The 10 million francs of anticipated takings fore- cast for the year from September '86 have been exceeded by 50%. Advertisers as diverse as Coca Cola and the Credit Lyonnais Bank are amongst those who have raised the income to 5.4 million francs. Ger- ard Morax, Director of the compa- ny is confident that he will raise the figure to 60 million francs in 1967. It looks more than ever as if TV6 is determined to survive despite the political setbacks and the dissent of French prime minister Jacques Chirac. Renewed HopeFor France's TV6Likely Involvement Of Metropole

Paris- Since TV6's new program-ming in October 1986, the musicchannel's ratings have increased by40% and its advertising revenue isnote looking good. The 10 millionfrancs of anticipated takings fore-cast for the year from September'86 have been exceeded by 50%.Advertisers as diverse as Coca Colaand the Credit Lyonnais Bank areamongst those who have raised the

income to 5.4 million francs. Ger-ard Morax, Director of the compa-ny is confident that he will raise thefigure to 60 million francs in 1967.

Eurovision Needs $12.5 MillionThe total cost of this year's Eurovi-sion Song Contest to be held in Bel-gium is estimated at 12.5 millionUS dollars. Yorkshire TV PlansLate Night Viewing

Yorkshire Television, which startedbroadcasting Music Box pop showsin all-night programming m an ex-periment in August last year, plansto go ahead with a permanent late -night service at the end of spring.

The Music Box experiment end-ed January 5 and research showedthat between midnight and 2.30amaudiences varied between 350000and 750.000 but by 4arn audienceswere usually too small to measure.Now the station is to ask the In-dependent Broadcasting Authority(IBA) for permission to extend its

broadcasting hours well beyondmidnight although accepting thataudiences after Sam may not belarge enough to justify the cost.

The original pop -format experi-ment was slanted directly towardsyoung people. Now Yorkshire TVseems set to try different mixes ofprogrammes, including old films,to see whether there are otherpotentially larger audiences formiddle -of -the -night output. Givenpermission, Yorkshire could startits late night programming as earlyas April.

Scandinavia Welcomes New Media Developmentsby Cathy Inglis

At first sight, the media situation in the different Scandinavian countries shows many similarities. The established stateradio monopolies now face growing competition from private stations in Denmark and Norway, and local communityradio in Sweden. Them is talk of commercial television in the not too distant future and cabling is slowly increasingthroughout the territories. However, on closer inspection, the assumption that Scandinavia constitutes a single entity israpidly brought into question. All record companies categorically point out that the four countries are four separatemarkets which are all dissimilar from other European countries. To clarify what is a confusing yet fascinating scene,Music & Media presents an exclusive report on the current media and industry developments in each country.

Denmark WelcomesPrivate Radio CompetitionCommercial TV Still Under Discussion

The government controlled Danmarks Radio operates a single national tvchannel and three radio stations. Programme I devotes it to culturaltopics with news, plays, debates and politics, the second channel concen-trates on classical music and the third, which is the one most widely listenedto, broadcasts light entertainment and music. Danmarks Radio also has ninelocal stations which generally have to share the frequency of the secondchannel. However, at several instances during a same day, the three channelsbroadcast the same programme so that their individual identities are neverfully established. The Dams often complain that although Radio 3 is sup-posedly the music channel, it is in fact a chaotic mixture of variousprogrammes, some of which are, they claim, totally ludicrous. The mostfrequently cited example being the 'Eskimo Programme.

The stiffling monopoly of Dan -marks Radio ended a couple ofyears ago when the governmentsanctioned, on an experimened ba-ss, the development of private sta-tiom. Industry and media alike havewelcomed the new smtions as form-erly pop outlets were very limitedand confined to occasional pro-grammes on Danmarks Radio. Theprivate local stations are financedby donations, radio clubs, andalthough illegal, many of the sta-tions do allow ,indirect advertisingon the airwaves. Although never inthe form of a 15 second spot devotedto a particular product, the Dis can,for example, mention a sale takingplace in a shop and the shop thengratefully donates some funds to thestation.

By far the most established andpopular of these private radio Cu'

is Radio Voice which operatesa mp 40 format. The latest ratingsreveal an encouraging 125.000

listeners in the Copenhagen area.Finance is only one of the

problems faced by the privates: they

also have to fight to get a frequencyand, once on, they have to share itwith several other stations. For ex-ample Radio Voice shares one fre-quency with six of the 40 or so sta-tions in and around Copenhagen.Because of this shared airtime, theidentity of each station is difficult todistinguish from the other, much tothe frustration of the more profes-sional broadcasters. This is madeworse by the authorities allowingairtime to virtually every grassrootsparty, iriespective of its broadcast-ing quality.

