IHS Markit.
According to the study, video surveillance equipment and hardware, as well as peripheral services, currently make up approximately 50 per cent of the market.
“A lot of cities already have a good number of surveillance cameras, so it just makes sense to continue to use those in the future,” adds Alex-ander Richardson, senior research analyst, tech-nology, media and telecom for IHS Markit, and author of the report.
“You can keep adding more cameras on that network and you can add things like analytics, and once you connect with sensors, access control, etc., it [becomes] a lot more efficient,” he continues.
For example, Atlanta, Ga., implemented an initiative called Operation Shield in 2015. The city put together a steering committee to inte-grate the police and transportation department’s surveillance systems into one command centre, utilizing the pre-existing cameras to make their operations more efficient.
However, Dr. Satyamoorthy Kabilan, director of national security and strategic foresight at the Conference Board of Canada, believes there are a number of misperceptions about how surveillance systems function and affect public safety.
“In most cases, they affect public safety ret-roactively, i.e., they give us a better chance of
tracking down the perpetrators … but it doesn’t always work from a prevention perspective,” he explains.
Kabilan also believes the primary focus for most smart city installations is not surveillance, but “sensing.” For him, surveillance is the obser-vation of a specific group, while sensing is direct-ed at a process. “For example, if you think about sensors in traffic lights, what you’re trying to do is maybe gauge where the traffic is. By that, you may know what cars are around you, where all the traffic is, so you would have some informa-tion that might be useful from a surveillance as-pect, but it’s more about the sensing aspect.”
Analytics and AI“Sensors … can be used in conjunction with sur-veillance systems or camera systems to provide you with additional information on a situation,” he continues. “Combine that with the potential that AI (artificial intelligence) and big data offers, and maybe you could get real-time analysis of images.”
Evidently, analytics and big data will play an important role in smart city projects, particularly because of the sheer number of sensors and cam-eras required.
For example, “if you’re routing 15 or 20,000 surveillance cameras in a control room, there’s no way that a couple of operators … can sift through all of that data,” says Richardson. “It’s really im-portant to have some kind of analytics program so that you can identify the anomalies.”
Giovanni Gaccione, justice and public safety practice leader at Genetec, also finds that surveil-lance will have broader applications through an-alytics and AI. “Surveillance as a thought is go-ing to be important, but not [only] from a public safety or a policing perspective,” he explains. “It’s going to be for a whole city benefit.”
For instance, cities can use it to monitor traf-fic and pedestrian flow.
This is especially the case because video an-alytics are more advanced, which in turn makes cameras more intelligent so “not only can they tell me if traffic is flowing…but with a simple analytic, [they] can say, ‘traffic should always be flowing in this direction,’” he explains.
If a vehicle is going in the wrong direction, for example, an alert can be raised automatically.

A number of Canadian cities across the country are taking part. Evidently, more and more municipalities see the benefit of installing and integrating intelligent sensors to efficiently manage their cities.
This, in turn, means integrators and install-ers will reap some of the rewards. But in order to benefit, they should know what municipali-ties are looking for.
Breaking down the conceptTo do that, installers and integrators first need to understand what a smart city is, and, by ex-tension, what a safe city is.
According to the participant summary of IHS Markit’s “Safe Cities Report - 2017,” a smart city project is “one that uses an inte-
grated ICT [Information and Communication Technologies] system to improve efficiency, manage complexity and enhance citizens’ qual-ity of life through sustainable improvement in city operations.”
The smart city includes six components: “safe city,” mobility and transport, energy and sustainability, social infrastructure, physical in-frastructure, and smart economy.
Additionally, the report says that while a smart city is not always a “safe city,” a safe city uses smart city concepts. A safe city is “a security concept that integrates critical securi-ty information from a range of sources onto a consolidated IT platform.”
Those sources include video surveillance cameras, sensors, biometric applications, access control systems, etc.

