INTRODUCTION TO COLD WEATHER SURVIVAL EXERCISE
Task Organization: Major Bell
Situation
1. 2672 & 1129 Corps will be conducting a cold weather survival exercise on 05 to
07 Feb 2016 at the Peterborough Armoury. As a result of various cadet camps being used
to house Syrian Refugees, this option allows for financial responsibility while being able
to continue with the planned desired training. This is a basic introduction to Cold
Weather.
Mission
2. To train all NCM’s and cadets in cold weather survival skills and related subjects.
a. To develop the skills required to help prolong and maintain life in a cold
weather survival situation.
b. To promote unit morale.
Execution
3. General Outline This exercise is meant to provide the means to train and
exercise those skills that are necessary in a cold weather survival situation. This exercise
will attempt to promote leadership and teamwork and serve as a means of evaluation of
junior and senior non-commissioned members in leadership roles.
a. This exercise includes the following activities
1. Snow Showing
2. Winter toboggan and travel
3. Snow Shelters & Wind breaks
4. Physical Fitness – Down Hill Ski
5. Equipment
Administrative Preparations.
4. Request for service support has been submitted. Changes for rations can be made
up to 10 days before the exercise as per Cadet Detachment (central). Permission forms
will be returned to the designated unit officer no later than 27 Jan 2016. Kit lists are
attached to this order. Note: All cadets will have in their possession their HEALTH
CARD before they get on the bus - NO EXCEPTIONS.
5. This exercise will completed in 5 Phases:
a. Phase 1: Advance party meet at Armoury
b. Phase 2: Set-up and Organize
c. Phase 3: Execution
d. Phase 4: Kit return
e. Phase 5: Return to LHQ
Concept of Exercise:
6. Due to the large number cadets involved in this Cold Weather training exercise,
supervision & control is the upmost important. There will be approx.90 Cadets and 10
CIC and CI staff attending this ex. Cadets will be broken into groups. Each group will
rotate through training stations. Each tent section will have a designated tent group
commander who is responsible for cadet conduct during after hours. This exercise is
physically demanding and requires a great deal of motivation.

Administration and Logistics
8: Administration: All cadets will have their HEALTH CARDS on them at all times
during this exercise. Emergency contact numbers and permission forms will be accessible
to all staff and is the responsibility on the Ex-AdminO.
9. Transport: Cadets will arrive and depart from LHQ by their own transportation
methods. DND hired transportation (Passenger school bus) will depart LHQ as per the
activity request. A total of (3) vehicles have been requested. Only Qualified 404 permit
holders are authorized to drive. School Bus x 3, Mini Van (Capt Jacob), Cube Van (Lt
Rennox), Mini Van (Major Bell). Location details listed in annexes.
10. Boundaries: As dictated in orders group.
11. Security: Safety / fire patrol will be established and maintained throughout the
entire exercise. This includes NCO’s and cadets. RSM and CSM C to action
12. Dress: Cadets will be issued DND Cold Weather gear. This includes a parka,
wind pants, and arctic mitts. Cadets are required to bring extra personal winter clothing as
per kit list. (ie. long johns, sweaters, winter hats etc) Cadets wearing combats are required
to wear them as per DND standards including CIC Officers, otherwise Civilian clothing
is authorized.
13. Radios: A communication Net will be established. Call signs to be given at
Orders Group. A total of (8) hand held radios will be used.
14. Medical: First Aid supplies will be set up in a designated area.
a. Non-Emergency: All injuries, no matter how minor, will be
reported to the MedO immediately. Actions will be determined
at the discretion of the MedO. The MedO will treat minor
injuries on-site.
b. Emergency: If emergency support is required, casualties will
be transported by ambulance, dispatched by the use of 911.
The MedO will be responsible for completing a DND 2299 for all injuries. A copy shall
be provided to the CO when completed. Peterborough Regional Health Center: 1 Hospital

15. Equipment: Equipment distributed to cadets will be the responsibility of the
cadet. Cadets are responsible for their equipment if lost or stolen. All Cdts / Staff will be
issued various winter kit from Trenton. Cadets if desired may bring items ideal to assist
with sleeping on an armoury floor. Ie Air mattress etc. DND ones are for issue as well.
16. Feeding & Rations: Combination of Military MRE Meals and fresh food.
17. Facilities: Peterborough Armoury, Jackson Park, Peterborough, and
Brimacombe Ski Hill.
18. Environment: All environmental policies will be followed.

