The requirement for operation with a 3600 baud analog system is like asking the phone company to place a rotary dial phone in a corporate office and expect it to meet the needs of the company. This is specifically a feature set that only is offered by Motorola. Why does Rockdale not care about interoperating with Henry or Newton County. At this point Motorola has a 40% better chance of being awarded the bid without responding

So the start date is 4th quarter and the completion date is 12/2012 and it can be either or Phase I or Phase II - why would you even consider a Phase I technology as it will be considered a legacy technology and will more than likely not be supported in ten years. Motorola that the APCO conference announced there Phase II technology as generaly available.
