SECTION 1
INTRODUCTION
1.1
General
This document presents a detailed description of the streetcar and bus operations plans for this
projects No-Build and Build Alternatives. The purpose of the report is to estimate streetcar
fleet requirements, travel speeds, and changes in transit service for use in analyzing
transportation effects as part of the Crystal City Streetcar Environmental Assessment. The No-
Build Alternative consists of the Columbia Pike streetcar and Crystal City/Potomac Yard (CCPY)
Transitway operations, in addition to local bus service. The Build Alternative connects the
Columbia Pike streetcar with streetcar service in Crystal City, and modifies the CCPY supporting
bus operations within the Crystal City area.
1.2
Project Overview
There are two corridors within Arlington County where streetcar service is being planned:
The Crystal City Streetcar Project consists of approximately four miles of track along a
two-mile long corridor, connecting the Crystal City area with the Pentagon City area.
Streetcar tracks will be located primarily within exclusive transit-only lanes shared with
buses, such as the CCPY Transitway, but partially in a shared travel lane with other
traffic.
The Columbia Pike Streetcar will operate in a 4.9-mile long corridor connecting thePentagon City area with the Skyline area of Fairfax County. For much of the alignment,
streetcars will run in mixed traffic, sharing lanes with autos and buses.

NO-BUILD ALTERNATIVE
2.1
Overview
This section describes the No-Build Alternative, which is the basis for the development of the
Build Alternative. All elements of the No-Build Alternative become part of the Build Alternative,
except where an alternative replaces services or facilities inside the corridor. For this project,
the No-Build Alternative includes the Columbia Pike streetcar and CCPY Transitway operations,
as developed through prior planning efforts.
2.2
Columbia Pike Streetcar
2.2.1. Streetcar Alignment and Stations
As currently planned, the Columbia Pike Streetcar will extend approximately 4.9 miles between
Skyline Central Plaza near Leesburg Pike primarily in mixed traffic along Columbia Pike to thePentagon City Metrorail Station and terminating at 12
thStreet near South Eads Street. The
proposed alignment includes 18 stations. Figure 2-1 presents the proposed streetcar alignment
and stations.
2.2.2. Streetcar Travel Time Estimates
A prerequisite to developing a streetcar operating plan is the calculation of travel times. For
the Columbia Pike Streetcar project, travel times were estimated by AECOM using VISSIM.
Table 2-1 summarizes the results of the travel time estimation for the alignment from Skyline

2.2.3. Streetcar Service Plan
The Columbia Pike streetcar service would serve all stations with frequencies and spans ofservice as shown below in Table 2-2. Proposed weekday frequencies are 6 minutes from 5:30
a.m. to 7:00 p.m. and 12 minutes from 7:00 p.m. to 1:00 a.m. Saturday and Sunday frequencies
are 12 minutes all day, from 6:30 a.m. to 1:00 a.m. on Saturday and from 7:30 a.m. to 11:30
p.m. on Sunday. These frequencies and hours are consistent with the Columbia Pike Transit
Initiative AA/EA. Total hours of service are 19.5 hours on weekdays, 18.5 hours on Saturday,
and 16.0 hours on Sunday.

2.2.4. Estimated Operating Requirements
Travel time estimates, layover times, distances, and operating assumptions for the streetcar
service were used to calculate the operating requirements (e.g., peak and fleet vehicles, annual
revenue-hours and revenue-miles). For the length of the Columbia Pike Streetcar, 13 peak
vehicles and 16 total vehicles would be required with a layover of 15% of the 78-minute cycle
time. Table 2-3 presents the estimates of the streetcar operating requirements.

2.3
CCPY Bus Operations
As detailed in the January 2012 Transit Operations Plan for the Crystal CityPotomac Yard(CCPY) Transit Improvements Project, the purpose of the CCPY project is to provide high-
capacity and high-quality transit services in the five-mile corridor between the Pentagon City
Metrorail Station in Arlington County and the Braddock Road Metrorail Station in the City of
Alexandria. The transitway improvements will include sections of exclusive transitway, sections
of mixed traffic, and a section with dedicated curbside transit lanes with enforced time limits.
Existing bus stops along the transitway are being consolidated into a smaller number of
transitway stops with level or near-level boarding and enhanced passenger amenities. The
Transit Operations Plan includes a family of premium and local bus services to take advantage
of the exclusive/dedicated transit lanes.
As proposed, premium transit service using the transitway will consist of two Metrobus routes:
9S and 9X. The current 9S Crystal CityPotomac Yard Shuttle will be modified to operate in the
transitway and be extended to the Potomac Yard Shopping Center. For the planning horizon
year, it is proposed to operate seven days a week at peak weekday frequencies of 6 minutes, 12minutes in the weekday off-peak, and 20 minutes on weekends. Proposed route 9X will be a
new route connecting the Braddock Road, proposed Potomac Yard, Crystal City, and Pentagon
City Metrorail Stations via the transitway. It is proposed to operate seven days a week at peak
weekday frequencies of 12 minutes all-day and 20 minutes on weekends. Weekday off-peak
period frequencies of 12 minutes are proposed to enhance connectivity between the Columbia
Pike Streetcar and Route 9X and between Route 9X and 9S.
Additionally, the current route 9A will serve a number of stops along the transitway south of
Potomac Yard and the 9E will be modified to use the transitway in Crystal City between East
Glebe Road and 15th

