An aerial photograph of the overflowing municipal dumping site oustide Makhado (Louis Trichardt). Because of the heavy rains in early March, the front entrance was blocked by piled-up refuse, and municipal workers and residents merely started dumping their waste on the farm access road (arrows right in picture) to the back of the landfill site. Photo: TS Nefdt

Second dumping site road made illegallyThe overflowing landfill site along the Vondeling road in Makhado (Louis Trichardt) is not only an eyesore, but has some residents literally stuck in rubbish.

The Makhado Municipality confirmed on 20 March that the “second” access road that was created at the back of the landfill site to ease the strain on the front entrance was illegal.

In the beginning of March, with the heavy rains, municipal trucks were photographed dumping re-fuse on the access road to farms at the back of the landfill site. Municipal machinery was also spotted scraping a “second” road at the southwestern side of the landfill site, to be accessed from the farm access road. This was apparently done to provide access to the landfill site from the back as the front entrance was blocked by refuse.

The municipality said that municipal officials had apparently scraped the road without formal permission. “There was no permission granted and that access road was illegal. It was done without the approval of the municipality,” reads the statement from the municipality. They add that a letter of reprimand has been issued and that the accumulated refuse will be removed. “The illegal road will also be closed,” says the municipality.

The municipality also admits that municipal trucks were dumping refuse in the farm access road. Their statement reads that they did this because “the access road was blocked by normal incoming refuse since the compactor was stuck in the mud.”

The new landfill compactor was not quite one month old when it got stuck in the mud. It was pur-chased by the municipality at a cost of R3 million

and was handed over on 4 February. The blockage at the front entrance at this stage,

with waste overflowing into the Vondeling road, had another illegal spinoff. Municipal trucks start-ed dumping refuse on the Eskom servitude at the back of the landfill site, where high-voltage power cables run. The municipality was aware of this. It was done “without any permission from the mu-nicipality, though it was due to the blockage of the normal road,” reads the statement. The municipality states that the waste dumped under the electrical lines will be removed.

A regular user of the “illegal dumping-site road”, Mr Andries Smal, said on 28 March that the posi-tion was the same as it had been on 5 March. Waste was still lying under the electrical lines. “The waste was still lying in the [farm] road as well. A grader from the roads department came to scrape open the road at the back of the dumping site and even moved some of the waste on the road somewhat out of the way,” Smal said.

Mr Piet du Toit, who has to dump waste on a regular basis, witnessed the new compactor being pulled out of the mud a few weeks ago. “Since last week Monday, a small space has been cleared by the compactor for us to dump refuse inside the dumping site again,” Du Toit said.

The Makhado Municipality said that their main challenge at the old landfill site was the fact “the residents offload their refuse in the middle of the road, making it difficult for other residents to access their properties.” Residents had apparently followed suit when municipal trucks started to dump refuse in the road.

The morale of 1 000 residents from 234 house-holds in the Braambos residential area of Air Force Base Makhado improved even more as they could witness the reconnection to Eskom electricity in the area, while further progress of the repairs could be seen on a daily basis.

The first four streets were connected on Thurs-day last week and have since been receiving uninterrupted Eskom power.

Braambos residents were left without Eskom electricity for more than a year after a high-volt-age cable that feeds the Eskom supply to the area exploded in October 2012 and the base had had to make use of 13 standby generators to supply electricity to the residents since then.

Since the appointment of a contractor by the Department of Public Works in November last year, progress has been good and the repair of the systems and facilities such as substations and mini-substations is on schedule. New electric cables have been partly installed.

After last week’s connection of the first four

streets, the first four generators will be kept on standby until full testing has been completed at the end of the repair project, estimated to be at the end of April.

In the meantime, the use of standby generators is still an interim support measure by the Air Force to assist households with an ongoing supply of electricity.

