• It provides a platform to discuss ways to improve development and promote trade, investment opportunities, traffic and communication.

• An important step toward facilitation of road transport• Joint project between ECO and Islamic Development

Bank • The preparatory work started in 1995• After several meetings between ECO and the

governmental delegations of the region in 2009 the text of the „Interim White Card Scheme“ was approved

• The original aim was (and is) to become as soon as possible member of the Green Card System (Interim System)

• Therefore it was decided to adjust the text of the scheme as far as possible to the principles of the Green Card System

• to analyse the status of implementation of the MTPL Insurance • to analyse the potentials for regional cooperation in the field of

insurance• to assess the possibilties for effective implementation of the White Card to take into account the experiences of other regional

schemes (such as the Green Card)• to propose constitutional rules and regulations • to provide technical and operational advice on the enforcement of

the scheme• to come up with recommendations on possible role of ECO Reinsurance Companies• to analyse the possibilities for cooperation with the Green Card

System

• Non payment in time• Non recognition of insurance policies• Payment of compulsory deposit• Arbitrary detentions of the involved vehicles• Incidental expenses imposed to the vehicle‘s owner