Although only one national tele-on channel exists, there are

Streamlined VocalsDanish duo Laban made a true cross -over during 1986 with its sin-gle 'Love In Siberia'. This Euro-disco/pop single has entered theBillboard charts and was a Break Out in the dance/disco charts.Master deals have been concluded in almost all territories world-wide and the single will be released M Japan, the Far Fast andBrazil this month. The duo was featured twice in M&M New Ta-lent, both with their 'Love In Siberia' single (see issue 32) and theirfirst English release 'Caught By Surprise' (issue 14).

Mega Records producer Cai Leitner (Laid Back's 'WhiteHorse') teamed up the voices of Lecia Jonsson and Ivan Pedersen.both have been members of various successful groups in Denmarkbefore forming Laban.

Clever, smooth arrangements coupled with Laban's streamlinedvocals form the basis of their success and their radio-fnendly top 40mix of pop and disco should continue their success into 1987.

Marketing and promoting product in Denmark is no easy matter. As well asthe limited media exposure (little musical press, no commercial televisionand radio, few pop programmes, and the difficulty of receiving Sky Channeland Music Box), the industry faces the daunting prospect of selling recordsat exhorbitant prices with a luxury tax of 30% imposed on top of the stan-dard 18% purchase lax. Furthermore, import records, especially those fromCanada, are sold at a lower price than home produced records and are there.fore snatched up far more quickly.

SR producer, Kaj Kindvall's 'Tracks Hits Of1986' significantly reveal that Swedish product played on the air throughoutthe year increased by 9% to mach 21.1%, with British material at a steady39% and American music dropping 3% down to 22.5%. Hans Englund,Managing Director WEA Sweden, believes the chance of reaching a largeraudience locally increases if lyrics are sung in Swedish. At time of press fiveof the top 10 in the Swedish Album Charts were local albums of which fourwere sung in Swedish. Pop Video Programming Still LimitedIn common with their Danish neighbours, the national government con-trolled Sveriges Radio (SR) maintained a monopoly until a couple of yearsago. SverigesRadio runs three channels of which the third is the music/lightentertainment outlet. In addition there are several important governmentfinanced local radios, the major ones being the influential Radio Stockholmand Radio Gothenburg.

Klas Engstrom, producer of pro-grammes on both Radio Stockholmand the national SR, is in a good po-sition to compare the two. "Our na-tional radio is far more middle ofhe road with the exception of a cou-ple of pop programmes, whereasRadio Stockholm is influenced byAnglo-American radio forma.,with high -rotation broadcasting."Radio Stockholm, which will haveits 10th anniversary in May of thisyear, currently shares a frequencywith SR but their increasing popul-arity and recognition have gainedthem the use of their own frequencyas from October 1987.

Cabling is on the increase inSweden with currently 190.596connections for Music Box and165.133 for Sky Channel. Theseconnections are made via a satellitepick-up and only available in com-munity buildings such as appart-ment blocks, but not for individualhouseholds.

As fracas broadcasting is concern-ed, Finland is still the most liberal -

of all Scandinavian countries andthe only one to allow commercialbroadcasting.

Oy Yleisradio Ab (YLE) is a

non-commercial government con-trolled public service broadcastingstation operating two televisionchannels, two radio services and aSwedish language service which ismainly available only in coastalregions.

Oy MTV Ab (no relation to itsAmerican namesake) buys broad-casting time from YLE and sells itto various advertisers on the two na-tionwide television networks. Pro-gramming is diversified with OyMTV Ab leaning heavily towardsBrifish and American series, soapoperas and top local shows to max-imise its drawing power and adver-tising revenue.

Kolmoskanava (Third Channel)was launched recently in the Hel-sinki area and is jointly owned byYLE, MTV and Oy Nokia Ab. IIwas formed to compete against"foreign invasion" and local mediaby offering feiture length movies,sponS, light entertainment andcommercials.

Cabling now covers some200.000 households across thecountry and is advancing fast. Forsome years now Finland hasreceived Sky Channel, Music Box,Screen Spoon, TV5 and mom re-cently, Children's Channel. TVtransmissions from neighbouringSweden and the USSR are alsoavailable.

There is no denying the impor-tance of Sky Channel and MusicBox as promotion vehicles for inter-national pop and rock music. Localattempts to create something simi-lar have so far flopped, includingThe Finnish Top 40 Show transmit-ted over the Helsinki Cable TV, andothers. However, the emergence ofSuper Channel and MTV Networkhere later this year could easilyresult in over supply and a conflictsituation whereby the role of thedomestic product may be injeopardy.

The long-lasting radio monopo-ly of Oy Yleisradio Ab was finallybroken in the spring of 1985, a good20 years after the suppression ofpirate radioship Radio Nordmoored between Sweden and Fin-land. Commercial local radio wasnow a reality in Finland, and twoyears after the preliminary negotia-tions, broadcasting began. A totalof 22 concessions were granted tobroadcasters in 20 locations.

Although a second national tele-vision channel is planned, it isdoubtful whether it will be estab-lished in the near finure. The idea isthat this channel will carry advertis-ing and will also impose a fee to becharged together with the normalDanmarks Radio licence. SouthernDenmark receives German televi-sion and the two Swedish channelscan be picked up in the East.