The generators are still maintained and ser-viced by air force technicians of the base on a daily standby schedule. In case of breakdowns, the base is assisted by 5 Air Servicing Unit from AFB Waterkloof in Pretoria, while standby generators are used to provide an uninterrupted power supply. The general domestic situation has been stabilised, but many hours of overtime are still being worked by technicians to ensure a continuous supply because of regular failures.

The running cost of the 13 standby generators during the past year ran into more than R1,2 million per month to supply the residents with electricity.

Morale improves as power is restored

A long, drawn-out battle over a municipal account which had apparently been sorted out and brought to a close, suddenly reappeared in a more threatening form after 12 months.

Ms Marie Peché of Kennington Lodge said that the whole problem started in May 2012. The countless hours she has spent and still spends at the municipality are still to reach final resolution.

In May 2012, Kennington Lodge switched to the then new system of paying their municipal account electronically via FNB Makhado. At first, the bank consultants did this on behalf of the clients and Ms Peché did not notice that the consultant had filled in the stand number as the reference number instead of the account number. “On the June account I noticed that the May account of R6 179 had not been paid and immediately went to the Makhado Municipality. It was found by Ms Gerda Killian that the reference number was incorrect and she arranged that our account be credited with R6 179 and the necessary reversals were seemingly done. This was not corrected on the system of the municipality, however,” Peché said.

The problem kept reoccurring. “I visited the offices numerous times and made phone calls and requested that the necessary reversals be made on the municipality’s system. Sometimes I would speak to a person one day and explain everything, then a few days later, he would say that he had never seen me and did not know anything about the prob-lem,” Peché said. She added that she would really want the municipality to keep track of the history of a problem, so that no misunderstandings could occur between consumers and the municipality.

In October 2012, Peché was given a final amount to pay, so that there would not be any arrears on the account whatsoever. In January 2013, the account was at last also corrected even on the municipal system. There was peace for 12 months or so.

On the December 2013 account, three amounts suddenly appeared under the heading of sundries, with three accompanying VAT amounts. On the January account of this year, a total of R4 284 in arrears was indicated. Peché was told that these were “legal costs”. It was explained to her that the workload at the municipality was very high and that it took very long to rectify incorrect information on their system. Consequently, a summons had been automatically authorized and an amount of R4 284 added to the account. She was told that the summons had been issued erroneously and that the account was up to date and she could ignore it.

In February, however, a red letter to cut the electricity arrived at Kennington.

Off she went to the municipality again, repeating and explaining the whole story over and over. Peché succeeded in defending their electricity supply. The red letter stated that the disconnection fee would be over R6 500. She also wrote a letter, dated 27 February, to the municipality to explain the whole situation. The following month another red letter came, dated 24 March. The communication between the different sections at the municipality had failed once again. Meantime, the Ferreiras, the owners of Kennington Lodge, had also joined the attempt to get the municipality to act on the situation. Peché fought tooth and nail to avoid the power cut in March. But for how long?

The municipality was asked to explain their side concerning the issue of the R4 282 and was investigating the matter at the time of our going to press. The municipality was also requested to comment on what could be done about the chal-lenge of officials telling customers that they would reverse problems but failing to do so, as well as the challenge of the lack of communication between different sections, especially communication with the section responsible for cutting the electricity.

Fortunately, nobody was seriously injured in this accident involving a bakkie and a learner driver in a truck that happened at the intersection between Kort and Jeppe Street on Tuesday morning. Traffi c fl ow was held up, however, while rescue workers cleared the scene.

Photographed holding the key during the handover ceremony are, from left to right, Mr Thulani Mavuso (Home Affairs), Cllr David Mutavhatsindi (Makhado mayor), Mr Thulasi Nxesi (Minister of Public Works), Ms Florah Motsitsi (Home Affairs) and the MEC for Public Works, Mr Dickson Masemola.

The new Makhado Home Affairs district office, which will be in operation soon, will curb the challenges of congestion and long queues. The new building, which complies with modern tech-nology, will accelerate the offering of services, said a spokesperson for the department.

