History of Barangay Magay
According to oral history, the name Magay was taken from Maguey
plants which are apparently seen in the locality. Maguey, scientifically known
as Agave cantala (Roxb.) belongs to the Amaryllidaceae family genus Agave
sp. Commonly known as a century plant, maguey originated in Mexico and
was introduced to the Philippines by the Spaniards. During the American regime
cultivation of maguey plants was carried out in Pangasinan and Ilocos in Luzon,
and in Bohol, Cebu and Negros in the Visayas. Production of maguey fiber was
then the source of income of small farmers. The fiber was utilized by cordage
manufacturers which ever since, contributed to the Philippine economy. The
book A Half Century of Philippine Agriculture recorded that maguey fiber was
produced and exported from 1909 to 1951. During these periods, maguey fibe
blended with abaca was the main raw material in the manufacture of carpets,
rugs and drapes for export. Foreign processors used maguey fiber for making
binder twine, cordage, fishnets, hammocks and similar purposes.
The only known and written fact of Barangay Magay points back to the
date when it used to be part, specifically a sityo or purok of Barangay
Bulwang (one of the oldest barangays of the Municipality of Compostela). In
1929, it formally became one of the seventeen barangays of the Municipality of
Compostela.

Functions of the Local Chief Executive/Punong Barangay of Barangay Magay
Enforce all laws and ordinances which are applicable within theBarangay;
Negotiate, enter into, and sign contracts for and in behalf of theBarangay, upon authorization of the Sangguniang Barangay;
Maintain public order in the Barangay and, in pursuance thereof, assistthe city or municipal mayor and the sanggunian members in the
performance of their duties and functions;
Call and preside over the sessions of the Sangguniang Barangay and theBarangay assembly, and vote only to break a tie;
Upon approval by a majority of all the members of the SangguniangBarangay, appoint or replace the Barangay treasurer, the Barangay
secretary, and other appointive Barangay officials; Organize and lead an
emergency group whenever the same may be necessary for the
maintenance of peace and order or on occasions of emergency or
calamity within the Barangay;
In coordination with the Barangay development council, prepare theannual executive and supplemental budgets of the Barangay;
Approve vouchers relating to the disbursement of Barangay funds; Enforce laws and regulations relating to pollution control and protection
of the environment;

Administer the operation of the Katarungang PamBarangay inaccordance with the provisions of this Code;
Exercise general supervision over the activities of the SangguniangKabataan;
Ensure the delivery of basic services as mandated under Section 17 of thisCode;
In the performance of his peace and order functions, the PunongBarangay shall be entitled to possess and carry the necessary firearm
within his territorial jurisdiction, subject to appropriate rules and

Recommendations:
Personnel
1. Different aspects have to be considered in project proposals and
development plans such as the market aspect, technical aspect, socio-
economic, management, the financial aspect as well as the project framework
The barangay personnel should keep themselves abreast with the current
trends, methodologies, strategies and techniques in project planning and
development. This can be done by sponsoring seminar workshops or attending
free lectures.
2. Personnel ought to be trained in the different aspects of office operation
specially on word processing, file organization, data management the
barangay could avail relative training course offered by the government such
as DTI, DILG, TESDA and DOST free of charge.
3. Make it a focal point to hire personnel fit for the job description at the
organizations best interest. Team-building may be conducted each year to
avoid and resolve personnel conflicts.
4. Compensation is what motivates most employees. One way to increase
budget savings is cost-reduction. Conserving energy and water, as well as
limiting maintenance and operating expense would greatly contribute.

Environment
1. The present building may be renovated so as to propagate proper and
smooth flow of work in the office. A room for the Sanguniang Barangay sessions
can be built which can serve as a multi-purpose function room.
2. It is impractical to relocate the current barangay hall building, a thorough
study on how to make the barangay hall visible shall be conducted and
implemented.
Finances
1. Tourism development in the barangay should be given much importance
Despite the very high potential in venturing varied sectors business such as
wholesale and retail trade, manufacturing, restaurants, real estate and renting
as well as service business, the budget for tourism development is undersized
Thus the barangay is incapable of producing goods and services. If the budget
is to be adjusted, one feasible project may be optimizing the natural tourist
attractions of the barangay so as to foster economic opportunities for the loca
residents.
2. Most SK Projects have less impact socio-economically. Gender Awareness
Development may be new but it does not require intensive seminars o

orientation. The academe could very well provide this in school so there is no
need to put up with a large amount of budget for this.
3. With the consideration of the different aspects of project proposals such
as the market aspect, technical aspect, socio-economic, management, the
financial aspect as well as the project framework, the budget of the MOOE for
every project would then be projected. Big possibilities of minimizing budget of
MOOEswould now be justified.
Methods
1. Customer service is much important and is what people always notice
Improving customer service in the barangay may be improved by standardizing
each process thus each personnel would have references and contingency
plans.
2. As supplement to improving customer service, labelling of sections and
divisions must be visible particularly by the customers.
3. Flow process chart/Citizens Chartermust be placed inside the hall where
customers and employees could see it. A time standard must be established
and not just mere estimates.