Denmark is the least cabled inthe Scandinavian countries sincethe government owned Post & Tele-graph Company maintains a mo-nopoly on all satellite dishes. It is

illegal for an individual to own sucha dish. This issue is a highly politi-cal one, currently being debated inparliament. Many believe the situa-tion will soon change.

Norway's Private Radios Use 'Illegal' AdsSuperchannel Now Available

The non-commercial government controlled NRK serves one national television channel, two national radios, PIand P2 and several regional NRK stations sharing the same frequencies as PI and P2. The latter has only been inexistence for 18 months and is the station which features most music. However as in Denmark and Sweden, few popprogrammes are aired. The most influential programme is Ti 1 Skuddet, produced by Vidar Lonn-Arnesen, whichhas been gaining in popularity since its birth 22 years ago. A chart programme, it is compiled each week from a juryof 250 children who vote on five local and five international songs using nominations from several different sources,including local charts and those from M&M and Billboard.

Director and Internation-al Manager: "We are aiming in-creasingly for variety within the So-n. group. This way we can presentwhat we em working on in the bestpossible way, by using the differentfacilities we possess to their best ad-vantage. We are now also involvedin an art gallery, we recently filmedErasure in Stockholm, we have soledistribution rights in Sweden of afidl-length feature film starringlean -Paul Belmondo, and U2 havebeen over to our studios to do somerecording."

The retail market is fairlyunique in Sweden. The countrystarted marketing CDs extremelylate compared to other Europeanterritories and because hardwarewas promoted long before the ar-rival of software, CDs were veryslow to take off. Although albumsales are keeping up, the sales ofmusic cassettes have reached a totalstandstill. Record companies blame

the physical difficulties of actuallyfinding the tapes in the stores. Thepresentation of cassettes is poor andalbums am far .sier to acquire inthe shops. The Swedes am qualityconscious, critical consumers whoprefer the look of vinyl to a simpletape. However, since September1986 the retail stores have maned toopenly expose the cassettes in theracks, with encouraging initialresults. It will take a year or two toknow if this solution is enough toovercome the decline in sales ofcassettes but the record companiesare hopeful.

As for singles, their sales arestill low compared to other Europe-an territories and Sten of Klinm-berg, CBS Sweden's ManagingDirector, decided to experimentwith a drop in prices. "I felt therewas a disproportionate price be-tween singles and Ms as the formerwere vastly overpriced, so in May1985 we dropped the price of sin-gles. We have had tremendous sup-port from 220 of the 300 dealers towhom we deliver. We find that wehave achieved higher sales for lowkey products and I believe that thismove is a scary long term in-vestment for future music. Thanksto the lower prices, new acts havethe chance to be released withcheaper singles. Also single buyersam often young and with littlemoney, but by spreading the newsabout good new product frommouth to mouth, they can act as asmall radio by building up a solidbase."

His latest LP CutThe Mee is already in the Scandinavian charts(24 in Denmark and 25 in Norway) and featuressome highly atmospheric and moody works bya musician who not only in name but also in vo-cals, bears a close resemblance to the DimStraits' frontman. Knopfler is currently in themiddle of a promotion tour with the emphasison the German market performing for severaltv shows with his new single When Hi Kiss, acatchy, up -tempo track. With releases expectedin the Benelux (RCA/Ariola) and Italy (Duri-um) and on PolyGram in Scandinavia, the al-bum yields further highlights such as the in-trospective The Fisherman, the fragile KenGrandpapa Sailed and The Hurting with its im-pressive build-up.

Founded in the mid -sixties, Barclay JamesHarvest has always remained a bit of a cul-lband with their brand of symphonic and acous-tic pop. Their latest album for Polydor, Face To

Face, their 17th, doesn't differ much from theirearlier works: rather swollen and somewhatpompous arrangements with rather seriouscompositions. The trio is still successful in theGerman speaking countries and this album,although lacking a strong single, might bringthem back in the charts.

The Swedish based, but multi -nationalfoursome, Dance Dance, have released theirdebut album, entitled A Ho Ho. Long timefavourites at M&M who frequeMly appear inour 'New Talent', their debut album is beingreleased end of January, following closely therelease of their current single, Hoodoo MunnVoodoo. The album is produced by I9 -year -oldPaul Inder, son of Motorhead member, Lemmy.

'Hoodoo Wayne Voodoo' is picking up air-play in Holland middle band will be in Amster-dam shortly fora couple of tv shows. They willthen move on to Italy fora promo tour and willbe giving a few gigs in Scandinavia and Germa-ny in March. Their former single, Do TheDonee, has been released in the US; the initialversion was remixed especially by ChristerModig and Boris Granich who were behind thesuccess of Falco in the States.

The Hollies - On The Road AgainSixties Formation Undertake Massive UK Tour