The new district office, which was built by the Department of Public Works, was officially handed over to the Department of Home Affairs last Wednesday.

Speaking during the event, the Minister of Pub-lic Works, Mr Thulas Nxesi, said the project was finished in record time. “Despite all the problems we have had in the past with corruption and mis-management, an important centre of excellence remains within the Department of Public Works which allows us to deliver services,” he said.

The Department of Home Affairs used to operate from a 100m2 office in a building which it shares with other government departments. The limited

space usually delayed services.Nxesi added the R12 million project was a good

example reflecting the department’s new approach which will have proper structures and the right systems. “As public works, we have learnt from our mistakes and we are addressing them,” he said.

The new 1 200m2 district office is located in Anderson Street. It includes facilities such as security, an adequate waiting area, a fingerprint area, a baby room, a matrimonial room, archive space, an immigration office, a passport-processing area, a boardroom, disabled facilities and parking. “This area deals with lots of immigrants, hence we allocated a big space for immigration,” he said.

The Home Affairs’ chief operational officer, Mr Thulani Mavuso, said that only a few aspects were left that needed to be finished before the official opening. “This came at the right time while the department is in the process of issuing the new smart identification cards,” he said.

The Makhado Municipality has extended the period for inspec-tion of the new valuation roll and the lodging of objections till 30 April this year.

The Soutpansberg Ratepayers Association (SRPA) said that they had written a letter request-ing an extension to the munici-pality, whereafter the municipal manager, Mr Sakkie Mutshinyali, met with the SRPA manager, Mr Phillip Olivier.

The SRPA gave their reasons for requesting the extension as the inaccessibility of the roll on the Internet and/or difficulty in accessing it, and the fact that many residents find it hard to get to the municipality in person for inspection of the roll.

A resident was told by one of the relevant officials that there are many objections, but that a number could not be given, since objections are lodged at different offices of the municipality and also at regional offices.

Olivier said that residents would have to realize that this was their final chance to inspect the roll and lodge an objection if they did not agree with the valuation. “Residents are urged not to wait until the end of April to look at the valuation of their properties. You might miss the bus and end up paying the high rate for the next four years. The time to lodge a complaint is now. It will be futile to complain af-terwards. We do not foresee that there will be another extension,” Olivier said.

Property owners can inspect the valuation roll at offices C041,

Objection time extended to end of April

The Makhado Municipality has extended the period for the inspection of the new valuation roll and the lodging of objections till 30 April this year. This week, the valuation roll was found to have disappeared completely from the website, www.makhado.gov.za, with the exception of the agricultural roll. The objection form, however, is available under Documents and Publications on the website.

C001 or C034 at the Makhado municipal buildings in Krogh Street. The completed objection form must be returned to the same offices. An alternative way to obtain property valua-tions would be to SMS or phone your stand number and address to Olivier of the SRPA on 082 679 8324 or 071 657 3415 for the valuation. “We have had group queries where one resident would send a whole list of stand numbers and we reply with the valuations,” Olivier said.

Those who wish to obtain their valuation from the municipal website at this point in time may have difficulties, unless they have

downloaded the valuation roll while it temporarily appeared on the website of the municipality. In February, the whole valuation roll for residences and businesses appeared on the website. In the last week of February, the roll was split into different sections to make access more convenient, although it was not stated what parts of town appeared in which sections.

This week the valuation roll was found to have disappeared completely on the website, with the exception of the agricultural roll, which was complete from the farm Aangenaam Uitzicht to Zyvergat.

It is possible to break the cycle of poverty through managed education which focuses on developing children, in addition to teaching a curriculum.

Christel House South Africa gives pupils from some of the poorest communities opportunities to escape poverty through an educational experience, based on core values such as discipline and hard work. Well-known hairstylist Connie de Sousa of Makhado (Louis Trichardt) believes in developing these children and teaches them hairdressing skills whenever she goes to Cape Town where this inde-pendent school is based.

