HimawariCast Receiving System
HimawariCast Receiving System has been provided to Solomon Islands, Vanuatu, and Fiji in July 2016.
� To assist SIDS NMHSs to ensure stable and effective utilization of Himawari-8 data.
� JICA collaborating with JMA for training seminars in all these countries for a follow-up.
� Stand-alone system to receive satellite data, NWP products, and observations.
� Redundancy in data acquisition is created together with Internet.
� Fiji - completed on 1 July 2016
� Vanuatu - completed on 7 July 2016
� Solomons - completed on 14 July 2016
� Training seminar will be arranged for;
• Fiji - 19 September 2016• Vanuatu - 21-23 September 2016• Solomon Islands - TBD soon
1) What is “Pacific-LEADS”?
Pacific-LEADS launched
The Pacific Leaders' Educational Assistance for Development of State (Pacific-LEADS) is
the new training program for young leaders in the Pacific, launched by the Government of
Japan at the 7th Pacific Islands Leaders Meeting (PALM7) in Japan on 22-23 May 2015.
Pacific-LEADS aims to foster young leaders to play a vital role towards the resolution of
development challenges in the Pacific region, as well as to further strengthen the
relationships between their countries and Japan.
2) Participants
Main participants are government officials/ civil servants
in the Pacific. With an endorsement/recommendation of
the government, persons from the semi-governmental
organisations or educators are also considered.
3) Fields of Study
Must be relevant to the program objective – “To foster potential contributors to solve
development agendas of PICs”, namely: disaster risk reduction, climate change,
environment, sustainable development, oceans, maritime issues and fisheries, trade,
investment, tourism and economic policy.
Pacific-LEADS overview
Offer opportunities for about 100 competent young
government officials to study at universities in Japan and
work on an internship.
• Young professionals able to contribute to
development at home will be fostered.
• JPN-PICs bilateral relationships will be
strengthened.

A total of 41 participants arrived in Japan,
including;
Reinforcing Meteorological Training Function of FMS
The 4-year project was launched in December 2014 and is now fully in progress with training activities.
� To strengthen the training capabilities of FMS.
� To develop capacity in participating countries through group training course, in-country training, and OJT.
Project Area� Two group training courses and one in-
country training were successfully conducted.
� Priority areas were identified, including “Basic observation”, “Maintenance of instrument”, “QMS/Competency”.
� Training Course on Maintenance andCalibration of Instruments
� 2-13 November 2015
� 10 participants from;
Cooks, Fiji, Kiribati, Nauru, Samoa, Solomons, Tonga, Tuvalu, Vanuatu
� Obtained practical skills and knowledge for maintenance and calibration of instruments.
� A total of 36 calibration certificates were issued for the instruments of participating countries.
� In-country Training for Aerodrome Weather Reporting in Christmas Island
� 24 Feb - 8 Mar 2016, Cassidy International Airport.
� 14 participants from Kiribati Met Service & Civil Aviation Authority.
� Training for weather observation and aerodrome weather reports - METAR and SPECI.
� Obvious improvement in the weather reports as identified by FMS and Fiji Airways.
� Training Course on ISO9001:2015 Quality Management System
� 16-27 May 2016
� 11 participants from; Cooks, Fiji, Kiribati, Nauru, Niue, Samoa, Solomons, Tonga, Tuvalu, Vanuatu
� Focussed on the implementation of QMS according to the 2015 version of ISO9001.
� Requirement of ISO9001:2015 based QMS was recognized. Growing gaps in the region were identified.
Planned Training for 2016
� Training Course on Analysis and Application of Himawari-8 Data
• 12-16 Sep 2016, Nadi• Satellite analysis, SATAID, Dvorak technique, etc.
� In-country Training for QMS/Competency in Tuvalu
• 2 weeks in October 2016, Funafuti.• Follow-up to the QMS Training in May.
� Training Course on Maintenance & Calibration of Instrument (II)
• 21 November – 2 December 2016, Nadi.• To be organized jointly with WMO, for 18 PICs.• Similar to 2015 training but include hygrometers and more
emphasis on maintenance of AWS.
