Types of Ownership

• Fee simple ownership

– Purchased from private land holders

• Held in exclusive easement

– Purchased from public and private land holders

– Very restrictive to other uses

• Allowed to exist by virtue of a permit

– Granted by State and Federal Land Owners

Easement vs Fee Ownership

• Easements

– Cost 10% to 30% less than fee ownership

– Property owner has minimal rights left

– Less liability and maintenance for SCE

– 3600 miles of R/W in easement

– New projects will add approximately 500 miles of new R/W

• Fee

– Pay full market value

– Incur costs of property tax, liability and maintenance

– Opportunity for additional revenue through compatible secondary land uses

– SCE controls R/W

– 2670 miles of R/W owned in fee simple

• Assets are placed into rate base

– SCE earns a rate of return

• Assets are also held in a Trust Indenture

– Used as collateral for financing operations

– Prohibits utility from selling or devaluing asset without CPUC Approval• Granting of easements on fee property

• Allowing uses prohibited in easements