In February this, De Sousa offered a three-hour practical hairdressing training course at the school

as a volunteer. Volunteers come to the school as teaching assistants, library assistants, social work-ers and guidance counsellors or as experts in certain fields, not only in hairdressing but also in psychol-ogy, occupational therapy and remedial teaching.

“They observe well and learn quickly. It helps that they have no financial worries,” says De Sousa and adds that the school is sponsored by donations and that 100% of the donations go directly towards the children’s education and development.

“I help them and guide them. They can then do part-time work for hair salons over weekends and school holidays. Not all of them will necessarily become hairdressers, but they get an idea of a possible career to follow,” says De Sousa.

In a unique joint venture, a private initiative and a lo-cal municipality in Limpopo have pooled their resources to ensure a brighter future for vulnerable children in Alldays.

In what is believed to be a historic first in South Africa, the private initiative of the Mapungu-bwe Foundation, in collaboration with the local municipality of Alldays, will be opening its or-phanage and day-care centre for some 164 orphaned and vulnera-ble children in the town officially this month.

The festive opening on 19 April will bring the initiative of Swedish landowner Mr Leif Rahmqvist to fruition. Touched by the situation of the large num-

ber of orphaned and vulnerable children in town, he decided to do something to get them off the streets to a safe and sheltered life. In January 2013, he established the Mapungubwe Foundation Centre and, during the past year, raised money - mainly from do-nors in Sweden. One year later, in January 2014, the construction work started and now, almost three months later, the centre is taking shape and children will soon be moving in on the site made available for the centre by the local municipality.

In a statement released this week, the Mapungubwe Foun-dation states that there are many great private initiatives and vol-unteer efforts working to improve

the lives of children in South Africa. “However, the project of Mr Rahmqvist is unique as it is the first time in South African history that such a private initia-tive is done in conjunction with the local municipality.”

Running the Mapungubwe Foundation Centre is a long-term commitment with, in principle, no area of support being exclud-ed. “To ensure that the project continues over many years to come, Mr Rahmqvist realized it had to be done in cooperation with the local community. Thus he invited its social officers to join the board and to take an ac-tive part in planning the activities at the Centre,” the foundation says.

School News

Messina Primary plays host to national launchMessina Primary School was in the news again on 18 March when they received a visit from two Limpopo MECs as part of the launch of the national cervical cancer prevention campaign.

Education MEC Dikeledi Magadzi and Health

Pictured at the launch of the cervical cancer campaign at Messina Primary School are, from left to right, Education MEC Ms Dikeledi Magadzi, Mr Dave Diener (principal), the circuit manager of the Soutpansberg North area, Dr Sampie Paswana, and Health and Social Development MEC Dipuo Letsatsi-Duba. Photo supplied.

and Social Development MEC Dipuo Letsatsi-Du-ba were on hand to kickstart the campaign. Among other delegates who attended were the local mayor, Ms Carol Phiri, the circuit manager of the Sout-pansberg North area, Dr Sampie Pashwana, Cansa representatives and managers and principles from schools in the area.

During the launch, several Grade 4 learners from the school were vaccinated. The accompanying teachers had to lend a shoulder to some girls who were in tears after seeing the needles. The sisters who administered the injections with much care and tenderness were Margaret Raivhogo, Yvonne Ndl-ovu and John Manganyi from the Tshilwavhusiku area near Makhado (Louis Trichardt).

Cervical cancer, otherwise known as the human papillomavirus (HPV), affects thousands of women in South Africa and the world. According to the Department of Basic Education and Health, it is the second-most common cancer among women. HPV only affects women and has no visible symptoms. If it is not detected at an early stage, it is diffi cult to treat and may lead to death.

Young Annika Pretorius was one of the fi rst Grade 4 girls from Messina Primary to be vaccinated as part of the national cervical cancer prevention campaign. Photo supplied.