Recently I feel we are being bombard-ed by countless articles and presenta-tions on the twin subjects of DIY and the connected home.
My instinct is to say, while both are defi-nitely worth paying attention to, they are being over-hyped. So for all of you out there currently selling, installing and servicing security systems, here is where I am at on these recent phenomena:
1. When companies like Google, Amazon and Samsung all buy companies tangentially involved in the security field, we all should pay attention. Try to find out what the cus-tomers who buy their products are looking for and whether they are satisfied with what they have got. Frankly, I am not sure anyone knows where these big companies want to go in this field. But they are so big that if they decide to truly enter the intrusion field with a monitored solution, it could have a huge effect.
2. We know that more and more MSOs (cable and telcos) are entering the security indus-try and pushing many of the items in the connected home in their offerings. They are not using equipment from the big boys above. I think this is driven mostly by not wanting anybody else to have access to that home, including Google and Amazon. The MSOs — in Canada currently this would be Rogers, Telus, Bell, SecurTek and Eastlink — will certainly take their share of market in the short term. But with the exception of Comcast in the U.S., I am not sure the MSOs’ security initiatives have been all that successful. Certainly offering connect-ed home devices is not going to determine their success. It is more likely to be running their program on a model that works finan-cially, i.e. paying sensible multiples for new accounts, managing their cost to create new accounts carefully and achieving good attri-tion numbers. These will be far more im-portant.
3. I have heard that smaller dealers who are exposed to all this chatter about the need to offer the “connected home” have concluded that it is all too much for them and are get-ting out. That might be too drastic. Instead, do what most dealers are doing and offer interactive panels for those who want them.
4. There are new businesses springing up across Canada offering interactive panels that can control the customer’s cameras, lights, doors and heat. I can see that this “complete” system will appeal to those who want the convenience they offer, but they have to be able to afford them. Whether these new companies can make a long term go of it remains to be seen.
5. In terms of market penetration, how much DIY and the connected home will increase the market penetration of monitored securi-ty systems is undetermined. I think DIY and MIY (Monitor It Yourself) will grab their share of what we might broadly define as the security market. There is a concern that the DIY systems you see at Best Buy will peel off some customers who might have otherwise bought a professionally installed system. Let’s face it: some people simply do not think they need monitoring. A system that sounds an alarm and/or notifies them on their phone is enough. As these DIY systems improve their equipment, I believe they will take more market share.
6. As for the connected systems that are selling for upwards of $60/month for monitoring, I worry that this pricepoint is not sustainable once the first five-year contract expires.
7. Instead of obsessing about DIY and con-nected home devices, based on conversa-tions I have had with some dealers today, the most important option to offer is the ability to connect to the cell network through ei-ther something like Total Connect or Alarm.
com. This covers you should the customer drop their landline (many times without telling you) which thousands are doing and at the same time allows you to add interac-tive devices in the future. It stands to reason that accounts with this built into their sys-tems will hold their value better than those without.
8. Finally, and most importantly for all of us, I am closely monitoring the value of those alarm accounts that don’t offer cell or in-teractive technology versus those that do. So far I am surprised I have not seen any serious deterioration in the selling price of old technology accounts where I think there should be. Why would anybody today pay 35X for a panel which can’t even detect whether the system is still being monitored or not or cannot allow for interactive use or the controlling of locks and cameras in the future? On top, some telcos right now are paying much more than 35X for old tech-nology accounts when they know they are going to have to sink more money into the account to upgrade after.
I would argue that we all should be paying attention to DIY and the connected home, adjust our business models a little to adapt, but for the time being, aside from making sure you incor-porate cell technology into as many accounts as possible, don’t panic.

intrusion detection and access control capabilities as well as IP video and home or business automation integration capabili-ties, modern security control panels deliver complete security with only one system to learn, use and maintain. This allows security dealers and integrators to provide added value for their custom-ers and gain new opportunities for increased revenue.
Take, for example, a company that has integrated intrusion detection and access control to understand some of the possibilities. When an employ-ee presents access credentials at the facility entrance, not only does the door unlock, but the intrusion detec-tion system can automatically disarm.
Adding video provides situational awareness when other control panel events occur. If someone tampers with a motion detector, the intrusion detection system can trigger a nearby camera to send a video snap-shot via email or text to the facility manager or business owner.
Cameras equipped with video analytics can also initiate intrusion detection system events when pre-defined alarms are triggered. An analytic alert can immediate-ly fault a corresponding point on the system’s control panel. This prompts the control panel to communicate the alarm to the central station or to send video snapshots to the user. Video analytics can alert to potential security risks before or as they occur—such as detecting loitering in a parking lot or a perimeter breach after hours.
The examples described here demonstrate how an inte-grated solution can increase facility security and make systems easier to use. The benefits are clear and the technology to integrate full security control into one system exists today with B Series Control Panels. B Series Control Panels support up to 100 users, 96
points and 6 areas, 4 doors, and 6 IP cam-eras. The panels also feature on-board Ethernet with support for both IPv4 and IPv6 as well as a plug-in communication module to protect the users’ investment as technology changes.
B Series Control Panels enable dealers and integrators to build recur-
ring monthly revenue (RMR) with options for personal notifica-

Wireless security systems offer a practical solution for new and existing homes and business, requiring less time and complication to install. However, many conventional
wireless products on the market have some shocking vulnerabilities, as revealed in recent news reports. Conventional wireless motions and glass break detectors require “walk test mode”
to be physically set on the individual unit in addition to being enabled/disabled at the keypad. ELK’s Two-Way wireless technology eliminates those extra trips up the ladder by simply enabling/disabling walk test mode at the keypad only.
