2013 International Conference on Information, Commu-nication and Engineering (ICICE 2013) is organized byChina University of Petroleum (Huadong, East China) andTaiwanese Institute of Knowledge Innovation and held inQingdao, Shandong, People’s Republic of China on October26–November 1, 2013. ICICE 2013 has received 653 submittedpapers from 10 countries, whereby 214 papers have beenselected by the committees to be presented in the ICICE2013. The conference provides a unified communicationplatform for researchers in a wide area of topics frominformation technology, communication science, appliedmathematics, computer science, advanced material science,and engineering. ICICE 2013 enables interdisciplinary col-laboration between science and engineering technologistsin the academic and industrial fields as well as networkinginternationally.

Mechanical engineering and design innovations are bothan academic and practical engineering field that involvessystematic technological materialization through scientificprinciples and engineering designs. Technological innova-tion by mechanical engineering includes IT-based intelligentmechanical systems, mechanics, and design Innovations. IT-based intelligent mechanical systems, which implant intel-ligence to machine systems, are an interdisciplinary areacombining conventional mechanical technology and new

information technology.Themain goal of IT-based intelligentmechanical systems is to develop fundamental technologiesand to apply them to the industry field as follows:

(i) computer-based design;(ii) intelligent manufacturing system;(iii) virtual manufacturing system;(iv) core parts and devices for intelligent systems;(v) computational engineering science;(vi) design methodology and optimization;(vii) machine diagnostics & reliability;(viii) human-machine interaction/virtual reality and enter-

tainment.

This special issue selects 47 papers from ICICE 2013.Thisspecial issue enables interdisciplinary collaboration betweenmaterial science and engineering technologists in the aca-demic and industrial fields.
