GENERAL INTRODUCTION ON ROAD TRAFFIC SAFETY IN THE WORD
• In the Word, by traffic accident have 140,000 injury personsby traffic accidents per day, over 3,000 dealths and 15,000disabled all life. An estimated, in 2020 number dealth anddisabled all life will more increase 60%, traffic accident onthe road become frist weight in the Word, specialist inthe road become frist weight in the Word, specialist indeveloping countries

Figure 1 shows that from 1990 up to 2002, number of trafficg p ,accidents, fatalities, and injuries continuing increased at 10 - 30%, 5 -35%, and 5 - 45% per year, respectively (see figure 1).

Review of the existing situation of road traffic safety in the countryReview of the existing situation of road traffic safety in the country,place of accident, gender affecting and road accident maker should beanalyzed. According to the statistic, 50% of total accidents wereh i l d k d 31% f h l bhappen on national road network and 31% of a whole number wereoccurred on urban roads, while a share of accidents which occurred onprovince roads and others are smaller (12% and 7%, respectively).p ( , p y)Most of accidents were on national roads shows that speeding and poorconsciousness of road users are the main reason of accident.

Analysis of travel behavior of road user reveals main reasons of roadtraffic accident including speeding (occupied more than 34% amongg p g ( p gthe total), illegal passing (22%). Poor awareness of people on trafficsafety is main reason to cause accident.

The legislation to prohibits or restricts the use of non-standard motorcycle helmets- Legislation in Vietnam stipulates the use of standardmotorcycle helmet. According to the DecreeN 32/2007/NQ CP d d 29 J 2007 b h P iNo.32/2007/NQ-CP dated 29 June 2007 by the PrimeMinister, from 15 September 2007, all motorcycledrivers and passengers required wearing motorcycledrivers and passengers required wearing motorcyclehelmet in national highway, and from 15 December2007, all people require to wear helmet on all roads,, p p q ,and people without helmet wearing will be punished100.000 – 200.000 VND (equivalent to 6 – 12 USD)by traffic police. By that, helmet importedand sale are required to have clear source-qmanufacture, certification sticker, standardrequirement, testing sample, etc.A di h D N 50/2006/QĐ TT d dAccording to the Decree No.50/2006/QĐ–TTg dated07 March 2006 on list of products and goods toquality testing, motorcycle helmets should be testedquality testing, motorcycle helmets should be testedbefore import, distribution and sale in the market.
In case of sale non-standard helmets, those motorcycle helmets are documentedhelmets are documented, confiscated, and throw away(According to the Decree N 06/2008/ND CP d d 16No.06/2008/ND-CP dated 16 January 2008)

CONCLUSSION
Although the traffic law has come into forceAlthough the traffic law has come into force,understanding and sense of complying with itof some people are not highof some people are not high.

There is the legislation in Vietnam about the standardof motorcycle helmets. By that regulation, themanufacture the import the sale and the use of non-manufacture, the import, the sale and the use of nonstandard helmets are not allowed. However, financialpunishment is still lacking due to lack of financialpunishment regulation, traffic police do not catchthose people. In some case, the traffic police could
i d h l l d f h iremind that people only and most of case they ignorethem because of high speed and high volume ofmotorcycle traffic on the roadmotorcycle traffic on the road.Testing of imported helmet is very limited due to lackof time and budget then quality of imported helmetsof time and budget, then quality of imported helmetsis mostly visible but not quantitative evaluated.
SOME RECOMMENDATIONS
Promote communications for the people to understand andcomply with traffic law and set up regulations and mechanismfor seriously punishing the offendersfor seriously punishing the offenders.
Mass media to have campaign and propagation for people touse standard helmets and impacts of using non-standardhelmets.
The Government to have enforcement with punishmentsolution and to strictly deal with the manufacture, the import,the distribution and the use of non-standard helmetsthe distribution and the use of non-standard helmets.
The Market Management Unit to enhance inspection andcontrol to discover non-standard helmets
