EFIS 2014-2020 for Poland
Poland will receive € 82,5 bln. This money will be spent to
implement the Europe 2020 Strategy.
A sum of €8,7 bln has been assigned to be spent under R+D+I programs.
Priority activites: development of R+D+I projects, implementation of research results into economy, intersectoral collaboration, internationalisation of Polish science, technology transfer, enhancing capacities of R+D+I personnel , international and intersectoral PhD studies, competitiveness of innovative SMEs.

WHY?

WHAT?
• Enhancing scientific excellence and competitiveness in regions
• Support internationalisation of science and innovation
• Build connectivity: more widespread national and transnational networking and involvement in expert groups.
• Support the smart specialisation process
• Ensure the use of ressources – infrastructure in particular.
• Enhance experience and management skills: the more often institutions participate in FPs, the more likely is repeated and higher level participation in the future.
• Increase PL participation in H2020
WHY shall we go for synergies between Horizon 2020 and ESIF?

HOW: Identified needs at EU level supporting synergy process
Regulations on state aid rules – is harmonisation between Horizon 2020 and ESIF in that part possible?
Clear rules for fostering the synergy process – providing frames – how far can we simplify/ harmonise?
Orientation towards the use of existing infrastructure developed due to ESIF in Widening actions – including the use of existing R+D+I infrastraucture as part of impact assesment.
Strengthening of measures to encourage inclusion of new partners in particular from EU13, in order to utilize the whole potential of ERA (i.e. via facilitating the openness/ inclusiveness of existing networks, dedicated calls, increasing Widening package, impact/ evaluation criteria).
There is a necessity to consider measures to mitigate the researcher’s remuneration gap between “new” and “old” MSs (following a general rule - to apply regular national remuneration rules; introducing as an option MSCA system of unit costs).
Defining a strategy with clear goals to be achieved in H2020 - at the national, regional and institutional level.
Development of national ecosystem for innovation compatible with the EU system (EIC, PSF, unification of rules, strengthening Polish Technology Platforms, sectoral programmes coupled with JTIs, European Charter and Code for Researchers, programme management).
Increase investment in R&I - in quality and mobility, active R&D personnel – scientific leaders, policy experts, RM&A.
Re-industralization - technology-based industry specialisations.
Foster the process of implementation of smart specialisation strategies.
Active involvement at European level (networks, AGs, evaluation panels).
More attractive research environment - activation of the entire scientific community.

1. Working group dedicated to elaborate the strategic approach towards effective use of funds i.e. horizontal, ESIF and national funds

HOW: Strategy on the Responsible Development
Determining the national strategy on effective and synergetic use of ressources avaliable;
Create an eco-system of collaboration between institutions dealing with ESIF, national/ regional funds and horizontal EU programmes;
Using ESIF to improve PL participation in Horizon 2020 and other horizontal EU programmes (COSME, CEF, Creative Europe, JTIs, etc.) – reaching 2% by 2020;
Enhance Polish involvement at the EU level;
Implement simplification in regard to the rules for applications, eligibility criteria, audits etc. between funds.
