Finance Minister Nirmala Sitharamanhas substantially lowered her projec-tions for goods and services tax (GST)collections in the Budget for 2019-20

(FY20), against the interim Budget PiyushGoyal presented in February.

In a span of five months, the GST mop-upfor FY20 has been reduced by around 13 percent to ~6.63 trillion in Sitharaman’s Budget,against ~7.6 trillion estimated by Goyal.

The collection target was cut despite thefact that the first two months of the currentfiscal year yielded over ~1 trillion and the thirdmonth — June — delivered close to ~1 trillion.

The annual GST numbers given in theBudget include the Centre’s share (central GST,or CGST), the integrated GST, when goodsmove from one state to another, and compen-sation cess, but excludes the state’s share. Themonthly collection figures, however, includethe state GST.

Realisation from CGST, which is the mainportion of the GST collections in the Budget,was lowered by almost 13 per cent at ~5.26trillion in the final Budget, compared toFebruary’s interim Budget.

The projections were reduced since thegovernment could not collect the amount for2018-19 (FY19) that was estimated in the inter-im Budget. Against ~6.10 trillion CGST col-lections that were estimated, only ~4.57 tril-lion could be collected in FY19.

This has pulled down the overall GSTcollections in the Union government’saccount to ~5.79 trillion in FY19, against ~7.61trillion in the Revised Estimates for the yearin the interim Budget.

Keeping the original target for FY20 wouldhave meant a 31.4 per cent rise in tax collec-tions against the actual collections. Realisingit is an insurmountable target, Sitharamanopted for 14.5 per cent growth.

The government, meanwhile, came outwith a scheme for faster resolution of disputesto collect money from pre-GST-era litigation.

“Soon realising that the GST targetsannounced in the Budget were high, the

finance minster acted pragmatically by notonly reducing the GST target but alsoannouncing measures to cover the deficit byannouncing a dispute resolution scheme tocollect past dues,” said Abhishek Rastogi,partner at Khaitan & Co.

The finance minister cautioned that theGST numbers should be interpreted realis-tically. “GST rates have been reduced sig-nificantly, where relief of about ~92,000crore per year has been given. We shouldnot lose sight of this fact while judging theperformance of GST,” she said.

Almost all the rates, however, were cutbefore the interim Budget of February andthose could have gone in the calculation of theGST collections in Goyal’s Budget.

Fiscally correct,but familiartaxtargetsWhile income tax ratesremained unchanged for themiddle class, several measureswere introduced to improve taxadministration.

Under the new income taxrules, PAN cards and Aadhaarcards will be made inter-changeable soon. This meansthat taxpayers will need eitherAadhaar card or PAN card tofile their income tax returns. Atpresent, they need to have bothto file returns. A tax subsidy of~1.5 lakh was announced fortaxpayers taking loans to buyelectric vehicles, and an addi-tional ~1.5 lakh deduction hasbeen proposed on interest paidfor affordable housing loans ofup to ~45 lakh availed beforeMarch 2020.

The Union Budget featuredpromises of simplified proce-dures for the GST, perhapsprompted by a shortfall in GSTrevenue of about 16 per centover 2018-19. Sitharaman pro-posed an electronic invoice sys-tem and bill payment platformthat would render the e-way billredundant and reduce compli-ance costs. Duplication in thesystem was to be cut down on.Similar measures were prom-ised for income tax, including apre-filled form for smaller tax-payers. The promised reduc-tion in corporate taxes wasextended to another set of com-panies — now only companieswith a turnover over ~400 crorewill not have access to the low-er 25 per cent rate.

MSMEs were not forgotten— GST registered MSMEs werepromised a two percentagepoint interest Subvention onfresh or incremental borrow-ing, although only ~350 crorewas set aside for this scheme.Start-ups burdened by the“angel tax” were promised min-imised scrutiny, and addition-al measures to allow them toraise money more simply were

proposed. In what will increase petrol

and diesel prices in the country,the Budget has proposed anadditional excise duty and roadand infrastructure cess of ~2 onevery litre of petrol and dieselsold in the country.

On the external front andthe openness of the Indianeconomy, there was good andbad news. The FM promisedthat onerous local sourcingconditions for single-brandretail would be relaxed.Meanwhile foreign directinvestment in insurance andaviation sectors might beopened up. Some constraintson foreign portfolio investmentin individual companies werealso eased.

However, the last section ofthe Budget speech included alengthy list of increased tariffsor withdrawn exemptions thatfurthered a recent tendency toview “Make in India” as a pro-tectionist policy. Goods fromcashews to air conditioningunits were rendered moreexpensive. Duty on gold andcrude oil was also raised.

After fumblecomes finesseThat too came from theTrinamool Congress whose MPSaugata Roy commented loud-ly that the government would“put everything up for sale”,when Sitharaman announceddisinvestment targets. MPsfrom the Congress just sat qui-etly, apparently too crushed tosay anything.

On the other hand,Sitharaman had OppositionMPs from her home state,Tamil Nadu, thumping thetable when she quoted from anancient Sangam age Tamil text.Dravida Munnetra Kazhagam’s(DMK’s) Dayanidhi Maranmade no secret of his apprecia-tion as Sitharaman explainedthrough a Tamil parable thatthe government would neverbe like a marauding elephant to

taxpayers. For Karnataka, thestate she is elected from, shequoted from Basaveshwara, therebel poet who questionedcaste and social hierarchy inthe 12th century and laid theintellectual foundations for theBhakti movement that spreadall over India.

Her party bucked her up asshe stumbled through tongue-twisting Hindi sentences andshe got extensive applause forher Urdu couplet. The wholehouse erupted, especiallywomen, when she referred towomen as ‘Narayani’. Hermother smiled widely.

It was only after she hadcompleted her presentationthat the new power equationsin the government really hitpeople. Harsimrat Badal andwomen MPs from her partywere the first to surge towardsher to congratulate her. PrimeMinister Narendra Modi fol-lowed and cracked a joke atwhich everyone around herlaughed uproariously. Theminister for housing andurban development withadditional charge of trade andcivil aviation, Hardeep Puri,scribbled right through theBudget, nodding apprecia-tively several times, especial-ly when she mentioned thelaunch of a new televisionchannel for start-ups.

Unlike her predecessorsArun Jaitley and Piyush Goyal,Sitharaman had no band ofcheerleaders. It was mostlybackbenchers who came up tothank her. She herself did notrefer to any of her predecessors-- neither Goyal, who presentedthe interim Budget, nor Jaitley,one of her political mentors.

The colour of this Budget?Pink, definitely. Sitharamanherself wore fuchsia pink,Harsimrat Badal was clad indusky rose, Mala RajyalaxmiShah wore brilliant pink,Dushyant Singh was in palepink. Even the Opposition wasclad in baby-pink (PreneetKaur) and pink-and-white(Supriya Sule).
