RTTT provides flexible funding to pilot innovation and to scale up existing successes
RTTT priorities are indicators of future federal education policy:

In order to accomplish this priority, WV is committed to submitting an RTTT application that supports the implementation of rigorous 21st Century CSOs (content, learning skills and technology tools) through the following goals:
1.) Deliver Outcome Based Professional Development that provides teachers with the skills and knowledge to acquire a more in-depth understanding of CSOs; deconstruct CSOs and cluster objectives into power
standards; develop and implement juried Project Based Learning
Projects; utilize research based instructional resources; utilize a balanced assessment approach that includes
summative, benchmark and classroom assessments; integrate technology into instruction and learning and utilize learning communities to support student learning
2.) Provide Research Based Instructional Resources that support student learning before, during and after school.
3.) Provide Assessment Tools that result in a balanced assessment approach and provides all stakeholders (administrators, teachers, students and parents) the tools to guide instruction and support learning
4.) Establish Data Systems that allow all stakeholders (administrators, teachers, students and parents) to track progress on acquisition of CSOs as well store, retrieve student assessments, projects, portfolios, etc.
5.) Provide Infrastructure Support to Integrate Technology that includes staff, hardware and bandwidth.
6.) Implement Comprehensive Reform of High Schools that includes all previous goals
7.) Establish STEM Schools that are models sites for integration of science, mathematics, technology and engineering.