ANNEX E – EMERGENCY PROCEDURES
1. Peterborough Regional Health Center: 1 Hospital Dr, Peterborough. 705-876-5141
2. Following emergency procedures are to be followed.
a. Minor Injury – no evacuation required
1. assess the injury
2. notification to be sent to first aid officer
3. First Aid officer shall administer first aid as required
4. First Aid officer to complete DND2299 for cadets and CF 98 for staff
5. Notify CO and OPI of the incident

4. Prepare injured patient for evacuation by land as Authorized by the CO/OPI unless 911
services have been utilized.
5. Aid in transporting injured person to SM Care by vehicle or ambulance based on severity
of injury. Transport Route noted above.
6. Notify CO and OPI of the incident before EVAC if Possible for resource allocation

ANNEX F – Safety Procedures
A. The following general safety procedures shall apply at all times:
1. All personnel shall remain in the training area(s) at all times
2. Food consumption may be permitted at any time, keep energy levels up
3. Anyone requiring medical attention will notify the First Aid Officer
4. There shall be no feeding or intimidating local wildlife
5. No horseplay or aggressive play will be tolerated
6. All personnel shall consume water and remain hydrated. Gerry cans will be located at
HQ and supply tent.
7. All personnel shall have some form of headdress at all times
8. All personnel shall use chapstick
9. All garbage is to be placed in the provided garbage bags.
10. All recycling is to be placed in provided containers
11. Fire prevention is everyone’s responsibility
12. Care must be taken when working with tools. Safe handling procedures must be
followed.
13. Any personnel filling containers, ie stoves & lanterns will do so at the POL point only
14. Do not remove WHIMIS labels from containers or objects
15. No smoking is permitted by cadets on exercise
16. No cell phones will be used during training hours unless in case of emergency.
B. The following work safety procedures are to be strictly enforced:
1. Ensure safe lifting practices are followed, lift with knees and not back
2. Work gloves will be worn by all personnel while conducting maintenance work.
3. When filling stoves lanterns at POL, it must be well ventilated and over an approved spill
container.
4. When using knives, the cut is to be made away from the body. Knife blades are to be
hidden or folded when not in use. Other tools including hammers are only to be used
under supervision of staff members.
ANNEX G – Fire Orders
1. Fire Regulations
A. Fires are not authorized for this exercise
B. Smoking is permitted in accordance with orders and regulations. Staff will properly
dispose of their cigarettes and will not be in view of cadets.
C. Fire extinguishers are located on site.
2. Fire Fighting
A. Upon discovery of fire, “FIRE FIRE FIRE” is to be called through the area or pull alarm
B. Closest staff members in the area may attempt to fight the fire provided no personal
danger exists
C. All other personnel will RV at the rally point designated where roll call will be done.
D. Depending on severity of fire, staff may call 911 and have proper personnel come from
local fire stations.
E. If necessary all personnel will be evacuated from area.
Annex H – Environmental Procedures
1. All personnel are to act with due diligence to ensure minimal impact on the environment by aiding in
the following.
A. The following activities are banned: cutting of live trees, damaging flora, fauna, or other
live organisms, digging of holes and littering
B. All waste will be collected and disposed of in garbage bags
C. All POL products are to be stored at the POL site and within the provided plastic drip
trays and containers
D. Washroom facilities provided shall be utilized at all times.
2. In the event of a spill the following procedures are to be followed:
A. Remain calm, assess the situation and respond to the incident by utilizing the
environmental spill kit to absorb the spill.
B. Restore the site to its original condition by removing contaminated soil and waste.
C. All products are to be clearly labeled as per WHIMIS guidelines
D. Report the incident immediately to the OPI who will notify the appropriate local
authorities and or government agencies.

Risk Management – Tips on Downhill Skiing. Rentals will be provided or
cadets can bring their own equipment.
Skiing and snowboarding are popular recreational and competitive sport activities for children and youth.
Injuries associated with both activities are frequent and can be serious. There is evidence documenting the
benefit of wearing helmets while skiing and snowboarding.
Before you hit the slopes for the first time please take a quick moment to make sure you are familiar with
the safety guidelines that have been implemented for the safety of all skiers and snowboarders. The best
protection against accidents is knowing and respecting your limits.
Dress in layers. Layering allows you to accommodate your body’s constantly changing temperature. For
example, dress your kids in polypropylene underware (top and bottoms) which feels good next to the skin,
dries quickly, absorbs sweat and keeps you warm. Your kids should also wear a turtleneck, sweater and
waterproof jacket
Kids should have sunglasses and goggles with them. Skiing is a lot more fun when you can see. Always
wear eye protection.
Obey the responsibility codes as well as any terrain park codes
Be aware of area specific rules of conduct
Know how to properly use all lifts and take note of any warning signs
Protect yourself by wearing appropriate gear, including helmet
Safety Briefing for ski and ride correctly (Officer Pre-Safety Briefing)
Know your limits, and ski and ride appropriately based on trail markings for level of difficulty
Ski and ride with someone else at all times
Avoid stopping on a trail, especially not in an area where you cannot be seen from above
Maintain a safe distance from others to avoid collisions.
Annex K – Ski Details (1129 costs to be covered by detachment. Payment may be required up front)
Hi Jason,
As discussed on the phone earlier today regarding your group request for night skiing (4:00 p.m. - 9:30 p.m.) on Saturday, February 6, please find attached a breakdown of Brimacombe's night group rates for the 2015/16 season. A group of 50+ people receive 50% off
regular-priced lift ticket rates and 50% off rental package rates, and a flat rate of $7+hst for a helmet rental.
For example, if your group members are 13 & under (I know you said they were mainly youths on the phone) each youth would
receive a lift ticket for $18.64, a rental package for $15.26 and a helmet rental for $7.91, totalling $41.81 including taxes per youth
