The F o r t y - f o u r t h W o r l d H e a l t h A s s e m b l y ,

N o t i n g the r e p o r t of the D i r e c t o r - G e n e r a l o n the p r o g r a m m e for v a c c i n e

d e v e l o p m e n t ;

A p p r e c i a t i n g the a c c o m p l i s h m e n t s of the p r o g r a m m e for v a c c i n e d e v e l o p m e n t

d u r i n g its f i r s t six y e a r s of exi s t e n c e in d e v e l o p i n g s e v e r a l c a n d i d a t e v a c c i n e s

a g a i n s t v i r a l or b a c t e r i a l diseases and in p r o m o t i n g the e s t a b l i s h m e n t of n e w

ap p r o a c h e s for the d e s i g n of single-dose slow r e l e a s e a n d ora l v a c c i n e s , i n c l u d i n g

tetanus vaccine；

N o t i n g that n e w a n d i m p r o v e d v a c c i n e s a g a i n s t v i r a l a n d b a c t e r i a l d i s e a s e s

c o u l d save as m a n y as six to eigh t m i l l i o n lives a n n u a l l y d u r i n g the 1990s；

C o n s i d e r i n g that the ob j e c t i v e s of the p r o g r a m m e for v a c c i n e d e v e l o p m e n t

r e p r e s e n t a n e s s e n t i a l c o m p o n e n t of the gl o b a l e f f o r t m a d e w i t h i n the scope of the

Ch i l d r e n ' s V a c c i n e I n i t i a t i v e to improve m e a n s to immunize all c h i l d r e n of the

wo r l d ;

1. ENDORSES the p r o p o s e d o b j e c t i v e s of the W H O / U N D P p r o g r a m m e for v a c c i n e

d e v e l o p m e n t in re l a t i o n to the global e f f o r t to d e v e l o p i m p r o v e d a n d n e w e s s e n t i a l

v a c c i n e s a g a i n s t m a j o r c h i l d h o o d d i s e a s e s , including:

(1) i m p r o v i n g access to i m m u n i z a t i o n , c o n c e n t r a t i n g on d e v e l o p i n g i m p r o v e d

v a c c i n e s a g a i n s t c h i l d h o o d d i s e a s e s that c o u l d s i m p l i f y i m m u n i z a t i o n

schedules； that w o u l d require o n l y one or two doses； t h a t c o u l d b e g i v e n

e a r l i e r in life； t h a t c o u l d b e co m b i n e d in n o v e l w a y s , r e d u c e u n i t c o s t s ,

b r i n g d o w n d r o p - o u t r a t e s and be m o r e h e a t - s t a b l e a n d e f f i c i e n t ;

(2) s u p p o r t i n g the a c c e l e r a t i o n o f the d e v e l o p m e n t o f n e w v a c c i n e s a g a i n s t

b a c t e r i a l m e n i n g i t i d e s , a c u t e r e s p i r a t o r y i n f e c t i o n s , d i a r r h o e a l d i s e a s e s ,

v i r a l h e p a t i t i s , d e n g u e , t u b e r c u l o s i s a n d o t h e r c o m m u n i c a b l e diseases；

2 . U R G E S M e m b e r S t a t e s :

(1) to i n t e n s i f y e f f o r t s m a d e a t n a t i o n a l l e v e l to a c c e l e r a t e r e s e a r c h r e l a t e d

to v a c c i n e d e v e l o p m e n t ;

(2) to c o l l a b o r a t e in i n t e r n a t i o n a l i n i t i a t i v e s a i m e d a t the d e v e l o p m e n t of

n e w a n d i m p r o v e d v a c c i n e s a n d to p a r t i c i p a t e in the f i e l d a s s e s s m e n t o f

c a n d i d a t e vaccines；

3 . C A L L S O N b i l a t e r a l a n d m u l t i l a t e r a l d e v e l o p m e n t a g e n c i e s , n o n g o v e r n m e n t a l

o r g a n i z a t i o n s a n d f o u n d a t i o n s :

(1) to i n c r e a s e t h e i r s u p p o r t for v a c c i n e r e s e a r c h w i t h i n the s c o p e o f the

C h i l d r e n ' s V a c c i n e Initiative；

(2) to s u p p o r t a n d s t r e n g t h e n n a t i o n a l c o o r d i n a t i o n m e c h a n i s m s to p r o m o t e

v a c c i n e d e v e l o p m e n t ;

(3) to s u p p o r t the d e v e l o p m e n t o f i n t e r n a t i o n a l p a r t n e r s h i p s to s t r e n g t h e n

c o u n t r i e s ' c a p a b i l i t i e s for d e v e l o p i n g , p r o d u c i n g a n d a s s e s s i n g n e w v a c c i n e s

w i t h i n the s c o p e o f the C h i l d r e n ' s V a c c i n e Initiative；

4 . R E Q U E S T S the D i r e c t o r - G e n e r a l to e n s u r e the i m p l e m e n t a t i o n o f t h e s e o b j e c t i v e s

a n d t a r g e t s a n d W H O ' s m a x i m a l s u p p o r t to the C h i l d r e n ' s V a c c i n e I n i t i a t i v e b y :

(1) s t i m u l a t i n g r e s e a r c h o n n e w a n d i m p r o v e d v i r a l a n d b a c t e r i a l vaccines；

(2) c o o r d i n a t i n g i n t e r n a t i o n a l a n d n a t i o n a l e f f o r t s a i m e d a t the d e v e l o p m e n t ,

p r o d u c t i o n a n d d e l i v e r y of t h o s e v a c c i n e s ;

(3) i n t e n s i f y i n g W H O ' S c o l l a b o r a t i o n w i t h i n d u s t r y in o r d e r to a c c e l e r a t e

v a c c i n e r e s e a r c h a n d d e v e l o p m e n t a n d to e n s u r e t h a t n e w v a c c i n e s a r e a c c e s s i b l e

a n d a f f o r d a b l e for the p o p u l a t i o n s a f f e c t e d ;

(4) i n c r e a s i n g e f f o r t s to t r a i n s c i e n t i s t s f r o m d e v e l o p i n g c o u n t r i e s in a l l

a s p e c t s o f v a c c i n o l o g y , i n c l u d i n g b i o t e c h n o l o g y , i m m u n o l o g y , f i e l d trials a n d

q u a l i t y c o n t r o l , a n d p r o v i d i n g m o r e o p p o r t u n i t i e s for t h e s e s c i e n t i s t s to

p a r t i c i p a t e in v a c c i n e r e s e a r c h ;

(5) r e q u e s t i n g m u l t i l a t e r a l a n d b i l a t e r a l a g e n c i e s to p l a c e g r e a t e r e m p h a s i s

o n the p r o v i s i o n o f a s s i s t a n c e for v a c c i n e r e s e a r c h a n d v a c c i n e t r i a l s in

e n d e m i c countries；

(6) m o b i l i z i n g a d d i t i o n a l r e s o u r c e s for the p r o g r a m m e for v a c c i n e d e v e l o p m e n t

in c o l l a b o r a t i o n w i t h U N D P , the со-sponsoring a g e n c y , U N I C E F a n d o t h e r

i n t e r n a t i o n a l parties；

5 . R E Q U E S T S the D i r e c t o r - G e n e r a l to k e e p the E x e c u t i v e B o a r d a n d the W o r l d H e a l t h