Valley Macadamias opened a receiving depot in Levubu on 13 March to service the increasing macadamia nut supply in the area. The Levubu region contributes 12 000 tons of the 40 000 tons of macadamias produced nationally.

The high demand for macadamia nuts worldwide is having a positive spin-off in South Africa as the industry expands to meet the demand. The market in China alone is growing by 30% per annum, forcing South African farmers and processors to gear up to accommodate it.

The receiving depot in Levubu will supplement Valley Macadamia’s two facilities in Mpumalanga, namely Alkmaar Valley Macadamias and Sabie Valley Macadamias, to feed the 12 500-ton capacity of the Valley Macadamia Group.

Speaking at the offi cial opening of the depot, Alan Sutton, managing director of Sabie Valley Macadamias, said that the new depot signalled continuous growth in the industry. “We have seen massive growth in the number of plantings of macadamia orchards and some of our customers are growing by 30% year on year in order to meet

the demand, which is mostly coming from China. As such, the market is relatively inelastic as the demand is outstripping supply because China’s market is growing at exponential levels.” He added that while markets in Europe remained import-ant, demand was tapering off and the continuing economic crisis was placing pressure on potential market growth, which is cause for concern.

The growth in the macadamia nut industry also bodes well for the National Development Plan’s aim to create one million jobs in agriculture. Mac-adamia nut farms require 1 labourer per 2 hectares. Currently, South Africa has around 17 000ha under cultivation and the number is expected to grow. A processing plant with an average throughput of 4500 tons per year employs a further 150 people.

Sutton concluded that the macadamia nut market was in an excellent position and the increasing demand for nuts boded well for farmers.

“The options are getting better and better for farmers, bringing greater security to the sustain-ability of the industry and ensuring better farm gate prices,” said Sutton.

The Makhado police’s station commander, Col Francois Ramovha, recently interacted with the residents of New Town during the station’s community outreach meeting.

According to the police’s spokesperson, W/O Takalani Madzhigili, the meeting was intended to address the community regarding the formation of street committees and also to give an overview of crime trends in the policing sector.

The meeting was also attended by, among others, the Makhado cluster commander, Brig Alex Seopa, Cllr Abraham du Plooy, representatives from the pastors’ forum and the community policing forum.

Ramovha informed the meeting about the demar-cation of the policing area into sectors for better management of crime trends. He indicated that the station has three sectors: “The fi rst sector is made up of the entire town, namely Tshikota, Makhado Park, Eltivillas and New Town,” said Madzhigili. “Sector 2 includes Vleifontein, Mailaskop, Mun-zhedzi, Mavhungeni, Tshathogwe and the farms that are part of this vicinity. The third sector is Bandelierkop, Maelula, Matshavhawe, Khunda and all the farming communities.”

Ramovha indicated that quite a number of cases were reported since February 2014. He highlighted some contributing factors to the crimes, among others as follows:

* Dysfunctional community structures such as CPF and the Sector Crime Forum;

* Neighbourhood watch is not being practised;* Street committees are not yet established;* The infl ux of undocumented foreigners, who

are being employed as domestic workers and in the construction industry;

* Insuffi cient interaction between the SAPS and the community and breakdown of communication between next-door neighbours;

* Domestic and construction workers are not

properly profi led by employers.Seopa stated that policing should not be viewed

as a political institution and warned the police and community members not to conduct policing in a political manner. “Crime affects all the people regardless of age, social status, profession, gen-der, race or fi nancial status,” Seopa said. “Street committees require people who are willing to go out and work with the police. Business owners who deal in airtime must register all their vouchers.”

Seopa concluded by expressing appreciation for the level of interaction which was shown in the meeting. The station provided contact numbers of the different commanders in the station for communities’ use. The contact numbers are 082 565 8171 (station commander), 082 573 3289 (visible policing commander), 082 451 7154 (detective commander) and 082 728 9975 (sector commander).