CCPY Operating Requirements (Horizon Year)
Per the January 2012 CCPY Transit Operations Plan, local public transportation services will
generally maintain existing routings, service frequencies and hours of service. In addition to the
9A and 9E discussed earlier, no changes are proposed to Metrobus routes 9A, 10A, 10B, 10E,
23A, 23C or the existing ART or DASH routes in the CCPY project area. Figure 2-2 shows the
premium and other services proposed in the CCPY Transit Operations Plan to the left and right,
respectively.

BUILD ALTERNATIVE
3.1 Overview
This section describes the Build Alternative. The Build Alternative connects the Columbia Pike
streetcar with streetcar service in Crystal City, and modifies the CCPY supporting bus operations
within the Crystal City area.
3.2 Crystal City Streetcar
3.2.1. Streetcar Alignment and Stations
As currently planned, northbound, the Crystal City Streetcar will extend approximately 1.8 miles
from South Glebe Road to the terminus of the Columbia Pike Streetcar at 12th Street/S. Eads
Street. Its alignment would generally be along South Glebe Road, parallel to US 1, along Crystal
Drive, and along 12th Street. The northbound rail line will include 6 stations, of which the first5 stations will be shared with CCPY stops. Southbound, the Crystal City Streetcar will extend
approximately 1.8 miles from 12th Street/S. Eads Street to South Glebe Road, along 12th Street,
parallel to South Clark Street, along 18th Street, along Crystal Drive, parallel to US 1, and along
South Glebe Road. The southbound rail line will include 6 stations, of which the last 3 stations
will be shared with CCPY stops. Figure 3-1 shows the proposed alignment, station locations,
and operations in an exclusive transitway vs. in mixed traffic.
3.2.2. Streetcar Travel Time Estimates
Alignment travel time estimates were developed for the streetcar service between the South

Dwell time at stations is assumed to be 20 seconds, per the Arlington County Streetcar Design
Criteria. As the streetcar alignment would operate at-grade, delays are assumed at each
signalized intersection. Signal delay times are calculated based on initial estimates of segmentlevels of service, intersection class, and greentime as a percentage of cycle length assumptions,
using TCRP Report 118 information. Using a similar calculation, signal delays are reduced by the
assumption that transit signal priority (TSP) is applied to each intersection in the corridor.
End-to-end travel times average 13.3 minutes, with an average operating speed of 8.1 mph.
Speeds are slightly slower in the southbound direction due to the operation in mixed traffic
between 18th
Street and Airport Access Road.
Table 3-1 summarizes the results of the travel time estimation for the Crystal City Streetcar.
Appendix A contains the detailed travel time estimates for the streetcar.

For the Build Alternative, it is assumed that all Columbia Pike Streetcar trips will continuethrough Crystal City to the South Glebe Road station. Thus, the streetcar service would serve all
Columbia Pike and Crystal City streetcar stations from Skyline Central Plaza to South Glebe
Road. Frequencies and spans of service are assumed to be equivalent to the Columbia Pike
Streetcar (shown earlier in Table 2-1). Thus, proposed weekday frequencies are 6 minutes from
5:30 a.m. to 7:00 p.m. and 12 minutes from 7:00 p.m. to 1:00 a.m. Saturday and Sunday
frequencies are 12 minutes all day, from 6:30 a.m. to 1:00 a.m. on Saturday and from 7:30 a.m.
to 11:30 p.m. on Sunday. Total hours of service are 19.5 hours on weekdays, 18.5 hours onSaturday, and 16.0 hours on Sunday.
3.2.4. Estimated Operating Requirements
Travel time estimates, layover times, distances, and operating assumptions for the streetcar
service were used to calculate the operating requirements (e.g., peak and fleet vehicles, annual
revenue-hours and revenue-miles). For the combined length of the Columbia Pike and Crystal
City Streetcar, 19 peak vehicles and 23 total vehicles would be required with a layover of 18.5%
of the 114-minute cycle time. Table 3-3 presents the estimates of the streetcar operating
requirements.

3.2.5. Fare Assumptions
Per the Columbia Pike Alternatives Analysis/Environmental Assessment, the Columbia PikeStreetcar will not be a premium priced service with higher fares than buses. As the Columbia
Pike and Crystal City portions of the Arlington streetcar system will operate continuously from
end to end, fare assumptions for the streetcar service in the Build Alternative are the same as
for Metrobus service.
3.4 CCPY Bus Operations
With the introduction of streetcar service in the Build Alternative, the Metrobus route 9S
premium service included in the No-Build Alternative would be eliminated. This is because it is
duplicative of the streetcar service.
The proposed route 9X service included in the No-Build would be retained without
modification, as would the route 9A and 9E. Table 3-5 presents estimates of the operating
requirements for these four routes. Local and long-distance public transportation services
would remain as defined in the No-Build Alternative.
