I move to approve the architectural elevations for a building approximately
3,854 square feet in size in fulfillment of the requirements set forth in the Legends

BACKGROUND
The Legends at Sparks Marina Planned Development Handbook (the
“Handbook”) states, “Architectural elevations shall be subject to review and
approval by the planning commission, excluding interior plaza storefronts.”
This site is located in Zone D, which is in the northeast portion of the Legends
shopping center. The site is located in the southwest portion of Zone D, west of
Buffalo Wild Wings and south of TJMaxx (Exhibit 1 – Vicinity Map).
The applicant is requesting that the Planning Commission approve the
architectural elevations for a Panera Bread bakery café as required by the
Handbook.
ANALYSIS
The Handbook requires that the Planning Commission approve architectural
elevations for all new buildings in the Legends planned development. The
proposed elevations (Exhibit 2 – Elevations) are required to conform to the
design standards in the Handbook. The proposed elevations incorporate a
variety of façade materials and colors in a palette consistent with the existing
buildings in Legends. Building walls are articulated in both color and plane, as
well as in height and material on all exterior sides.
Examples of the materials and colors that will be used are:
• Stucco
o Stone Hearth
• Cultured Stone
o European Ledge – Iron Mill
• Brick
o Dolomite Grey
o Dark Brown
• Composite Siding
o Siam
These materials and colors are consistent with and complementary to the colors
and materials used in existing buildings in the Legends planned development.
Staff therefore believes that the proposed building elevations meet the
standards stated in the Handbook.