The Way, the Truth and the Life

Matthew 25:14-30

In our Bible we read much about the new heavens and the new earth that

God will make for His people. The descriptions are wonderful, but our minds cannot really comprehend what it will be like.

In 1 Corinthians 2:9 we read: “Eye has not seen, nor ear heard, nor have entered into the heart of man the things which God has prepared for those who love Him.”

Our reading teaches us that on the Day of Judgement God will reward His people for their faithfulness. We do not deserve any reward for what we do, but the grace of God is such that rewards will fl ow to the saints on that great day of the Lord. I wonder what is in store for you?

Our Bible reading for today tells us plainly that Christ has given each of us talents to use in His service. We must use them in the service of the Lord Jesus. When we do this we are simply doing what God expects of us.

A great reward awaits each of Chris’s people, so let us be faithful, serving God from the heart and we shall hear those wonderful words: “Well done, good and faithful servant ... Enter into the joy of your Lord.”

Min dinge laat Daisy sprakeloos.

Brief

Daar’s ‘n skroef los met waardasies

Brief

Julle het julself weereens oortref!

Dirk is weer ‘n troue vriend in noodLetter

Dis by haar vriendinne in die voor-stede waar Daisy Die Siekte optel. Trousiekte.

Daisy begin saggies snik, toe harder. “What is the problem, ma’m? What is wrong?”

“Oh, but that wil be wonderful, ma’m! You and that very handsome man with the beard, you will make a beeeautiful baby.”

“Baardman, dis alles jou skuld.

Wanneer sal wát my pas?

in Louis Trichardt.

“Low and behold” was die resultate

-Frans Malan (Makhado / Louis Trichardt)

Vanjaar was daar, volgens organiseerder mnr.

Baie dankie, julle.”

CANSA Relay for Life 2014

Goeie opkoms by Relay

Laerskool Louis Trichardt se Cansa Relay for Life-span het vrolik in geel opgedaag.

This coming weekend marks round two of the Donaldson Cross-Country Motor Racing Championship, and crews will once again head into unknown territory.

Round two of the 2014 championship will see crews battling it out in Mooiriver (KZN) in a race that promises to deliver high spectator value and great racing territory. The Elegant Fuel race team, sponsored by Elegant Fuel from Makhado (Louis Trichardt), heads to KZN full of confi dence after their fi rst-round performance where they took the overall race win after an intense battle with the Motorite racing team. The team will once again consist of both Quintin and Karl-Heinz Sullwald (Elegant Fuel BAT Venom) and Hermann and Wichard Sullwald (Elegant Fuel Stryker)

Quintin and Kallie will be looking to build on their performance in the fi rst event, where they took both the prologue and race victories last time. “We’ve done some more work on the car after the last event and have changed some suspension setup and rebuilt the entire steering system that was giving us a lot of problems in

Harrismith. We feel the changes we have made are in the right direction, but heading into the unknown is always a challenge.”

Hermann and Wichard will be looking to bounce back after a DNF last time round. They will be encouraged by the prologue performance, where they came home in a close third place, and will be aiming to get to the top step of the podium this time. “We were terribly disappointed last time when the wheel studs broke and we were forced to call it a day. The guys in the workshop have done a great job on the car, and we are confi dent that we have the package to take the win home.”

The event gets underway on Friday afternoon (4th) with a 100km prologue to determine starting positions for the race. The race consists of two 180km loops that make up the race distance and gets underway at 08:30 on Saturday morning.

Elegant Fuel Cross-Country Racing team is further supported by Sullwald Projects, Faith Wheels, Limpopo Tyres (Polokwane), Oil Shoppe (Polokwane) and Wetherd Designs.

Die uitstalruimte is 3x3 me-

ter.

Besprekings kan gedoen word by Rina Vermeulen by tel. 083 297 6925, e-pos [email protected] of faks 086 621 4488.
