Councilmen, As a stakeholder of Glassell Park with a past involvement with the Neighborhood Council I join with the Council and other residents who see no sense in dividing our neighborhood among two or three councilmembers (the latter, presently). We have 90-some NC’s and only 15 City Council staffs. Each council person needs to have a representative at every NC general stakeholder meeting to inform or hear from their constituents. With neighborhoods divided two or three ways ... the council person’s duty becomes impossible. In Glassell Park’s case, all three council districts have a representative at our meetings maybe 20% of the time. That disenfranchises or distances our stakeholders from their representative 80% of the time. Then, complications develop when an improvement program crosses political boundaries. When we wanted to support and help fund a tree-trimming program we had to coordinate with CD 13 and 14. When we wanted to support a neighborhood clean-up we had to coordinate with CD 1 and 13. Why is such a burdensome, nonsensical balkanization permitted? It makes sense to simplify communications and ease political and municipal agency collaboration, for the benefit of our city residents. Please support Glassell Park’s plea to be treated as a unity - a single, undivided neighborhood. Sincerely, Jim Heubach

These residents they should stay with Highland Park. Please bring back 14,000 GP residents back to CD 1 and give back the 11,000 residents back to ER or CD 14 were they belong. We, the Glassell Park Neighborhood Council (GPNC) have unanimously voted to maintain ONE COUNCIL DISTRICT for the
Community of Glassell Park. The unification of our community includes the Northerly most region commonly referred to as the
Drew-Estara Neighborhood, up into, the Easterly Region of Verdugo Village over into the Westerly environs containing Walnut
Canyon along Cazador Drive, and closing at the Southerly bounded areas leading from the hills of Division Street to the Los
Angeles River where our very own Glassell Park Elementary and the Sonia M. Sotomayor Learning Academies High School run
parallel to the San Fernando Road Business Corridor.
We also voted unanimously that the unified Community of Glassell Park must remain in the Northeast Area due to our common
interests, community plans, and shared common goals that are compatible and cohesive with the Northeast Region of the City of
Los Angeles. The Communities of Cypress Park and Mt. Washington are especially aligned with us in sharing equally in our
business districts, transit corridors, and identifiable natural boundaries alongside the Los Angeles River Revitalization Project.
We especially want to thank Commissioners Antonio Sanchez and David Trujillo for their diligence, sensitivity, and compassion
in keeping the Community of Glassell Park UNIFIED and for their efforts to listen to the voices of the Northeast Residents to
keep our celebrated and historic Neighborhoods whole and intact.

Chairman Wesson and Honorable Committee Members: As a Glassell Park stakeholder, I stand in support of the Glassell Park Neighborhood Council (GPNC) Board's unanimous position to maintain ONE COUNCIL DISTRICT WITHIN NORTHEAST LA due to our common interests, community plans, and shared common goals that are compatible and cohesive with the Northeast Region of the City of Los Angeles. Not only do Glassell Park stakeholders see the merit of this plan, but so do our neighbors in Mt. Washington. The Mt. Washington Association Board also voted unanimously in support of having Glassell Park and Cypress Park in the same council district as Mt. Washington.
This is a strongly-held position by the majority of community leaders, businesspeople and residents. It was clearly and forcefully stated by the majority of community members who spoke to the Redistricting Commissiontwice - at the public meeting at Occidental College, and again on February 22nd in Council Chambers. Unfortunately, the community's position seems to have fallen on deaf ears.
The easiest and most effective way to do so is to put all of Glassell Park in CD1 with our Mt. Washington and Cypress Park neighbors who we share a Specific Plan (Mt. Redistricting Boundaries
Honorable Council Member Reyes,
The Citizens Committee to Save Elysian Park (CCSEP) has been an
advocate for Elysian Park for over 45 years. The current district-dividing boundary for CD 1 and CD 13 on the east is Stadium. This
boundary has successfully served as a natural dividing line for the park, which itself is divided by the secondary highway. Constituents
living along Park Dr., Sargent Place, Avon Terrace, Vista Gordo and Macbeth are able to communicate with the corresponding issues
directly across the street in the park with CD13. Residents living along Boylston, Academy, and the Solano Canyon Streets correspond with
CD 1. Preserving this natural boundary serves the park and it’s
adjacent residents by keeping an established relationship between city service providers and endemic issues in these unique park adjacent
areas. Having 2 Council Districts serve the Park has been beneficial to the Park and it’s advocacy group, CCSEP in helping with coalition
building and advancing much needed programming by having 2 Council Districts advocating for it’s benefit.
We appreciate your recognizing this inherent need to preserve
Stadium Way as the district boundary, to maintain the Parks support base in 2 Districts as it serves diverse communities surrounding in
both the 1st and 13th Districts,
